Deputy Chief of Staff, Abu Jinapor, says he and his colleague Francis Asenso Boakye, feel vindicated once again by the findings of the  Commission on Human Rights and Administrative Justice (CHRAJ), dismissing allegations of corruption leveled against them by Kwame Asare Obeng, aka A-Plus, a sympathizer of the governing New Patriotic Party (NPP).

In September 2017, A-Plus took to Facebook to make what critics described as vague allegations against President Nana Akufo-Addo’s two Deputy Chiefs of Staff, Francis Asenso-Boakye and Abu Jinapor.

It later emerged that the accusations had to do with the two putting pressure on the CEO of Korle-Bu Teaching Hospital, Dr. Felix Anyah, to give back an on-site revenue-collection contract at the hospital to UniBank after the same contract had been terminated.

The two had subsequently threatened to sue A Plus over these claims. However, following CHRAJ’s findings, Mr. Jinapor indicated that he was no more interested in pursuing the matter in court.

In a document containing its findings, sighted by Citi News, CHRAJ said it was “satisfied that the evidence does not support the allegations of corruption and abuse of power against Messrs A. Jinapor and Asenso Boakye… the allegations could not be substantiated whatsoever.”

“Accordingly, this complaint is hereby dismissed as being without merit and totally unwarranted,” CHRAJ concluded.

CHRAJ noted that, the “relations between A-Plus and the two Deputy Chiefs of Staff appeared “frosty” and may have accounted for the allegations Mr. Obeng leveled against the two.

It noted that “a possible strained relationship between Mr. Kwame Asare Obeng and Mr. Asenso-Boakye might have been extended to Mr. Jinapor as well. That could possibly be the ulterior motive for the allegations Mr. Asare Obeng leveled against the two Deputy Chiefs of Staff.

[contextly_sidebar id=”WnAQ6PUOAZGGJvQUXdn5f9BMXSh05NWs”]CHRAJ was the second state institution that was tasked to investigate these corruption claims, after the Criminal Investigations Department’s investigation also found the allegations baseless.

But the CID probe was marred by some controversy over an audio recording said to be a leaked recording of a conversation between the then-Deputy Director of the CID, ACP Maame Yaa Tiwaa Addo-Danquah and A-Plus, in which the police officer was heard advising A-Plus to deny the allegations because he is a member of the NPP.

Speaking on Eyewitness News, Mr. Jinapor welcomed CHRAJ’s findings, saying they had been vindicated for the second time.

“I take the view that the combined effect of the CID’s report and CHRAJ’s investigative report has vindicated our reputation and exonerated us in this matter. “

“Whatever it is, it is refreshing to hear about the outcome of the investigations. I am not surprised because from the very onset, I have always known that the entire brouhaha was much ado about nothing. It is refreshing and comforting that CHRAJ which is an independent body has gone into this matter and come out with a petition.”

He also indicated that, he had no intentions of suing A-plus over the said claims, despite being cleared by CHRAJ.

“I do not think that we need the court to make a pronouncement on our integrity. These two investigative reports in my view will settle the matter on that score.”

Mr. Jinapor further pointed out that he was not interested in seeking for compensation from A-Plus.

“The second one regarding compensation I am not interested. I believe any lawsuit will be straight forward but I do not want to pursue it. I want to move on with my life”.

Background to Unibank, Korle bu issues

The onsite banking services at Korle Bu were needed to deal with revenue leaks that had saddled the hospital.

In 2015, six banks were shortlisted to undergo a competitive selection process where Stanbic Bank emerged first and UniBank was fourth.

But when the hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, issues were raised about weaknesses in UniBank’s operations in two other hospitals.

Korle Bus still went ahead to sign an MoU appointing UniBank to simultaneously collect revenue in the Hospital with Stanbic Bank.

 

Korle Bu

As the two banks started the onsite banking services, the revenue leaks persisted, and the hospital’s management decided to adopt an End-to-End Hospital Revenue Collection Software to integrate and network its operations.

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015.

Stanbic Bank successfully presented an efficient software, while UniBank was alleged to have failed to turn up during the two presentation sessions, thus the hospital awarded the contract to Stanbic Bank.

Unibank, however denied missing the presentation, but said it was sidelined by the hospital.

The End-to-End Hospital Revenue Collection Software was also said to be not compatible with the UniBank’s system, thus the hospital decided to discontinue the MoU with UniBank in order to enable Stanbic Bank to deploy the new software throughout the entire Hospital.

But this was followed by the hospital rescinding the decision.

