A Takoradi District court has remanded into police custody, the Chinese national who shot and killed Nana Boah, a 30-year old Ghanaian lotto operator, at Wassa Akropong in the Western Region.

Police Inspector Bernard Paa Ahinsan, who represented the state, prayed the court, presided over by His Worship, Thomas K. Ofidie, to remand the accused into police custody, to allow them some time to further investigate the case.

[contextly_sidebar id=”17Xav1dubauEVuzDgqkjPB44v6ZfXCCt”]Jiang Gen Hai, allegedly shot and killed Nana Boah, who had accompanied his friend, a plumber, to demand GHc150 as his workman’s pay for services he had rendered to the Chinese.

He’s believed to have been shot and killed instantly by the Chinese after an argument ensued over the refusal of the Chinese national to pay for the amount he had been charged by the plumber.

Initial reports had suggested that the Ghanaian was shot mistakenly, although that has also not been confirmed.

Eyewitnesses told Citi News that during the confrontation, a gun brought out by one of the Chinese was seized by the two Ghanaians but a second gun was reportedly fired by the Chinese, killing the witness, Nana Boamah instantly.

The youth of Wassa Akropong responded in anger by burning some 14 cars belonging to the Chinese nationals in the town, and also vandalizied other properties.

The suspect was arrested by the police and sent to the Asankragua Divisional Command. He was subsequently transferred to the Western Regional Police Command in Sekondi.

Police say he will be charged for murder, and he is to reappear in court on 26th October, 2017.

Crackdown on Chinese

The incident angered the youth of the town who burnt and vandalized properties belonging to the Chinese nationals.

About 14 cars belonging to the Chinese, as well as some of their shops, have been burnt by the irate youth.

Police had to relocate about 48 Chinese nationals to safety following the rioting.

Later on, angry youth also set up checkpoints on the Wassa Akropong High street in search of Chinese nationals following the killing, which heightened already existing tensions because of Chinese involvement in illegal mining.

The Western Regional Police Command has arrested four Chinese nationals suspected to be involved in the shooting of a thirty year old   Ghanaian, Nana Boamah, a lotto operator at Wassa Akropong.

This was confirmed by Citi News’ source within the Police service in the Western Region.

“The Chinese, who fired the shot and three other Chinese who were at the Casino at the time of the incident, have been arrested by the police. They have been sent to the Asankragua District Police Command,” the source said.

The shooting, which occurred on Friday, caused a lot of chaos in the Wassa Akropong township.

Although calm has returned to the place, there is currently heavy Police and military presence in the area, whereas about 48 Chinese nationals have been relocated to safety.

Calm is returning to Wassa Akropong after some irate youth burnt and vandalized several properties belonging to Chinese nationals following the killing of a Ghanaian by a Chinese businessman.

Citi News sources also say the Paramount Chief of the Wassa Amenfi Traditional Area, Tetrete Okuamoah Sekyim II, is meeting with the irate youth who are determined to revenge the death of Nana Boamah, 30, at his palace.

Police from the SWAT division in Takoradi as well as other units from Tarkwa and Asangragua, had to intervene last night when over thousand residents took to the streets to vandalize Chinese businesses and other properties.

Cause of riots

Eyewitnesses told Citi News that a plumber who was hired by some Chinese nationals for his services called in the deceased, Nana Boamah as a witness, after the Chinese refused to pay the Gh 150 he has charged.

During the confrontation, a gun brought out by one of the Chinese was seized by the duo. But a second gun was fired by the Chinese, killing the witness, Nana Boamah instantly.

The news of the death of Boamah, which had spread throughout the town, sparked series of attacks on Chinese nationals and their properties. Six cars were burnt, whilst other properties were also vandalized.

Initial reports had suggested that the Ghanaian was killed mistakenly by a stray bullet during an altercation between two Chinese nationals at a nearby casino, but it appears that story is inaccurate.

Situation is serious-police

“The situation is really serious because the Chinese are many and they live differently, so before you realize, there will be fire somewhere, so you rush there with your team. But before you could finish, there is another fire nearby.”

The Wassa Akropong District Crime Officer, Detective Chief Inspector Briamah, told Citi News in an interview on Friday.

“In all, about 14 cars belonging to the Chinese have been burnt. Hotels and Casinos operated by them have been vandalized, whilst many other properties have been looted” a source told Citi News.

Regional police commander visiting the town

The Western Regional Police Commander, DCOP Kwesi Duku, and a team of other security personnel are visiting the town to assess the security situation.

Already there is a team of officers who were deployed to the town last night to control the situation.

“Currently, the police is assisting to repatriate the 48 Chinese Nationals and also commence investigations into the matter” a police source told Citi News.

The alleged accidental killing of a Ghanaian by a Chinese national at Wassa Akropong in the Wassa Amenfi East District, of the Western Region, has sparked riots in the town.

The Chinese national is said to have accidentally shot and killed the Ghanaian, whose identity is unknown for now.

Assets belonging to the Chinese are said to have been set ablaze by irate youth, who are protesting the death of the victim. About twelve cars are believed to have been burnt so far.

