{"id":379253,"date":"2017-12-01T14:00:56","date_gmt":"2017-12-01T14:00:56","guid":{"rendered":"http:\/\/citifmonline.com\/?p=379253"},"modified":"2017-12-01T14:29:31","modified_gmt":"2017-12-01T14:29:31","slug":"fisheries-minister-shouldve-resigned-over-premix-scandal-azeem","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/12\/fisheries-minister-shouldve-resigned-over-premix-scandal-azeem\/","title":{"rendered":"Fisheries Minister should&#8217;ve resigned over premix scandal &#8211; Azeem"},"content":{"rendered":"<p>Anti-corruption campaigner, Vitus Azeem believes the Minister for Fisheries and Aquaculture, Elizabeth Afoley Quaye, should have resigned over the arbitrary\u00a0appointment of her brother to oversee the distribution of premix fuel in the country.<\/p>\n<p>According to him, the act of the minister was inappropriate and must prompt her to relinquish her position, especially in the wake of the recent premix fuel diversion scandal that has hit the country.<\/p>\n<p>[contextly_sidebar id=&#8221;HTNmu2kukzVkGFC4HLO9oO1b3XFi3T1f&#8221;]The Fisheries Ministry, headed by Mrs. Afoley Quaye, has failed to act over the issue of fuel diversion when it was brought to its attention by the National Petroleum Authority (NPA).<\/p>\n<p>Following the revelations that the diversions had taken place, the fact that the Minister had appointed her brother, Joseph Botchwey, as the Acting Administrator of the National Premix Secretariat at a point in time, came as a shock to many.<\/p>\n<p>With this move by the Minister raising questions relating to\u00a0conflict of interest, Mr. Azeem suggested that Mrs.\u00a0Afoley Quaye must step down from her position.<\/p>\n<p>\u201cYou come in as a minister and you say there is a new era and you handpick your own brother to be in charge of an area that ends up with these allegations, how do you raise your head in the public? Shouldn\u2019t you say I am bowing out because of this mess I have caused to myself, to the family and to the government that I am serving?\u201d he questioned in an interview on <strong>Eyewitness News<\/strong>.<\/p>\n<p><strong>Gov\u2019t posture to premix scandal not inspiring \u2013 Vitus Azeem<\/strong><\/p>\n<p>He added that he had <span style=\"color: #666699;\"><strong><a href=\"http:\/\/citifmonline.com\/2017\/12\/01\/govt-posture-to-premix-scandal-not-inspiring-vitus-azeem\/\">little confidence<\/a><\/strong><\/span> in the Akufo-Addo administration\u2019s ability to effectively probe the scandal.<\/p>\n<p>&#8220;[I&#8217;m not questioning] just capacity but the unwillingness and refusal [of the government] to deal with these things that they promised us, and got our votes to take over the reigns of governance of this country,\u201d he said.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>At least\u00a0<strong><a href=\"http:\/\/citifmonline.com\/2017\/11\/27\/massive-diversion-of-pre-mix-fuel-uncovered-as-fishermen-suffer\/\">200 cases of premix fuel diversions<\/a><\/strong>\u00a0have been cited by the National Petroleum Authority (NPA), since January 2017.<\/p>\n<p>The Ministry of Energy, in May 2017, subsequently ordered the Fisheries Ministry to probe the companies alleged to be complicit in the fuel diversion, but that did not happen.<\/p>\n<p>When quizzed on her role in the scandal by\u00a0<strong>Citi News<\/strong>, Mrs. Afoley Quaye said the NPA was\u00a0<strong><a href=\"http:\/\/citifmonline.com\/2017\/11\/29\/minister-ignored-our-petition-on-premix-diversion-fishermen-council\/\">in a better position<\/a><\/strong>\u00a0to act on the widespread diversion of premix fuel, because her Ministry did not have a tracking system to identify culprits.<\/p>\n<p>Elizabeth Afoley Quaye,\u00a0<strong><a href=\"http:\/\/citifmonline.com\/2017\/11\/29\/fisheries-minister-justifies-brothers-appointment-on-premix-cttee\/\">also defended<\/a><\/strong>\u00a0her decision to appoint her brother as the Acting Administrator of the National Premix Secretariat, saying he was competent enough and has since left the position and been replaced by a substantive appointee.<\/p>\n<p><strong>CID petitioned<\/strong><\/p>\n<p>Meanwhile, a civil society group calling itself the Fisheries Alliance, has<strong><a href=\"http:\/\/citifmonline.com\/2017\/11\/30\/premix-scandal-group-petitions-cid-probe-fisheries-minister-others\/\">\u00a0petitioned the Director General of the Criminal Investigations Department\u00a0<\/a><\/strong>(CID) of the Ghana Police Service, to investigate the suspected premix fuel diversion scandal.<\/p>\n<p>In a letter to the CID, the Alliance cited President Nana Akufo-Addo\u2019s directive to ensure investigations into any corruption allegations against his appointees as the reason for their action.<\/p>\n<p>&#8211;<\/p>\n<p>By: Jonas Nyabor\/citifmonline.com\/Ghana<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Anti-corruption campaigner, Vitus Azeem believes the Minister for Fisheries and Aquaculture, Elizabeth Afoley Quaye, should have resigned over the arbitrary\u00a0appointment of her brother to oversee the distribution of premix fuel in the country.
