Director-General of\u00a0the\u00a0Ghana\u00a0Civil Aviation Authority (GCAA),\u00a0Air-Commodore (Rtd.) Victor Kwame\u00a0Mamphey, has handed-in\u00a0his resignation to the\u00a0regulator\u2019s\u00a0board.<\/p>\n
The\u00a0nine-member\u00a0board\u00a0chaired by\u00a0Air Vice-Marshal\u00a0Christian\u00a0Edem\u00a0Dovlo\u00a0has subsequently approved his resignation, which\u00a0takes effect from June 30, 2014.<\/p>\n
Air-Commodore (Rtd.)\u00a0Mamphey\u00a0was appointed Director-General of the GCAA in 2009,\u00a0and is credited with overseeing transformation and growth of the aviation industry over the past five years.<\/p>\n
With just one main domestic operator and a dozen international carriers flying to Ghana in 2009, he is credited with encouraging the growth of indigenous carriers and attracting strategic international airlines into the country.<\/p>\n
There are now about 42 scheduled flights servicing the\u00a0Kotoka\u00a0International Airport, including three major domestic airlines —\u00a0Antrak,\u00a0Starbow\u00a0and Africa World Airlines.<\/p>\n
Under the leadership of Mr.\u00a0Mamphey, the GCAA hosted the 23rd African Civil Aviation Commission Plenary Session in Accra in April 2013.<\/p>\n
He is also credited with leading the GCAA to generate revenue for construction of a multi-purpose training facility at the KIA enclave to train aviation professionals in Ghana and the sub-region.\u00a0The seven-storey training academy and office complex is to be completed\u00a0by August at a cost of US$10million.<\/p>\n
The GCAA,\u00a0under his stewardship, was named\u00a0the 2013 African Airlines Association Service Provider of the Year at the 45th Annual General Meeting and Summit\u00a0held\u00a0in Mombasa, Kenya.<\/p>\n
On the issue of safety\u00a0he has ensured that Ghana\u2019s airspace is safe and secure, winning the confidence of international carriers.<\/p>\n
Ghana is considered one of the safest places to fly to in the West African sub-region. Airline accidents under\u00a0Air Commodore\u00a0Mamphey\u2019s\u00a0tenure have been limited,\u00a0except\u00a0for\u00a0the Allied Air Crash in June 2012 — which investigations blamed on the laxity of the pilot — and the recent helicopter crash in the Western Region.<\/p>\n
The GCAA during Cmdr.\u00a0Mamphey\u2019s\u00a0tenure of office has acquired and installed\u00a0a\u00a0new Instrument Landing System (ILS) for KIA\u00a0— after the Allied Air aircraft over-shot the KIA runway and damaged the existing one.<\/p>\n
He also oversaw the acquisition and installation of\u00a0and a brand-new\u00a0Instrument Landing System (ILS) for the Kumasi Airport at a cost of\u00a0\u20ac800,000 from internally generated funds.<\/p>\n
The acquisition and installation of\u00a0Doppler Very High Frequency Omni-Range\u00a0(DVOR) and Distance Measuring Equipment\u00a0(DME) at a cost of\u00a0US$1.5million\u00a0and\u00a0Installation of\u00a0Aeronutical\u00a0Terminal Information System\u00a0(ATIS)\u00a0—\u00a0with the ability to broadcast aeronautical\u00a0information such as weatherdirectly to pilots\u00a0without depending on air traffic controllers\u00a0—\u00a0was also done during his tenure.<\/p>\n
Ghana is one of the few countries in Africa operating\u00a0the ATIS\u00a0system.<\/p>\n
One critical and very important decision that he took during his tenure was that\u00a0to suspend all flights to Kumasi as a precautionary measure to protect lives\u00a0as\u00a0result of defects\u00a0found of the Kumasi runway.<\/p>\n
