{"id":313408,"date":"2017-04-24T09:28:19","date_gmt":"2017-04-24T09:28:19","guid":{"rendered":"http:\/\/citifmonline.com\/?p=313408"},"modified":"2017-04-24T09:28:19","modified_gmt":"2017-04-24T09:28:19","slug":"jussag-partly-to-blame-for-allowance-dispute-labour-commission","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/04\/jussag-partly-to-blame-for-allowance-dispute-labour-commission\/","title":{"rendered":"JUSSAG partly to blame for allowance dispute &#8211; Labour Commission"},"content":{"rendered":"<p>The National Labour Commission (NLC) is blaming the leadership of the Judicial Services Staff Association of Ghana (JUSSAG) for the unresolved issues over the payment of their outstanding allowances.<\/p>\n<p>The NLC Executive Secretary, Adongo Bawa Duah,\u00a0explained to <strong>Citi News<\/strong> that\u00a0the leadership of JUSSAG did not pursue all the possible avenues\u00a0at the commission with respect to their grievances.<\/p>\n<p>[contextly_sidebar id=&#8221;Cwzc5zd23cGjri5Y3ANSdUlKIAIG5Rvh&#8221;]&#8221;The leaders of JUSSAG did not exhaust the procedures at the national labour commission to ensure that a permanent and enforceable decision was reached on their allowances and that is why this matter is recurring. If they had appeared before the National Labour Commission for its dispute to be adjudicated upon, then the commission will then have enforced its orders against government, but this did not happen,&#8221; Mr. Buah said.<\/p>\n<p>The NLC Executive Secretary reminded that \u201cit is the National Labour Commission which can reach a binding a decision with regards to their [JUSSAG&#8217;s] disputes with government.\u201d<\/p>\n<p>&#8220;The signing of a memorandum of understanding with government agencies does not resolve the matter permanently because they are not judicial documents,&#8221; he added.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>JUSSAG has served notice it would resort to a strike to claim outstanding allowances should the government fail to clear outstanding arrears this month.<\/p>\n<p>In a letter signed by the JUSSAG President, Alex Nartey, and addressed to the Judicial Secretary, the Association said its members are economically constrained as a result of government\u2019s failure to pay the allowances.<\/p>\n<p>The government has however indicated its intent <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/04\/22\/well-negotiate-with-jussag-to-prevent-strike-minister\/\">to sit down<\/a><\/strong><\/span> with the various stakeholders of the Judicial Service JUSSAG to resolve issues regarding the allowances.<\/p>\n<figure id=\"attachment_216265\" aria-describedby=\"caption-attachment-216265\" style=\"width: 533px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\"size-full wp-image-216265 aligncenter\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2016\/05\/JUSAG-533x330-2-1-1-1.jpg\" alt=\"JUSSAG members\" width=\"533\" height=\"330\" \/><figcaption id=\"caption-attachment-216265\" class=\"wp-caption-text\">JUSSAG members<\/figcaption><\/figure>\n<p style=\"text-align: left;\">Minister for Employment and Labour Relations, Ignatius Baffour Awuah said the stakeholders meeting will ensure that issues regarding the payment of allowances are addressed amicably.<\/p>\n<p>JUSSAG&#8217;s last<span style=\"color: #666699;\">\u00a0<a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2016\/03\/31\/jussag-begins-indefinite-strike-on-friday\/\" target=\"_blank\"><strong>strike<\/strong><\/a><\/span>\u00a0came in April 2016, when it acted on its displeasure over delays in implementing a new salary structure; approved for them by the Judicial Council, but the association later <span style=\"color: #666699;\"><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2016\/04\/01\/jussag-calls-off-strike-after-govt-assurances\/\" target=\"_blank\"><strong>suspended the strike<\/strong><\/a><\/span> after receiving assurances from Mahama\u00a0government.<\/p>\n<p>The association held that the government had failed to correct the anomalies that existed in their\u00a0pay structure.<\/p>\n<p>In October 2016, it gave the government until the end of that month to correct the perceived anomalies identified in its renegotiated pay structure or face\u00a0a strike.<\/p>\n<p>&#8211;<\/p>\n<p>By: Delali Adogla-Bessa\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Labour Commission (NLC) is blaming the leadership of the Judicial Services Staff Association of Ghana (JUSSAG) for the unresolved issues over the payment of their outstanding allowances.
