Many individuals including chiefs, government officials and residents, on Saturday, 24th March, 2018, trooped to the Kumasi Airport to welcome the Asantehene, Otumfuo Osei Tutu II back home from his recent international travels.

The Asantehene first visited Malta, and then proceeded to South Africa before his return.

Otumfuo and his entourage of chiefs, drummers and traditional poets, were in Malta at the invitation of the President of Malta to grace the Fifth Mediterranean Tourism Forum.

While in Malta, the Asantehene called on the Maltese Government to invest its rich expertise for the mutual benefit of citizens of both countries.

Residents and dignitaries including the Ashanti Regional Minister, Simon Osei Mensah, Kumasi Mayor, Osei Assibey Antwi, and other government officials as well as both Zongo and sub-chief in the Asante Kingdom were present to welcome him.

The Asantehene touched down at the Kumasi Airport in a blue-black European suit with golden chain as lapel amidst drumming and appellations from his subjects.

He exchanged pleasantries with the dignitaries, chiefs and other youth groups including the Kumasi Youth Association (KuYa).

He was driven in a convoy to the Manhyia Palace where he officially greeted the Asantehemaa, Nana Ama Konadu and informed her about his return.

The Employment Tribunal in the UK has unanimously dismissed the case involving a Ghanaian employee, Mark Arthur, and the Ghana International Bank PLC.

The tribunal, presided over by Employment Judge Glennie, dismissed the two complaints of automatic unfair dismissal and failure to pay holiday pay on withdrawal against the bank.

Among the reasons cited by the tribunal was the fact that one of evidence given by the complainant, which was the transaction involving the Asantehene Otumfuo Osei Tutu, could not be further interrogated as he is not a party to the case, and the tribunal has not heard any evidence from him.

“The Tribunal observes that there is at the centre of this case a transaction involving an account holder with the Respondent, namely the King of the Ashanti people, his Majesty Otumfuo Osei Tutu II, to whom we will refer as “the King”. The King is not a party to this case and the Tribunal has not heard any evidence from him. The Tribunal has not been called upon to reach any judgment about the significance of any actions on the King’s part and we have not done so,” the judgement read.

The case generated a lot of buzz in Ghana after the name of Asantehene Otumfuo Osei Tutu II popped up during the trial.

Background

The Asantehene’s name popped up in the UK media, in a suspected money laundering case, after he sent a bank official to deposit a cash amount of £350,000 on his behalf.

According to the UK’s Telegraph, when Osei Tutu II, summoned Mark Arthur to his multi-million-pound residence in Henley-on-Thames and handed him a bag containing almost £200,000 in sterling as well as $200,000 in US currency with consecutive serial numbers, the bank official felt it inappropriate to ask too many questions.

However, the subsequent deposit of the cash at the Ghana International Bank, triggered a money laundering alert in the City of London and cost Mr. Arthur his job.

The Ghana International Bank has since clarified that there is no suggestion of money laundering allegations against the Asantehene.

A statement from the UK-based bank, asserted that, the ongoing litigation between the bank and a former Executive Director, Mark Arthur, concerned breaches of the Bank’s internal policies and UK laws.

These breaches were said to have happened when Mr. Arthur carried out a transaction on behalf of the Asantehene, reportedly involving £350,000.

Those waiting for an official response from the Manhyia Palace over the money laundering allegations against the Asantehene, Otumfuo Osei Tutu II, may be doing so in vain, because the Asantehene is not ready to open up on the matter.

Otumfuo’s Mawerehene, Baffour Osei Brentuo Hyiaman V, who disclosed this to Citi News on Thursday, said the Asantehene and the Manhyia Palace are not ready to respond to such stories emerging from the United Kingdom.

“For me, I don’t even know what stories are making rounds. So for now, it is for you the press to handle it yourselves – you started something and you know where it has gotten to. But it is not for Manhyia, and Otumfuo is not going to respond to this. He’s never responded to anything before,” he said.

The Mawerehene, who is a Special Aide to the King of the Asante Kingdom, and head of the Manwere Division of the Kumasi Traditional Council, made the remark in an interview with Citi News’ Hafiz Tijani, during the arrival of Otumfuo to Kumasi following his trip to Brazil.