The Commission on Human Rights and Administrative Justice (CHRAJ), has exonerated two presidential staffers of corruption allegations made against them by Kwame Asare Obeng, aka A-Plus, a sympathizer of the governing New Patriotic Party (NPP).

CHRAJ was petitioned by a group calling itself the Dynamic Youth Movement of Ghana, after the two had been exonerated by controversial investigations by the Criminal Investigations Department [CID].

CID controversy

The Criminal Investigations Department (CID), which also investigated the claims, also found the allegations baseless.

But its investigation was marred by some controversy after an audio recording said to be a leaked recording of a conversation between the then-Deputy Director of the CID, ACP Maame Yaa Tiwaa Addo-Danquah and A-Plus, in which the police officer was heard advising A-Plus to deny the allegations because is a member of the NPP.

ACP Addo-Danquah denied the suggestions of a cover-up, and accused A-Plus of doctoring the circulating audio, but the matter did not proceed further.

Observers believed that this audio compromised the integrity of the CID, and that its outcome into the investigations could not be trusted.

Despite the confusion between ACP Maame Yaa Tiwaa Addo-Danquah, and her perceived misconduct, she was surprisingly promoted in rank, and also appointed as the acting Director General of the CID, after her immediate boss was allegedly forced to resign.

She moved from ACP to DCOP.

Former Board Chairman of the Korle Bu Teaching Hospital, Prof. Anthony Sallah, has defended why his board awarded a contract to UniBank Ghana Limited which placed fourth after a  competitive bidding process for the collection of revenue at the hospital.

According to him, all the three banks – Stanbic, GT bank and UMB, were foreign owned, hence his board’s resolve to consider UniBank together with Stanbic which topped the process.

Prof. Sallah put up the spirited defense of UniBank in an interview on the Citi Breakfast Show on Monday.

Korle Bu terminates UniBank contract

Prof. Sallah made the remark following Korle Bu’s decision to abrogate the revenue collection contract with UniBank.

The management of Korle Bu had complained about UniBank’s compatibility shortcomings with End-to-End Hospital Revenue Collection Software, which they said essentially led to revenue losses.

The hospital in a press statement, among other things, also said UniBank skipped a meeting to submit proposals for a new software for dealing with the revenue leaks.

It said Stanbic Bank successfully presented a proposal, and was awarded a contract to pilot the new software in the entire hospital, which was valued at $240,000.

But UniBank debunked the claims describing it as “a total fabrication.”

Prof. Sallah slams Korle Bu

Prof. Sallah in the interview also slammed Korle Bu for the claims describing them as “mischievous.”

“…It was very mischievous for the PRO to come up with a statement without mentioning Universal Merchant Bank as number three. Why did he not mention all the four banks?”

When asked his assessment of UniBank’s performance during his tenure, Prof. Sallah said the bank was “excellent.”

The A-Plus factor

The issue came to the limelight following some corruption allegations musician A-Plus, against two presidential staffers, Francis Asenso-Boakye and Abu Jinapor.

A-Plus’ allegations had to do with a petition by UniBank Ghana Limited to the effect that the management of Korle-Bu had abrogated the existing Memorandum of Understanding with them without any reason, thus treating them unfairly.

A-Plus held that the two presidential staffers played a role in the matter, but his allegations were later described as “baseless” an investigations by the Criminal Investigation Department.

Kwame Asare Obeng, aka A-Plus, believes the Presidential staffers whom he accused of corruption, Francis Asenso-Boakye and Abu Jinapor, were misled and acted on deception when they intervened in the termination of UniBank’s contract to provide onsite banking services at the Korle Bu Teaching Hospital.

He has thus rendered another apology to them for the manner in which he accused them of corruption.

“…Abu, Asenso, you did not understand the issues per what Abu said on radio. I know that if you knew there is a government agency that can’t independently tell how much money it makes, you wouldn’t have supported this.”

After the initially ambiguous corruption allegations, it became clear A-Plus’ claims had to do with the two Deputy Chiefs of Staff putting pressure on the CEO of Korle-Bu Teaching Hospital, Dr. Felix Anyah, to give back a revenue-collection contract to UniBank after the same contract had been terminated.

“Now that I have come to understand that Abu does not even understand the issue, I will go ahead, like I have said already, and apologize for how I put this whole thing out. Listening to him, he does not even understand.  People have lied to him.”

“…If he was being honest on radio, and I have the impression that he was being honest, and that is all that they told him, then they have deceived him,” A-Plus said.

