{"id":253800,"date":"2016-10-01T06:00:44","date_gmt":"2016-10-01T06:00:44","guid":{"rendered":"http:\/\/citifmonline.com\/?p=253800"},"modified":"2016-10-01T06:00:44","modified_gmt":"2016-10-01T06:00:44","slug":"mental-health-fund-needed-to-save-psychiatric-hospitals-akwasi-osei","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2016\/10\/mental-health-fund-needed-to-save-psychiatric-hospitals-akwasi-osei\/","title":{"rendered":"Mental health fund needed to save Psychiatric Hospitals &#8211; Akwasi Osei"},"content":{"rendered":"<p>The Mental Health Authority has urged government to pass the Legislative Instrument (LI) on mental health to end the frustration of Psychiatric Hospitals constantly relying on government for funding.<\/p>\n<p>Dr Akwasi Osei, Chief Executive Officer of the Mental Health Authority, told <strong>Citi News <\/strong>the LI includes the establishment of the mental health fund which will provide funds to run the various mental health facilities in the country.<\/p>\n<p>Dr. Osei said, \u201cThe mental health law talked about the establishment of a mental health fund. That mental health fund will be fed through the mental health levy which may be part of an existing levy or capitation like NHIA, VAT or road fund.\u201d<\/p>\n<p>He added that, the passage of the LI was dependent on the agreement of the Ministry of Finance to provide clarity on how to introduce the levy.<\/p>\n<p>\u201cWe\u2019ve not been able to get the Ministry of Finance to put a finger on exactly what it [levy] is. If we are able to do that, it will then go to parliament to be passed and implemented, then we can begin receiving funding and this will not become an issue,\u201d he said.<\/p>\n<p>The <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2016\/09\/28\/accra-psychiatric-hospital-shuts-down-opd-audio\/\">Accra Psychiatric Hospital on Wednesday shut down its Out-Patient Department<\/a><\/strong><\/span>, turning away patients due to the lack of basic supplies.<\/p>\n<p>Dr Akwasi Osei has described the situation as worrying. He said the various Psychiatric Hospitals in the country are \u201cseriously handicapped.\u201d<\/p>\n<p>\u201cThe Ministry [of Finance] has\u00a0to simply release money for us to run the service. That notwithstanding, the Board has also been in discussion with the Ministry and the Board is going to convene another emergency meeting on this situation,&#8221; he said.<\/p>\n<p><strong>&#8216;Accra Psychiatric Hospital OPD shuts down&#8217;<\/strong><\/p>\n<p>The Accra Psychiatric Hospital on Wednesday shut down its OPD over <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/citifmonline.com\/2016\/09\/29\/we-dont-even-have-a-4-sheets-accra-psychiatric-hospital-laments\/\">lack of some working basic items<\/a><\/strong><\/span> including A4 sheets to record health information.<\/p>\n<p>A member of the Hospital\u2019s Public Relations Unit, Edwina Ankomah, lamented on <strong>Eyewitness News<\/strong> that, the hospital is in dire need of basic things like \u201cgloves, disinfectants and\u00a0stationery and paper.\u201d<\/p>\n<p>Persons\u00a0who visited the Accra Psychiatric Hospital on Wednesday, were turned away,\u00a0and the\u00a0hospital\u2019s administrators have said they were compelled to take such a decision due to worsening financial constraints.<\/p>\n<p>&#8211;<\/p>\n<p>By: Jonas Nyabor\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Mental Health Authority has urged government to pass the Legislative Instrument (LI) on mental health to end the frustration of Psychiatric Hospitals constantly relying on government for funding.
