The weapons that went missing at the Kumasi Academy in the Ashanti Region have been found.

The Manhyia Divisional Police Commander, ACP Kwaku Buah, who confirmed this to Citi News, said the weapons were found in a sack close to an abandoned toilet facility in the school.

He said school authorities have since identified the weapons which are currently in police custody.

Police at Asokore Mampong in the Ashanti Region arrested four persons believed to be behind the disappearance of two shotguns and a pump action gun.

The four persons including the store keeper of the school have since been granted police enquiry bail.

Speaking to Citi News, ACP Buah said Police will carry out a scientific investigation to ascertain how and who dumped the weapons at the scene.

“I can confirm that the guns have been found and are now in the custody of the police. These guns have been identified by the school’s authorities as the same guns that got missing about four to five days ago,” he said.

ACP Buah told Citi News that the guns were found upon a tip-off by “a good Samaritan.”

“A good Samaritan informed the police that he’s found a sack in front of an abandoned toilet in the school. So police went to the scene, opened the sack and there the guns were. So we informed the school authorities who confirmed that those were the guns that got missing.”

Scientific investigation

The Police Commander also noted that, they will conduct a scientific investigation into the matter to ascertain those behind the disappearance of the guns.

“We are going to do a scientific investigation. You can’t commit a crime; leave the crime scene without leaving a trace. We are going to do elimination of fingerprints to see who might have picked them from the store and kept them where we found them.”

When asked why the school was in possession of  dangerous weapons, the Police Commander said “I’ve been told that the school was using the guns for security reasons, but those using the guns have all retired from active service so they were in custody of the store keeper for a while, and it was during the renovation of the storekeepers store, that is where the guns got missing.”

Student deaths at KUMACA

The Headmaster of the school, Reverend Osei Owusu, declined to speak when Citi News contacted him on the matter, but did not deny the incident.

The Kumasi Academy was in the news recently following reports of student deaths that was eventually linked to an outbreak of the swine flu virus.

The students, teaching and non-teaching staff of the school were eventually vaccinated against the spread of the infection, and the Ghana Health Service has declared the virus over in the school.

For the whole of 2017, the school lost eight students.

Police at Asokore Mampong in the Ashanti Region; have arrested four persons believed to be behind the disappearance of two shotguns and a pump action gun, belonging to the Kumasi Academy.

It is unclear why school authorities were keeping the weapons in the school.

Citi News understands that one of the suspects, the storekeeper of the school, and three others are in custody assisting investigations.

According to a Citi News source, the school’s storekeeper reported that he left the storeroom in the care of a Carpenter, a Painter and two sliding door moulders from Parkoso at about 10.30am on Thursday 11th January, 2018.

The source added that, the storekeeper had narrated that, when he returned to the storeroom the next day, he noticed that the weapons were nowhere to be found and that all efforts to trace them have been unsuccessful.

Manhyia Police Commander, Chief Superintendent Kwaku Buah, confirmed the arrests to Citi News.

He said “I can confirm what you have gone to find out from the school. As I speak to you now I am with the District Commander of Asokore Mampong and he has briefed me. For now I can confirm that four people have been arrested. I want to talk to all the suspects.”

The Parent-Teacher Association of the Kumasi Academy has met to review the challenges the school faced in 2017, and discuss measures to ensure the development of the institution.

Top of the agenda were the plans which have been put in place to prevent another outbreak of H1N1 influenza type A, that reportedly led to the 4 students in 2017, although four students had died before that incident bringing death toll in the school to eight.

[contextly_sidebar id=”gJrJTM1eEUszrrloEpM9ulSq7gf2ADbo”]Parents at the school’s first PTA meeting for the year on Sunday, January 14, 2018, appealed for more to be done to avert future cases.

School authorities and PTA executives spent time to explain measures the Ghana Health Service and the Ghana Education Service had put in place to forestall future incidents.

The leadership of the PTA is hopeful that the health measures employed by Government to fight the outbreak of H1N1 type A, will help prevent further deaths of students in the school.

The school’s PTA chairman, Owusu Achiaw, said over 80 percent of the students have returned to the school since it reopened for the new term.

