Testimonies at the ongoing Public Accountants Committee (PAC) sitting in Tamale indicate that some district assemblies in the three regions of the north deliberately misused their share of the District Assembly Common Fund.<\/p>\n
It became clear that most district assemblies in the area which is considered as the poorest simultaneously repeated financial infractions which were detected by the Auditor Generals Department from 2010 to 2012.<\/p>\n
These worrying revelations incurred the wrath of PAC\u2019s acting Chairman, Hon. Robert Sarfo Mensah who insisted government should go beyond political considerations and crack the whip on district assemblies who misappropriated their common fund and other statutory funds meant for development projects.<\/p>\n

Hon. Robert Sarfo Mensah cautioned authorities of state agencies and departments against acts of financial indiscipline which are likely to aggravate the nation\u2019s economic woes.<\/p>\n
A ranking member of the Committee, Hon. George Loh who doubles as Member of Parliament for North Dayi in the Volta Region opined that some District Finance Officers at the various assemblies lacked the expertise to occupy their current positions.<\/p>\n
He chastised one of the District Finance Officers saying, \u201cDFO you see, I think that there is a problem here: the only reason why you are a DFO is that you have gone through an interview and it is believed that you are competent enough to hold that office.\u201d<\/p>\n
Hon. George Loh fumed, \u201cIf you come and sit here today and there is a financial administrative regulation that has been given to you to guide you to do your job: at the end of the month you are paid a salary for doing your job and you come and you disregard the law that is supposed to be your professional cutlass, you think that we should allow you to go scot free, I don\u2019t think so.\u201d<\/p>\n
Members of the committee have for the past three days been scrutinizing the expenditure of district assemblies in the three regions of the north who were queried by the Auditor General Departments on their expenditure from 2010 to 2012.<\/p>\n
The last batch of MMDAs expected to appear before the PAC members at the last sitting on Friday October 10, 2014 are in the Northern Region.<\/p>\n
