A member of the opposition National Democratic Congress (NDC), Victor Smith, has advised founder of the party, Jerry John Rawlings, to leave the party if he so desires and stop attacking its members.

“If your love for the party has declined just leave the party,” he dared.

Speaking on Asempa FM’s Ekosii Sen on Monday, Mr. Smith accused Mr. Rawlings of backing his wife who left the NDC, to form the National Democratic Party (NDP).

Victor Smith, who was once was Mr. Rawlings’ spokesperson but fell out with him, gave the advice following what he calls incessant attacks and criticisms of the NDC by the party founder.

Victor Smith, NDC stalwart

Former President Rawlings at the least opportunity takes on members of his party accusing them of failing to uphold probity and accountability which are the tenets on which the party was built.

He said the NDC party while in government sidelined members who had integrity in the likes of Martin Amidu, and went in for others who had influence but had no integrity thus lead to the party’s defeat.

He also wasn’t fully present in the party’s campaigns in the last two elections in 2012 and 2016.

Stop Rawlings now or forget 2020

Mr. Smith has called on leadership of the NDC to call Rawlings to order, or pay for it dearly in the 2020 general elections.

According to him if they fail to stop Rawlings from further attacks, it could have dire repercussions on the NDC’s chances in the upcoming elections.

“If the party leadership does not do anything about it, then we will have a very tall order…if they do not do anything about it to have the problem resolved now, it will be very difficult for us to win [the 2020 election].”

“When I say we should deal with him, I mean they [NDC leadership] have to stop him [Rawlings] from doing what he is doing….his remarks have been creating problems within our party. If the party leadership does not rectify it now for the progress of the party, then there is a possibility that we may not win 2020 election,” he noted, urging the NDC leadership to be “bold” and take a decision against the party founder.

Rawlings, in the last few years, has been criticizing some members of the NDC at the least opportunity.

“When I say we should deal with him, I mean they [NDC leadership] have to stop him [Rawlings] from doing what he is doing….his remarks have been creating problems within our party. Mr. Smith made the call on Asempa FM’s Ekosii Sen on Monday.

Victor Smith also believes that Rawlings’ love for the NDC has become cold following his attacks, and thus called on him to exit the party if he so desires and join that of his wife, Nana Konadu Agyeman Rawlings’ National Democratic Party [NDP].

“If your love for the party has declined just leave the party,” he added.

Rawlings takes on NDC

Former President Rawlings has in recent times taken on his party members accusing them of failing to uphold probity and accountability which are the tenets on which the party was built.

He said the party while in government sidelined members who had integrity in the likes of Martin Amidu, and went in for others who had influence but without integrity.

He also wasn’t fully present in the party’s campaigns in the last two elections in 2012 and 2016.

Rawlings recently took on former Foreign Affairs Minister, Hanna Tetteh, whom he accused of intentionally squeezing her wife’s hand during a handshake.

Former President Jerry John Rawlings has hit back at critics who downplayed his fears that the recent spate of armed robberies recorded in parts of the country could be politically motivated.

In reaction to the condemnations that his fears were far-fetched, Mr. Rawlings retorted that none of the skeptics “are in a position to recognise security related power play better than me.”

In a statement on social media, the former President described some these skeptics as having timid minds, further suggesting that such persons were oblivious of the the level of rot within the society.

Thus, he said such persons “should not expect to be able to know or see what I see – much more to downplay it.”

Last week, when the reports of robberies were rampant, Mr. Rawlings in a statement said he hoped the heightened insecurity was not politically motivated.

“Let us hope the recent robbery and killings is downright plain robbery and not a politically motivated action from within or without, calculated to undermine those in charge of the security machinery in order to pave the way for certain parochial ambitions,” the former President stated.

Reshuffling of police hierarchy

Mr. Rawlings’ concerns last week came shortly before a major shake-up hit the police hierarchy.

Dr. George Akuffo Dampare, then-Director General of Police Operations, was reassigned to head the Research and Planning Department.

He was replaced by the Eastern Regional Police Commander, DCOP Simon Afeku.

Nine others were also reassigned to take up various positions across the country.

No official reason has been given for the reshuffle.

The dramatic increase in the robbery cases also led to the government intensifying the already-ongoing operation ‘Calm Life’ which is aimed at combating criminal activities in all parts of the country.

The government said military personnel were going to be deployed onto the streets of major cities nationwide to assist the police as part of efforts to halt the surge in robberies.

Former President Jerry John Rawlings says based on his personal experiences and observations, he believes two five-year terms should be enough for Presidents serving under a constitutional democracy.

