President Trump has signed a memorandum that bans some transgender people from US military service but rolls back the blanket ban he ordered last year.

The new directive adopts recommendations from Defence Secretary Jim Mattis that “transgender persons who require or have undergone gender transition” cannot serve.

But it gives the Pentagon and other agencies some discretion in the matter.

The earlier blanket ban was blocked by federal judges.

The new memorandum says that transgender individuals with a history of gender dysphoria are barred from military service “except under certain limited circumstances”.

The Department of Defence (DoD) had submitted a report to the presidentwhich said allowing those with a history of gender dysphoria to serve entailed “substantial risks” and could, by exempting them from existing physical, mental and sex-based standards, “undermine readiness… and impose an unreasonable burden on the military”.

It said the Obama administration’s decision to allow transgender individuals to serve in the military was largely based on a 2016 study by the Rand think-tank, which “contained significant shortcomings”.

Gender dysphoria

  • The experience of distress or discomfort as a result of a disparity between a person’s biological sex (assigned at birth) and what they feel their gender to be
  • Also referred to as transgenderism, gender incongruence or GID (gender identity disorder)
  • The exact causes are unclear. In some cases hormones that trigger biological sex development may function differently and there are rare conditions such as intersex
  • Treatment is also varied and aims to reduce the distress. The individual may dress or live in the preferred gender or undergo surgery and hormone treatment to change appearance
  • Gender dysphoria remains rare but is increasing, with greater public awareness

The report found that allowing transgender people to serve openly would have a minimal impact on force readiness and healthcare costs.

The new policy approved by President Trump allows current transgender service members with gender dysphoria to continue serving if they were diagnosed after the Obama administration’s policy took effect.

‘Cowardly and disgusting’

Transgender individuals not diagnosed with gender dysphoria, will be allowed to serve, “like all other service members, in their biological sex”.

Between 4,000 and 10,000 US active-duty and reserve service members are believed to be transgender.

US House Democratic Leader Nancy Pelosi said in a statement that the new policy was “the same cowardly, disgusting ban the president announced last summer”.

She said it was meant to “humiliate” transgender service members.

The American Civil Liberties Union, meanwhile, said the policy was “transphobia masquerading as policy” and was not based on new evidence but rather “reverse-engineered for the sole purpose of carrying out President Trump’s reckless and unconstitutional ban”.

Mr Trump’s earlier ban was first announced on Twitter in July 2017, when he posted: “The United States government will not accept or allow transgender individuals to serve in any capacity in the US military.”

The order to reverse President Obama’s policy was blocked by federal judges who said it was probably unconstitutional.

It is unclear when the new policy will be enacted and it is likely to face legal challenges. On Friday, the Pentagon said it would continue to comply with federal law, and “continue to assess and retain transgender service members”.

The Minority in Parliament is demanding an immediate withdrawal of a Memorandum of Understanding on defence cooperation between Ghana and the United States from Parliament to allow for broader consultations.

Cabinet approved the MoU on March 8, 2018, and recommended that Parliament ratifies the agreement to allow US forces and their equipment unhindered access in Ghana.

They will also be given the chance to set their own telecommunication system, although they will be allowed to use Ghana’s radio spectrum free of charge.

The move has been widely criticized by some Ghanaians who have argued that the decision to allow unrestricted access will not benefit Ghana.

The United States Embassy in Ghana in denying reports that the US government is planning to establish a military base in Ghana, said “This year, the United States of America is investing over $20 million in training and equipment for the Ghanaian armed forces. Ghana is also once again preparing to train U.S forces – as it did in 2017. The United States and Ghana are planning joint security exercises in 2018, which require access to Ghanaian bases by US participants and those from other nationals when included”.

But the Minority in a statement said, “We fail to see how this amount can qualify as the direct benefit that we are deriving as a nation from this agreement which is so disproportionally skewed in favour of the United States of America.”

“In any event, the quoted amount would be woefully inadequate to compensate for the huge sacrifices that Ghana is making under this agreement and the total surrender of our sovereignty. It further makes complete mockery of the much-vaunted “Ghana beyond Aid” slogan of President Akufo Addo,” it added.

