A former Chief of Staff who served in the Kufuor administration, Kwadwo Mpiani, has backed calls for a review or  removal of the constitutional age limit for Ghanaians who wish to contest for the presidency.

Speaking to Citi News, Mr. Mpiani said the country could miss out on some competent persons by limiting the pool of potential presidents to persons over 40.

If in other places, people below 40 are able to offer themselves to be elected as Prime Ministers, Presidents and they do well, why can’t we do this in Ghana? Are we depriving ourselves? Maybe there are exceptional youth in the country who can become Presidents and maybe perform well. I really don’t fancy the idea of putting in this limit.”

The former Chief of Staff was speaking after former President John Dramani Mahama said he is in support of such calls.

Speaking at the Commonwealth Africa Summit in London on Wednesday, Mr. Mahama said young people were still capable of acting as legislators in Parliament but were restricted from contesting for the Presidency.

Mr. Mpiani added that the electorate ought to have the ultimate say as to who should become President regardless of the person’s age.

“…It will be left to Ghanaians to decide whether such a person is qualified to be a President or not… Why don’t we leave this to the electorate or we think the electorate is not fit enough to determine who is capable of being a President? I think we should leave it to the electorate,” he said.

Give voters the power

The IMANI Africa President, Franklin Cudjoe, also believes the electorate will ultimately determine whether a person is qualified to be President regardless of age.

“It is a welcome idea. Globally, we are seeing younger people who are beginning to take the mantle of leadership… Presumably, however young someone is on the campaign trail, if a person is making a lot of sense and giving practical solutions to the problems, I am sure the older voters will make the decision.”

Mr. Cudjoe also noted that, a leader will also be as successful as the people he or she is surrounded by.

“A smart leader is the one who surrounds himself with smarter people to advise him or her so once you make that determination, that someone is eligible to stand and the voters allow that to happen, I’m sure the other aspects of maturity to rule will be secondary.”

Ghana’s president’s under the Fourth Republic

Under the Fourth Republic, the average age of the presidents when they began their terms has been 59.

Jerry John Rawlings was 45 when he was elected President in 1992.

His successor, John Kufuor, was 61 when he became President in 2001 after the first civilian change of power.

He was followed by John Atta Mills, who was 64, John Mahama who was 54, and the current President, Nana Akufo-Addo, who was 72 years of age, the oldest of the lot.

Government has revealed that the money saved from renegotiating the contract for the purchase of some cars for use by the Presidency under the previous administration, was used to procure a hundred cars for the Police Service.

The Information Minister, Mustapha Hamid, stated that with the risk of a judgement debt hanging over its head, government renegotiated with Amalgamated Securities Limited, purchasing only 34 of the initially agreed 43 cars, saving about three hundred thousand dollars in the process.

He stated that the remainder was used to purchase 100 Toyota Corollas for the Police Service.

“Government has however made sure to obtain maximum gain for the public purse and also for ensuring the security of the state.We have reduced the number of vehicles ordered from 43 to 34, which is nine short of the original number. In place of the nine, we have acquired 100 Toyota Corolla cars for use by the Police Service in line with our commitment to retool the Police Service to enable them play effectively, their role of protecting the Ghanaian people.We have done all this with a total amount of US$ 8.8 million,” the Information Minister said at a press conference on Tuesday.

The deal for the purchase of the cars, according to Mr. Hamid, which was signed with Amalgamated Securities Limited could not be abrogated, hence the decision to accept the cars.

“Government is bound by the terms of the contract signed with Amalgamated Securities Limited. Abrogating the contract may incur significant liabilities for the government,” he added.

‘Dodgy contracts’

Mustapha Hamid stated that, government had made significant savings from renegotiating other deals brokered by the previous administration.

He added that the Auditor General was asked to probe all the deals and possible financial expenses the nation might incur from them

According to him, 5.4 billion cedis of legacy debts have been found by the State Auditor to be dodgy.