He added that the students are currently taking part ins academic activities.

“My advice is that, based on what I have come to see in person, I am advising all parents to bring their wards to school because there is nothing again at Kumasi Academy”.

He further disclosed that the Ghana Baptist Convention has also intervened to upgrade the sick bay of the school to a clinic status.

The move according to him, is to complement Government’s efforts in averting future cases. He is hopeful the ugrade will be concluded soon since preparations are already underway to start it.

Mr. Achiaw commended stakeholders for their quick response during the crisis.

He expressed gratitude to Government, the Ghana Health Service, the Ghana Education Service, the Ashanti Regional Minister, the Asokore Mampong Municipal Chief Executive and all benevolent individuals and organizations who helped during the crisis.

Some parents who spoke to Citi News say their fears were allayed after the meeting.

One of the parents said: “I am so happy coming for the meeting. I am happy about the assurances from PTA executives and school authorities. The school’s environment is also well kept. All parents should allow their wards come to school. Even the students here are happy”.

The Ministry of Health has indicated that the pandemic strain of H1N1 influenza type A, also known as Swine Flu at the Kumasi Academy has been contained.

The disease was detected in some students of the school last year [2017] and was believed to be related to the deaths of some four students.

[contextly_sidebar id=”FXy6rI8ptpOdLBZyVpa5c7B75ADIfHCw”]A statement issued by the Health Ministry however indicated that no new cases of Swine Flu had been reported since 19th December, 2017.

It further stated that the disease was a localized one and has since been controlled and declared over.

“Having gone over two maximum incubation periods without any new reported case linked to the outbreak, we consider it appropriate to, and subsequently wish to declare the outbreak over on technical grounds.

“We have instituted and strengthened systems to prevent, detect cases early and timely respond to any future occurrences to mitigate negative impact. Lessons learnt have been used to enhance school health and surveillance systems for H1N1, other Influenza-like illnesses and all priority diseases strengthened in the school and nationwide,” the statement said.

Health officials on high alert at KUMACA as school reopens

On Wednesday, health officials in the Asokore Mampong Municipality in the Ashanti Region, indicated that they will continue to monitor developments at school to avert a possible outbreak of any disease as the students resume to begin a new term.

Officials said they had also intensified surveillance in the school and within the Municipality to contain any case that might come up.

The statement from the Health Ministry is below

An outbreak of Influenza-A H1N1 was confirmed in a secondary school Kumasi Academy (Senior High School) in Ashanti Region in December, 2017. Simultaneously, sporadic cases of meningitis were recorded in three secondary schools; one school in each from the Eastern, Northern and Upper East Regions.

The Influenza-A H1N1 outbreak in Kumasi Academy started on the 29th November 2017 and as of 31st December 2017, a total of 95 cases (suspected, probable and confirmed) including four (4) deaths have been reported.

The response actions towards the outbreak included: improved case management including the use of antiviral agents (Relenza and Tamiflu), enhanced surveillance, public education and vaccination against H1N1 pdm09; with coverage of over 90 % of the students and staff (teaching and non-teaching) population.

Currently there are no more new cases and the last case was reported on the 19th December, 2017. Having gone over two maximum incubation periods without any new reported case linked to the outbreak, we consider it appropriate to, and subsequently wish to declare the outbreak over on technical grounds.

The H1N1 outbreak in Kumasi Academy was a localized one and has since been controlled and declared over. We have instituted and strengthened systems to prevent, detect cases early and respond to any future occurrences to mitigate negative impact. Lessons learnt have been used to enhance school health and surveillance systems for H1N1, other Influenza-like illnesses and all priority diseases strengthened in the school and nationwide.

We wish to indicate that, the vaccination exercise was conducted free of charge to the relevant school population and frontline health providers. The focal nature of the outbreak did not require nationwide vaccination campaign.

We recommend to the general population to observe general preventive measures which include cough and sneezing etiquette, personal hygiene, handwashing with soap and water and use of hand sanitizers.

Individuals that experience symptoms of Influenza-like illness are requested to report immediately to the nearest health facility for the necessary investigations and treatment.