The Minority also called for broader consultations with relevant stakeholders on the move.

“In light of the above, we demand an immediate withdrawal of the agreement from Parliament pending the holding of broad consultations and a thorough national discussion involving all relevant stakeholders.

“More importantly, the Akufo Addo government cannot disregard genuine concerns by Ghanaians that the siting of this base in Ghana and the presence of United States Armed Forces personnel, could make the nation a prime target for terrorists who have intensified their activities in the West African Sub-Region.In its current form, this agreement completely betrays the interest of Ghana.”

MINORITY STATEMENT ON THE ESTABLISHMENT OF UNITED STATES MILITARY BASE IN GHANA

The Minority caucus in Parliament has learned with alarm, a decision by President Akufo Addo to permit the establishment of a Military Base for the United States Armed Forces in Ghana and the subsequent invitation to Parliament to approve the agreement covering same.
After a careful reading of the details of the agreement and the cabinet approval dated 12th March, 2018, we wish to make the following initial comments:

1. We deplore the total secrecy that has shrouded the negotiations leading up to the drafting of this agreement. The Akufo Addo government’s concealment of the agreement from the people of Ghana betrays a certain disregard for the sensibility of our people and their fierce defence of our sovereignty.

2. The agreement has been drafted in a manner that does not state a termination point. In other words, it would exist in perpetuity. This therefore binds all successive governments and yet little or no input was sought from political stakeholders especially those with capacity to form government.

3. Article 10 of the agreement confers exceptionally generous terms on the American side including sweeping tax exemptions on imports and exports of various categories of goods and services. We find it unacceptable that at a time when the Akufo Addo government continues to lament significant shortfalls in revenue and in the face of astronomical duty payments by Ghanaian importers, personnel of the Armed Forces of the wealthiest nation on earth would be exempted from tax and levy payments and in such generous proportions.

4. The agreement has been presented in a manner that conceals vital information which should be available to ensure informed debate on the subject. Whilst Article 1(3) of the agreement mentions ‘Annex A” as the part where information relating to “Agreed facilities and arrears” to be used for the purpose of establishing where the base can be found, no information is provided in the agreement about the said “Annex A” or the “Agreed Areas”. This omission greatly hampers a thorough study and review of the document.

5. We find the non-availability of restraints on movements of United States Army personnel in Ghana as spelt out in Article 12 of the agreement, troubling, as it opens up the country in a manner that undermines both our sovereignty and security.

6. The waiver of the requirement for the use of valid drivers’ licenses issued by appropriate Ghanaian authorities in Article 13 of the agreement, smacks of wanton disregard for Ghanaian law and seeks to impose American law on the country. We are at a loss as to why US citizens in Ghana cannot comply with such a basic requirement?

7. We are deeply concerned that provision is made in Article 15 of the agreement for American Law once again to be imposed on Ghana in the settlement of claims arising out of the operations of the base including death, destruction of property or injury. This provision needlessly subjugates Ghana to the United States of America in an unacceptable way.

8. There is a manifest lack of clarity on the nature of the dedicated runway which Article 5(1) commits the Government of Ghana to provide. We wish be apprised of the exact runway in question.

9. Given our precarious economic circumstances, we find it unconscionable that Ghana would be made to assume responsibility including cost, for the provision of security for American Military personnel in Ghana as captured in Article 8 of the agreement.

10. More fundamentally, we find it difficult to appreciate how the Akufo Addo government could enter into an agreement from which the country derives virtually nothing. We take note of claims by Defence Minister, Dominic Nitiwul, that an amount of US$ 20 million would be given to the Ghana Armed Forces as part of regular support.

We fail to see how this amount can qualify as the direct benefit that we are deriving as a nation from this agreement which is so disproportionally skewed in favour of the United States of America. In any event, the quoted amount would be woefully inadequate to compensate for the huge sacrifices that Ghana is making under this agreement and the total surrender of our sovereignty. It further makes complete mockery of the much-vaunted “Ghana beyond Aid” slogan of President Akufo Addo.

