The Minister of Environment, Science and Technology, Prof. Kwabena Frimpong Boateng, has ordered the closure of a Chinese Tomato paste factory operating unlawfully in the Ga West Municipality of the Greater Accra Region.

The tomato factory, which belongs to some Chinese expatriates, was fined GHc 15,000 by the EPA in August 2017, for operating illegally whilst the company was also ordered to halt any form of production.

Residents of Korleman City, an estate at Kuntunse in the area where the Chinese factory operates, have since raised concerns about how the activities of the company, which they say is affecting through noise, air and environmental pollution.

The residents, who held a meeting with the MCE in a bid to get him to ensure the company’s closure and subsequent relocation, accused him of rather shielding the company at the expense of their health.

The EPA on the other hand, appeared adamant, after their initial orders were disrespected with the tacit support of the  Ga West Municipal Assembly intervened.

A statement signed by Prof. Frimpong Boateng and copied to the Chief of Staff, Office of the President, Flagstaff House, the Chief Executive Officer of the area among others, pointed out that several attempts to get the Tomato Factory to stop production had been unsuccessful.

“It has come to my notice that contrary to several directives to stop production of canned tomato paste at the Kuntunse (i.e production , packaging, warehousing etc.), you continue to operate in violation of your obligation under EPA Act 1994, Act 490, and the Environmental Assessment Regulations, 1999, LI 1652.”

Quoting section 14 of the EPA Act, 1994, the Minister therefore ordered that the Tomato Factory “stops production of canned tomatoes and comply with the enforcement notice with immediate effect.”

“I am by this letter also directing the Divisional Commander Ghana Police Service, Amasaman, to take the necessary steps to ensure compliance with this directive. Take Note and Notice is hereby served that any person who hinders or obstructs any other person acting under this section commits an offence and is liable to prosecution.”

The residents of Kuntunse have announced their intention to embark on a peaceful demonstration on Saturday, December 16, 2017 as part of an ongoing protest against the activities of an illegal tomato factory in the area.

According to a letter to the District Commander of Police for Adjen Kotoku, the two-hour long peaceful demonstration will commence at 8 am from the main Kutunse-Satellite junction along the Amasaman-Kumasi highway.

[contextly_sidebar id=”tF7J8ZLCW8X9Oizcj6yvLs1YFNsG8MG3″]The letter added that the residents will then proceed with the peaceful march through the main street to the Koans Estates and return to the main entrance of Happy Sunshine Company Limited, the tomato company being protested against.

“Sir, it is our view that the operations of happy sunshine company limited, in apparent defiance of a cessation order [a copy of which is attached to this letter] Environmental Protection Agency (EPA) to the company’s management, constitute not only a matter of egregious violate the sanctity of Ghana’s laws, but also a brazen challenge to the revered authority of the state of Ghana,” the letter said.

The EPA shut down the facility after a series of Citi News reports had revealed that the company was operating illegally in the residential area.

A notice of closure has been posted on the doors and walls of the factory after officials of the EPA, accompanied by the police went to the premises.

However, despite the order from the EPA and complaints from the residents, the factory has reopened and is operating again, with the support of the Ga West Municipal Assembly led by the District Chief Executive, Clement Wilkinson.

This has prompted the residents to threaten a suit against the Environmental Protection Agency (EPA), the owners of the facility as well as the Municipal Assembly.

‘Relocate’

The EPA had earlier held a closed-door meeting between management of the factory where the company was directed to move its operations to an industrial area, as their current location has not been zoned for such activities.

The Principal Programmes Officer at the Accra Regional office of the EPA, Sophia Vanderpuye, who confirmed the directive to Citi News on Tuesday, said: “At the meeting, it was made very clear to them that the site where they are operating is not appropriate for the kind of manufacturing activity that is going on there is wrong. We had got evidence of the thick smoke that was emanating from their chimneys into the atmosphere, and with the accompanying noise issues. Based on these, they were made to understand that the EPA cannot permit such an activity in a predominately residential area so they have to relocate.”

“They must find an appropriate location, most preferably, an industrial area where they can conveniently produce. The Assemblies have already zoned the areas.”

Lawyers for residents of Kuntunse in the Ga West Municipality, have threatened to sue the Environmental Protection Agency (EPA) within 14-days, if it fails to take the necessary steps to halt the unlawful operations of a tomato factory in the area.

The EPA shut down the Happy Sunshine Tomato factory which is managed by some Chinese expatriates, after a series of Citi News reports had revealed that the company was operating illegally in the residential area.

