{"id":289444,"date":"2017-01-30T12:28:03","date_gmt":"2017-01-30T12:28:03","guid":{"rendered":"http:\/\/citifmonline.com\/?p=289444"},"modified":"2017-01-30T12:28:03","modified_gmt":"2017-01-30T12:28:03","slug":"appointments-committee-cannot-be-influenced-osei-owusu","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2017\/01\/appointments-committee-cannot-be-influenced-osei-owusu\/","title":{"rendered":"Appointments Committee cannot be influenced &#8211; Osei-Owusu"},"content":{"rendered":"<p>It is impossible for members of Parliament\u2019s Appointments Committee to be influenced by bribes after sittings, the Chairperson of the Committee, Joe Osei-Owusu has intimated.<\/p>\n<p>Speaking about the bribery allegations against the Energy Minister, Boakye Agyarko, that have marred the vetting process, he explained that the committee never deferred decisions on persons vetted, thus leaving no room for external influence after sittings.<\/p>\n<p>[contextly_sidebar id=&#8221;O2yKYk4AvVf48mTvCctrUIf37CgyUxck&#8221;]According to Mr. Osei-Owusu, one would have to bribe the committee prior to the sitting instead of after.<\/p>\n<p>Ahead of the first vetting sitting today [Monday], the Chairperson explained that \u201cthe decision-making of this Committee has never been deferred. On any day, as soon as we finish proceedings\u00a0when we clear the gallery, members sit here and take a decision on whether a member will be recommended for approval by consensus or the Majority.\u201d<\/p>\n<p>\u201cIf anyone wants to bribe us then I suggest that he pay the bribe before we start because there is no room after we have started proceedings for you to influence our decision,\u201d Mr. Osei Owusu stated.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>The allegations of bribery surfaced last Thursday when a Minority member of the Appointments Committee, Mahama Ayariga, MP for Bawku Central, accused\u00a0Mr.\u00a0Agyarko of bribing the\u00a0<span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/01\/27\/ayariga-accuses-agyarko-of-bribing-minority-members-to-get-approval\/\">10 Minority members<\/a><\/strong><\/span>\u00a0on the Appointments\u00a0Committee with GHc 3,000 to pass him.<\/p>\n<p>Mr.\u00a0Ayariga alleged that the money was given to the Minority Chief Whip, Mubarak Mohammed Muntaka by the Chairman of the Appointments Committee, Joseph Osei-Owusu for onward disbursement on Friday [January, 27], four days after his vetting on Monday [January 23].<\/p>\n<p>Although the Chief Whip and the Chairman have denied the claims, the Mr. Ayariga has insisted he is certain about the allegations.<\/p>\n<p><strong>Speaker of Parliament petitioned<\/strong><\/p>\n<p>Mr. Ayariga, along with two other Minority members of the Appointments Committee; Alhassan Suhuyini and Samuel Okudzeto Ablakwa, MPs for Tamale North and North Tongu, have written to the Speaker of Parliament calling for <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2017\/01\/30\/ayariga-writes-to-speaker-calls-for-investigation-into-bribery-claims\/\">a thorough investigation<\/a><\/strong><\/span> of the bribery claims against the Mr. Agyarko.<\/p>\n<p>Mr. Osei-Owusu, who said he had come to preside over the today\u2019s vetting \u201cwith a lot of pain\u201d indicated that the matter would be in the hands of the leadership of Parliament when it resumes sitting tomorrow [Tuesday].<\/p>\n<p>\u201cAs much as possible, I hope that tomorrow, when Parliament resumes, the leadership and the Speaker will take the appropriate steps to deal with this matter so that Ghanaians will see the bottom of the matter,\u201d he said.<\/p>\n<p>&#8211;<\/p>\n<p>By : Delali Adogla-Bessa\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It is impossible for members of Parliament\u2019s Appointments Committee to be influenced by bribes after sittings, the Chairperson of the Committee, Joe Osei-Owusu has intimated.