11. We condemn the offer of the use of a dedicated radio spectrum by the United States Forces free of charge, as captured in Article 14 of the agreement. This is happening at a time when Ghanaian companies have either had their licenses revoked or been slapped with astronomical fines for alleged non-payment of spectrum fees.
We wish to stress that the primary interest of any truly free State as Ghana, is the preservation of its sovereignty and the autonomy of its people. The proposed agreement denigrates both, as well as the authority of our government and laws.

In light of the above, we demand an immediate withdrawal of the agreement from Parliament pending the holding of broad consultations and a thorough national discussion involving all relevant stakeholders.

More importantly, the Akufo Addo government cannot disregard genuine concerns by Ghanaians that the siting of this base in Ghana and the presence of United States Armed Forces personnel, could make the nation a prime target for terrorists who have intensified their activities in the West African Sub-Region.
In its current form, this agreement completely betrays the interest of Ghana.

National Democratic Congress [NDC] Member of Parliament for the Kumbungu Constituency, Ras Mubarak, and his colleague MPs in the Northern Region, want Defence Minister, Dominic Nitiwul summoned before Parliament to explain why some military personnel allegedly set ablaze some heavy duty equipment belonging to sand winners in his constituency.

A contingent of armed military personnel reportedly set fire to 14 tipper trucks and an excavator used for sand winning in the Dalun River, a tributary of the White Volta in the Kumbungu District of the Northern Region.

The action was allegedly taken by the military after several warnings to sand winners to stop their illegal activity close to the river yielded no results.

Speaking to Citi News, Ras Mubarak said the military has no right to set fire to the tipper trucks and excavators.

He thus admonished the affected persons to drag the military to court.

“Definitely, there will be a statement before the floor of parliament that will culminate into a question for the Minister of Defense to appear before Parliament and answer questions surrounding this entire operation because we are governed by laws, and you would know from Act 900 which makes provision for what should be done in cases where people are violating the mining laws.”

“The Act says that if someone is violating the law he should be arrested, adding that their equipment should be seized and the person processed for court. There is nowhere in the law that says the military should go ahead and burn down their equipment. Aside raising it in Parliament, we are also advising the youth not to take the laws into their own hands, but actually seek redress in the country because that is the only place they could get justice,” Ras Mubarak added.

The Ghana Water Company had earlier warned the sand winners to desist from such acts claiming it threatens the  source of water supply for the region.

Tipper truck owners demand probe into burning of equipment

The owners of the equipment have called for action against the military personnel.

They massed at the Tamale Chief’s (Dakpema) palace on Sunday March 4, 2018, and demanded a full-scale inquiry into the destruction of their equipment.

They also threatened to demonstrate against government if the issue is not thoroughly investigated and the owners compensated.

MINORITY CONDEMNS MILITARY OPERATIONS IN KUMBUNGU DISTRICT

The Minority Caucus of the Northern Region condemns in the strongest of terms the brutish and callous manner in which a detachment of the military under the directions of the Regional Security Council, seized and burnt fourteen (14) tipper trucks, an excavator and several motorbikes in the Afa Yile community of the Dalun electoral area in the Kumbungu District.

Indeed, it came to the attention of the Minority Caucus in parliament that on Saturday March 3, 2018, at about 11:am, a group of drivers while winning sand at a place determined for them by the Northern Region Security Council, were pounced upon by a contingent of military personnel ostensibly to arrest them.

While not condoning any activity that adversely impacts the environment and compromises the ability of the Ghana Water Company to continue to deliver portable water to consumers within its catchment area, the Minority Caucus is at a loss, at the justification for adopting instant justice to deal with alleged perpetrators of illegal sand winning without recourse to the law courts.

The threats to our natural resources is something that must be of concern to all well-meaning Ghanaians, but that obviously should not give anybody the impudence to act with impunity .

It is important to state that, the state in all its constitution has a duty to protect lives and property of its citizens.

The protection of property is more acute and demanding in the Northern Region, considering that the region is one of the poorest regions of the country.

We are by this statement calling for a full scale investigation into the operation and the circumstances leading to the assault on the persons who were in charge of the vehicles at the time, the burning down of those vehicles and equipments, and the alleged confiscation of monies belonging to those who were brutalized.