“This decision is consistent with our approach towards contracts that we came to meet, where if possible, we have renegotiated the terms to make them more favourable to the Ghanaian people. In the Ministry of Education, for example, we renegotiated the cost of printing textbooks, which the former government had signed with printers. Instead of 134 million cedis, we renegotiated downwards to 89 million cedis,” he said.

“It is in this same spirit that the Finance Minister asked the Auditor General to audit the financial liabilities that had been bequeathed to us, and which has revealed that some 5.4 billion cedis of legacy debts are dodgy.”

43 cars down to 34

Citi News had reported that Government over the weekend took delivery of 34 cars for the presidency, ten of which have bullet resistant exterior.

The contract for the presidential fleet was awarded by the John Mahama administration barely a week before they left office.

The original number of cars ordered was 43. The New Patriotic Party administration, which had attempted to cancel the entire contract but failed due to certain clauses in the contract, managed to reduce the number to 34.

Back in June 2017, some NDC officials accused the NPP administration of playing double-standards, after news about the presidential fleet emerged, despite an order by President Nana Akufo-Addo, halting the purchase of new vehicles.

The government then explained that it could not be blamed for the presidential fleet because the order had already been placed by John Dramani Mahama administration before they exited office after the elections in 2016.

‘NPP wanted the cars’

Former NDC appointees including Dr. Clement Apaak, who worked at the presidency, suggested that the cars were ordered upon the request of the NPP government during the transition period, a claim the government vehemently denied.

Dr. Apaak noted that, the Mahama administration agreed to the request by Nana Akufo-Addo’s side of the transition team because they had raised concerns about the incoming President’s security.

While the parties argued over the matter, Citi News sighted a letter signed by the then Chief of Staff, Julius Debrah, authorizing the purchase.

This letter was signed two days before then-President; John Mahama, inaugurated the Presidential transition team, which he co-chaired with then President-elect, Nana Akufo Addo.

This revelation contradicted the NDC’s claims that the NPP made the request during the transition period.

Earlier documents sighted by Citi News revealed that, the contract for the new cars for the Presidency was specifically awarded by the Mahama government on the 3rd of January, 2017, to Amalgamated Security Services LTD.

The two-paragraph letter authorizing the purchase was dated December 9, 2016, whereas the transition team was officially inaugurated on December 11, 2016.

The letter noted that, the deal was authorized by the outgoing Finance Minister, Seth Terkper, to take note of the decision to purchase the 43 vehicles “for necessary action accordingly.”

The letter also clearly stated that, the outgoing government had “decided to acquire some vehicles for the incoming administration”.

A new survey by research network, Afrobarometer, has revealed that 27 percent of Ghanaians believe that “most or all” of the officials working at the Presidency, including President, are corrupt.

The report stated that, 50 percent of the respondents believe “some” of the officials at the Flagstaff House are corrupt,  while 11 percent of respondents believe none of them are.

[contextly_sidebar id=”pqGBUumtZYPOzH07JdLYWPWzhzFmczSO”]According to Afrobarometer, their team in Ghana interviewed 2,400 adult Ghanaians between September 9 and 25, 2017.

The Round 7 report launched by the CDD on Tuesday, which studied the perception of corruption about officials and personalities in the public and private sector,  also indicates that 59 percent of Ghanaians believe all or most police officers are corrupt.

Only three percent of the respondents believed that no police officer has engaged in acts of corruption.

“Six in 10 Ghanaians (59%), say most or all police officials are corrupt, and substantial proportions say the same about judges and magistrates (38%), national government officials (35%), and other public leaders. Perceptions of corruption in the private sector are somewhat lower,” the report said.

The figure is slightly lower for judges and magistrates with 38 percent of Ghanaians believing that all or most judges are corrupt.

32 percent of Ghanaians believe that all or most Members of Parliament are corrupt, while 31 percent of the respondents held the same view for Metropolitan, Municipal and District Chief Executives (MMDCEs).