Illegal Chinese tomato factory operating again with DCE’s backing

However, despite the order from the EPA and complaints from the residents, the factory has reopened and is operating again, with the tacit support of the Ga West Municipal Assembly led by the District Chief Executive, Clement Wilkinson.

A letter addressed to the Executive Director of EPA asked the Authority to take swift actions to halt the operations of the factory within 14 days or face a lawsuit.

“Please take the necessary steps to proactively halt the operations of the company forthwith in the swift manner demonstrated in the Exton Cubic matter when bauxite was to be mined at Nyinayin without EPA permit. Please take notice that if within 14 days upon receipt of this letter you fail in your duty, a court action will be brought against you,” the letter from the lawyer, Alexander Afenyo Markin said.

The closure of the company comes after a closed-door meeting between management of the tomato factory and the Environmental Protection Agency (EPA) on Friday.

President Akufo Addo, has assured the Chiefs and People of the Upper East Region of the government’s commitment to revamp the defunct Tomato and Meat factories in the area.

The President  gave the assurance when the Upper East Regional Minister, Rockson Ayine Bukari, and the Vice President of the Upper East Regional House of Chiefs, Naba Baba Salifu Lemyaarum,  jointly made the  appeal to  him, during his two-day visit to the region, to thank the people for endorsing him as the President of Ghana.

The tour was also to interact with them to know their concerns and elicit their feedback on his policies and programmes.

The opinion leaders told the President that the two factories were the major assets of the region, and that revamping them would not only create jobs, but also help create wealth and reduce migration from the area to urban centres.

The President stated that, the Minister of Trade and Industry, Alan Kyerematen, was working hard to revamp the two factories, while the Government was also working at rehabilitating the Vea Irrigation Dam to boost irrigated-farming,  and enhance the supply of potable water to the Bolgatanga Municipality and the Bongo District.

The President thanked the Regional House of Chiefs and the Regional Minister for appreciating the Free Senior High School Policy and other flagships programmes, saying; although there were some teething problems with the implementation, the Government was doing everything possible to rectify them.

He said he would ensure that all uncompleted school projects in the region were completed to absorb more Senior High School students as requested by the Regional House of Chiefs.

“The Free Senior High School has come to stay, those who thought it was a political gimmick have been proved wrong and we shall continue to roll out the policy to ensure that our children meet the current global standards in this 21st Century, particularly, in the area of ICT,” the President stated.

He said the Government had also intervened to save the National Health Insurance Scheme, which was on the verge of collapse as the Scheme owed 1.2 billion Ghana cedis; part of which had been settled.

On Agriculture, the President stated that in his short period in office, about 200,000 farmers had been supported with subsidised fertiliser and other farm inputs under the flagship programme of Planting for Food and Jobs.

“In addition, farmers are now having access to Agriculture Extension Officers to educate them on good farming practices to help ensure food security,” he stated.

“It is my hope that by the end of the tenure of my office, two and half million farmers in Ghana would have been supported to help feed the nation to stop the importation of food from other countries.”

He, however, called on the Chiefs and communities to support the Government to arrest those few selfish people who were trying to thwart the efforts, by smuggling the subsidised fertilisers to the neighbouring countries for sale.

He said plans were also far advanced to ensure that 660 communities in the Upper East Region benefited from the Rural Electrification Project and reiterated the Government‘s commitment to the redevelopment of the railway industry.

Ghana has signed the the Millennium Challenge Compact II with the government of the United States of America.

The Ghana Power Compact invests up to $498.2 million to support the transformation of Ghana’s electricity sector and stimulate private investment. The five-year compact is designed to create a self-sustaining energy sector in Ghana by reforming laws and regulations needed to transform the country’s power sector and catalyze more than $4 billion in private energy investment and activity from American and global energy firms in the coming years.

The MCC will make an initial investment of up to $308.2 million, including funding to put the Electricity Company of Ghana, the country’s main distribution company, on a sustainable path, help the utility meet current electricity needs and upgrade infrastructure to reduce outages and improve service. A second tranche of up to $190 million in funds will be made available if Ghana accomplishes a set of reform targets set forth in the compact.

Even though this is welcome news, some players in the industry believe beyond the MCC, Ghana needs to do a lot more to secure the energy sector in the long term.

Currently, only about 1313 megawatts of electricity is produced by the various plants, which collectively have an installed capacity of 2884 megawatts.

