The independent presidential candidate for the 2012 elections, Mr. Jacob Osei Yeboah (aka JOY), has called for all hands to be on deck in support of the President in order for him to leave a lasting legacy with regard to the implementation of a reliable national identity data infrastructure for the country.<\/p>\n

As the foundation for our socio-economic development and a tool for the nation to rapidly catch up with other advanced economies, Mr. Osei Yeboah said, ”this is a laudable project all Ghanaians must work to ensure we get right.”<\/p>\n

Advance Stage<\/strong><\/p>\n

Currently, Ghana is at an advanced stage of putting in place a Bio-ID and data infrastructure for all Ghanaians. Prior to this, in October 2013, three ministries of state visited the Federal Republic of Germany to familiarize themselves with e-governance and identity management systems pertaining in that country.<\/p>\n

Consequently, a collaborative workshop by the Ministry of Local Government and Rural Development and National Identification Authority was organised for all stakeholders in December 2013 in Accra, where the HSH software and hardware company from the Federal Republic of Germany made a presentation to stakeholders in Ghana.<\/p>\n

The workshop was aimed at harmonising and implementing a synchronised ID Card, as well as developing a sustainable National Data Register for effective e-governance and integration of other e-projects by the government such as e–Transform, Ghana Statistics Development, Electoral Commission Bio-metric registration and voting, among other systems.<\/p>\n

According to Mr. Osei Yeboah, this is a project the President had worked tirelessly behind the scenes to ensure it succeeded. He said the Bio-ID and Data infrastructure was what Ghana needed for total development, saying ”it is the only tool that can give confidence to our donor partners that Ghana is ready to take off by creating a reliable platform for sustainable development.<\/p>\n

He said that ”if we fail to implement it properly, our development partners will lose absolute trust and confidence in Ghana.”<\/p>\n

In order for Ghana to successfully implement this project, Mr. Jacob Osei Yeboah said that ”we need to go through three phases, including establishment of ID Data Infrastructure across the country, starting with MMDAs\/MDAs\/Post Offices for permanent ID acquisition and enquiry processes; street naming and address systems, capturing, managing and maintaining identity data, as well as producing future synchronised ID cards for e-governance services and other institutional applications and integration and harmonistion of existing databases and current registration processes.<\/p>\n

He said all key stakeholders had ascertained that Germany’s ID systems management and HSH Integration software were critical for the successful implementation of Ghana’s \u00a0ID system. He also said the street naming project was critical, and that instant issuance of ID card was a waste of money to the taxpayer.<\/p>\n

All inclusive<\/strong><\/p>\n

He said no opposition leader would want to support a President to succeed but ”I want to want make a difference by contributing my quota outside government to make the all-inclusive and good governance work in this country”.<\/p>\n