Signs and symptoms of Influenza A (H1N1) include the following: Fever and chills, cough, sore throat, muscle aches, headache, runny nose, diarrhoea, nausea and vomiting, fatigue (tiredness) and shortness of  breath.

H1N1 can be prevented as follows: Cover your mouth and nose with a tissue when coughing or sneezing.

Encourage hand hygiene and respiratory etiquette of both people who are well and those who have any symptoms of H1N1. Wash your hands with soap under running water. If soap and water are not available, use an alcohol-based hand rub. Avoid touching your eyes, nose or mouth. Do best to practice personal and environmental hygiene (Clean and disinfect frequently touched surfaces at home, work or school, especially when someone is ill).

Report quickly to the nearest health facility. Do not self-medicate. In another development, attention of the Ghana Health Services has been drawn to a publication in sections of the media (Print, Electronic and Social Media) claiming the Vaccination for Influenza-A H1N1

Meningitis is being offered for sale to students and parents in some public health facilities across the country. The Ministry of Health / Ghana Health Service has initiated investigations into the allegations and the initial observations indicate that, the H1N1 vaccination exercise was conducted mainly for and restricted to the targeted school population and selected frontline health workers and was done free of charge. We further wish to state that, no H1N1 vaccines nor Meningitis vaccines have been given to any public health facility to be given to any other students.

Although the said publications could not give specific facilities that were charging for these vaccinations, it was highly speculated. In view of this, our Regional and District Directors of Health Services have been directed to investigate any complain of sale of vaccines that comes to their desk whether from the media or from a parent.

If any parent or journalist has proof of vaccines being sold, he or she should contact any of the Regional or District Director of Health Service in his/her area with the evidence for further investigation and application of necessary sanctions and disciplinary measures to the culprits.

Health officials in the Asokore Mampong Municipality in the Ashanti Region, say they will continue to monitor developments at the Kumasi Academy [KUMACA], to avert a possible outbreak of any disease as the students resume to begin a new term.

Over 80 percent of the 2,810 student population as well as teaching and non-teaching staff of the school, were vaccinated in December 2017.

The school made headlines after parents trooped there to pick up their wards following news about the deaths, but stakeholders collaborated to bring the situation under control.

As the students are returning to school to begin another term for the academic year, authorities have assured that enough measures have been put in place to contain any case this time round.

Asokore Mampong Municipal Health Director, Ofori Amoah Justice, in a Citi News interview said enough measures have been put in place.

“We are much aware students are returning to school. Surveillance is an ongoing activity, which means that we don’t do it and stop. We have a team of three health workers who are stationed at the Sick Bay. DHMT has also selected a three-member team, led by the Deputy Director of Nursing Services, who are going to deal with any unforeseen issues at the school as they report. We are likely to get some staff in addition to what we have there”.

He said students are also expected to report any issue to the medical team to enable them respond early.

Mr. Amoah Justice commended management of the school for its collaboration, and assured that the Directorate will continue to work with them to find a lasting solution to the problem.

The Health Director assured parents that stakeholders including the Ashanti Regional Director of the Ghana Health Service, the Asokore Mampong Municipal Chief Executive and officials at the Ghana Education Service, will do their best to prioritize the safety of their wards.

He also appealed to the media to continue to support stakeholders in their quest to find a lasting solution to the matter.

Meanwhile, some parents who escorted their wards to school on Monday, 8th January, 2018, appealed to authorities to continue to put proper measures in place to protect the students.

Citi News understands that health authorities will hold a health sensitization forum within the term for students of the school.

Students of the Kumasi Academy, together with teachers, non-teaching staff and journalists, were today [Thursday], vaccinated in the wake of the suspected outbreak of Influenza Type A H1N1 [Swine Flu] at the school.

According to health officials in the Ashanti Region, the GC FLUMulti, the Influenza Vaccine being administered during the exercise, will prevent a possible spread of the virus.

[contextly_sidebar id=”9Opq98b2B5sROLfAd99ZpuXzbPU1nf60″]The Ashanti Regional Director of the Ghana Health Service, Dr. Emmanuel Tenkorang, said the vaccine administer to each person will last for a period of one year.