The Atuabo Gas Project is expected to provide lean gas to generate about 550 megawatts of power, and provide 75% of the natural Liquified Petroleum Gas (LPG) needs.

Ghana currently has an energy production target of 5000 megawatts by 2015. However, for the nation to industrialize, the energy per capita has to be increased to 500 watts per capita from the paltry 53watts per capita. This means that the nations strategic production target must be around 12500 megawatts, a target that requires billions of dollars to achieve.

The questions, therefore, are:

1. Are Ghanaians being told the actual state of the energy sector?

2. To what extent would the current the plans being executed mitigate the problems?

3. What is the way forward?

Fred Asamany, a leading power plant developer in Ghana, believes that power  is the most important factor in Ghana’s development.

According to him, “if you look at the economic history of industrialized countries, it is palpably obvious that the underlying driver of economic activity is power.”

He shared his perspectives on the Citi Breakfast Show Thursday August 7.

Below are his perspectives on Ghana’s power sector, in a question and answer format.

WHAT IN YOUR VIEW ARE THE MAJOR CONSTRAINTS TO POWER AVAILABILITY, RELIABILITY AND STABILITY?

Lack of vision in the leadership of this country is the primary reason for the mediocre state of the electricity sub-sector.

Energy in all its forms is the engine of growth in any economy and all our past and present leaders, with the exception of Kwame Nkrumah, have tinkered with this issue without any clear cut initiatives from our leaders to solve this problem.

Perennial under-investment
The lack of an implementable master electricity sector blue print backed by a credible investment plan over the years has resulted in weak and out-dated main systems, sub-systems and processes that should otherwise guarantee a high degree of system reliability and stability.

Lack of an entrepreneurial culture
The public utilities in the power sector such as VRA and ECG run purely as civil service organizations. These organisations have hoards of talented people who are well educated but are not challenged to drive businesses as entrepreneurs would. Accountability is weak and status matters a lot and there are very little productivity or incentives targets set for the civil servant who will of course be paid regardless of performance. Lack of performance does not result in any sanctions because by and large you are employed to serve your term.

Availability inadequacies
Availability relates to the actual MWe (megawatt energy) that can be generated and made available for distribution to consumers at any point in time…It is different from the capacity of generation that is installed…As at 28th July 2014 the installed generation capacity in Ghana is 2844 MW however the Available Capacity is only 1313 MW yet we require 12,500 MW to industrialise.

Reliability characteristics
The System is controlled to stay within acceptable limits during normal conditions;
The System performs acceptably after credible Contingencies;
The System limits the impact and scope of instability and cascading outages

WHAT ARE YOUR THOUGHTS ON THE CURRENT ARRANGEMENT BETWEEN VRA/GRIDCO & ECG?

As long as VRA/ECG/GRIDCO are run as purely civil service organizations, we cannot expect anything better from their financial operations. We must introduce private sector management attitudes into their operations.

The unbundling or disaggregation of transmission (GRIDCO) and distribution (ECG) from VRA was a very good idea. However the businesses are closely interdependent on each other for successful operations and quality of service…ECG relies on VRA and a small number of IPP’s for its generation. Without adequate generation ECG cannot physically supply all the electrical power needs of its customers..Currently there is not enough available generation capacity to meet the load requirements of ECG….Its a complex matrix of issues.

CONCERNS HAVE BEEN EXPRESSED ABOUT THE PSP CONDITION IN THE MILLENNIUM COMPACT AGREEMENT; WHAT IS YOUR VIEW ON PRIVATE PARTICIPATION IN THE POWER SECTOR? WHICH ASPECTS OF THE POWER SECTOR COULD BENEFIT FROM A PSP?

The passionate argument should be about establishing exceptional levels of uninterruptible service delivery of electricity to customers.

The Private Sector already works with ECG and the power sector throughout the value chain and the sector should capitalise on best practices and standards that can be imported from Private Sector Participation to achieve the desired levels of service required.

The injection of an entrepreneurial culture and commercial imperatives in the power sector is a sine qua non and can only be achieved by introducing some elements of organizational systems, culture, reward systems, processes and technologies that are more prevalent in the private sector. In this respect the 100% shareholder, GoG, should reduce its influence in the policy and decision making of these organizations whilst retaining a significant minority interest.

HOW MUCH POWER DOES GHANA NEED TO INDUSTRIALIZE AND HOW CAN WE ATTAIN THAT POWER GENERATION LEVEL?