Background

The onsite banking services at Korle Bu were needed to deal with the “chronic revenue leakages bedeviling the Hospital” which a number of banks had been unable to solve since 2008, a statement from the hospital explained.

Government directed that all public institutions should cede the collection of their revenue to selected banks.

In 2015, six banks were shortlisted to undergo a competitive selection process where Stanbic Bank emerged first and UniBank was fourth, the statement recounted, and “a decision was taken to select Stanbic Bank that was first and UniBank that was 4th to partition the collection of revenue in the hospital.”

But when the hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, issues were raised about weaknesses in UniBank’s operations in two other hospitals.

The issues had to do with “reconciliation challenges, delays, non-provision of real-time access to relevant stakeholders.”

“In spite of the advice of the Controller and Accountant General’s Department, an MoU was signed, appointing UniBank to simultaneously collect revenue in the Hospital with Stanbic Bank with the provision that any party can terminate the MoU giving 90-days notice of termination.”

As the two banks started the onsite banking services, the leakages persisted and the hospital’s management decided to search for an End-to-End Hospital Revenue Collection Software to integrate and network its operations.

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015.

Stanbic Bank successfully presented an efficient software, while UniBank failed to turn up during the two presentation sessions thus the hospital “awarded a contract to Stanbic Bank to pilot the new software in the entire hospital which is valued at USD240,000.”

The software if implemented is expected to simultaneously reduce revenue leakages and increase revenue.

“The Stanbic Bank approved End-to-End Hospital Revenue Collection Software was obviously not compatible with the UniBank’s software. Management, therefore, decided to discontinue the MoU with UniBank in order to enable Stanbic Bank deploy the new software throughout the entire Hospital – covering areas where Stanbic and UniBank were collecting revenue. In view of the Memorandum of Understanding (MoU) signed between Korle Bu and the banks for the onsite banking services, in which either party can terminate the contract by giving a 90-day notice, a Management decision, a notice of termination was given to UniBank on 12th July 2017,” the statement explained.

But this was followed by the hospital rescinding the decision for reasons not disclosed in the statement.

New Patriotic Party (NPP) MP for Effutu, Alexander Afenyo Markin, has waded into the A-Plus corruption allegation saga, suggesting that the controversial musician is only being used as a tool by the Korle Bu Teaching Hospital CEO, Dr. Felix Anyah.

In a post on Facebook, the MP said Dr. Anyah was using Kwame Asare Obeng, also known as A-Plus, in a “cowardly attempt” to besmirch the two presidential staffers, Francis Asenso-Boakye and Abu Jinapor, who were accused, and later cleared of corruption allegations.

The Korle Bu Teaching Hospital management’s decision to terminate a contract it had with UniBank for onsite banking services was followed by some intervention from the two staffers after a petition from UniBank.

The Hospital’s management has explained that there were compatibility issues with the End-to-End Hospital Revenue Collection Software being used and UniBank, hence the termination which was later rescinded.

The involvement of the two staffers prompted A-Plus’ corruption allegations, which were later deemed to be baseless by the Police CID.

But Mr. Afenyo-Markin in his post held that “Dr. Anyaa is using A-plus to destroy the very government that has given both of them space in public life. What is “corruption” in a situation where a government official calls another official to express a concern on matters involving a fellow Ghanaian/a Ghanaian business entity? Why should Assenso and Jinapor be the target?”

He intimated further that some NPP youth were complicit in the saga.

“For those NPP youth who think they are so powerful, untouchable and indispensable, quietly using A-plus to destroy their fellow youth or watching passively unconcerned whiles one of their own is being destroyed, I leave them to posterity…..Time will tell…..its not by might….the battle is the Lord’s,” the post concluded.

Mr. Afenyo-Marking offered some words of encouragement to Francis Asenso-Boakye and Abu Jinapor saying: “courage brothers, do not stumble, though your trials may be as dark as night, but there is always a star to guide the innocent…trust in God and he will deliver you.”

