{"id":404608,"date":"2018-02-26T16:20:17","date_gmt":"2018-02-26T16:20:17","guid":{"rendered":"http:\/\/citifmonline.com\/?p=404608"},"modified":"2018-02-26T19:17:11","modified_gmt":"2018-02-26T19:17:11","slug":"auditor-general-to-begin-locking-funds-of-non-compliant-mdas","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2018\/02\/auditor-general-to-begin-locking-funds-of-non-compliant-mdas\/","title":{"rendered":"Auditor-General to begin locking funds of non-compliant MDAs"},"content":{"rendered":"<p>The Auditor-General, Daniel Domelevo, has served notice that his outfit will no longer tolerate the late response to audit queries from Ministries, Departments and Agencies (MMDAs).<\/p>\n<p>Mr. Domelevo said the Auditor-General\u2019s department will now go strictly according to the law and freeze the salaries of non-compliant MMDAs.<\/p>\n<p>[contextly_sidebar id=&#8221;wn8689M4fDScpMV0PTcQjKsSsuFdi8gY&#8221;]Speaking at a public lecture to\u00a0mark the Audit Service\u2019s Accountability Week, Mr. Domelevo said \u201cOne of the many difficulties we face is the time it takes for Ministries, Departments and Agencies to respond to audit observations or queries. We are no longer going to tolerate such delays as we are going to go according to the law.\u201d<\/p>\n<p>He cited Section 29 of the Audit Service Act which allows the Auditor-General to withhold emoluments and allowances of the MMDAs in question.<\/p>\n<p>\u201cGoing forward, we are going to lock salaries of anyone or MMDAs that fail to reply within 30 days to our audit observations in accordance with section 29 (2) and thereafter, if the MDA fails to provide the information required, we go ahead to disallow the expenditure and surcharge the offices,\u201d\u00a0Mr. Domelevo added.<\/p>\n<p><strong>What the law says<\/strong><\/p>\n<p>Section 29 of the Audit Service Act says: &#8220;the Auditor-General or any authorized person acting on his behalf shall as a result of an audit conducted by him, issue observations to the Controller and Accountant-General or the management of the audited organisation and the comments made by the management shall be returned to the Auditor-General within 30 days after the receipt of the observation.&#8221;<\/p>\n<p>&#8220;A person who fails or refuses to reply to the audit observations within the period specified in subsection (1) shall, if the Auditor-General so directs, have his emoluments and allowances withheld for so long as the person fails to comply,&#8221; the Act adds.<\/p>\n<p><strong>Early release of funds<\/strong><\/p>\n<p>At the same programme, the Vice President, Dr. Mahamudu Bawumia, assured the Auditor General\u2019s Department that its budgetary allocation will be released on time.<\/p>\n<p>This assurance was part of a pledge by the Vice President to ensure that the department does not lack any critical resources to effectively carry out its mandate.<\/p>\n<figure id=\"attachment_404545\" aria-describedby=\"caption-attachment-404545\" style=\"width: 800px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\"size-full wp-image-404545\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/Vice-President-Mahamudu-Bawumia-2.jpg\" alt=\"Vice President Mahamudu Bawumia\" width=\"800\" height=\"508\" srcset=\"https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/Vice-President-Mahamudu-Bawumia-2.jpg 800w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/Vice-President-Mahamudu-Bawumia-2-300x191.jpg 300w, https:\/\/citifmonline.com\/wp-content\/uploads\/2018\/02\/Vice-President-Mahamudu-Bawumia-2-768x488.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption id=\"caption-attachment-404545\" class=\"wp-caption-text\">Vice President Mahamudu Bawumia<\/figcaption><\/figure>\n<p>\u201cI can assure you Mr. Auditor General and the Audit Service board, that on our part as government, we would make every effort to provide you with the needed resources for your work.
