A man captured on a closed-circuit television (CCTV) footage stealing from the “Little Legon” bungalows has been arrested and detained by the police.

The University of Ghana Staff, who are living in these bungalows, have been experiencing frequent break-ins which led to them setting up a CCTV camera to monitor activities in the area.

That decision has been justified as Haruna Abass, suspected to be behind a number of the recent burglaries has now been caught.

Deputy Superintendent of Police (DSP) Kofi Anokye, the Legon District Commander, confirmed this to the Ghana News Agency (GNA).

Abass was found carrying two flat-screen TV sets and a GTP wax print by the University’s security night patrol team, who, suspecting that he stole the items, arrested and handed him over to the police.

CCTV footage played at the police station later, showed him breaking into the bungalows on separate occasions and making off with stolen items.

Confronted with the evidence, he reportedly confessed to the crime and would be facing charges of unlawful entry and stealing.

Vice President, Dr. Mahamadu Bawumia has announced plans by government to fix CCTV cameras in all Police stations across the country.

The move according to Dr. Bawumia will enhance security in these stations.

Speaking at the graduation of new Police Cadets, Dr. Bawumia said government will equip the Police Service with the required resources to deal with similar incidents that might occur in future.

“Negotiations have just been completed for the rollout of Phase 2 of the Alpha Project which will involve the deployment of 8,700 CCTV cameras in all 216 districts with three command centres in Accra, Kumasi and Tamale. In line with our plans to equip the Police better, at least 1,000 new vehicles will be procured for the service this year. Already two hundred pick-up vehicles have been allocated with two hundred salon vehicles to be delivered in six weeks time with more to come,” he said.

From 2016 to January 2018, 17 police officers have lost their lives in their line of duty. The total number of police deaths from 2013 to date, is 48.

Kwabenya attack 

A few weeks ago a gang of suspected armed robbers also attacked the Kwabenya District Police Headquarters, which accommodates the Kwabenya Police Station, killing the officer on duty, and freeing cell inmates.

A total of seven inmates were freed but three of them have since been rearrested.

Ghc800m for police; helicopters, drones in the offing- Nana Addo

Government in a bid to address this problem has announced plans of allocating some GH¢ 800million to the Ghana Police Service to ensure improvement in its operations.

President Nana Addo who made the announcement said the amount will be used for the procurement of modern policing equipment and gadgets including helicopters and drones to enhance the capacity of the service in dealing with crime in the country.

In his 2018 State of the Nation Address, President Akufo-Addo also said the government is committed to resourcing the police with the necessary equipment to ensure that it carries out its mandate of enforcing law and order in the country.

“The police, the prosecution services and the judiciary owe it to all of us to make us feel and be safe. I do not need to repeat that crime wears no political colours, and I am certain that message has gone down to all…The law enforcement agencies will crack down very hard on all those who would disturb the peace of our nation…We will give the Police the resources they need to do their job,” Akufo-Addo said.

The Director of ICT Services at Takoradi Technical University (TTU), Timothy Simpson, has called for widespread adoption of modern security surveillance technology as part of efforts to curb the spate of crime in the country.

Speaking to cetgh.com during a ceremony to award certificates to students who successfully completed a professional course on the installation and maintenance of closed circuit television (CCTV) cameras, Mr. Simpson said crime is less likely to occur in places where security cameras have been installed, since criminals prefer to hide from cameras to avoid being traced.

[contextly_sidebar id=”Y93WemS8sVmuGsErIkTZhpm6dZmbjt69″]He said the mere sight of CCTV hardware can be a deterrent to negative behaviour in general, as CCTV recordings serve as reliable sources of evidence to unravel mysteries behind the crime.

He said the university has partnered with reputable companies to provide hands-on training to students as well as artisans who have no tertiary education, to enable them to provide technological solutions to problems facing the nation.

The Director at the Centre for Business Development and Entrepreneurship (CBDE) at Takoradi Technical University, Philomina Aboagye, said the Centre aims to build relationships between trainees and business owners through intensive professional courses organized during semester breaks.

CEO of ICT firm, Hadatech Visions Limited, Danielson Kwame Klutsey, said his company, as a service provider, plays a complementary role to enable students to acquire practical skills required for the job market.

He said his company’s exit strategy is to continue to engage participants trained on CCTV Camera Installation and Maintenance by assisting them to start their own businesses as well as offering them job opportunities.

In all, 35 people trained from 8th to 20th January were presented with certificates for participating in courses which include: Land Surveying, Machining, AutoCAD in Building Drawing, Transportation of Hazardous Goods as well as Automobile Electronics.

Other courses are Welding and Fabrication, Fashion Design, Photography, Video Production, Millinery and Accessories, Beauty Culture, Laboratory and Workshop Practice, and Computer Graphics.

Established as a government technical institute in 1954, Takoradi Technical University, formerly, Takoradi Polytechnic, was converted to a university following an Act of Parliament in 2016.

Felix Tubiga, a student, and Eric Appiah, a mason, have been put before an Accra Circuit Court for allegedly robbing a couple of $10,000, GH¢3,000.00, and a vehicle among other things at Adenta.

The two, charged with conspiracy to rob and robbery, were alleged to have shot an ex-soldier and a neighbour who came to the aid of the couple.

They pleaded not guilty.

The court, presided over by Ms Eva Bannerman-Williams, denied them bail and remanded them into police custody to reappear on October 19.

