{"id":253493,"date":"2016-09-29T17:06:22","date_gmt":"2016-09-29T17:06:22","guid":{"rendered":"http:\/\/citifmonline.com\/?p=253493"},"modified":"2016-09-29T17:06:22","modified_gmt":"2016-09-29T17:06:22","slug":"new-jersey-train-disaster-kills-one","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2016\/09\/new-jersey-train-disaster-kills-one\/","title":{"rendered":"New Jersey train disaster &#8216;kills one&#8217;"},"content":{"rendered":"<p class=\"story-body__introduction\">At least one person has been killed and dozens injured, some of them critically, after a commuter train crashed into a railway station in the US state of New Jersey.<\/p>\n<p>The train reportedly went through ticket barriers and into the reception area of Hoboken station.<\/p>\n<p>Images show extensive damage to the train carriages and station, with part of the building roof caved in.<\/p>\n<p>Witnesses described a scene of horror at the station.<\/p>\n<p>A huge emergency services operation swung into action following the crash, with firefighters and transport staff helping people from wrecked carriages.<\/p>\n<p>A spokeswoman for New Jersey Transit, Jennifer Nelson, told reporters that 20 ambulances had arrived at the scene to take the injured to hospital.<\/p>\n<p>Hoboken is across the Hudson River from New York City. Many commuters use the busy station to travel into Manhattan.<\/p>\n<p>New Jersey Governor Chris Christie confirmed there had been one fatality. Earlier reports said three people had died.<\/p>\n<h3 class=\"story-body__crosshead\">US rail safety<\/h3>\n<p>In 2008 the US Congress <a class=\"story-body__link-external\" href=\"https:\/\/www.fra.dot.gov\/eLib\/Details\/L03588\">passed a law<\/a> requiring all trains to install <a class=\"story-body__link-external\" href=\"https:\/\/www.aar.org\/policy\/positive-train-control\">Positive Train Control (PTC)<\/a> systems by the end of 2015.<\/p>\n<p>But most rail companies were unable to meet the deadline as the system is expensive and complex to install. Some rail lines &#8211; including <a class=\"story-body__link-external\" href=\"http:\/\/www.nj.com\/traffic\/index.ssf\/2015\/10\/nj_transit_says_rail_service_could_cease_in_3_months_unless_feds_act.html\">New Jersey Transit<\/a> &#8211; threatened to shut down completely if it was enforced. In response, Congress<a class=\"story-body__link-external\" href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/3819\">extended the deadline<\/a> to install PTC systems to 2018.<\/p>\n<p>Rail lines can then apply for an additional two-year extension to finalise updates and test the system. But safety targets for New Jersey&#8217;s commuter trains say PTC installation should be completed by 2018.<\/p>\n<p>According New Jersey Transit&#8217;s most recent PTC <a class=\"story-body__link-external\" href=\"file:\/\/\/D:\/Downloads\/NJTR_Quarterly_PTC_Progress_Report_Form_Q1_Q2FNL29Jul16.pdf\">progress report<\/a>, none of the 440 trains on the New Jersey Transit rail line are equipped with PTC, nor have any employees been trained on the equipment.<\/p>\n<p>PTC safety systems are designed to automatically override the actions of train engineers if the locomotive is travelling too fast. In effect, they act as a safeguard against &#8220;human error&#8221; which could cause derailments or collisions.<\/p>\n<p>The system uses wifi, GPS and a specific coding system to relay real-time information from trains to control centres.<\/p>\n<p>Last year, <a class=\"story-body__link-external\" href=\"https:\/\/www.theguardian.com\/us-news\/2015\/may\/14\/amtrak-promises-automatic-braking-crash\">the Guardian reported<\/a> that US trains were far behind those in Europe, which have had automatic safety systems for years.<\/p>\n<p>Commuter Mark Cardona described a &#8220;horror scene&#8221; at the station.<\/p>\n<p>&#8220;I was on my way to work. I was halfway along the platform when I saw a runaway train coming at me.<\/p>\n<p>&#8220;It went full speed into and then through the building.<\/p>\n<p>&#8220;I froze. People were screaming&#8230; The ceiling started to collapse.