What A-Plus and Dr Anyaa have forgotten is that we are of the same stock and sharers in the same hope. Dr. Anyaa is using A-plus to destroy the very government that has given both of them space in public life. What is “corruption” in a situation where a government official calls another  official to express a concern on matters involving a fellow Ghanaian/a Ghanaian business  entity? Why should Assenso and Jinapor be the target? Where did they go wrong? Why will A-Plus record a senior police officer in an attempt to bring down the entire police administration? What is this whole business about recording! recording! recording and contents being blown out of context? For those Npp youth who think they are so powerful, untouchable and indispensable, quietly using A-plus to destroy their fellow youth or watching passively unconcerned whiles one of their own is being destroyed, I leave them to posterity…..Time will tell…..its not by might….the battle is the lord’s…..In any event why is Unibank quiet? Why are media houses affiliated (kasapa fm, kasapafm online, starr fm, gh one tv,etc)  to Unibank making matters worse by carrying stories on this controversy when same is without merit? Why will kasapafm online host the so called leaked tape on its website? What is really going on? Its time for men of conscience in society to speak up against all forms of blackmail and character assassination. A cowardly attempt to deflate the ego of Assenso and Jinapor and to denigrate the honour of their high office…. The Korle Bu Teaching Hospital management’s decision to rescind the termination of the contract it had with UniBank for onsite banking services has essentially compromised the hospital’s revenue collection.

This is because of what the hospital calls obvious compatibility issues with the End-to-End Hospital Revenue Collection Software being used for the hospital which was approved for Stanbic Bank.

These issues compelled the hospital to initially terminate the contract with UniBank.

The issue to do with the contract with UniBank, is tied to corruption allegations made by Kwame Asare Obeng, also known as A-Plus, against two presidential staffers, Francis Asenso-Boakye and Abu Jinapor.

A-Plus’ allegations had to do with a petition by Unibank Ghana Limited to the effect that the management of Korle-Bu had abrogated an existing MoU with them without any reason, thus treating them unfairly.

A-Plus held that the two presidential staffers played a role in the matter, but his allegations were later deemed to be baseless.

In a statement to “clarify distortions carried in sections of the media in respect of the onsite banking services,” the hospital’s management revealed that, “events thereafter [the abrogation] have made Management to rescind the decision to terminate the contract with UniBank.”

“So Korle Bu is currently in a stalemate where it continues to lose all the benefits of the End-to-End Hospital Revenue Collection Software,” the hospital’s management conceded,” the statement added.

The software was intended to plug revenue leaks at the hospital.

Background

The onsite banking services were needed to deal with the “chronic revenue leakages bedeviling the Hospital” which a number of banks had been unable to solve since 2008.

Government directed that all public institutions should cede the collection of their revenue to selected banks.

In 2015, six banks were shortlisted to undergo a competitive selection process where Stanbic Bank emerged first and UniBank was fourth, the statement recounted, and “a decision was taken to select Stanbic Bank that was first and UniBank that was 4th to partition the collection of revenue in the hospital.”

But when the hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, issues were raised about weaknesses in UniBank’s operations in two other hospitals.

The issues had to do with “reconciliation challenges, delays, non-provision of real-time access to relevant stakeholders.”

“In spite of the advice of the Controller and Accountant General’s Department, an MoU was signed, appointing UniBank to simultaneously collect revenue in the Hospital with Stanbic Bank with the provision that any party can terminate the MoU giving 90-days notice of termination.”

As the two banks started the onsite banking services, the leakages persisted and the hospital’s management decided to search for an End-to-End Hospital Revenue Collection Software to integrate and network its operations.

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015.

Stanbic Bank successfully presented an efficient software, while UniBank failed to turn up during the two presentation sessions thus the hospital “awarded a contract to Stanbic Bank to pilot the new software in the entire hospital which is valued at USD240,000.”

The software if implemented is expected to simultaneously reduce revenue leakages and increase revenue.

“The Stanbic Bank approved End-to-End Hospital Revenue Collection Software was obviously not compatible with the UniBank’s software. Management, therefore, decided to discontinue the MoU with UniBank in order to enable Stanbic Bank deploy the new software throughout the entire Hospital – covering areas where Stanbic and UniBank were collecting revenue. In view of the Memorandum of Understanding (MoU) signed between Korle Bu and the banks for the onsite banking services, in which either party can terminate the contract by giving a 90-day notice, a Management decision, a notice of termination was given to UniBank on 12th July 2017,” the statement explained.

But this was followed by the hospital rescinding the decision for reasons not disclosed in the statement.

SUBJECT: CLARIFICATION OF DISTORTIONS IN RESPECT OF THE CONTRACT FOR ONSITE BANKING SERVICES IN KORLE BU

RELEASE: IMMEDIATE

On behalf of the Hospital, I wish to clarify distortions carried in sections of the media in respect of the onsite banking services in the Korle Bu Teaching Hospital.

The Hospital’s decision to outsource its revenue collection followed a directive by Government in 2008 that all public institutions should cede the collection of their revenue to selected banks in the country.