Defence Counsel for Tubiga prayed the court to admit his client to bail since he had spent 45 days in the custody of the Police and, as a student, he would be writing an examination very soon.

Counsel said they were ready to produce Tubiga’s Student Identity Card from a Computer Training Institute at East Legon.

According to Defence Counsel, Tubiga, when granted bail, would not abscond and he has people to stand surety when he is admitted to bail.

In the case of Appiah, Defence Counsel said he was innocent and regretted that the complainants in the matter only pointed him out when he accompanied Tubiga’s mother to court.

Prosecuting, Chief Inspector Victor Dosoo, opposed to granting the bail, adding that if Tubiga was a student he should furnish the Police with his timetable so they could assist him in that direction.

The case, as narrated by Chief Inspector Dosoo, was that the complainants Antwi Bosiako Ofori, an Accountant and Grace Ofori, a Marketing Executive, are couples residing at Frafraha in Accra.

According to Chief Inspector Dosoo, Tubiga resides at Frafraha whilst Appiah lived at Abossey Okai.

On August 5, this year, at about 0400 hours, whilst the complainants were sleeping, the accused persons broke into their house with a gun and tied Mr. Ofori.

Prosecution said they took away two 55-inch Samsung television sets, 24-inch Nasco television set, two Samsung mobile phones, one Nokia phone, three wrist watches, one laptop, four tables, a CCTV camera, Toyota Camry vehicle and an amount of $10,000 and GH¢3,000.00.

According to prosecution, after the accused persons had left the complainant’s residence, Mr Ofori sought assistance from neighbours and one Billy Gyimah, an ex-soldier, followed him to the house to ascertain the robbery incident.

The prosecutor said the accused persons returned to the complainants’ house and one of the robbers shot Mr Gyimah on the left part of his chest and bolted.

The matter was reported to the Police and on August 17 this year, the Regional Criminal Investigations Department got wind of the arrest of Tubiga by the Adenta Police and they went for him.

During a search conducted in Tubiga’s room, two necklaces were found and cash in the sum of GH¢4,800.00 was also retrieved. When Tubiga was quizzed over the money he was unable to account for it.

Chief Inspector Dosoo said on September 20, this year, Mr. Ofori identified Appiah when he showed up at the Circuit Court premises.

The chief suspect in last Thursday’s Barcelona attack made his escape on foot to the outskirts of the city where he hijacked a car, Spanish police say.

At a news briefing, they confirmed that Younes Abouyaaqoub, 22, was suspected of driving the van which ploughed into dozens of people, killing 13.

CCTV footage in Spanish media appears to show him walking through a market district shortly after the attack.

A manhunt has been extended across Europe and police say he may be armed.

Some 90 minutes after mowing down dozens of people on the central Las Ramblas avenue, Abouyaaqoub fled to the city’s university district, police say.

Abouyaaqoub is alleged to have hijacked the car before driving it through a police checkpoint and later abandoning the vehicle. Police say he may have crossed into France.

The male driver of the car, Pau Pérez, 34, from Vila Franca, was found stabbed to death in the passenger seat, becoming the 15th victim of the Barcelona bloodshed and a later attack in the resort of Cambrils.

A woman died in Cambrils when a car was driven into pedestrians and five suspected jihadists were killed at the scene by police.

At a news conference on Monday, officials also revealed there were “strong indications” that an imam suspected of radicalising the young men who carried out the attacks had died in an explosion at a house that was being used as a bomb factory.

All victims identified

Images published by El Pais show Abouyaaqoub walking through La Boqueria market, wearing sunglasses, as he passes other people heading away from Las Ramblas.

Police also released more images of Abouyaaqoub, and appealed for help in finding him.

Catalan officials said on Monday that all 15 victims had now been identified and their families notified.

On Sunday, Catalan police chief Josep Lluís Trapero said that of 12 suspects, only one – assumed to be Abouyaaqoub – remained at large.

In addition to the five killed in Cambrils, he said four others were under arrest and there were two sets of human remains to be identified at the house that blew up in the town of Alcanar, south of Barcelona, last Wednesday night.

On Monday, police said they believed Imam Abdelbaki Es Satty was one of those who died in the house explosion at Alcanar.

Family members of the dead suspects said they believed Es Satty had radicalised several young people in their home town of Ripoll, north of Barcelona.

Spanish media outlets say Es Satty had spent some time in prison, and had met prisoners involved or linked with the 2004 Madrid train bombings in which 191 people died.

He had also stayed in Belgium for some three months last year, where he had been searching for work, including in Vilvoorde, a small town of just 42,000 from which more than 20 jihadists departed for Syria in 2014.

An official who works on de-radicalisation in Belgium has told the BBC that Es Satty tried to secure a post at a mosque near Brussels but the elders decided he should not be allowed to preach due to his “radicalised and polarising” approach.

The mosque asked police to perform a background security check but this did not throw up any specific areas of concern.

El Mundo said that one of those killed in Cambrils, Said Aallaa, had left a note in his room apologising for the harm he was about to cause.

The group had apparently been planning three co-ordinated attacks using home-made bombs. Police found about 120 gas canisters at the Alcanar site.

French media also report that the vehicle used in Cambrils had been caught on speed cameras in France’s Essonne region the previous week. But a direct link between the group of attackers in Spain and the car’s appearance in France has not yet been established.

So-called Islamic State (IS) said it had carried out the Las Ramblas and Cambrils attacks, though it is not clear whether any of the attackers were directly connected to the group or simply inspired by it.
