The former National Youth Authority’s (NYA) Chief Executive, Ras Mubarak, now Member of Parliament for Kumugu, has confirmed that he also fixed an audio visual recording device in his office when he served in that capacity in 2013.

He said this in response to claims by the current acting NYA Chief Executive, Emmanuel Asigiri, who said he discovered a bugging device in his official vehicle which Mr. Mubarak previously used.

Mr. Asigiri, who said he intercepted the device when he sent the vehicle for servicing, questioned why Mr. Mubarak failed to inform officials at the Authority of the bugging device.

He added that he also asked his driver to get a mechanic to remove the one fixed in the vehicle.

“I installed security devices in my office and my official car in 2013 when I took over. The device in my office was secretly planted while the tracker on the vehicle was done in the full glare of staff of NYA including official drivers. I was not the only person who had access to my office. Cleaners at NYA came to clean offices in the evening after close of work.”

“I personally uninstalled the devices in my office when I was leaving, and directed my official driver to take the car to the workshop (I’m not a mechanic) and have them uninstall the tracking device in the official vehicle. It’s ridiculous for anyone to suggest that I had installed a device to bug or track an NPP appointee, albeit a very obscure member of government,” he added in the statement.

This comes on the back of a similar audio visual device found in the office of the current Minister of Lands and Natural Resource, Peter Amewu.

The former sector Minister, Inusah Fuseini, subsequently claimed that he fixed the device for his own security but said it was not functional.

Below is the full statement from Ras Mubarak:

Let’s separate facts from fiction:
1. I installed security devices in my office and my official car in 2013 when I took over. The device in my office was secretly planted while the tracker on the vehicle was done in the full glare of staff of NYA including official drivers.

2. I was not the only person who had access to my office. Cleaners at NYA came to clean offices in the evening after close of work.

3. My office keys were left with the security every evening after close of work. Wouldn’t I be naive not to have had recording devices in my office? How could I tell what went on when I wasn’t in the office and cleaners I don’t know from anywhere had unfettered access to my office?

4. I personally uninstalled the devices in my office when I was leaving, and directed my official driver to take the car to the workshop (I’m not a mechanic) and have them uninstall the tracking device in the official vehicle.

5. It’s ridiculous for anyone to suggest that I had installed a device to bug or track an NPP appointee, albeit a very obscure member of government.

6. I handed over to JK Manu, a public servant who at the time of my departure was the senior-most staff at the NYA and not to the current acting CEO.

7. Has the current Acting Head of NYA found out from his predecessor if he knew there was a device? Has he found out from the drivers if they knew of the device in the car and how long it had been there?

8. In all humility if I wanted “dirt” on a member of the new government, he’s the least person of interest to me.

The fuss about me bugging or tracking his movements is just empty noise to take away attention from the embarrassing flop of the homecoming summit his government organized; they want to divert attention from the insults the Deputy Minister rained on Ghanaians in the diaspora and the utter disrespect and arrogance already demonstrated by a section of the Akufo Addo government; the corruption that’s engulfed the government, the U-Turn upon U-Turn and broken and failed promises of his government.

Member of pressure group, Occupy Ghana, Sydney Casely-Hayford, has accused the former Minister of Lands and Natural Resources; Inusah Fuseini, of withholding information with regards to the audio visual recording device found in the office of the current minister.

Hours after the device was found in the office of Lands Minister, Peter Amewu,  Inusah Fuseini claimed ownership for the device.

He also suggested that it was not functional because he could not get time to fully install the device which he acquired for his own protection.

He has however been heavily criticized for not removing the device even after he was re-assigned to another portfolio.

A former Deputy Interior Minister, James Agalga defended Inusah Fuseini’s act saying he did no wrong.

But speaking on Citi FM’s News Analysis Programme, The Big Issue on Saturday, Casely-Hayford said Inusah Fuseini’s story does not add up.

“I’m finding the story not very credible. I think the story looks like an afterthought to try and cover up. If he did put a device there for his own protection and then the thing never worked and he forgot that it was there then there was no protection required in the first place. If he had bought it with state funds then we could be talking about financial loss, but he said somebody gave it to him. On this story alone, I really don’t think that Inusah is straight with us,” he added.

Meanwhile, a National Democratic Congress legislator for the Wa Central constituency, Rashid Pelpuo, who was also on the show, said Inusah Fuseini should instead be commended for claiming ownership of the device.

The Member of Parliament for the Okaikoi North constituency, Fuseini Issah, wants former Minister of Lands and Natural Resources, Inusah Fuseini, queried for not informing the security agencies before fixing an audio visual device at the ministry when he served in that office.

“When it comes to devices being planted it looks all like a James Bond movie, we see things like that in movies. For this to happen in real life it’s something that we should sit up. A minister allegedly taking his security into his own hands I from where I sit will appreciate why he will go beyond the normal security offered to a minister to do something of this sort. But I think to do this on the blind side of the security needs to be actually queried. There is a head of BNI, there are levels that some of these issues should be reported to,” he added added.

Inusah Fuseini, the former Minister and MP, has been heavily criticized after he claimed that the device intercepted in the current Minister’s office was fixed by him to boost his own securitybut left it there even when he was reassigned to another portfolio.

He also disclosed that the device was not functional because he didn’t complete the installation process, but some persons including the Majority Leader in Parliament, Osei Kyei Mensah Bonsu, took a swipe at him for not removing the device.

