A self-styled doctor who was arrested at the Family Community Hospital at Hohoe in the Volta Region, has been sentenced to 17 years in prison.

The convict, Fortune Kamasah, was sentenced on two counts of practicing without authority, and receiving payment for the practice of medicine without authority.

Speaking at a media briefing in Accra on Monday, the Registrar of the Medical and Dental Council, Dr. Eli Atikpui, expressed worry about the increasing spate of quack doctors in the country.

20 quack doctors arrested since 2016

He said since January 2016, 20 quack doctors had been arrested across the country.

Ten (10) of the quack doctors were arrested in the Greater Accra Region, three in the Central Region, and the rest were arrested in the Volta and Eastern Regions.

Dr. Atikpui explained that, of the 20 arrested, five had been prosecuted and sentenced.

“Every Ghanaian is a potential patient, and that is why we must all ensure that any medical practitioner who treats us has the training, the requisite knowledge and skills. The concern is that, we are seeing an increasing number of people holding themselves up as doctors.”

He noted that “we are not able to really establish how much harm has already been done and how much harm would be done. So we need to ensure that the public is well-educated on the activities of these quack doctors.”

Dr. Atikpui said the Medical and Dental Council is putting in stringent measures to ensure that all persons practicing medicine without authority are brought to book.

Investigations by the Medical and Dental Council (MDC) have led to the arrest of 20 quack doctors across the country since January, 2016.

Ten of such fake doctors were busted in Accra, two at Tema, two in the Volta Region, two in the Eastern Region, one in the Brong Ahafo Region and three in the Central Region.

[contextly_sidebar id=”VrMw44LWVFs0OiuqMkoezGhuQPokyRpV”]At a press conference in Accra on Monday, the Registrar of the MDC, Dr Eli Kwasi Atikpui, said through the combined efforts of the MDC and the police, five of such cases had ended up in court with the culprits receiving various jail terms.

“The rest are in court or at various stages of investigations. Since the council does not prosecute, the cases are with the rightful authorities while the MDC assists with investigations,’’ he said.

Measures

On how to deal with the issue, Dr Atikpui said from January 2018, all registered doctors, physician assistants, certified anaesthetists and other medical professionals regulated by the MDC would be assigned a practitioner’s stamp to show proof of their certification.

“The stamp will have specific features such as the practitioner’s name, number and other unique features.

We will also insist that any medical practitioner registered by the MDC will have to work with their name tags. This is to ensure that people who are not comfortable with the work of the practitioners can lodge a complaint with the MDC without any difficulty,’’ he said.

Fake doctor jailed

Meanwhile, a fake doctor who plies his trade at Hohoe in the Volta Region has been jailed 17 years by the Hohoe Circuit Court.

Fortune Kamasa was sentenced to a 10-year jail term and a fine of GH¢12,000 on the charge of practising medicine without a licence by the court presided over by Mr Yao Acheampong.

In default of paying the fine, the court ordered him to serve an additional five- year jail term.

Kamasa was also found guilty of receiving payment for the practice of medicine without authority and was ordered to refund the money he took from officials of the MDC as medical consultation fees.

Failure to pay the money he collected from MDC officials, the court ruled, would land Kamasa another two-year jail term.

The MDC officials posed as patients and visited Kamasa’s health centre to conduct investigations into his activities.

However, Kamasa failed to pay the money to the officials and the fine imposed by the court and as such will serve the full 17–year jail term.

Under the Health Professions Regulatory Bodies Act 2013, Act 857, the punishment for practising medicine without licence is a minimum fine of not less than GH¢12, 000 and not more than Gh¢120,000 or an imprisonment term of not more than 20 years or both.

Repeated offender

Passing sentence, Mr Acheampong held that he took into consideration the fact that Kamasa was arrested and punished for the same offences in 2013 but afterwards went back to his illegal ways to the detriment of public safety.

Kamasa, according to the prosecution, was first arrested on July 18, 2013 for parading himself as a medical doctor at the St Joseph’s Hospital at Hohoe. He was found guilty and sanctioned accordingly.

According to the prosecution, the quack doctor did not learn his lessons and went back to his old ways, this time around, changing the name of his facility to Family Community Hospital.

The prosecution said on September 26, 2017, the MDC got information of Kamasa’s illegal activities and dispatched a team of officials to investigate the claims.

The investigators posed as patients and visited the hospital where Kamasa introduced himself as a doctor and attempted to administer some injections and drips on them but the investigators turned them down.

They later reported the matter to the Hohoe Divisional Police Headquarters and Kamasa was arrested.

No training

During investigations, it was revealed that Kamasa had no medical training or whatsoever but he previously worked with a medical doctor who had passed away.