Traditional and Religious leaders were also named in the report, with 28 percent of respondents perceiving the former to be corrupt, while 17 percent perceive most or all religious leaders as corrupt.

Name, shame and prosecute corrupt officials 

The report also revealed that, most Ghanaians want stiffer punishments for officials who are found to have engaged in corruption.

64℅ of the respondents called on the government to name, shame and prosecute officials who have misappropriated state funds.

The survey also indicated that, Ghanaians want the government to recover funds which were pocketed by these state officials.

‘Gov’t can deal with corruption’

In the 2014 Afrobarometer report,  64 percent of respondents thought that corruption had increased.

The report also said 20 percent of Ghanaians did not believe in the capability of the political system to fight corruption.

However, in the new report, most Ghanaians have expressed increased confidence in the government’s ability to fight corruption.

“There is a rise in public confidence in government’s efforts to combat corruption in 2017, compared to 2014. This is after over a decade of decline,” the report added.

Pray

As humans, we are limited in our abilities. It is only natural and proper that we pray and seek the face of the Lord concerning every endeavour including presidential ambitions. God is not disinterested in politics. Before candidates move ahead, it is important to seek the Almighty’s guidance. Campaigns are brutal and they can be one of the most tasking things anyone can do. If rumours making the rounds are anything to go by, politics can be a huge spiritual battleground, and we all know when it comes to spiritual matters; some Africans don’t play. Seeking strength, protection and direction from the Lord would be an important first step.

Seek the consent of your spouse, family and trusted confidants

Politics imposes serious burdens on not just the candidate but their families especially the spouse. Candidates will need the support of their spouses and family. They will also have to bare the effects of the gruelling campaign schedule, long period of absence from home and media scrutiny. In addition, they may have to get on the campaign trail at some point. Sincerely seeking their consent is pivotal. It’s also a good idea to do a quick check in with long trusted close friends and not just the political operatives or men and women hanging around the candidate. One of the main reasons Hillary Clinton did not run for president in 2004 was because her daughter Chelsea was against it. Similar stories can be told of the role of plain speaking trusted friends and family in the political careers of Barack Obama and Chris Christie. John Mahama confessed his daughter was happy he lost the 2016 elections. Hopefully, he has her approval, should he decide to put himself up for 2020.

Gut check & Purpose

There are several reasons why people may run for president but the national interest should override. Politicians may always cite national interest as the main reason for running but, candidates must engage in internal reflection and soul searching regarding the real motives for running. At the moment, many believe John Mahama may be running to possibly make up and ‘save face’ from the 2016 electoral defeat. A candidate in his position has to convince Ghanaians to vote for him beyond sentimental reasons. Here are some question candidates should be asking themselves: what is the one big contribution I hope to make to national life? What is the one big change I hope to make? What is the major transformational vision, the one big idea you genuinely hope to achieve beyond pro forma laundry lists? As David Axelrod once said “authenticity is the leading indicator in presidential elections…” If voters smell phony motives, your campaign is already off to a rocky start. Elections are not just about candidates, they are good opportunities to assess what the country appraise the health of the nation and consider what substantive, era-defining and awe-inspiring contributions a candidate can make.  In other words, what is your one big game changer?

Situational Analysis

Political campaigns can and should be guided by systematic research. Potential candidates must commission professional consultants—beyond their campaign staff—to conduct external research to consolidate their own data. The most successful campaigns are often executed with reference to both internal and independent research.

A good starting point is to conduct a situational analysis of the candidate from multiple perspectives and models.  This situational analysis often includes a SWOT analysis but candidates should really move beyond the boardroom and partisan campaign room analysis to third-party investigations and field research. The campaign team should be able to determine the mood of the nation and how receptive voters would be to their candidate. Research would accomplish several tasks including determining the popularity of your candidate, voting trends and political socialization variables. Basically, aspirants should be ready to commission professional researchers to conduct extensive research using pre-campaign techniques and guided by rounded concepts that will guide the campaign. Crucially too, the campaign will have to engage consultants gifted with the skills of political framing to help translate data into campaign narratives and persuasive messages.

