Software company, SOFTribe has denied claims by the Controller and Accountant General’s Department that the software it developed for the department is fraught with challenges that has contributed to the bloated public payroll system.

A statement issued and signed by the Chief Executive Officer of the Company, Tetteh Antonio,  described the claims as “completely inaccurate.”

[contextly_sidebar id=”eGMLGNS0q5bc5muhmMmGPyTenWwF2adK”]”CAGD states that Akatua is equally confronted with the same challenges of payroll management as the Oracle systemllPPD2 which is also owned by CAGD. This is not completely accurate.”

The statement explained that “when Akatua was first implemented in 2008, it flagged and rejected the faulty data which had been retrieved from the Oracle system. SOFTtribe would like to state here that Akatua possesses a rigorous set of validations and controls, which is known in the industry.”

“CAGD instructed SOFTtribe to temporarily disable the requisite controls from Akatua such that it could accept the faulty data from their Oracle system. CAGD informed SOFTtribe that CAGD was responsible for payroll administration and validation whereas SOFTtribe was responsible for the technology. SOFTtribe therefore duly complied with their client’s request and successfully processed five years of unprocessed arrears in under six weeks which the Oracle system had been incapable of processing over the years. CAGD was duly satisfied with the quality and speed of the work executed,” the statement added.

Think tank IMANI Ghana, recently revealed that it had intercepted a document which incriminated the Controller and Auditor General in the payment of salaries to  ‘ghost workers,’ of public workers on leave-without-pay, and double payment of workers on transfer.

IMANI said  “If there were two institutions that had perfected the art of making nonsense of all the reform efforts firmly established by the Fair Wages and Salaries Commission to rein in the hemorrhaging wage bill, it is certainly the Controller and Accountant General’s Department and the National Service Secretariat.”

The Controller and Accountant General denied accusations saying IMANI’s analysis of the payroll system was wrong.

In defending itself, the Accountant General had given information SOFTribe describes as “erroneous.”

“Over the last week a number of issues have been raised in the national media by IMANI and responded to by CAGD, concerning the Government payroll. SOFTtribe has been specifically mentioned in a number of these interviews, and some erroneous information has been reported on our involvement with the government payroll.”