Speaking to Citi News, the Ashanti Regional Director of the Ghana Health Service, Dr. Emmanuel Tenkorang, said his outfit will strengthen surveillance within the Asokore Mampong Municipality to contain anymore cases that might come up.

“We have the drugs in the country, and we have the vaccines also in the country, everyone is protected as far the H1N1 influenza is concerned. We planned to immunize 3000 students, staff and non-teaching staff of this school. We hope that we can finish by the close of the day. If we don’t, maybe tomorrow [Friday], we would have to continue, but I believe strongly that we will finish by the close of the day. We have enough materials, we have enough logistics, we have enough human resources, so as far as the logistics are concerned, we have more than enough” he said.

Seven deaths were recorded at the school back in April, from a suspected meningitis outbreak. But four  students died in November, and the suspicion is that, they may have died from the H1N1 virus, after samples from some hospitalized students tested positive for the virus.

According to Dr. Tenkorang, the next step is to find out why Kumasi Academy out of all the schools in the Ashanti Region was very vulnerable to the virus.

“We would have to find out some ‘whys’. That will be our next step to try and identify why this school is so vulnerable to communicable diseases. There are so many schools in the Ashanti Region and there so many schools in Ghana” he said.

He also noted that, members of the Asokore Mampong community, who remain at risk, needed to be educated about the virus and prevent any more casualties.

A few of the students, who spoke to Citi News after receiving the vaccine and the drug, stated that the injections they had received had not been too inconvenient, although a few of them complained of headaches afterwards.

“We are receiving H1N1 injection today, the process is not painful, it just a little prick you will feel when the pin is inserted. I feel protected against the H1N1 virus” a student said

“I went for the vaccination, but it is very hard, it is my first time.  The last time I was having headaches, but since I took the antibiotics I feel okay now” another student said.

Some of the deaths at Kumasi Academy can be traced to an outbreak of Acute respiratory infection, the Health Ministry has stated.

Health officials are still yet to fully establish the cause of death of four students, and the hospitalization of 32 others at health facilities in the Ashanti Region.

But based on findings from samples sent to the Noguchi Memorial Institute for Medical Research, the Health Minister, Kwaku Agyemang-Manu, said there was “an outbreak of an acute respiratory infection with severe presentations and some resulting in death.”

“Fortunately, the outbreaks are so far confined to a small area in Kumasi Academy. It hasn’t spread to the very nearest town where their school is located,” the Minister added.

Contradiction from Noguchi

But comments from the Noguchi Memorial Institute’s Director, Professor Kwabena M. Bosompem, appear to contradict that of the Health Ministry because the research institute is yet to take delivery of autopsy samples from the deceased students.

Responding to Citi News on whether the causes of death at the school had been identified, Prof Bosompem said: “that I can’t say because that is pathology.”

“Some autopsy samples have been collected, and are being sent to Noguchi to start investigations. So unless we investigate that, and know exactly what is the cause of death, it is not good to speculate.” Prof. Bosompem explained.

About Acute respiratory infection

The Acute respiratory infection is an infection that may interfere with normal breathing. It can affect one’s upper respiratory system, which starts at the sinuses and ends at the vocal chords.

It can also affect just one’s lower respiratory system, which starts at the vocal chords and ends at the lungs.

This infection is particularly dangerous for children, older adults, and people with immune system disorders.

Samples from KUMACA test positive for ‘Swine Flu’

Out of 19 samples sent to the NOGUCHI Memorial Institute from the Kumasi Academy in the Ashanti Region, 12 tested positive for influenza type A, the Health Minister, Kwaku Agyeman Manu further revealed.

According to the Minister, reports on further tests were received confirming Influenza type-A H1N1 2009 [Otherwise known as Swine Flu], pandemic strain.

The tests became necessary following what many have called mysterious deaths involving four students of the school in the past week.

Four other students had died earlier in 2017, bringing the total number of deaths to eight students.

Officials from the Ghana Health Service had previously ruled meningitis out in the recent deaths and noted that a bacterial infection was likely.

The whole student population have been administered with antibiotics as part of a prophylaxis.

