President John Dramani Mahama has inaugurated a four member Ministerial Committee to oversee the implementation of a tightened Payroll Management system.<\/p>\n

The move, according to the President is intended to plug loopholes in the country’s revenue system and ensure the integrity of the payroll mechanism.<\/p>\n

Government has been struggling to rid the payroll system of \u00a0ghost names despite the introduction of a biometric system to help solve the problem.<\/p>\n

In July 2014,\u00a0the Controller and Accountant Generals Department (CAGD) deleted about 3,179 ‘ghost names’<\/strong><\/a><\/span> from the government payroll.<\/p>\n

[contextly_sidebar id=”MFwLbCUcqOAAhAgKwh5Mx510hpNiSDrX”]Inaugurating the committee on behalf of President Mahama at the Flagstaff House on Thursday, Vice-President Paa Kwesi Amissah-Arthur reiterated the government’s commitments towards the elimination of ghost names in the payroll system<\/strong><\/a><\/span>.<\/p>\n

Members of the Committee includes, Mr Seth Terkper, the Finance Minister who is\u00a0the chairman, Professor Naana Opoku Agyemang, Minister of Education, Mr\u00a0Haruna Idrissu and Mr. Julius Debrah, Minister of Local Government and\u00a0Rural Development.<\/p>\n

According to the Vice President “His Excellency , the President has been leading the exercise to\u00a0establish an accurate and robust payroll by finding any fraud that may\u00a0exist in the system and punishing people involved in it.<\/p>\n

He added that the team has been charged with the\u00a0responsibility of supporting the strengthening of the payroll systems to\u00a0prevent the recurrence of such malpractices.<\/p>\n

Mr. Amissah-Arthur enumerated the various measures undertaking by the\u00a0government to stem the menace in the bud some of which included directing\u00a0the Controller and Accountant General to provide data of the payroll to all\u00a0unit heads for verification on the first day of each month.<\/p>\n

He explained that the practice will continue each month to ensure that any\u00a0changes were immediately identified to ensure that problems does not recur\u00a0in future,\u00a0The Vice-President added that District Unit heads will be required to verify the names and submit the list by\u00a0the 8th of each month to their Regional Heads.<\/p>\n

He warned that any head who refused or failed to provide a verified list to their respective Regional Heads will be sanctioned.<\/p>\n

“The CAGD will then use the verified lists to update the payroll records. This will be done as a matter of urgency to complete the exercise as fast as possible,” he emphasized.<\/p>\n

He called on the member of the committee to work assiduously to ensure that the nation benefit immensely from the exercise.<\/p>\n

Members of the committee pledged to deliver on their responsibilities to ensure a ghost free payroll system in the country.<\/p>\n

In a related development, the CAGD has begun a process to remove names of civil servants without bank account numbers<\/strong><\/a><\/span> from the government’s payroll system.<\/p>\n