According to him, in most four-year terms, the first year is used in getting acclimatized to the office, and the last year turns into a political crusade of campaigns, leaving about a year or less depending on the political climate.

He’s of the view that five-year terms allow for a greater chance of achieving the desired development. Mr. Rawlings said this at a meeting with a delegation of Ugandan Members of Parliament on Thursday.

“Much as we belong to different geopolitical circumstances on the continent, I suggest that we shouldn’t be going beyond two five-year terms.”

While acknowledging that there are exceptional situations, the former President said: “Whatever the imperfections, whenever we feel we cannot get justice from the executive through impeachment process or justice from the judiciary, at the end of the day we hope and pray and look forward to the electoral power. And if that is also being denied us, then we have a highly bottled up situation which isn’t good for stability.”

Flt Lt Rawlings also stated that he did not promote himself to a higher military rank during his tenure as Head of State because of his respect for the rank structure.

“I decided not to promote myself over and above others because it belittles the rank structure and that is a form of corruption. I could not be seen to be fighting corruption and going against the spiritual essence of it.

“If I have to rely on the will of the people then I should not be doing things that would make me override and impose my will on them; deny them their right to be,” the former President said.

In response to questions on why he handed over power peacefully when several African leaders had refused to do so, Flt Lt Rawlings said:

“I was rather helping to empower our people. Being who I am I wanted our people to be fearless and politically defiant because if they are not defiant they cannot fight wrong policies, corruption, thievery and other vices.

“People think I had so much power and could have stayed on. I couldn’t have stayed on even if I had wanted to because I had empowered our people to the extent that if I had attempted it they would have defied me. I had no choice but to do the right thing,” Mr. Rawlings stated.

The Ugandan Parliamentary delegation, which was led by Madam Alum Santa Ogwang expressed their admiration for the peaceful nature of Ghana and its politics particularly the seamless handover of political power from one elected leader to another, which was first executed by former President Rawlings.

The delegation, which comprised members and officers of the appointment committee of the Ugandan Parliament visited Ghana to access the process of vetting and approval of presidential appointees and other public officers in Ghana’s parliament.

The delegation also noted with concern the existence of the kayayee (female porters) in the country and wondered why such a phenomenon still persists in an era of affirmative action.

Members of the Rawlings team, Kobina Andoh Amoakwa, Donald Agumenu and Elikplim Katahena took turns to explain to the visiting delegation that the fact that they had watched a kayayee documentary on Ghana television was indicative of the effort the country was making to combat the phenomenon.

They stated that the kayayee problem was a social problem that required a holistic approach and so far progress had been made in offering vocational and educational opportunities for these girls and young women while creating an environment to prevent the migration of new girls from less privileged rural areas to urban centres.

Ms. Elikplim Katahena told the meeting that a great deal of work had gone into combating negative practices against women and the girl-child including the virtual closure of witches camps such as the one in Gambaga.

On Ghana’s parliamentary vetting regime Ms. Katahena stated that Ghana got it right in making institutions like parliament stronger than individuals. The Executive as an institution is stronger than Presidents, she noted.

“Vetting entrenches the support of the public and ensures a double cycle of accountability,” Ms. Katahena said.

Other members of the Ugandan delegation were Ssewungu Joseeph Gonzaga, Yeri Ofwono Apollo, Adoa Hellen, Rwabushaija Margaret, Birimbonwoha Pius Perry, Geria Beatrice Gladys and Kamayangi Glorious.

Former President Jerry John Rawlings is upset with National Democratic Congress [NDC], Member of Parliament for Odododiodoo Constituency, Edwin Nii Lante Vanderpuye, for suggesting that the opposition party will free jailed former GYEEDA boss, Abuga Pele,  if the party wins power in the 2020 polls.

According to Mr. Rawlings, such ideas and actions will only ensure the NDC remains in opposition for a “long, long time.”

In a strongly-worded statement published on his Twitter page, the former president said no one must be put above the law, and that persons who perpetrate crimes must duly be punished.

“If the quest for political power is to release wrongdoers from prison, then the NDC is laying its own foundation to remain in opposition for a long long time,” Rawlings said.

Edwin Nii Lante Vanderpuye, during the NDC’s Eastern Regional unity walk over the weekend, told Citi News that the National Democratic Congress (NDC) was working hard to win the general elections in 2020, and will after that release the former NDC MP, Abuga Pele.

Edwin Nii Lante Vanderpuye

Mr. Vanderpuye said the NDC’s morale remains high ahead of the 2020 elections, despite the incarceration of Pele last week, adding that the party was on course to regain power.