WHO’s notes on influenza

There are three types of seasonal influenza viruses, types A, B, and C, but only influenza type A viruses are known to have caused pandemics.

Placed under the umbrella of seasonal influenza, the World Health Organisation notes that this virus is characterized by a sudden onset of fever, cough, headaches, muscle and joint pain, severe malaise, sore throat and a runny nose.

Most people are said to recover from the fever and other symptoms within a week without requiring medical attention but influenza can cause severe illness or death in people deemed high risk.

Pregnant women, children aged between six to 59 months, the elderly, individuals with specific chronic medical conditions such as HIV/AIDS, asthma, and chronic heart or lung diseases, and health-care workers have the highest risk of contracting the virus, according to WHO.

Vaccination is said to be the most effective way to prevent the disease, even when circulating viruses may not exactly match the vaccine viruses.

Out of 19 samples sent to the NOGUCHI Memorial Institute from the Kumasi Academy in the Ashanti Region, 12 tested positive for influenza type A, the Health Minister, Kwaku Agyeman Manu has announced.

According to the Minister, reports on further tests were received confirming Influenza type-A H1N1 2009 [Otherwise known as Swine Flu], pandemic strain.

The tests became necessary following what many have called mysterious deaths involving four students of the school in the past week.

Four other students had died earlier in 2017, bringing the total number of deaths to eight students.

Officials from the Ghana Health Service had previously ruled meningitis out in the recent deaths and noted that a bacterial infection was likely.

The whole student population have been administered with antibiotics as part of a prophylaxis.

Of the 32 cases on admission 27 had signs of fever, headaches, joint and body pains, coughs abnormal chest signs and auscultation.

WHO’s notes on influenza

There are three types of seasonal influenza viruses, types A, B, and C, but only influenza type A viruses are known to have caused pandemics.

Placed under the umbrella of seasonal influenza, the World Health Organisation notes that this virus is characterized by a sudden onset of fever, cough, headaches, muscle and joint pain, severe malaise, sore throat and a runny nose.

Most people are said to recover from the fever and other symptoms within a week without requiring medical attention but influenza can cause severe illness or death in people deemed high risk.

Pregnant women, children aged between six to 59 months, the elderly, individuals with specific chronic medical conditions such as HIV/AIDS, asthma, and chronic heart or lung diseases, and health-care workers have the highest risk of contracting the virus, according to WHO.

Vaccination is said to be the most effective way to prevent the disease, even when circulating viruses may not exactly match the vaccine viruses.

It should be noted that the outright cause of death of the four students of the school and the hospitalization of 32 has yet to be fully confirmed.

Contradictions over likely cause of deaths

The Health Minister also suggested that some of the deaths may have been caused by an outbreak of acute respiratory infections.

Based on findings on respiratory samples sent to the Noguchi Memorial Institute for Medical Research, Mr. Agyemang-Manu said there was “an outbreak of an acute respiratory infection with severe presentations and some resulting in death.”

“Fortunately, the outbreaks are so far confined to a small area in Kumasi Academy. It hasn’t spread to the very nearest town where their school is located,” the Minister added.

But comments from the Noguchi Memorial Institute’s Director, Professor Kwabena M. Bosompem, appear to contradict that of the Health Ministry because the research institute is yet to take delivery of autopsy samples from the deceased students.

Speaking to Citi News‘ Caleb Kudah on whether the causes of death at the school had been identified, Prof. Bosompem said: “that I cant say because that is pathology.”

“Some autopsy samples have been collected and are being sent to Nougochi to start investigations. So unless we investigate that and know exactly what is the cause of death, it is not good to speculate.” Prof. Bosompem added.

The Member of Parliament for Asawase, Alhaji Mohammed Mubarak Muntaka, has asked medical officials handling the crisis at Kumasi Academy, to quickly ascertain the cause of the recent deaths that have sparked some panic in his constituency.

Speaking on Eyewitness News, the MP said the health officials needed to do all the could, “even if it means flying samples” outside the country for testing.

The recent deaths, four in the past week, have renewed concerns about the health conditions in the school which so far killed eight students in 2017.

The earlier deaths were suspected to be meningitis-related, though official clarification has been made by health officials.