According to eyewitnesses, over eight vehicles belonging to the Chinese have already been set ablaze, whilst other properties are under attack.

Eyewitnesses also say a joint task-force of military and police officers have arrived at the scene trying to take control the situation.

Speaking to Citi News, a local reporter with Rivers FM at Wassa Akropong, narrated that at about 4:30 pm, today [Friday], residents got wind of a brawl between two Chinese at a casino in the town near a filling station.

In the course of the confusion, one of the Chinese allegedly fired a shot from the casino, killing instantly the Ghanaian who was fueling his car at a nearby fuel station.

“I saw the army and policemen, they are around here. But they could not stop what the youth in the town are doing now. They [the youth] are burning the houses around and their cars… the fire service came here but they didn’t get the chance to even quench the fire.”

The eyewitness also said the rioting youth were not allowing the overwhelmed security personnel to call for backup.

“I heard one military officer, but they are not allowing anybody to record or to take photos or to make calls. So the guys even warned a military man not to make any calls so they are just standing here. I can see only three military men and four policemen.”

Most of the Chinese nationals in the area allegedly engage in illegal mining activities, popularly known as galamsey.

A former Vice-Chancellor of the University of Ghana, Professor Akilakpa Sawyerr, has charged government to pay heed to the needs of Ghanaians in order to give meaning to the nation’s democracy.

A recent report stated that despite an increase in citizen participation in governance,  the government has failed to address the issues and complaints of the people.

Professor Akilakpa Sawyerr told Citi News that in order for government to achieve the level of development it desires, it must first listen and address the concerns of the people.

The Ghana Police Service has reiterated that the ban on the use and possession of firecrackers is still force.

The Executive Instrument (E.I) 21 of 1999, prohibits the manufacture, possession or carriage of any explosives, including firecrackers.

[contextly_sidebar id=”FkA311Y8aNQCkHBqMYjM6DnDWvEGSQ29″]An apparent rise in the use of firecrackers in recent years, particularly this Christmas season, has led to suggestions that the stance of the police on the use of firecrackers  may have been relaxed.

There have also been claims that the police have failed to enforce the ban.

However, the police have dismissed these assertions, stating that the ban still holds and that they are working hard to ensure it is observed.

“The warning against the use of firecrackers is still in force and the police is also enforcing it. The fact that you hear some people still firing it doesn’t mean that the warning has been thrown overboard. Wherever there are human beings and there are laws, you’ll get people who’ll flout them. The police are looking for those who are flouting the laws,” the Director of Public Affairs at the Ghana Police Service, Superintendent Cephas Arthur told Citi News.

The police launched “Operation Father Christmas” which was aimed at clamping down on the importation, sale and use of fire crackers this Christmas season

Cephas Arthur, however, admitted that the police had some difficulty identifying those who used the banned firecrackers but added that a detailed account of the arrests made would only be made available after the holidays.

“What is important is to intensify public education because some of the people fire them in the nooks and crannies of their residences and it is difficult to find any police man at the time they do. The ones that we find firing the banned firecrackers, we’ll deal with them”.

“Until after the Christmas, when we are taking stock to assess our performance, we may not be able to able to put in the public domain whether some people were arrested for having used the fire crackers or having been seen in possession of the firecrackers,” he stated.

Residents of Paebo, near Adoagyiri-Nsawam in the Eastern Region, are still counting their losses from last Wednesday’s explosion from a defunct quarry in the area.

The explosion of two containers of ammonia and dynamite chemicals led to one death, many injuries, displacement of 1,236 people and the shattering of whole or part of the roofs, doors, windows and louvre blades of 200 buildings.

When the Daily Graphic team last Monday visited the affected areas – some as far as three kilometres away from the quarry site, some of the people were still living in their affected buildings.

They said the destruction was beyond their imagination and that they did not have the money to repair the damage to their buildings.

There were deep holes in the roofs of homes through which water could pass to inundate living areas in the event of a downpour.

The quarry, known as the A.K.Y. Mining Services, had, for some time now, stopped operating and the site abandoned without any security.

Although the police are yet to conclude investigations, it is suspected that the explosives, believed to be dynamite abandoned in a 40-footer container, might have come into contact with fire allegedly started by some hunters.

 Life-long savings

Mr Kingsley Twum, a resident of  Yawkrom, said his building was a life-time investment by himself and his brother.

He said after roofing the building, they moved in awaiting some finishing touches.

He said the destruction of the roof had undermined the progress made so far and that they did not know how long it would take for them to raise money to buy new roofing sheets for refixing.

Mr Twum said although he had learnt that the National Disaster Management Organisation (NADMO) would be offering some support, he did not believe the support would be enough.

He claimed that some NADMO officials would capitalise on their plight to enrich themselves with the allocations.

The St Martin’s Senior High School (SHS) at Adoagyiri was badly affected by the explosion as the louvre blades of the library, the administration block, master’s bungalows, the assembly hall and the chapel were shattered.

Parts of the roof of the school’s chapel had been ripped off by the force of the explosion.

The acting Senior Housemaster of the St Martin’s SHS, Mr Gabriel Kwami Dzededzi, told the Daily Graphic that the cost of the damage was way beyond the budget of the school.