“It is unfortunate but I can only say that this will not dampen the spirit of the NDC. Between 2001 and 2004, they sentenced Tsatsu Tsikata, Dan Abodakpi, Ibrahim Adam and Kwame Peprah. It did not stop us from winning elections in 2008. We are going to win the elections and bring Abuga Pele out,” he said.

But Rawlings, who is the founder of the NDC and has been a strong critic of developments within the party especially the conduct of some of its members, said “the corruption by some of those who were in office, resulting in a humiliating defeat in the last election does not appear to have affected their conscience and reasoning in any way.”

Read his full statement below:

POLITICAL POWER NOT FOR FREEING THE GUILTY

Stealing and corruption puts no one above the law. Those who have committed crimes deserve to be punished. If the quest for political power is to release wrongdoers from prison, then the NDC is laying its own foundation to remain in opposition for a long long time. Fortunately, this kind of talk belongs to a handful of people in the NDC leadership who have gained power and influence they do not deserve and the sooner they are packed off, the better for the NDC and this country.

Obviously, the corruption by some of those who were in office, resulting in a humiliating defeat in the last election does not appear to have affected their conscience and reasoning in any way.

The NDC needs to regain its moral compass. A party born out of the explosive circumstances of our past should not find herself so HIGH on the scale of corruption. Just as the negative elements in various parties are networking to protect their misdeeds, so also must the positive minded personalities and supporters in the various parties also network to contain and keep such elements from political power. While the current circumstances favour patriotic forces the most, the unpatriotic elements are more bent on collaborating and exploiting the constitutional climate. Let’s make changes for the better. Clear the bad and retain the good. Bring on board other patriots.

‘Abuga Pele jailed’

Abuga Pele, the former National Coordinator of the Ghana Youth Employment and Entrepreneurial Agency (GYEEDA), was sentenced alongside the Chief Executive Officer of Goodwill International Group, Philip Assibit, to a combined jail-term of 18 years on various counts, including willfully causing financial loss to the state.

Former President John Rawlings has lauded the New Patriotic Party government for leveraging Martin Amidu’s drive to fight corruption by appointing him as Ghana’s Special Prosecutor.

Mr. Rawlings said this was in contrast to Mr. Amidu’s own National Democratic Congress which only demonized the man nicknamed the citizen vigilante.

[contextly_sidebar id=”GHBm7mmRYr2jAc8etrz8SaXeLHcmq3Bf”]The former President was speaking to journalists at the State House during the final funeral rites of the late mathematician Professor Francis Allotey, just before Mr. Amidu was sworn in on Friday.

“To think we could have utilized somebody like Martin Amidu many years ago; from Professor Mills to our friend John Mahama, instead, we avoided him. We monsterized him the way we do with people like me or my wife.”

“…And then it takes somebody, Nana Akufo-Addo, from a party completely opposed to us to come and appoint him not as a minister of state but as the chief prosecutor. We ought to give him credit,” Mr. Rawlings said.

Mr. Rawlings had already praised the nomination of Martin Amidu as the Special Prosecutor saying President Nana Akufo-Addo had risen above partisanship and recognized a highly principled citizen.

He remains confident that Mr. Amidu “is going to help us restore integrity back into governance.”

Martin Amidu with the Attorney General, Gloria Akuffo, who suggested his nomination to President Akufo-Addo

‘Something wrong with retirement age’

Mr. Rawlings also downplayed the lawsuit challenging Mr. Amidu’s qualifications for the office due to his old age.

The Deputy Ranking Member on Constitutional Affairs, Dr. Dominic Ayine, is seeking a declaration that Mr. Amidu, who is 66-years-old, cannot hold public office because he has exceeded the mandated age limit per the 1992 constitution.

In his argument, he said the Office of the Special Prosecutor falls under the broad category of public officers who by the constitution must retire by age 60 with a possible extension to 65 years.

Bur Mr. Rawlings asserted that “Judges can stay until they are 70. The President is above 70. I am 70. That is an insult. Maybe there is something wrong that needs to be changed as far as those figures are concerned.”

Mr. Rawlings and Mr. Amidu have a shared history that dates back to the early months of the Provisional National Defence Council (PNDC) after December 31, 1981, revolution.

After civilian rule was established in the Fourth Republic in January 1993, Amidu continued to serve in the government of Jerry Rawlings as Deputy Attorney-General. This he did for both terms lasting eight years until January 2001.

Following the appointment of former Attorney General, Martin Amidu as Special Prosecutor, former President Jerry John Rawlings has called on Japan and other developed countries to refrain from holding back in offering support to Ghana.

