{"id":84515,"date":"2015-01-21T17:39:25","date_gmt":"2015-01-21T17:39:25","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=84515"},"modified":"2015-01-21T20:13:34","modified_gmt":"2015-01-21T20:13:34","slug":"controllers-department-take-nss-salary-payments","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2015\/01\/controllers-department-take-nss-salary-payments\/","title":{"rendered":"Controller&#8217;s Department to take over NSS salary payments"},"content":{"rendered":"<p>The Controller and Accountant General\u2019s Department will take over the management of the payment of the salaries of \u00a0the personnel of the National Services Scheme from September.<\/p>\n<p>The NSS was\u00a0embroiled in a scandal after the former head of the Secretariat, <a href=\"http:\/\/4cd.e16.myftpupload.com\/2014\/10\/03\/nss-boss-indicted-officials-ordered-to-go-home-2\/\" target=\"_blank\"><span style=\"color: #666699;\"><strong>Alhaji Alhassan Imoro<\/strong><\/span><\/a> and some other senior personell were indicted in a\u00a0GH\u00a27.9 million scandal which involved the payment of the salaries of non-existent National Service personnel and the <a href=\"http:\/\/4cd.e16.myftpupload.com\/2014\/10\/03\/rot-at-nss-director-tried-to-influence-case-with-gh%C2%A2100000\/\" target=\"_blank\"><span style=\"color: #666699;\"><strong>offering of bribes<\/strong><\/span><\/a>\u00a0in an attempt to cover up the investigation.<\/p>\n<p>[contextly_sidebar id=&#8221;eFuNbFI0Y7eHyVCuVVWIPDaJc2DdwjVm&#8221;]According to the Department, the government instructed the CADG to take over the payroll due to the inadequate management of the payment of the salaries of the NSS personnel which resulted in the scandals.<\/p>\n<p>The Controller and Accountant General, Grace Adzroe told <strong>Citi News<\/strong> in an interview: \u201cThe control over the payment of salaries was not very adequate. So the decision was taken to migrate them onto the mechanized payroll so that the controls we are enforcing on the payroll\u00a0 can apply to them.\u201d<\/p>\n<p>She also confirmed\u00a0that the NSS personnel for the 2014\/2015 year would be <a href=\"http:\/\/4cd.e16.myftpupload.com\/2014\/11\/28\/nss-personnel-to-be-paid-through-e-zwich-from-2015\/\" target=\"_blank\"><span style=\"color: #666699;\"><strong>paid using the E-zwich system<\/strong> <\/span><\/a>as they did not have the information required to be put on the payroll.<\/p>\n<p>\u201cWhat we realized is that the full information you require to be on the payroll, National Service personnel do not have it because they did not require it at the time. So it was decided that this batch of 2014\/2015 National service personnel, let us pay them on the E-zwich. It is another\u00a0 form of identification during payment process. To get the E-Zwich we have to register your biometric data.
