The Youth Employment Agency has transferred some members of staff to various regions.

A statement from YEA explained that the transfer was part of an “ongoing restructuring exercise to reposition the Agency for higher productivity.”

[contextly_sidebar id=”oSPMvceZr57X82dOTycWpM9ofn9nUmNu”]The move comes days after a payroll fraud was discovered at the Agency.

An internal audit carried out by YEA exposed a huge financial malfeasance believed to have cost the country GH $50 million.

The amount is believed to be a sum of unearned salaries paid to unposted beneficiaries, funds for official use which were paid into personal accounts, and procurement without adherence to due process.

Earlier this year, YEA suspended the payment of allowances to over 60,000 beneficiaries on suspicion of discrepancies in the report handed to it by the managers under the previous administration.

The full-scale audit revealed that, many people who did not deserve to receive money from the Agency were doing so fraudulently.

So far, the Agency under the new managers, has deleted some 16,839 names from the payroll, which it says has saved the country Ghc20 million.

The Medical Director at the Ridge Hospital, Dr. Thomas Anaba has said he will sue the Health Minister, Kwaku Agyemang Manu for unduly transferring him from his post.

Last Monday, a letter addressed to Dr. Anaba directed to him hand over to the Public Services Commission three years short of the expiration of his tenure.

[contextly_sidebar id=”4Y9djGtpRsLMi3kKe16DrgKzYFYapfRq”]Although no reasons were given, the letter said the directive was from the Health Minister who has subsequently appointed Dr. Anaba’s predecessor, Emmanuel Kwabla Srofenyoh.

Asked whether he will be considering suing the Minister for  his decision , Dr. Anaba responded in the affirmative, saying “yes it is one of the options.”

He added that his lawyers had already began processes that will lead to a lawsuit.

I’m not affiliated with NDC

Dr. Anaba , who suspects his transfer stems from the suspicion that he is affiliated with the National Democratic Congress (NDC) insisted he never campaigned for the party in the Garu Tempane constituency in the Upper East Region during the 2016 general elections as it has been alleged.

“I never campaigned for the NDC in that constituency. There was no Dr. Anaba anywhere in Garu campaigning during elections. There is one Thomas who they are getting confused about so they should check their facts very well.”

My transfer was in bad faith

He further stated that his transfer was done in bad faith.

“It was not done in good faith because if you want someone to leave his job, there must be a reason. The terms of engagement explains what should happen for me to be disengaged , transferred or relieved but all these were not met.”

“I have a contract and the contract is four years with possible renewal and I have made up my mind psychologically with my family that we are staying in Accra for at least four years…I have concentrated all my efforts in Accra so how do you come and stop all that without giving prior notice? I think it is unfair,” he added.

According to him, the Minister, Kwaku Agyemang Manu cannot transfer him as it is the Ghana Health Service that appointed him.

Minister acting on orders of contractors

He also alleged that the Minister acting on the instructions of the contractors working at the hospital, hence the failure to provide cause for the transfer.

“How can a construction company advise a Minister on who to manage a hospital. Is it because I put pressure on them to procure all that they needed for the contract?If it is so I will be happy to leave.”

A Senior Lecturer at the University of Cape Coast (UCC), Dr. John Gatsi has bemoaned what he calls the “premature” transfer of District Directors of Education across the country.

He said the Directors need ‘time and space’ to implement their vision, adding that their frequent transfer is unhealthy for the Service.

Dr Gatsi was addressing the seventh John Gatsi Educational Foundation Awards established by him for Junior High School pupils, who participated in an annual competitive examination by the Foundation last year at Dzodze.

He observed that the Ketu North District  has only seven Directors of Education, a situation which he believes is affecting teaching and learning in the District.

“Over the past seven years the Ketu North District Education Directorate had not less than four District Directors and we hope the new one will stay longer to carry through her vision”, Dr. Gatsi stated.

He was also not happy about the “current low spending” on continuous professional development of teachers, and said it was time the country differentiated between educational expenditure which will lead to improvement in quality teaching and learning.

He called for quality investments in supervision, teacher-professional development and incentives for teachers.

Dr Gatsi announced that his Foundation had instituted an annual examination and refresher course for teachers in Mathematics, English Language and Science and was hopeful the initiative would enhance teaching and learning in the District.

Madam Mercy Ashiagbor, Ketu North District Director of Education, said the Foundation had influenced education delivery in the area in the past seven years.

“We have seen an improvement in teacher creativity in pedagogy and teaching skills and the desire of pupils and schools to put in more..,” she said.

Madam Ashiagbor said though academic performance is getting better in the District through support from the Foundation, high incidence of occultism in schools is becoming a threat.

A total of 19 students received books and certificates for participating in the examination, while Master Augustine Aryetey, of Mac Tetteh International was given GHȼ1,000.00 as the best student.

Miss Juliet Jackson, of Vehem Mawunyo International School, who was adjudged the best female student also had GHȼ1,000.00 books and a certificate.

Students from 60 schools took part in the examinations and though 18 students attained the overall 150 pass mark, they could not receive awards because they failed in Mathematics.
