{"id":303924,"date":"2017-03-22T18:54:21","date_gmt":"2017-03-22T18:54:21","guid":{"rendered":"http:\/\/citifmonline.com\/?p=303924"},"modified":"2017-03-22T18:54:21","modified_gmt":"2017-03-22T18:54:21","slug":"mobile-money-interoperability-cant-be-forced-on-telcos-bawumia","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/03\/mobile-money-interoperability-cant-be-forced-on-telcos-bawumia\/","title":{"rendered":"Mobile Money interoperability can&#8217;t be forced on telcos &#8211; Bawumia"},"content":{"rendered":"<p>Government may not be in favour of the current moves underway to\u00a0enhance interoperability in mobile money transactions across telecommunications networks, according to indications from the Vice President,\u00a0Dr. Mahamudu Bawumia.<\/p>\n<p>A telecommunications company,\u00a0Sibton Switch Systems, <strong><span style=\"color: #666699;\"><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/02\/03\/sibton-defends-ghc-4-6-bn-mobile-money-contract-with-bog\/\">won a controversial bid<\/a><\/span><\/strong> to oversee this\u00a0interoperability at a cost of GHc 4.6 billion from the Bank of Ghana,\u00a0the most expensive tender among the companies that bid for the project.<\/p>\n<p>[contextly_sidebar id=&#8221;KGJj2BoEBJsYgscvRGghTO5f6tq3UxT1&#8243;]Initial reports about the deal indicated that\u00a0the Ghana Interbank Payment and Settlement Systems (GhIPSS), was well placed to handle an intermediary role in across-network mobile money transactions.<\/p>\n<p>Before telcos could fully roll-out a form of interoperability, the BoG announced that it had secured the services of the private firm that would handle the interoperability.<\/p>\n<p>The telecom operators in the country subsequently expressed their\u00a0<span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/01\/30\/telcos-kick-against-mobile-money-intermediary\/\">displeasure<\/a><\/strong><\/span>\u00a0wth moves by the central bank to impose a third-party company on them to act as the intermediary in mobile money transactions across different networks.<\/p>\n<p><strong>Veep charges\u00a0GhIPSS<\/strong><\/p>\n<p>The Vice President, however, appears to be on the side of the\u00a0GhIPSS as he has challenged it to take a leading role in driving discussions towards making the platforms of telcos and banks interoperable.<\/p>\n<p>Speaking at the Ghana Economic Outlook and Business Strategy Conference on Tuesday, Dr. Bawumia threw some weight behind GhIPSS which he said was in a unique position \u201cto bring the banks and telcos together to make their platforms interoperable so that you can transfer money between the telcos and the banks and so on very easily.\u201d<\/p>\n<p>He stressed that &#8220;interoperability cannot be forced&#8221; on the telcos without a prior consensus as he opined that, &#8220;there must be a sound case and people have to see the sense in it.\u201d<\/p>\n<figure id=\"attachment_232975\" aria-describedby=\"caption-attachment-232975\" style=\"width: 742px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" class=\" wp-image-232975\" src=\"http:\/\/citifmonline.com\/wp-content\/uploads\/2016\/07\/Archie-Hesse-GhIPSS-600x330-1-1.jpg\" alt=\"Chief Executive Officer of GHIPSS - Archie Hesse \" width=\"742\" height=\"408\" \/><figcaption id=\"caption-attachment-232975\" class=\"wp-caption-text\">Chief Executive Officer of GHIPSS &#8211; Archie Hesse<\/figcaption><\/figure>\n<p><strong>Interoperability can be done in 6 months<\/strong><\/p>\n<p>The process itself is not rocket science,\u00a0Dr. Bawumia said, as he indicated that government would like to see the realisation of the\u00a0interoperability in mobile money transactions across telecom networks by the end of 2017.<\/p>\n<p>\u201cThis is not rocket science; making sure there is interoperability between Ghana link, the E-Zwich platform and the mobile telephone platforms. If you put your minds to it, it can be done in six months.\u201d<\/p>\n<p>\u201cI think it would be very nice if we all put our minds to it and I think you guys should be talking a bit more for us to get it done.