Business activities in Kumasi came to a halt on Thursday as scores of residents lined up on the streets to give Otumfuo a rousing welcome when he touched down at the Kumasi Airport.

Youth lock up Daily Guide office for ‘defaming’ Otumfuo

The Kumasi Office of the Daily Guide Newspaper, was locked up on Wednesday by the Kumasi Youth Association who claim a recent publication by the private newspaper had defamed the Asantehene.

They youth placed notices at the entrance of the office, demanding an immediate apology and retraction of the story by the newspaper.

To a Ghanaian King, handing someone a holdall stuffed with more than £350,000 to deposit in a bank might seem nothing out of the ordinary. Sac

Indeed, when Osei Tutu II, traditional ruler of the Kingdom of Ashanti, summoned Mark Arthur to his multimillion-pound residence in Henley-on-Thames and handed him a bag containing almost £200,000 in sterling as well as $200,000 in US currency with consecutive serial numbers, the bank official felt it inappropriate to ask too many questions.

However, the subsequent deposit of the cash at Ghana International Bank triggered a money laundering alert in the City of London and cost Mr Arthur his job.

The King, who once worked at Brent council, summoned Mr Arthur, the bank’s second most senior executive, to his home in August last year.

Mr Arthur, from New Barnet, Hertfordshire, a dual citizen of the UK and Ghana, drove to his own home with the cash and then took it in an Uber taxi to the bank’s City offices for deposit in the king’s account, he told an employment tribunal.

City of London

Osei Tutu II, the holder of a diplomatic passport, told him the cash had been withdrawn from banks in Ghana and brought to the UK, he said in his witness statement.

He had also instructed Mr Arthur to move $200,000 to an account at Standard bank in Jersey.

Mr Arthur, a member of the Ashanti tribe, the largest in Ghana, carried out the transfer within hours, the tribunal heard.

He was suspended and then sacked following the incident, after an investigation by outside accountants Grant Thornton. He is claiming wrongful dismissal, unfair dismissal and failure to protect a whistleblower.

The bank said he had failed to follow anti-money laundering rules and had violated security policies as it was only insured to carry cash by armoured car up to a maximum of £250,000.

Mr Arthur, an executive director of the bank, alleged the deposit and transfer were approved by Ghana International Bank’s chief executive, Joseph Mensah.

Mr Mensah told an outside reviewer of Mr Arthur’s dismissal he “didn’t even have the authority to sanction such a huge amount”.

Osei Tutu II

Osei Tutu II is estimated to be Africa’s 10th richest monarch, with valuable goldmine and cocoa plantations and remains one of the most influential traditional figures in Ghana.

In his witness statement, Mr Arthur said he was not able to follow anti-money laundering rules when he accepted the cash because of the king’s status.

He said: “Without a policy to follow and did without wishing to offend a sovereign of my country, I found myself in a very difficult situation and one I had never been in before.

“I could not carry out the necessary due diligence by talking to His Majesty so decided it would be best to verify the deposits at the bank and to speak directly to Mr Mensah rather than disrespect His Majesty in a face-to-face meeting.”

The day after the bank accepted the cash and made the transfer to Jersey, it reported the transactions to the National Crime Agency as suspicious.

News of Mr Arthur’s suspension was subsequently passed to the City watchdogs the Prudential Regulation Authority and the Financial Conduct Authority (FCA). The FCA sent inspectors into the bank who severely criticised its handling of cash, the tribunal heard.

Cash

Lawyers for Mr Arthur argued that his handling of the deposit was in line with the way the bank previously handled Osei Tutu II’s account and that he was aware that the king could travel on a diplomatic passport.

They cited a string of large cash deposits in 2013 and 2014 where the source of the funds was not properly recorded.

They included a $100,000 that a review of the king’s account said came from a fundraising event. There were no documents recording the source of that cash, however.

Colin Millar, a building society chairman drafted in by Ghana International Bank to adjudicate on Mr Arthur’s appeal against his dismissal, rejected suggestions that the £350,000 holdall was acceptable given the king’s history with the bank.

