Finance Minister Seth Terkper has disclosed of plans by government to roll out the second phase of the Single Spine Salary Structure (SSSS).
According to Mr. Terkper, “the migration and the overruns have overshadowed the productivity side of the Single Spine,” hence the need for the second phase to address these concerns within the public sector salary payment system.
[contextly_sidebar id=”NShKBsnbM4OtrjDFbYRoMvo0xJwuD3F2″]Introduced in 2010, the SSSS was to promote equity within the public sector by ensuring that public sector workers received equal salaries for equal work done.
However, the payment policy has since its implementation being confronted with a lot of concerns from the labour front as well as critics of the policy.
Some analysts have also attributed the country’s expenditure overruns to the inefficiencies regarding implementation and management of the pay policy.
Mr. Seth Terkper who was speaking at a forum on Ghana’s economic prospects also indicated that the second phase of the Single spine pay policy will be linked with an initiative by government to ensure that it keeps an updated record of the human resource of the public sector where productivity is connected to salaries.
“…There is work that is ongoing to map all institutions organizationally and knowing the number of people employed within that institution which is linked to the human resource management which is being done as a complement to the payroll,” he said.