Selecting your team

Candidates may be running the show but the people around the aspirants could make or break them. As the primary season heats up, one of the first things candidates should be concerned about is the kind of people they recruit.  Having the right calibre of persons with the right motives and the right skills and abilities would have a telling effect on the campaign. Party bootlickers, sycophants and blinded loyalists should be avoided. Candidates should make strenuous efforts to choose qualified, committed and sharp political hands able to tap into the character, qualities and positions of the candidate in an efficient way.

Health

No matter how capable or how willing one is, bad health is likely to affect the campaign negatively. We all pray for good health. Candidates should examine their health situation to make sure they’re not putting themselves at risk or they are all clear from the doctor before embarking on this gruelling task. In other democracies, voters sometimes demand to see the health records of candidates. Clearly, assessing your health situation is a necessary first step.

The New Patriotic Party (NPP) administration should not pay for the 43 new vehicles ordered for the presidency if it did not request for them, the Executive Director of Imani Ghana, Franklin Cudjoe has suggested.

A former Presidential staffer in the Mahama administration, Dr. Clement Apaak, had claimed that his government ordered the vehicles a few days before leaving office, upon the request of the incoming Akufo-Addo administration.

Speaking on the Citi Breakfast Show, Mr. Cudjoe said the NPP administration has no business paying for the cars if it did not indeed order them.

“If the current administration is insisting they cannot be blamed for this then they simply should not pay for the cars. In any case the cars are meant for the state but as we are now told, there was no agreement …the current administration did not make any request..”

He also charged the erstwhile National Democratic Congress (NDC) administration to offer explanations on “why they should not be saddled with the debt.”

Potential judgment debt

Documents sighted by Citi News revealed that the contract for the new cars for the Presidency was awarded by the Mahama government on the 3rd of January, 2017, to Amalgamated Security Services LTD.

However, the contract is in limbo following the recent moratorium placed on the purchase of new vehicles by President Akufo-Addo.

Checks by Citi News reveal that the said vehicles have already been purchased and are currently in Dubai, and there are fears government could pay a judgement debt if it cancels the contract.

Apaak struggles to prove claims NPP requested for new cars

Meanwhile, the former Presidential staffer, Dr. Clement Apaak has failed to prove his claims that the John Mahama government ordered the new vehicles for the presidency few weeks before leaving office, on the behest of the current government.

Mr. Apaak, the Buila South MP, who first made the claim on Citi FM’s ‘Big Issue’, had promised to provide further evidence to back his claims.

But when he was called back on Eyewitness News on Monday after a Deputy Information Minister, Kojo Oppong-Nkrumah had denied his claims, he failed to back down, and insisted he was right because some sources gave him that information.

Dr. Apaak’s account of events is even more questionable, especially as Citi News has sighted a document which suggests that an approval was given for the purchase of the car by the then Chief of Staff, Julius Debrah, even before the formation of the transition team.

The Akufo-Addo administration’s side of the Transition team had no hand in the ordering of some 43 new vehicles for the Presidency, according to a deputy Information Minister, Kojo Oppong Nkrumah.

Speaking on the authority of the Senior Minister, Yaw Osafo Maafo, who was the co-chairman of the Transition team, Mr. Oppong Nkrumah asserted that “there was not even a conversation of this kind to purchase new vehicles or to even request for new vehicles.”

Aside from this, in the Deputy Minister’s view, it would have been an oddity for his side of the transition team to insist on the previous government buying the vehicles because, “you would want to then come in and even make your own choices, even for security reasons, etc.”

A former Presidential staffer in the John Mahama administration, Dr. Clement Apaak, has disclosed that his government ordered some 43 new vehicles few days before leaving office upon the request of the incoming Akufo-Addo government.