He told the tribunal the deposit and swift transfer offshore was a “classic” warning sign of money laundering.

Mr Millar told the hearing: “If you want to hide the sources of funds that are from a disreputable source then you move them around until it reaches the point where the authorities can’t trace them back to their original source. That’s a way of hiding the proceeds of crime.”

The hearing continues.

Asantehene Otumfuo Osei Tutu II has charged the anti-galamsey task-force, Operation Vanguard to be firm and incorruptible in the discharge of its duties.

He advised members of the task force not to allow themselves to be induced in its bid to protect the interest of the nation.

He pledged his unflinching support for the taskforce and urged them not to relent on efforts in ensuring the activities of illegal miners are completely halted in the country.

He said chiefs, politicians, the regulatory agencies and other key stakeholders must take the share of the blame since their actions also contributed to the surge of illegal mining activities in parts of the country.

The Asante monarch made the remarks when members of the Operation Vanguard taskforce paid a courtesy call on him at the Manhyia Palace on Friday 8th September, 2017.

He also expressed a firm believe that, the involvement of the military and police will help clamp down on illegal mining activities.

“For your operations, we will continue to support you to deliver. It is left for us the leaders and Government to come together and look at measures that can be adopted to completely halt these activities going forward. Just like Baffour said, we believe you can do it, but the illegal miners might hide and come back in your absence. You need to be very vigilant in your work. Don’t not allow yourselves to be as you carry on with your work.”

Otumfuo Osei Tutu II called on the Environmental Protection Agency (EPA), the Minerals Commission and other regulatory agencies to also intensify their monitoring and supervisory roles to ensure mining activities are properly done in the country.

Commander of the Operation Vanguard taskforce, Colonel William Agyepong warned all illegal miners who are still engaging in the activities to stay away from their concessions.

He revealed that six female miners who were arrested at Akrokeri in the Obuasi Municipal of the Ashanti region have been convicted and fined.

Asantehemaa, Nana Afia Kobi Serwaa Ampem II, is lying in state at the Manhyia Palace, where mourners will be filing past her body until Thursday, when she would finally be buried.

Reports indicate that confusion nearly broke out at the Manhyia Palace between President John Mahama’s security detail and some mourners at the one-week celebration of the death of the queen-mother of the Ashanti Kingdom, Nana Afia Kobi Serwaa Ampem II.

Hundreds of sympathisers had converged on the Manhyia Palace to mark the one-week celebration.

Some mourners were seen making the New Patriotic Party’s (NPP) change sign when President John Mahama arrived on the grounds.

That reportedly prompted the President’s security detail to step in to protect him. But some of the mourners claimed one of the President’s security officials drew a gun at the crowd and the action angered some of them.

“We are all here mourning, not to fight but they want to use the occasion for a political campaign and we will not allow that,” one angry resident stated.

“Suddenly one of President Mahama’s security details pulled out a gun threatening to shoot at us. I saw the gun. We won’t sit and let them come to our land and threaten us. No matter what they do, change is coming.”

Apart from the people from the region, scores of government officials and politicians have also joined the chiefs to mourn with the Asantehene Otumfuo Osei Tutu.

The NPP Presidential Candidate, Nana Akufo-Addo was also at Manhyia to join Asanteman mourn the death of Nana Afia Serwaa Kobi.

The Chief of Staff Julius Debrah on Friday led a government delegation to commiserate with Asantehene, Otumfuo Osei Tutu II, following the death of the queen mother of the Asante Kingdom,  Nana Afia Kobi Serwaa Ampem who passed away on Monday.

The delegation included Ashanti Regional Minister, John Alexander Ackon, his deputy Andy Osei Okrah, Minister for Works And Housing, Dr. Kweku Agyeman Mensah, Deputy Communications Minister, Ato Sarpong and Presidential Staffers Kojo Adu Asare, Emelia Arthur and Mawushie Dzirasah, a presidential aide.

Other top officials included Deputy Defense Minister, Kenneth Adjei, Deputy General Secretary of the NDC, Koku Anyidoho, NDC National Communications Officer, Solomon Nkansah among others.

The late Asantehemaa was the mother of the current Asantehene, Otumfuo Osei Tutu II.