Ghana requires 500 watts/capita to take a significant step towards industrialization, equivalent to 12,500 MW (population of 25m X 500 watts).

Currently the installed generation capacity in Ghana is 2,844MW. The deficit for industrialised status is therefore 9,700 MW approx…Generation infrastructure is approximately $1.5m per MW therefore we need to invest $14.5bn to come up to speed. This is the scale of the challenge.

The solution for that level of generation required for industrialization is a systematic 200 year plan that is defined in a generation blue print that all governments will adhere here. This blue print must be driven from the Office of the President and not the bureaucratic Ministry of Energy.

GoG infrastructure fund, SSNIT and Industry must provide the seed funding to plant the required generation assets annually through building a minimum of 1000MW industrial power park complexes sponsored by GoG at a time. On completion the assets can be offloaded to private investors or through the equity stock markets.

GoG then gets its cash investment for the next round of planting. This is implementable and must be led by local content and not external agencies and will guarantee that the assets are put on the ground..The traditional route of project finance frameworks for investing in the power generation sector results in almost 10 years on average to build one power plant.

HOW CAN GHANA GAIN MAXIMUM BENEFIT FROM THE MILLENNIUM CHALLENGE PROGRAM?

The MCC program will not result in a dramatic transformation of the sector that Ghana requires. Millennium challenge may give the sector a head start but is not sustainable unless it is back loaded by a credible programme of activities and investments when the MCC is over, that fits into a master blue print for the electricity sector created by Ghana for Ghana.

The millennium challenge program must allow the electric power industry to build on Local content capacity to manage all aspects of power generation, transmission, distribution and O&M. Locals investors must understand this industry and invest in it.

Throughout history there is no country in this world that has been developed to industrialized status by another country. We must do it ourselves!!!

The energy situation in the country is set to improve slightly following the completion of repair works on the Takoradi International Company (TICO) power plant.

The plant was shut down for regular maintenance works which worsened the energy situation in the country.

The 220 megawatts power plant was until recently producing only 110 megawatts; a situation which was largely responsible for the on-going load shedding exercise.

Speaking in an interview with Citi News, Sam Fletcher, the Public Relations Officer of the Volta River Authority(VRA) was optimistic the energy situation will be given a huge boost now that the country has the full complement of TICO.

He explained that “a 110 megawatts of electricity is quite a lot and it can power a whole nation so it will reduce the impact of the load shedding we are having because we have been shedding anything between  250 and 300 megawatts every day because of the deficit we had.”

Mr. Fletcher stressed that the completion of the repair works on the plant “will make a huge impact on the system and with 110 coming on board, it means you are gradually eroding the deficits.”

Asked whether the load shedding will be minimized with the addition, Mr Fletcher was emphatic that Ghanaians will enjoy more power now that the works on the plant is completed.

“Ghanaians should expect more power, because if people were going off for about 12 hours depending on the planning of the ECG [Electricity Company of Ghana],  they will be going off now for about 6 or 3 hours. I think the bottom line is that it will improve the situation and the impact of the load shedding will be minimized,” he posited.

The Volta River Authority (VRA) has agreed a long-term deal with Gasol LNG Import Limited for the supply of gas to the state- controlled power generator for electricity generation.

The conditional gas supply agreement that the VRA has signed will require Gasol to supply 100 million standard cubic feet of gas per day, providing an alternative gas supply source for the Authority.

This new development follows the joint-venture agreement signed in April 2014 between Gasol’s affiliate, African Power Generation Limited (Afgen), and Ghana National Gas Company Ltd (GNGC).

Under the terms of the joint-venture agreement, Afgen and GNGC have agreed to cooperate on the marketing of re-gasified Liquefied Natural Gas (LNG) from Benin and the development of an LNG solution for Ghana.

According to Gasol, the new agreement with VRA is a significant step in its operations as it provides the company with sufficient gas off-take agreements in place to progress with development of its proposed LNG Import and Re-gasification Facilities to be located in Cotonou harbour, Benin.

The Chief Operating Officer of Gasol plc, Alan Buxton, explained “Ghana is a major market for gas supply and we are absolutely delighted to have executed an agreement with the Volta River Authority for the supply of 100mmscfd. When the Benin project is operational, the supply of natural gas to the Volta River Authority’s power plants will displace the use of more expensive and environmentally unfriendly imported light crude oil”.