With the support of the Ministry of Finance and the Controller and Accountant General’s Department, the then Merchant Bank was selected for this exercise for the first time in 2008.

Following a review of their operations, Merchant Bank’s performance was found to be below par. This led to the abrogation of the contract with them and the selection of the HFC Bank, through a competitive process, to take over the onsite banking services in Korle Bu.

Again in 2015, a review of HFC Bank’s operation was conducted and it was established that its performance was not meeting the requirements of the Hospital.  This was communicated to them and the process for searching for another bank that will provide a solution to the chronic revenue leakages bedeviling the Hospital.

A total of six banks were shortlisted to undergo a competitive selection process which was scored in 2015. Stanbic Bank emerged first and UniBank was 4th. A decision was taken to select Stanbic Bank that was first and UniBank that was 4th to partition the collection of revenue in the hospital.

Revenue Leakages

When the Hospital submitted the names of the two banks to the Controller and Accountant General’s Department for approval, it raised issues about weaknesses in UniBank’s operations in two other hospitals in the metropolis.

These issues were:

Stanbic Bank and UniBank were both requested to submit proposals for an End-to-End Hospital Revenue Collection Software in 2015. The two banks were invited to make presentations on the End-to-End Hospital Revenue Collection Software on two different sessions in 2015. Stanbic Bank successfully presented an efficient software while UniBank failed to turn up during the two presentation sessions. Management thus awarded a contract to Stanbic Bank to pilot the new software in the entire hospital which is valued at USD240,000. The software if implemented will simultaneously reduce revenue leakages and increase our revenue base while improving the hospital’s operations in several other areas, both operational and clinical care.

The Stanbic Bank approved End-to-End Hospital Revenue Collection Software was obviously not compatible with the UniBank’s software. Management therefore decided to discontinue the MoU with UniBank in order to enable Stanbic Bank deploy the new software throughout the entire Hospital – covering areas where Stanbic and UniBank were collecting revenue. Losses

Events thereafter have made Management to rescind the decision to terminate the contract with UniBank.

So Korle Bu is currently in a stalemate where it continues to lose all the benefits of the End-to-End Hospital Revenue Collection Software.

It is important to stress that the management decision to engage Stanbic Bank as the sole institution for the onsite banking services in 2016 predated the appointment of the current Acting Chief Executive who started work in June 2017.

A Deputy National Communications Officer of the National Democratic Congress (NDC), Fred Agbenyo, has suggested that the relevant telecom company be contacted to provide the transcript between the Deputy Director of the CID, ACP Maame Yaa Tiwaa Addo-Danquah and Kwame Asare Obeng, also known as A-Plus.

His suggestion is in connection with the phone recording implicating ACP Addo-Danquah in an alleged cover-up of the probe of President Akufo-Addo’s two Deputy Chiefs of Staff.

But in the latest audio recording said to be a leaked recording of a conversation between the two, the police officer was heard advising the A-Plus to go soft on the allegations because is a member of the New Patriotic Party (NPP).

The CID officer subsequently accused A-Plus of doctoring the conversation she had with him for malicious intents.

CID’s image must be redeemed

Mr. Agbenyo recounted that, initially he was satisfied with the CID’s handling of the investigation, but the leaked recording had given him cause for doubt.

Despite the claim that the recording was doctored, he observed that “the chronology of the discussion [on the telephone recording] is so smooth that you struggle to tell at what point somebody interfered with the discussion.”

The transcript of the conversation from the telco could settle all doubts as the leaked tape “nullifies it [the initial investigation] completely.”

“Maybe what we should do now is to get a body to appeal to whatever telco they spoke on to produce the transcript of the discussion between the madam [ACP Addo-Danquah] and A-Plus, so that we can put the two documents side-by-side, because if you hear the issues that were said on that tape, you struggle to believe in the credibility of the CID,” Mr. Agbenyo said.

As it stands now, the image of the CID needs redeeming, according to the NDC executive

“This issue is a very serious issue and we need to redeem the image of the CID. Their image has been so badly bastardized by this particular issue… Maybe we can constitute another bipartisan body from Parliament; pick some parliamentarians, pick a few media guys and just get to the bottom [of things].”

Anti-corruption campaigner, Vitus Azeem, has suggested the Commission on Human Rights and Administrative Justice (CHRAJ) probes the corruption allegations by Kwame Asare Obeng, aka A-Plus, against two presidential staffers, saying that will be considered more credible than that of the police.