We further demand the immediate resignation of the Minister for Defense, who has sought to justify the dastardly act of the military; the resignation of the Northern Regional Minister who we understand, as head of the Regional Security Council, gave orders for the perpetration of this heinous act; the resignation of the DCE for Kumbungu, who was aloof while these acts of violence were committed against his own people.

We further call for compensation to be paid to those who have lost property and those who suffered personal injuries as a result of this illegal, unwarranted and uncalled for operation.

Ghanaians can expect to see military personnel flooding major cities nationwide as part of efforts to halt the surge in robberies and violent crime in some parts of the country.

This was announced by the Information Minister, Mustapha Hamid, after Vice President Mahamadu Bawumia called an emergency meeting with top security officials on Thursday following the increased crime wave.

Mr. Hamid said the ongoing operation ‘Calm Life’ aimed at combating criminal activities in all parts, “has been enhanced with immediate effect.”

Among the interventions from the government, he said there will be “heavy military and police presence in our major cities across the country starting from today [Thursday, March, 1].”

Mr. Hamid also said “there will be surgical operations in certain areas of our countries based on intelligence whose purpose shall be to flush out criminals and suspected criminals.”

“We are therefore calling on the public not to panic or be nervous when they find police and military teams in their various areas. They mean no harm. They will harm no person that are going about their lawful duties and they are only in search of criminals and suspected criminals,” the Information Minister added.

COP Dampare, 10 others reassigned

These interventions come amid the major reshuffle at the top of the Police hierarchy as DCOP George Akuffo Dampare, Director General of Police Operations, was among 10 others reassigned by the Inspector General of Police, David Asante-Apeatu.

DCOP Dampare has been moved to head the Research and Planning Department of the Police Service and he is to be replaced immediately by the Eastern Regional Police Commander, COP Simon Afeku.

Whilst the reasons for the latest reshuffle are unknown; it comes at a time when the police service has come under severe criticism following the increased insecurity.

Other interventions from government

In response to the recent robbery and murder cases, the government has also said:

  • There will be enhanced surveillance on financial institutions, forex bureaus and money vending points across our cities.
  • That all financial institutions take steps to install CCTV cameras on their premises.
  • That the Government will roll out a programme to link all these CCTV cameras to a national operation command centre.
  • That the Ministry of Energy has been directed to accelerate the pace of its cities and communities lighting programme in order to light up our cities and communities in especially crime-prone areas.
  • The security personnel will crack down on citizens using mounted sirens on vehicles illegally.

Saudi Arabia has sacked its top military commanders, including the chief of staff, in a series of late-night royal decrees.

Saudi King Salman also replaced the heads of the ground forces and air defences.

The news was published by the official Saudi Press Agency (SPA), but no reason for the sackings was given.

They come as the war in Yemen, where a Saudi-led coalition is fighting rebels, is nearing the end of its third year.

Crown Prince Mohammed bin Salman, who is also the defence minister, is believed to be behind various recent shake-ups in the country.

Last year dozens of prominent Saudi figures, including princes, ministers and billionaires, were locked up in Riyadh’s five-star Ritz-Carlton hotel as the prince led a drive against corruption and abuse of power.

The service of the chief of staff, General Abdul Rahman bin Saleh al-Bunyan, is among those “terminated”, said the SPA.

Various military figures have already been promoted to replace those sacked.

A series of political appointments were announced at the same time, including the rare appointment of a female deputy minister of labour and social development, Tamadar bint Yousef al-Ramah.

There is heavy police and military presence at Ahwiaa in the Kwabre East District of the Ashanti Region following violent clashes between two youth groups in the area.

Several properties including vehicles have been vandalized in the process, although the cause of the unrest is yet to be determined.

Residents in the community have locked themselves indoors leaving the entire area almost deserted.

The Military and the Police are currently combing the area to ensure there is absolute calm.

The Assembly Member for the Ahwiaa-Anyinam electoral area, Brenya Vasco who spoke to Citi News said the rivalry between the two groups dates back several decades.

