The fate of Education Cabinet Secretary Jacob Kaimenyi will be decided Wednesday afternoon when the National Assembly votes on a Motion seeking to have him dismissed from the Cabinet by President Uhuru Kenyatta.
The Motion sponsored by Matayos MP Geoffrey Odanga seeks to have Kaimenyi dismissed “for gross misconduct and flouting of the law.”
“The CS has also treated the National Assembly Committee on Education with contempt by (failing) to honour its summons and implement its decisions and recommendations,” said Odanga.
Odanga who is a former teacher accuses Kaimenyi of failing to promote the interests of education contrary to the Constitution by not consulting players in the education sector on proposals he was making, among them ranking of the national examinations which were abolished as they were ‘demoralising’ students from schools that ranked poorly.
He claimed that Kaimenyi was running down the Ministry of Education by not listening to other stakeholders when developing policies and is not ready to work with others.
Odanga defended himself from allegations that his motion was politically motivated insisting that he was fighting for rights of students and parents who were affected by the ‘dictatorial’ laws implemented by the embattled CS.
Prof Kaimenyi faces allegations of flouting the Public Officers Act 2003, by allowing schools and other learning institutions to operate without boards of management which has resulted in discrimination against special-needs schools and a delay in the disbursement of free primary and secondary school funds.
He also accused of flouting the Public Procurement and Disposal Act, 2013 in the procurement process of the Sh17 billion controversial laptop project for Standard One pupils.