The Mahama government has been accused of procuring 43 new vehicles for the presidency four days before leaving office at a cost of over nine million dollars.

But speaking on Citi FM’s news analysis programme, The Big Issue on Saturday, Dr. Apaak insisted that they did nothing untoward.

So if indeed the vehicles have been procured, I can say on authority that it was part of the request which was made by the incoming government,” he added.

Dr. Apaak, who is also the Member of Parliament for the Builsa South constituency on the ticket of the opposition National Democratic Congress (NDC), further argued that they couldn’t have on their own accord, procure the vehicles for another person’s to use.

He added that, the National Democratic Congress (NDC), would be compelled to release documentary evidence if they feel victimized by the current government because they believe there was “nothing fishy” in the deal.

“…What would have been the motivation to place an order for these vehicles for use by the office of the president? I don’t want to mention names but I know that in the coming days if this issue of trying to make sure that governance is a continuum at the request of an incoming government is used to try and tag our government as corrupt, we will have no choice but to provide documentary proof to confirm the fact that this request was made during the transition process by the current government. So there is nothing fishy about it and I think the timing itself should make Ghanaians know that it wasn’t President Mahama who was going to be in office after January 7th so what was the need to procure this kind of vehicles when we were leaving office?”

Dr. Apaak also noted that, the NDC government at the time acceded to the request by the NPP because they felt that the security of the incoming president was very important.

“The security of the president is very important and if a request had been made that those vehicles be procured for use by the incoming government and that was done, I don’t see why we should quibble about it,” he added.

Apaak’s claims untrue

Meanwhile, the NPP MP for the Ayawaso West Wuogon Constituency, Emmanuel Agyarko, who was also on the programme, refuted Dr. Apaak’s claims.

He said “as far as I know, nobody from the current Govt asked for any vehicle…Why would this government ask the previous one to procure vehicles when they were about to take over?”

Vehicles in limbo

Documents sighted by Citi News reveal that, the contract was awarded by the erstwhile government on the 3rd of January, 2017, to Amalgamated Security Services LTD for the purchase of 43 vehicles for the Presidency.

However, the contract is in limbo following a recent moratorium placed on the purchase of new vehicles by President Nana Addo Dankwa Akufo–Addo.

The President,  in March 2017, banned the purchase of new cars until further notice.

Checks by Citi News revealed that the said vehicles have already been purchased and are currently in Dubai. There are fears government could pay a judgement debt if it cancels the contract.

The office of the former President, Jerry John Rawlings has expressed its disgust at reports within a section of the media suggesting the former leader is dead.

It said it takes a ‘serious view’ of the recent ‘false reports’ which has been widely circulated on social media.

A fake online publication over the weekend said the former President died after collapsing at his Ridge residence in Accra.

But a statement from the Office of President Rawlings said the reports were untrue.

It cautioned the faceless persons behind the publication of such falsehood to desist from the “reckless and insensitive actions as they have the potential of causing harm to family, friends and sympathisers of the former President.”

It further warned that publishers of such information could be liable for prosecution if they are arrested over the malicious activity.

The statement further called on media personnel seeking clarification on matters related to the former President from his office to avoid being misguided by some baseless reports online.

The Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has said the allocation of some 500 million Ghana cedis to the presidency is too high, and cannot be justified.

The MP has accused the presidency of defying the country’s austere conditions to allocate a huge amount of 1.5 billion cedis – the highest ever allocation to the presidency in the history of the country.

This is in spite of the fact that, about one billion of the 1.5 billion is going to be used for several of the government’s special projects announced in the budget statement.

Speaking to Citi News’ Duke Mensah Opoku, the former Deputy Education Minister said there is no purpose tied to these funds especially when the governing NPP is claiming that the budget for several sectors has been cut down.