Speaking in a meeting with the new Japanese Ambassador to Ghana, Tsutomu Himeno, Mr. Rawlings said: “the appointment of Amidu as Special Prosecutor from outside his own party shows the President is serious. It vindicates some of us. No developed country should hold back in assisting our country to improve the lives of our people.”

[contextly_sidebar id=”D8g6X0WXf6Bpzbc8u0GcNmFiEPckhlQa”]Mr. Amidu after his appointment on January 11, 2018, faced the vetting committee last Tuesday. His nomination will either be approved or rejected by Parliament on Tuesday, February 19, 2018.

While seeking increased cooperation between the two countries [Ghana and Japan], especially in creating employable opportunities for Ghanaian youth, the former President at the meeting which was held on Friday, Flt Lt Rawlings also commended Japan for its continued support for Ghana over the years

Touching on international matters, the former President said while globalization has created much wealth it has also led to a great deal of impoverishment , due to the unequal distribution of wealth caused by the ‘savagery of capitalism’ as stated by Pope John Paul II in one of his pastoral letters.

“The inequalities created by capitalism and the impunity of political power may be leading to the emasculation and helplessness of the mass of people on the one hand and on the other it will no doubt and definitely be triggering outrage, anger and hatred which translate into acts of violence, suicidal tendencies, terrorism and pockets of political instability,” Mr. Rawlings said.

Flt Lt Rawlings said though Japan is an advanced wealthy country, that wealth has not manifested into the kind of outrage found in other places because the culture of the Japanese inhibits and prevents impunity.

“Others need to learn a few lessons from countries like Japan, China, South Korea and a few others that have held on to the humility of power. The culture of respect for the people is what has helped to prevent the arrogance of power.  Though our (Ghana’s) culture of respect is not supposed to be any different, we have not been able to prevent impunity. It is about time we woke up to the negatives of the savagery of capitalism and tyranny of the misuse of wealth,” the former President stated.

Construction of flyover at Tema motorway

Ambassador Himeno informed the former President that Japan was involved in the construction of a flyover at the Tema motorway roundabout, and also the drilling of boreholes in some deprived areas of the country.

The Japanese people, the Ambassador stated, very much appreciate the relationship with Ghana.

This, he said is evident in the support his country has given to projects such as the Noguchi Memorial Institute, the role of the Japan International Cooperation Agency (JICA) among others.

Former President Rawlings also extended a message of health and good wishes from his family to Emperor Akihito and his family as well as Professor Hishashi Owada, former diplomat and currently a member of the International Court of Justice.

Rawlings hails ‘fearless’ Amidu’s selection as Special Prosecutor

When Amidu was appointed in January as the Special Prosecutor nominee, former President Jerry John Rawlings praised his nomination, saying Nana Akufo-Addo had “risen above partisanship and recognized a highly principled citizen.”

In a statement, Mr. Rawlings said Nana Akufo-Addo “couldn’t have made a better choice… Mr. Amidu has proven to be a fearless anti-corruption crusader whose pursuit of truth and justice has won him national admiration.”

In a statement conveying his praise, Mr. Rawlings urged Ghanaians to offer Mr. Amidu “the required support and information in pursuit of what will undoubtedly be a challenging role.”

President Akufo-Addo today [Thursday], took a rather unusual subtle jibe at members of the National Democratic Congress [NDC] minority in Parliament, when he suggested that they no longer recognize the Founder of their party, Jerry John Rawlings.

The President made the observation when he appeared before the House to deliver his second state of the nation address since he assumed office.

While acknowledging the various dignitaries present in the chamber, the President mentioned the name of former President Jerry John Rawlings, and that was accompanied by cheers from the minority members.

However, when Nana Addo acknowledged the wife of former President Rawlings, Nana Konadu Agyemang Rawlings, who’s the leader of the National Democratic Party [NDP], some minority members were heard jeering at her.

This appeared to have shocked the President, who perhaps felt that for the sake of the former President and the party Founder; his wife should have been accorded similar respect.

The President said “Mr. Speaker that’s the way of the world; the Founder of the party is no longer recognized by the members of the party,” he said.

This comment by the President appears to have angered the minority members, who complained for several minutes, before remaining calm for the President to continue his speech.

Nana Konadu parted ways with the NDC after she and her husband had repeatedly criticized the two former NDC administrations  for dumping the ideals of the party, and allowing corruption to thrive.

She eventually led the formation of a new party, the NDP, which contested the 2016 elections, after their first attempt in the 2012 elections failed.

She has since not been in the good books of the NDC.