“A certain misunderstanding between Asante line boys and Zongo line boys. It is a just a certain group of young boys. We don’t know who this came about but it has been happening since 1999. We’ve not seen any such conflict over the years but it is just yesterday it happened again,” he said.

The Police have since arrested some youth believed to been involved in the disturbances.

A former Commandant of the Military Academy and Training School, Rear Admiral Emmanuel Akoto Bonsu has called on young military personnel to refrain from abusing innocent civilians in the course of their duties.

He urged the personnel to be professional in the discharge of their duties and not to engage in unauthorised activities.

 “As young military personnel, there is the temptation for you to see your new career as an opportunity to constitute yourselves into unauthorised law enforcement agencies

“Although during your training, this and other issues were made perfectly clear to you, I want to emphasise that unless you are under clear orders from higher authority you have no business with debt collection, illegal mining and land guard operations etc,’’ he said.

Rear Admiral Bonsu made the call during the Passing-out Parade of 192 Recruits of the Basic Training Course 80.

This was after they had successfully completed a six-month intensive and vigorous Standard Military and Basic Naval Training at the Naval Training Command, Nutekpor-Sogakope, in the South Tongu District of the Volta Region.

The 192 well-trained sailors eager to serve the Navy and Ghana, assembled on July 28, 2017 for training.

The Course commenced with 216 persons, however, 24 were withdrawn for various reasons including discipline, medical and “compassionate considerations.”

Rear Admiral Bonsu, who was also the Reviewing Officer of the Parade, urged the young military personnel not to allow the exigencies of life to affect their physical fitness adding; “You cannot serve with diligence and commitment if you are not physically fit’’.

He advised them to let discipline, which is the hallmark of the Armed Forces, be their watchword in order to progress.

Recruit Adzraku Courage Bright emerged the Best in Drill and Overall Best Recruit. while Anokyewaa Vivian emerged the best in Academics.

The other awards were Special and Wheel awards presented to Recruits Lantam Lewis and Karikari Godwin respectively.

Some of the dignitaries present at the event include Lieutenant Commander Justice McCarthy Kuffour, the Commanding Officer, Mr Kobla Mensah Womoye, Naval Recruit Training School, and Mr Emmanuel Louis Agamah, the Member of Parliament for South Tongu.

The Chief of Defence Staff, Lieutenant Gen. O. B Akwa, has assured the people of Agogo that the task-force deployed to evict herdsmen from the area, will push through their mandate until the issue is resolved.

According to him, they have the backing of the Commander-in-Chief of the Ghana Armed Forces to ensure that the objectives for the formation of the task-force are achieved.

He warned that an attack on the security is an attack on the state, and stressed that the Security will respond to any attack in equal measure.

“We shall be unrelenting in this assignment until we bring it to a closure,” he said.

Lieutenant General O. B Akwa gave the assurance on Tuesday as he addressed members of the Agogo Traditional Council when he led a high powered delegation on a fact-finding mission to the area.

“You all recall that not too long ago there was a major incident here where some soldiers and policemen were attacked in the course of their duty. And we want to make this point very clear that no attack on a soldier, policeman or any other security person or an ordinary citizen of Ghana shall go without a response. And this response will be proportionate, it will be graduated, depending on the level of attack, we will up our game. It will address the core problems of the traditional area.”

“In response to that, we decided under the authority of the Commander In Chief, to send in reinforcement, to send a clear message to those who are involved in this dastardly act that they cannot continue to act with impunity in the state of Ghana,” he added.

Agogo Queen mother speaks

Queen mother of the Agogo Traditional area, Nana Afrankoma Kusi Boateng, also asked the Inspector General of Police to investigate the former Police Commander for Agogo, ASP Samuel Azugu.

She alleged that ASP Azugu in the course of his work shirked his responsibilities as a police officer, and must be investigated and punished to serve as a deterrent to others.

She also advised the new Police Commander to reject any form of inducement from cattle owners and herdsmen and execute his duties in a professional manner.

Background

The warning comes in the wake of last week’s attack on some four members of the task-force, three military officers and a police officer, who sustained gunshot wounds.