“The justification which honourable colleague Members of Parliament sought to provide cannot be justified. We are talking about a staggering 1.5 billion, an allocation of 1.5 billion cedis. If you look at the 2016 budget, the allocation to the office of government machinery was in the region of 700 million cedis. Now if you come to even combine 4 year allocations; 2012, 2013, 2014 and 2015,if you combine all those allocations to the office of government machinery , you will get 1.3 billion. It is still less than 1.5 billion cedis which has been allocated in just one year to the office of government machinery, and the point I was making is that, this is the year that the President and the Finance Minister are appealing to Ghanaians that there are too many rigidities in the budget.”

Allocations meant for special projects

In response, the Member of Parliament for Obuasi West, Kwaku Kwarteng, explained on Eyewitness News that over one billion of the amount allocated to the presidency will be used for special projects.

“GHC 1.56 billion has been allocated to the office of the President, the question we are asking is that, what are we using it for?In this year, we are rolling out many fresh initiatives. One district,one factory; one village, one dam, the Zongo Development Initiative and all those special initiatives whose cost come up to about 1 billion, are all sitting in the budget of the office of the President so the 500 or so that Honourable Okudzeto is talking about is what is left for the office of the government machine to do the traditional things”

He wondered why Okudzeto Ablakwa will raise concerns about the amount of money going to the presidency when an excess of 700 million went to the same office just last year.

“…Just last year, after allocation, actuals, government allocated in excess of 700 million to the office of the President which is more than the 500 that we are allocating this year, so I find it very hard to understand why anybody will be interpreting this. It is lower than what was done last year.”

The President of policy think tank IMANI Ghana, Franklin Cudjoe has urged government to sell some of its vehicles to foot the bill for the Ghana’s 60th anniversary celebrations.

President Nana Addo Dankwa Akufo-Addo over the week disclosed that government intends to spend GHc20 million on the celebration with support from the private sector.

[contextly_sidebar id=”61ZjfdjqvtFNk5FdJddLH2r2OFyBFQhD”]But speaking on Citi FM’s News analysis programme, The Big Issue on Saturday, Franklin Cudjoe said the amount realized from auctioning a few of the vehicles could help raise funds for the celebration.

There has been controversy over some missing vehicles allegedly taken by some officials of the previous John Mahama government.

Whereas the New Patriotic Party administration insists that over 200 vehicles from the presidency fleet were missing, spokespersons of the former government argue that they handed over 641 vehicles before exiting office.

Franklin Cudjoe noted that “I pray that we find the cars because we could easily sell some of them.”

“For instance the Toyota Land Cruiser, 142 of them, we could get about GHc10 million, Toyota Avalon, there are 33 of them, we could get GHc9 million, Toyota Corolla, 58 of them, you could probably get GHc17 million. Toyota Camry, 75 of them, you could probably make easily make 30 million. Toyota Prado, 54, you can easily make some GHc4 million and the list goes on and on.”

“If you look at the cost of the cars and the maintenance cost of these cars, you are getting into dizzying heights. So my issue is if you are looking for GHc20 million for Ghana at 60, fair and square, let’s find 142 Land Cruisers… and do a mass auction at the Independence Square. You don’t need 641 cars at the presidency,” he explained.

NDC staffers purchased 271 salon cars at the presidency

Meanwhile, the Member of Parliament for Ningo-Prampram, Samuel George, who was also on The Big Issue explained that about 271 of the vehicles allegedly missing vehicles from the President’s vehicle pool were purchasedby some officials of the former government.

According to Same George, although he declined to purchase the vehicle allocated to him while serving as a Presidential staffer under the former government, some of his colleagues bought theirs after the vehicles were duly properly valuated by the State Transport Company.

“A number of my colleagues chose to buy their cars. I for personal reasons declined to buy my car and I returned it to the director of logistics at the Office of President. We put out a list of 641 vehicles. We handed over about 370 vehicles to the assets and logistics committee [of the new government] and these vehicles were physically inspected by the assets committee led by lawyer Ayikoi Otu,” he added.