The state of the nation address

President Akufo-Addo has been touting the achievements of his government in stabilizing the economy, implementing the Free SHS and clearing a huge chunk of the debt owed by National Health Insurance Scheme in the past one year.

He has also been reiterating the efforts and strategies underway to put the economy on a sound footing, improve agriculture, enhance road network, revive the country’s rail network, the health sector, as well as give real meaning to the fight against corruption.

“I call on all Ghanaians to offer the appointee the required support and information in pursuit of what will undoubtedly be a challenging role,” the former President said.

More About Martin Amidu

Martin A. B. K. Amidu was the Attorney-General and Minister for Justice from January 2011 till January 2012 under the late President John Evans Atta-Mills.

Amidu, a member of the NDC, served as the Deputy Attorney-General for about the last four years of the Provisional National Defence Council military government.

After civilian rule was established in the Fourth Republic in January 1993, he continued to serve in the government of Jerry Rawlings as Deputy Attorney-General. This he did for both terms lasting eight years until January 2001.

In the December 2000 presidential elections, he stood as the running mate of John Atta Mills. They both however lost to President John Kufuor that year.

In January 2010, following a cabinet reshuffle, President Mills replaced Cletus Avoka with Martin Amidu as the Minister for Interior. As Amidu is a Builsa, some people raised questions as to his neutrality in dealing with the Bawku conflict. He however went successfully through vetting by the Parliament of Ghana and has since assumed his post.

Following the second major cabinet reshuffle by President Mills, Amidu became the Attorney general and Minister for Justice of Ghana.

Removal from Office

Martin Amidu was relieved of his post on Thursday January 19, 2012, by President John Evans Atta Mills under circumstances described by aids as ‘his misconduct’ at a meeting chaired by the president at the Osu Castle on January 18, 2012.

He made allegations relating to alleged financial impropriety on the part of another cabinet minister, allegations he was asked by the president to substantiate.

Martin Amidu, the former Attorney General, single-handedly challenged the legality of the payments after being relieved off his post at the Supreme Court. The Supreme Court in 2014 ordered Mr. Woyome to pay back the money as Supreme Court judges unanimously granted the Attorney-General clearance to execute the court’s judgment, ordering Mr. Woyome to refund the cash to the state.

Following the delays in retrieving the money, Mr. Amidu in 2016, filed an application at the Supreme Court seeking to examine Alfred Woyome, on how he would pay back the money, after the Attorney General’s office under the Mahama Administration, led by the former Minister for Justice, Marietta Brew Appiah-Oppong, discontinued a similar application.

In February 2017 however, Mr. Amidu withdrew his suit seeking an oral examination, explaining that the change of government under the New Patriotic Party under His Excellency the President, Nana Addo Dankwah Akuffo Addo and his Attorney General, Miss Gloria Akuffo’s assurance to retrieve all judgment debts wrongfully paid to individuals Mr. Woyome in response prayed the Supreme Court to stay proceedings on the oral examination since he had filed for a review on the case.

Former President John Mahama has downplayed public speculations of a strained relationship between him and his party founder, President Jerry Rawlings.

According to him, public gestures that suggest the two are at loggerheads are due to Rawlings’ moods.

He said the former President and Founder of the National Democratic Congress’ (NDC) mood sometimes do not make him open up for conversations which makes him “greet in military style and passes.”

Many Ghanaians took to social media recently after a viral video from the recently held 25th anniversary celebration of the country’s 4th Republic showed John Mahama and John Rawlings exchange a cold handshake, just after Mahama exchanged warm pleasantries with former President Kufuor.

Many said the gesture was yet again an indication that the relationship between Rawlings and Mahama was strained. But reacting to the issue on GTV’s current affairs program, Moomen Tonight on Tuesday, John Mahama said it was an issue with Rawlings’ mood swings and that the two related perfectly.

“With President Rawlings, we have a good relation. Recently there has been some speculation in the media and all that. But we should understand the kind of person President Rawlings is. Sometimes he is in the mood where he doesn’t want to engage in any conversation.”

“At the thanksgiving, they were giving all kinds of interpretation to the handshakes. There are some occasions, when he comes, you don’t know what kind of mood in which he is, he greets military style and he passes. But there are some other occasions like I met him in Kpando and we had a very warm handshake and exchanged pleasantries. There are sometimes you sit next to him and he is not in the mood to talk but other times he is in the mood to talk,” he said.

Mahama added that, “you have to learn the mood in which he is and adjust accordingly and I don’t have any problem with President Rawlings, indeed he gave me the opportunities in life.”