Meanwhile, a former Deputy Interior Minister, James Agalga defended Inusah Fuseini’s action saying he did no wrong by installing the device.

The Okaikoi North MP on the ticket of the governing New Patriotic Party (NPP) however watered down Inusah Fuseini’s defense describing it as “naive.”

“I still cannot understand for the life of me why I will buy an equipment, take it to my home, try to install it, installation fails and I leave that piece of equipment there for three years…That will be naive on the part of a minister to have a device that has a camera, storage component and also a transmitter. Who knows where this transmission is going? It could go anywhere in the world. And for a minister in a sensitive position to have such a sensitive device without knowing the source is a bit naive.”

“From what I gather, this particular equipment is able to pick up a whisper which is 35 meters away. It’s scary. It’s not an ordinary equipment,” he added.

Former Deputy Interior Minister, James Agalga, has defended his colleague, Inusah Fuseini, who claimed that he installed an audio visual recording device in his office, when he served as the Minister of Lands and Natural Resources.

“He had every right to put in place additional measures to enhance his own personal safety and security, there is nothing wrong with that,” Agalga said.

Speaking on Eyewitness News, Agalga dispelled suggestions that the Mahama government failed to provide adequate security for its ministers, which compelled Inusah Fuseini to beef up his own security.

He insisted that “the security of ministers was well catered for.”

“Every minister of state under President Mahama had personal security. Bodyguards were attached to all the ministers. They were also given home security; they had guards deployed to their private residencies. And so if ministers found it necessary to introduce additional measures for additional security cover and protection, I’m saying that there is nothing wrong with that.”

Mr. Agalga, who is currently the ranking member on the defense and interior committee of Parliament, and MP for Builsa North, said he at a time also purchased some gadgets to boost his own security.

He however failed to disclose where the gadgets were installed.

“There were gadgets I purchased them out of curiosity and I used some of them on my own accord. That by no stretch of imagination can be interpreted to mean that security was lax and that is why I decided to purchase some of those security gadgets on my own accord and use them. They were additional measures that nobody could prevent the other from using.The government of President Mahama was on top of security in this country,” he added.

Meanwhile, the immediate past Lands and Natural Resources Minister under the NDC, Nii Osah Mills, has expressed shock and disappointment over the discovery of a secret audio visual recording device in the office he previously occupied.

According to him, the revelation by his colleague, Inusah Fuseini, who said he fixed in the office for his personal use, is unfair because he [Osah Mills] has apparently been under secret surveillance while in office.

The Minister for Parliamentary Affairs, Osei Kyei Mensah-Bonsu, has taken a swipe at former Minister of Lands and Natural Resources, Inusah Fuseini, for failing to inform his successor, Nii Osah Mills, about the hidden audio visual device when the latter took over from him.

On Monday, an audio visual device was discovered at the office of the Minister of Lands and Natural Resources, Peter Amewu.

But the Majority Leader believes Mr. Fuseini failed to do due diligence for not informing his successor about the said device.

“If indeed it is true, why would he not alert the Minister following after him. If it is predicated on open conscience why would he not inform the person who took over from him?” Mr. Kyei Mensah queried.

He also indicated that the Minister of National Security has since the development, been “taking some measures” to ensure that it gets to the bottom of the matter.

He also criticized the Minority for focusing on issues that in his view are of less significance.

“I am of the candid opinion that an opposition group, should be responding to issues of merit and substance, not trivialities as they are doing, and I will suggest to them that very soon, they reduce themselves to sheer obstructionists in this country because they are not addressing matters of merit and substance.”

According to him, the revelation by his colleague, Inusah Fuseini, who said he fixed the device in the office for his personal use, is unfair because he [Osah Mills] has apparently been under secret surveillance while in office.

Speaking to Citi News, Nii Osah Mills, who served in that Ministry after Inusah Fuseini, said he feels “naked” after the revelation.

“It came as a surprise to me to hear on the news that such a device has been found in the room I used to occupy. I thought and I do feel that I was being monitored. Any ordinary human being will equally feel bad because it is something that you least expected. One feels that in the sense one was naked at work each day because I think one was creeping around and looking at everything that you did. It’s a very bad feeling,” he lamented.

The current Minister of Lands and Natural Resources, Peter Amewu had earlier in a Citi News interview said he was not “too surprised” about the discovery.

Mr. Amewu was initially of the view that he was being monitored because of his rekindled galamsey fight, but clearly the latest development suggests otherwise.

“It is quite shocking. It is a caution for us to be careful in the environment we are working in. I am not too surprised; but it is an interesting thing that has been uncovered. The fight against illegal mining is a presidential directive. The President gave this directive that we must keep the environment. And I am not doing this alone. I am doing it with other sectorial Ministers so it is a caution that we should be extra careful,” Mr. Amewu added.

The audio visual device hidden in the coat of arms in the office of the Lands Minister was found on Monday by a team from the National Security who are currently investigating the matter.

But even before the investigations could proceed, Inusah Fuseini told Citi News that he installed the device for his personal protection because he took up the fight against  illegal mining also known as galamsey in the country at the time.

“As a minister, I had started the fight against galamsey…that was an investment in my own security. Kumbour had been shot during the time we came into office and I have been advised by National Security to leave my private residence at Ridge and move into a government residence in town. So I was doing that to ensure that I monitor people who were coming into my office in my presence and in my absence,” he added.