It is expected that when the gas from Gasol comes on-stream, VRA will have adequate supply sources to augment the West Africa Gas Pipeline Company for supply of cheap gas to power its thermal plants and reduce the Authority’s financial burden.

The Energy Minister, Emmanuel Armah Kofi Buah, has said that VRA spends about $3 million every day to procure crude oil to power its plants.

The VRA is currently I experiencing difficulties in f generating power for/the country as gas supply from the West Africa Gas Pipeline Company has been erratic  and unbelievable, while development of Ghana Gas Company’s gas processing plant at Atuabo is yet to be completed.

The situation has plunged the country into a severe energy crisis and forced the Electricity Company of Ghana to undertake a load-shedding exercise — a demand-management recourse used whenever electricity generation falls below demand.

It involves shutting out different parts of the country from electricity from electricity at certain times of the day.

The country’s power sector has moved from one crisis to the next since the seven-month black-out caused by the rupture of the West African gas pipeline in September 2012.

That incident rendered the 200-megawatt solely-gas-reliant Sonun Asogli power plant dormant for almost a year.

This compelled the VRA to resort importation of thermal plants which, unlike Asogli, use either gas or crude oil.

The country’s installed electricity capacity, includes 1,180 megawatts from the Akosombo and Kpong Dams; 400 megawatts from the Bui Dam; 1,264 megawatts from thermal generating plants; and 2.5 megawatts from solar.

The VRA is currently over drafting — that is, overusing — the waters Akosombo Lake for power generation due to the shortfall from thermal plants.

The Member of Parliament (MP) for Obuasi West Constituency, Kwaku Kwarteng, has advised government to effectively manage its finances and support the decline of industries in the country.

According to the MP, “government cannot make dubious payments to companies like Subah Infosolutions and others while complaining at the same that it cannot raise money to support its suffering industries.”

Commenting on the recent retrenchment of some workers of AngloGold Ashanti, Mr. Kwarteng attributed the closure of the mine to erratic power supply and increase in utility tariffs and asked government to act swiftly to save the economy from collapsing.

Speaking on the Citi Breakfast Show, the MP emphasized the need for government to introduce an industrial power policy that will ensure that consumers pay reasonable prices for power supply.

He suggested saying, “government must have a policy towards industrial power. In Ghana unlike elsewhere, our industries and business pay higher for electricity supply than domestic and other consumers so I think Government should look at this policy.”

The policy, he said, will also ensure power generation in the country is adequate and reliable.

The country has been experiencing energy crises for over a year now which is hurting industries and local businesses.

Although government has given the assurance it is taking measures to control the power outages and load shedding, the problem still perisists.

The MP further noted that the demand for power in the country is not matched by supply, adding that, Ghana’s power companies are failing to respond to the future demands of power consumers.

The Electricity Company of Ghana (ECG), according to the Legislator, is financially handicapped because it is managed by government.

In that regard, he charged government to quickly respond to the country’s declining energy sector to save the country from its economic challenges.

The Minister of Defence, Mark Woyongo has called on Economic Community for West African States (ECOWAS) member states and agencies to play a collected role in ensuring the safety of the West African Gas Pipeline.

According to him, the protection of the pipeline should be given the same priority as the maritime domain of the Gulf of Guinea because, the recent damage to the pipeline negatively affected countries that depended on it for gas, especially Ghana.

The West African Gas Pipeline in 2007 suffered a catastrophic loss of pressure as a result of damage by a ship’s anchor.

The incident occurred before the commissioning of the gas pipeline.

In August 2012 however, there was another damage to the pipeline by an unidentified ship.

Mr. Woyongo made the call at the West African Gas Pipeline Safety Workshop in Accra.

He noted that “this regional infrastructure when well managed and enhanced will play a major role in the economy of our country for many years to come.”

The Minister added that with ECOWAS aspiring to bridge the social and economic barriers within the sub-region, “this project is the most important catalyst that we should proudly protect and nurture.”

The Minister of Energy and Petroleum, Emmanuel Armah Kofi Buah on his part called for a review of existing protection efforts and a drastic change in the way things are done to ensure a coordinated approach in addressing threats to the pipeline.

He called for concrete ideas to safeguard the integrity of the pipeline.

Mr. Buah mentioned a number of risks and threats that the WAGPL is exposed to including; piracy, unlawful fishing practices such as the use of explosives and sea bottom trolley.

In a speech read on his behalf, the sector Minister urged ECOWAS countries to forge ahead to ensure the maritime security of the pipeline and other infrastructure are protected.