According to Police in the area, the assailant lay in wait and shot at the security personnel, who were in the bush as part of measures to evict the nomadic herdsmen and their cattle.

“Please advise the new district police commander here. Tell him to resist any bribery temptations. A former commander who was assigned here was not helpful. I will plead with government to investigate him and if possible sack him from the police service if possible,” she said.

On the nomadic herdsmen issue, she pledged the support of the Council to activities of the task-force.

200 military, police deployed to Agogo

Government subsequently dispatched about 200 personnel drawn from the military and police service to Agogo and Sekyere Afram Plains districts to flush out the nomadic herdsmen who are reportedly terrorizing residents of those areas.

A statement signed by a Deputy Minister of Information, Curtis Perry Kwabia Okudzeto, said the joint security team has been tasked to “push back the herdsmen from new areas they have occupied, arrest perpetrators of recent acts of violence for prosecution, and augment the efforts of Operation Cowleg, an ongoing security operation aimed at dealing with the activities of herdsmen in the area.”

Defence Minister, Dominic Nitiwul, is demanding that former President John Dramani Mahama vacates his residence  reportedly sited on a military land.

According to Mr. Nitiwul, top officials of the erstwhile Mahama administration sold lands belonging to the Ghana Armed Forces to cronies.

“Top officials who are supposed to have provided and covered the Armed Forces, were now writing to the Armed Forces to say that if you have no money, then release the lands to the owners. Not knowing they were buying the lands themselves. How can you do this? I want to advise the former President that he should look for a place and leave…It is not good for him because he was a President. He should not live there. I am not satisfied with the state of that land, and I will advise the former President to leave that place because it is not good. He should have protected the Armed Forces, but today if you are living in that area you are giving others the impetus to do what they are doing and it is not good for us.”

“I am talking about the former President, John Mahama. I will say no more, but I am very disturbed about this.  It is happening in Tamale, it is happening in Takoradi and Lands Commission is colluding to do that. People in Lands Commission were selling Armed Forces lands. Not under this watch, that cannot happen any longer, and anybody who decides to encroach on Armed Forces lands should leave. It is not in your interest. I am sorry; but that is the truth that we did not manage the Armed Forces lands very well” he noted.

Mr. Nitiwul, who was speaking at a press briefing on Wednesday, added that “It may be true or may not be true, because we are still investigating that some portions of that land has not been acquired, but Armed Forces does not have money to acquire. It is the duty of government to acquire the land for the Armed Forces, and I think that the way Armed Forces lands were handled, I am not happy about it. That we decided to sell that land to ourselves, including top politicians, and I think it is a shame that we did that, because now we have squeezed our Armed Forces in Burma Camp, and I think that if I had my will, and we are still going by it because we are in a democracy, I would have gone after those people.”

“It is not good. Within two years, we have sold every piece of land. Over 300 acres of land to individuals; so that what happens? It is the duty of government to acquire the lands for Armed Forces.”

There have been controversies about how military lands are often encroached upon by individuals.

Politicians have also been accused of selling state lands to themselves over the past years.

Over 30 shops sited near the premises of Ghana Water Company Limited (GWCL) at Kanda in the Greater Accra Region have been pulled down.

These structures were bulldozed in a controlled demolition exercise which was under the supervision of about 15 armed military personnel.

Some traders, who were unhappy with the exercise by the Ghana Armed Forces and the Ghana Water Company, complained that they had not been given enough time to vacate the premises before their structures were demolished.

Speaking to Citi News, a dissatisfied trader said: “You give people three days to leave… This is unfair! We went to see the MD and there was an undertaking signed by the MD that they will give us three months to move and just imagine at dawn, I was called that they had demolished the place so what is the purpose of the undertaking?”

The Ghana Water Company has however defended the demolition.

Speaking to Citi News, the Public Relations Officer at the GWCL, Kwamena Acquah said the demolition was in accordance with an order from the Supreme Court.

“These structures have been here for sometime and all attempts to evacuate them have proved futile so the issue was settled in court and the Supreme Court gave the ruling in favour of Ghana Water Company.”
