Government has expanded the Livelihood Empowerment Against Poverty (LEAP) programme with the official launch of a new project christened, \u201cLEAP 1000.\u201d<\/p>\n
Unlike the earlier programme which catered for the aged and the vulnerable across the country, the LEAP 1000 project targets extremely poor pregnant women and infants below one year in some selected poor households.<\/p>\n
The three years project will be financed by the United States Agency for International Development (USAID) in collaboration with the United Nation\u2019s International Children and Emergency Fund (UNICEF).<\/p>\n
<\/a><\/p>\n As a pilot project, it is intended to address poverty and malnutrition which are prevalent in the three regions of the north.<\/p>\n For a start, the project will be implemented in 10 selected districts in the Northern and Upper East Regions by the Department of Social Welfare under the auspices of the Ministry of Gender, Children and Social Protection.<\/p>\n Seven of the districts are located in the Northern Region and the other three are in the Upper East Region.<\/p>\n About 6000 of the targeted groups in some identified impoverished households are expected to benefit from the project.<\/p>\n Cash transfers will be made available to the indentified beneficiaries to improve their livelihood. Two eligible beneficiaries in a household are expected to receive GHC60.00.<\/p>\n <\/a><\/p>\n Three eligible beneficiaries will receive GHC70.00 whilst four and above in the same household will together receive GHC90.00 for two months.<\/p>\n At the official launch, Deputy Minister of Gender, Children and Social Protection, Hon. Dela Sowah said government\u2019s agenda to reduce poverty and malnutrition in deprived communities was on course.<\/p>\n She impressed upon duty bearers at the 10 selected district assemblies to rollout the programme in line with its objective.<\/p>\n She commended the USAID and UNICEF for their unflinching support towards the achievement of the Better Ghana agenda.<\/p>\n Hon. Dela Sowah said the Ministry of Gender, Children and Social Protection will continue to initiate projects to reduce poverty and malnutrition.<\/p>\n Northern Regional Minister, Alhaji Mohammed Muniru Limuna cautioned District Chief Executives of the beneficiary communities against discrimination during the selection process.<\/p>\n He insisted that the selection should be devoid of partisan, chieftaincy and religious considerations.<\/p>\n \u201cI am told that the project will target pregnant women and lactating women with less than 12 months living in situations of extreme poverty: I would like to appeal to the District Chief Executives present to allow the system to work. In other words the selection should be done professionally, issues of inclusion and exclusion errors should be addressed to the minimum.\u201d<\/p>\n Alhaji Muniru Limuna assured the funding agencies of transparency and accountability during the implementation of the project in the region.<\/p>\n \u201cI assure the funding agencies that the targeting will be done according to the rules and regulations stipulated by the project.\u201d<\/p>\n He lamented, \u201cThere are a lot of NGOs in the region working in the area of health and nutrition but sadly these impacts have not been that much: one of the problems is that we don\u2019t have an institution that coordinates the implementation of nutrition.\u201d<\/p>\n The outgoing USAID Mission Director, James Beaver reaffirmed the organization\u2019s commitment to eradicate extreme poverty in Ghana.<\/p>\n \u201cEnding extreme poverty is a goal that is within our reach and within our power to attain in our lifetimes, however we need to constantly innovate and open to new models of development that promote local ownership and demand accountability.\u201d<\/p>\n
