{"id":331861,"date":"2017-06-27T11:28:59","date_gmt":"2017-06-27T11:28:59","guid":{"rendered":"http:\/\/citifmonline.com\/?p=331861"},"modified":"2017-06-27T11:28:59","modified_gmt":"2017-06-27T11:28:59","slug":"we-didnt-err-in-dealings-with-movenpiina-zupoil-bost","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/06\/we-didnt-err-in-dealings-with-movenpiina-zupoil-bost\/","title":{"rendered":"We didn&#8217;t err in dealings with Movenpiina, ZUPOIL &#8211; BOST"},"content":{"rendered":"<p>The Bulk Oil Storage and Transportation Company Limited (BOST), has refuted claims it failed to carry out due diligence in its award of contracts to Movenpiina and ZUPOIL with regards to the sale 5 million litres of contaminated fuel.<\/p>\n<p><span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2017\/06\/ACEP-Statement-on-BOST-.pdf\" target=\"_blank\">This claim<\/a><\/strong><\/span>\u00a0was made by the Africa Centre for Energy Policy (ACEP).<\/p>\n<p>[contextly_sidebar id=&#8221;iy7jCR0AT6Svjx5dyF8uopEJ7vUm5KqR&#8221;]Among the claims, against BOST, \u00a0ACEP said the company&#8217;s management exhibited unreasonable discretion in the award of the contract to Movenpiina and ZUPOIL.<\/p>\n<p>ACEP also held that, there was \u201ca puzzle\u201d about where ZUPOIL\u2019s facility is located and that BOST had not put in place measures to monitor the movement of the product from ZUPOIL\u2019s facilities to unsuspecting consumers.<\/p>\n<p>But BOST retorted\u00a0in a statement that its technical team inspected the facility of \u00a0ZUPOIL &#8220;and was satisfied.\u201d<\/p>\n<p>Also, &#8220;the product released was going to be scheduled to reflect the capacity of the facility at any point in time,&#8221; the statement added.<\/p>\n<p>\u201cBOST deploys the use of bulk road vehicles that have tracking devices installed and have dully met the requirements of NPA to haul products. Thus, rendering BOST extremely responsible. Anyone with information on the illegal sale of the product at the pumps should report to the appropriate authority for immediate action.\u201d<\/p>\n<p>ACEP also challenged BOST to show the public where the ZUPOIL storage facilities are located but, BOST&#8217;s statement did not address\u00a0that.<\/p>\n<p><strong>ACEP\u2019s claims<\/strong><\/p>\n<p>ACEP said Movenpiina initiated the transaction with BOST on 19th May, 2017, some ten days before it became a legally recognized company in Ghana.<\/p>\n<p>Also, Movenpiina had not obtained the requisite license from the NPA to trade in the industry, according to the centre.<\/p>\n<p>ZUPOIL LTD, the company which was named \u201cthe off-taker\u201d was said to have a storage facility that could accommodate the volume of product, but was not known in Ghana\u2019s petroleum industry.<\/p>\n<p>Thus ACEP said it was illegal for BOST to have engaged Movenpiina and ZUPOIL LTD in the sale and storage of the off-spec petroleum product.<\/p>\n<p><strong>GHc 7 million lost in dealings<\/strong><\/p>\n<p>The claims follow the revelation Ghana is said to have lost about GHc 7 million in revenue following attempts by the BOST to sell the contaminated fuel to some oil marketing companies.<\/p>\n<p>Documents sighted by\u00a0<strong>Citi News<\/strong> indicate that, BOST agreed to sell about GHc 5 million litres of the contaminated fuel to Movenpiina.<\/p>\n<p>Following the controversy, ACEP has called on the Chief Executive Officer of BOST, Alfred Obeng, to step aside for a full-scale investigation into the alleged sale of contaminated fuel.<\/p>\n<p>&#8211;<\/p>\n<p>By: Delali Adogla-Bessa\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Bulk Oil Storage and Transportation Company Limited (BOST), has refuted claims it failed to carry out due diligence in its award of contracts to Movenpiina and ZUPOIL with regards to the sale 5 million litres of contaminated fuel.