His comment follows the latest controversy over a leaked audio tape purportedly indicating there was a cover-up in the probe of two Presidential staffers by the Criminal Investigations Department of the Ghana Police Service.

“CHRAJ too can, on its own, take up this matter and investigate because it is an allegation of corruption and it is in the media,” he said on Eyewitness News.

In the audio recording said to be a conversation between A-Plus and the Deputy Director of the CID, ACP Maame Yaa Tiwaa Addo-Danquah, the police officer was heard urging A-Plus to recant his allegations because the accused persons, like himself, were members of the New Patriotic Party (NPP).

But ACP Maame Yaa Tiwaa Addo-Danquah has since explained that the tape was doctored to achieve an evil agenda.

The CID investigations into the allegations eventually concluded that the corruption claims leveled against two Deputy Chiefs of Staff, Francis Asenso-Boakye and Abu Jinapor, were unfounded.

Nana Addo can make request

Mr. Azeem, who also suggested that President Nana Akufo-Addo could invite ACP Addo-Danquah for talks, added that the President could equally task CHRAJ to look the into the matter.

“CHRAJ also has the power to do the investigations. There is nothing wrong with the President asking CHRAJ to investigate the matter. He cannot direct or instruct CHRAJ to do what it wants, but he can ask them to, because of the complications, take up this matter and investigate to ensure the confidence of Ghanaians.”

Following the release of this audio tape, authenticity notwithstanding, Mr. Azeem further said the CID now appeared compromised, hence the need for CHRAJ step in.

He said there appeared to “be some credibility gap [concerning the CID] that will need further questioning and investigations.”

“At the end of the day, whether you have doubts or not, at least their [CHRAJ’s] investigation and findings should be more credible because you assume nobody can direct them as to how to conduct the investigations and do their work,” Mr. Azeem added.

Kwame Asare Obeng, also known as A-Plus, is alleged to have released the leaked audio tape suggesting there was a cover-up in the probe of President Akufo-Addo’s two Deputy Chiefs of Staff as some form of revenge against the Criminal Investigations Department (CID).

The Deputy Director of the CID, ACP Maame Yaa Tiwaa Addo-Danquah, who also accused A-Plus of doctoring the said tapes, has also said the release of the tape was premeditated.

After the CID’s summary of the investigation was made public on Monday, September 18, ACP Addo-Danquah said A-Plus called her to “disagree with our [the CID’s] findings.”

“After that, he sent me a text message and threatened to put my voice in the public domain because the team insulted him by saying the allegations were baseless,” she added.

In the audio recording said to be of a conversation between A-Plus and ACP Addo-Danquah, the police officer was heard urging A-Plus to recant his allegations because the accused persons, like himself, were members of the New Patriotic Party (NPP).

A-Plus had taken to Facebook to accuse President Akufo-Addo’s two Deputy Chiefs of Staff, Francis Asenso-Boakye and Abu Jinapor of being corrupt, without giving details to back his claim.

He also described the two Deputy Chiefs of Staff as thieves, although he retracted this particular allegation.

ACP Addo-Danquah maintained that she was in full agreement with the conclusions reached by the CID, to the effect that the corruption allegations were baseless.

“Indeed, the accuser provided no evidence at all to back his allegations and the investigative panel found no wrongdoing. His statement to the police as well as the investigative report evidences this conclusion beyond doubt.”

The Deputy Director of the Criminal Investigations Department (CID), ACP Maame Yaa Tiwaa Addo-Danquah, has accused Kwame Asare Obeng, also known as A-Plus, of doctoring the circulating audio suggesting there was a cover-up in the probe of President Akufo-Addo’s two Deputy Chiefs of Staff.

ACP Maame Yaa Tiwaa Addo-Danquah, in a statement, said she had listened to the purported conversation between herself and A-Plus and according to her, “it is very obvious that my conversation with him has been doctored and/or edited to achieve a deliberate, mischievous and evil purpose.”

In addition to accusing the presidential staffers of being corrupt, A-Plus had also described the two Deputy Chiefs of Staff as thieves but later retracted.

According to the ACP Addo-Danquah, she had wanted him to return to the CID to give a further statement but he “failed to report back to document his denial of the thievery allegations even though he had categorically stated so in his verbal narration,” the statement said.

“I wish to categorically and emphatically state that, I have never intimated to A-plus in any conversation whatsoever, that I believe his allegation of corruption against the two senior government officials had been confirmed following our investigations,” ACP Addo-Danquah maintained.
