{"id":319348,"date":"2017-05-15T13:10:33","date_gmt":"2017-05-15T13:10:33","guid":{"rendered":"http:\/\/citifmonline.com\/?p=319348"},"modified":"2017-05-15T13:10:33","modified_gmt":"2017-05-15T13:10:33","slug":"lawyer-writes-to-ag-demands-authentic-details-of-2-25bn-bond","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/05\/lawyer-writes-to-ag-demands-authentic-details-of-2-25bn-bond\/","title":{"rendered":"Lawyer writes to AG, demands &#8216;authentic&#8217; details of $2.25bn bond"},"content":{"rendered":"<p>A private legal practitioner has written to the government requesting for more information on the controversial $2.25 billion domestic bond which was issued in April 2017.<\/p>\n<p>According to the lawyer, Victor Kojogah Adawudu, he exercised his right to information due to the scanty details provided by the Ministry of Finance on the issue.<\/p>\n<p>[contextly_sidebar id=&#8221;r89O2lZ121d4WFGlmNjPKiS7solrB5SV&#8221;]In a letter addressed to the Attorney General and copied to the Ministry of Finance, Mr. Adawudu, who also enclosed a processing fee of GHc 1,000, said the information he is seeking is aimed at addressing several concerns voiced on the matter.<\/p>\n<p>\u201cI am exercising my legal and constitutional right and the Attorney General is the principal legal advisor to the government. If you look at the Right to Information Bill, it is the Minister of Justice and Attorney General who is responsible if information is wanted,\u201d he said in a <strong>Citi News<\/strong> interview.<\/p>\n<p>&#8220;If you look at the information I am seeking, it is a very extensive question and I ask that data should also be added.\u201d<\/p>\n<p>Mr. Adawudu noted that most of the information on the bond issue was circulating in the media but could not necessarily be taken to be gospel \u00a0despite the \u201crebuttable presumption that it is authentic.\u201d<\/p>\n<p>&#8220;The information that we are getting cannot just be said to be the authentic information that is why I am asking for the authentic information from the government.\u201d<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>Concerns about the transparency of the\u00a0$2.25 billion bond have been previously raised with some noting that the <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/04\/20\/secrecy-about-2-25bn-bond-unhelpful-ken-thompson\/\">apparent secrecy<\/a><\/strong><\/span> over the deal is fueling the allegations of conflict of interest against the Finance Minister, Ken Ofori Atta in the issue.<\/p>\n<p>Chief Executive Officer of Dalex Finance, Ken Thompson remarked to <strong>Citi News<\/strong> that in times past, when bonds have been issued, there have been road shows, announcements or visits to Parliament \u201cbut this seems to have happened rather quickly.\u201d<\/p>\n<figure id=\"attachment_312021\" aria-describedby=\"caption-attachment-312021\" style=\"width: 640px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2017\/04\/Ken-Ofori-Atta.jpg\"><img loading=\"lazy\" class=\"size-full wp-image-312021\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2017\/04\/Ken-Ofori-Atta.jpg\" alt=\"Finance Minister, Ken Ofori-Atta\" width=\"640\" height=\"464\" \/><\/a><figcaption id=\"caption-attachment-312021\" class=\"wp-caption-text\">Finance Minister, Ken Ofori-Atta<\/figcaption><\/figure>\n<p>The Minority in its conflict of interest allegations, said a non-executive director on the board of Investment Firm, Franklin Templeton, who purchased 95 percent of the $2.25 billion bond, is also the Chairman of the Enterprise Group, which has links to the Attorney-General and the Finance Minister.<\/p>\n<p>The Minority eventually called for a\u00a0<span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/04\/18\/ken-ofori-atta-secured-2-25-bn-bond-for-cronies-minority\/\">full-scale parliamentary probe<\/a><\/strong><\/span>\u00a0into the bond issue.<\/p>\n<p>The Ashanti Regional Youth Organiser of the National Democratic Congress (NDC), Yaw Brogya Genfi also petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate the $ 2.25 billion bond.<\/p>\n<p>&#8211;<\/p>\n<p>By: Umaru Sanda Amadu\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A private legal practitioner has written to the government requesting for more information on the controversial $2.25 billion domestic bond which was issued in April 2017.