He said the school’s allocation were only for feeding of students and administrative work.

Therefore, the school was at a loss as to how to raise the needed funds to procure new louvre blades and the ceilings, Mr Dzededzi said.

A Chemistry teacher of the school, Mr Daniel Ofori, told the Daily Graphic that five of his colleague teachers in the school had had their buildings collapsing during the explosion.

“They came here crying that they have lost their buildings. It was pathetic because it was their life-long savings”, he said in a dejected mood.

According to Mr Ofori, the best thing was for the teachers to rebuild the houses because the foundation of the buildings had been affected, as the walls had suffered deep cracks.

He said any attempt at renovating the building might cause everything to fall to the ground following the slightest vibration.

When the Daily Graphic team went to the St Joseph the Worker Catholic Church at Adoagyiri, Rev. Father Augustine Frempong had engaged some carpenters to fix the smashed ceilings.

He said part of the ceiling (where he stood to deliver sermons) was ripped off and he had to organise for it to be refixed the same day because of a church service the following day (December 24).

Also affected were the louvres of the church and parts of the outer ceilings.

 Harrowing experiences

Some of the people interviewed recounted their harrowing experiences from the two explosions and indicated that they had since been living in a state of fear and anxiety.

Mr Dzededzi said the explosion happened only 10 minutes after he had got up from bed in his bungalow.

He said following the explosion, his ceiling fan fell onto the bed and particles from shattered louvre blades were scattered on the bed, meaning he could have sustained injuries if he had remained in bed.

Mr Ofori told the Daily Graphic he was asleep when he heard a bang and when he woke up, all the louvre blades in his bungalow were shattered.

Rev. Father Augustine said after the first explosion, he went out to buy some wood to repair the damage caused.

He said he was on his way back when the second explosion occurred, which caused more damage than the first.

Ms Rebecca Afumwaa told the Daily Graphic that she was living in a state of fear now, suspecting that the explosion would recur.

Police in the North Dayi District of the Volta Region have commenced investigations into an attack which led to the destruction of the house of the Paramount Chief, Togbe Djangbo Agawu.

Some young men who are believed to be supporters of one Togbe Nyarko, another paramount Chief in the Sovie Traditional area, allegedly vandalized portions of the house.

While confirming the attack on the chief’s house, the North Dayi District Police Commander, ASP Twumasi Ankrah, could not clarify reports that his house had been set ablaze.

“The information I have received is that the house of one Togbe Djangbo Agawu, one of the Chiefs of Sovie has been vandalized. They caused damages to the glasses of the house. Concerning the burning of the house, it is unconfirmed. According to the CID, when they went there, the youth had just lit fire in front of the house. It was something like a mob attack,” he said.

ASP Ankrah added that “according to the investigator, the complainant said that the people wanted to come and kill him. He gave two names which we cannot put out because investigations are still going on.”

It is unclear yet what may have instigated the said attack but it is suspected to be as a result of chieftaincy dispute.

An ex-soldier, Francis Kunlen, is in the grip of the law for collecting monies from prospective police recruits with the assurance to assist them to be enlisted into the Ghana Police Service.

The 58-year-old was arrested on the eve of Christmas at his hideout at a location near Sowutuom in Greater Accra.

The Brong Ahafo Regional Police Public Relations Officer, ASP Christopher Tawiah told Graphic Online that Kunlen contacted some people who were interested in being enlisted and asked them to pay GhȻ2000 to enable him assist them to realise their dreams.

He said one of the victims whose money was ready rather contacted the police headquarters in Accra through telephone to ascertain whether the police was enlisting people to join the service.

The police headquarters in turn referred the matter to the Brong Ahafo Regional Police Command for further investigations.

The police teamed up with the prospective recruit who called Kunlen to inform him that his money was ready.

When he received the information, Kunlen sent a driver, Alex Ampadu to Sunyani to collect the money on his behalf but he (Ampadu) was arrested when he showed up to collect the money.

Ampadu thereafter led the police to arrest Kunlen who is now in police custody in Sunyani.

ASP Tawiah said pictures of Kunlen would not be made public since a parade would be organised for the public, especially those who have been duped by him to identify him for further investigation.

It would be recalled that a Commissioner of Police (COP), Mr Patrick Timbillah, who was Director General in charge of Police Human Resource Development in March 2015 was indicted by the Police administration over his alleged involvement in a police recruitment scam. He was subsequently interdicted and the matter is still pending.

In a bid to spread some Christmas cheer to the less privileged in society, Citi Fm has donated several items to the Baptist School Complex & Orphanage in the Eastern Region.

The donation to the Orphanage comes days after staff of the station visited Sota and Abonya, two communities, in the Shai Osudoku District of the Greater Accra Region as part of the annual “Help a Christmas Child” project.

Last Easter, Staff of Citi FM and volunteers spent some time interacting  with and mentoring the school children at the orphanage.

The items, some of which were given by members of the public and listeners to the station and which included drinks, bags of rice, toiletries and books were presented by the Administrator at Citi FM, Mr. Matthew Idun and the Human Resource Manager Miss Jennifer Nsiah.