The investigations also revealed that Kamasa’s son who also had no training was working as a laboratory technician at the facility.

He has also been arrested and is currently facing the law.

Corporate institutions in Ghana must show more commitment in efforts to combat climate change, according to the Managing Director (MD) of CAL Bank, Mr. Frank Adu Jnr.

CAL Bank, as part of its corporate policy of being environmentally conscious, embarked on a tree planting exercise on Saturday,September 6 in all its areas of operation; Accra, Tema, Kumasi, Takoradi and Tarkwa.

The Bank planted over 6,000 trees in its three regions of operation.

The tree species planted were “Ficus Species”, “Cassia Siamia Species”, “Mahogany” and “Acacia Species” which can withstand dry weather conditions and have green foliage.

The exercise was executed in collaboration with the Department of Parks and Gardens.

The trees were planted on the shoulders and the medians of some major roads in the respective municipalities.

The main objectives of this exercise is to contribute to the sustainability of the environment, reduce deforestation, beautify the environment and more importantly, to support the national efforts of urban afforestation.

Frank Adu, CEO of Cal Bank, one of the most innovative banks in Ghana, addressed the community of entrepreneurs at ServLed last Friday.  The highly engaging and affable CEO, who has a passion for youth and entrepreneurial development, thrilled the audience with his candor on key lessons learned throughout his career as an executive and as an entrepreneur.

Mr Adu commenced his talk with a strong statement, “Nobody owes you a living, I repeat…Nobody owes you a living.”   As with other speakers who have previously addressed the ServLed Friday gathering, he touched on the sentiment of entitlement we observe in our work force today.

He used the chronicle of his ascent to the top to highlight the need to pursue ones goals with confidence, hard work and determination.

At a time when investor confidence in the nation is dwindling, as demonstrated by the most recent downgrade of Ghana’s credit rating by Moody’s, Cal Bank continues to attract investment.

The Bank recently signed a US$28.5 Tier II facility agreement with PROPARCO, an investment and promotions company.  The bank’s strong financial position and success is a testament of Mr Adu’s strong leadership.

Frank Adu used Cal Bank’s over two decades of success to provide some key lessons on building a high performance culture.

“Hire the right people, develop them and empower them to succeed.   Let your people own their targets, hold them accountable for those targets and reward them when they exceed them.”

He fondly recounted how his father encouraged him at an early age to question whatever he didn’t understand.  This boldness helped build confidence that has immensely contributed to his success as a leader.   Our educational system and society as a whole does not encourage development of this trait but he stressed that to succeed as an entrepreneur one needed to be bold.    He also emphasized the need for resilience in the pursuit of ones business goals.

Mr Adu used his experience starting Roman Ridge School as well as other entrepreneurial ventures to share some advice.  Like Kwasi Twum, CEO of MultiMedia, who also spoke at ServLed Friday last month, Frank Adu highlighted the need for entrepreneurs to live within their means and not scale up their lifestyles with increase in income.

Instead, he encouraged the entrepreneurs to save towards their entrepreneurial ventures.  Investors and lenders find business owners who have significantly financed their businesses organically with their own money more attractive.

He ended by encouraging the entrepreneurs to do their part to aid the ailing economy by focusing more on exports versus imports which in the long run will also generate stable income for the business owners.

Lawyer for Nathaniel Nortey, the victim of the CAL Bank shooting incident is threatening to petition the Judicial Secretary if the docket on the case is not found.

Nathaniel Nortey was accidentally shot in the leg when a police officer on duty at the Derby Avenue branch of CAL bank opened fire on him and another customer because he was angry.

Nathaniel Nortey who sustained injuries had to be operated upon with the risk of amputation.

According to the lawyer Francis Xavier Sosu, the case has not been heard because the docket cannot be found.

This he says is frustrating their efforts at getting justice.

“The case has been dragging on for some weeks now. We filed a case and had it served on the Attorney General, the Inspector General of Police and the police officer who was involved in the shooting and after twenty one days we expected that they would have entered appearance so we can set the case down for trial but unfortunately our search at the registry shows that they have not entered appearance ,” Lawyer Sosu stated.

Mr Sosu also expressed his displeasure with the progress of the case saying “we do not have any set date for court attendance and we as plaintiff are supposed to set the matter down for appearance but this is not happening because, all attempts on our part to even get our searches answered by the registry of the court have proved futile and that is frustrating our efforts.”

“We have been to the court continuously for over two weeks now and every time out clerks go there, they are told the docket cannot be found .We are however hoping  that in a few days the docket is found so the matter can be set down for hearing because we cannot set a date if it is not found. We are however reliably informed that the attorney general has not been able to file a defense in this matter,” Mr. Sosu added.