Before the 2017/2018 academic year, the school’s authorities had said it had adopted measures to prevent any meningitis-related deaths.

But officials from the Ghana Health Service have since ruled meningitis out in the recent deaths, and are instead suspecting a bacterial infection.

Health officials in the Ashanti Region begun administering antibiotics to students on Wednesday as a preventive measure, which Muntaka said would buy the officials time to find the cause of the deaths without any more deaths occurring.

Though these developments raise questions about the school’s handling of healthcare in the past year, Mr. Muntaka said “the effort all of us should be putting in is; with the help of WHO, let’s get pray and help them get the cause of the disease.”

“When we are able to get the cause of the disease and we are able to deal with its root cause, we can come back to asking what happened between March and June. What did they do with all the blood samples and all that? We cannot be in the midst of the problem trying to solve something that has passed.”

The Minister of Health, Kwaku Agyemang-Manu, has told Parliament that his outfit is still waiting for the results of tests being conducted on blood samples of students from the Kumasi Academy (KUMACA), to determine the cause of the recent deaths at the school.

Four students have died in the last week because of an unidentified ailment, prompting panicked parents to rush to the school to withdraw their wards.

Despite earlier suggestions that the deaths were caused by meningitis, officials from the Ghana Health Service (GHS) have since ruled it out, and are instead, suspecting a bacterial infection.

The Ashanti Regional Minister, Simon Osei Mensah, also had to refute claims by some media outlets that he had attributed the deaths to Ebola.

But according to the Minister of Health, experts at the Noguchi Memorial Institute for Medical Research of the University of Ghana, were still working on the samples they had obtained from the school to determine the cause of the deaths.

“I’ve indicated that Noguchi is still working on samples and they haven’t confirmed whatever suspicions the doctors have to enable us look at what it is. For now, we are doing chemotherapy trying to give whatever medication that can prevent further infections to the students in the school,” he said.

Health officials in the Ashanti Region, have begun administering antibiotics to students in a bid to curb the situation.

Kwaku Agyeman Manu, speaking in Parliament after he was summoned to the House to brief the legislators on the current state of the matter, however expressed worry that some parents had already taken their children home.

The Ministry of Education has since called on parents to allow their wards return to the school to take the antibiotics which are being distributed to both the students and teachers of the school.

The Health Minister reiterated this point in Parliament, expressing his fears that if the condition was eventually revealed to be communicable, it would place other members of the students’ families and neighbours at risk.

“Unfortunately last night, information came up that parents have taken their wards from the school and this has become another health challenge because the medical advice said that we should contain them in the school, and manage them more efficiently. The problem we now have is that, if the disease is confirmed to be a very contagious one, it will mean that those who have come out of the school into their family homes are going to help spread the disease. That is the challenge we are confronted with,” he said.

19 students of the school are currently on admission, with 16 at the KNUST hospital, and three others at the Komfo Anokye Teaching Hospital (KATH).

The Deputy Education Minister, Dr. Yaw Osei Adutwum, told the media when he visited the school on Wednesday, that government will do everything possible to address the problem.

He also said the school will be closed down to allow for further investigations after the drugs are administered.

‘Spiritual causes’

Some parents had earlier called for intensified prayers into the recent deaths at the Academy, as they suspect the happenings there could have spiritual origins.

The parents also want Watch Night Services to be organized in the school to seek God’s intervention as authorities work to find a lasting solution to the matter.

The MP for Asawase, Muntaka Mubarak, had earlier warned that people in his constituency who are extremely worried about the lack of clarity on the issues might start attributing the situation to a number of factors which could create panic.

“Mr. Speaker, my fear is that, if we are not careful, that school will be empty with all the infrastructure that it has because you will hear people in Kumasi saying it is occultism, it is spiritual, it is some demons that are in the school. All manner of things are being said,” the legislator said.

The Health Minister called on MPs and other officials to be ‘professional’ in how they address the matter so as not to create ‘unnecessary panic.’

“I want to advise that in order not to create unnecessary tension and panic in the system, those of us who are talking about the issue should be a little professional in the way they speak.”
