{"id":188125,"date":"2016-02-08T19:41:40","date_gmt":"2016-02-08T19:41:40","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=188125"},"modified":"2016-02-08T19:41:40","modified_gmt":"2016-02-08T19:41:40","slug":"imani-raises-red-flag-over-afriwave-deal","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2016\/02\/imani-raises-red-flag-over-afriwave-deal\/","title":{"rendered":"IMANI raises red flag over Afriwave deal"},"content":{"rendered":"<p style=\"text-align: justify;\">IMANI Ghana is raising serious concerns over a contract awarded to Afriwave Telecom Ghana Limited to provide a common platform for the routing, switching, billing and settlement of interconnect traffic for the telecommunication industry.<\/p>\n<p style=\"text-align: justify;\">These concerns follow <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/4cd.e16.myftpupload.com\/2016\/01\/31\/omane-boamah-has-no-shares-in-our-company-afriwave\/\" target=\"_blank\">similar claims<\/a><\/strong><\/span> raised by Member of Parliament for Obuasi West, Kweku Kwarteng against the bill on grounds of confidentiality.<\/p>\n<p style=\"text-align: justify;\">[contextly_sidebar id=&#8221;AI5lNqWfUJLGWwlSXo4rvB7vcWN9UXVg&#8221;]The National Communications Authority (NCA) on December 2, 2014, invited applications for the grant of a license to enable service providers establish, maintain and operate a clearinghouse service for the telecommunication industry.<\/p>\n<p style=\"text-align: justify;\">Five institutions applied for the contract, including; Afriwave Telecom Ghana Limited, Subah Infosolutions, Progidy International Limited, TCMS-GVG Consortium Limited and Channel IT Limited.<\/p>\n<p style=\"text-align: justify;\">But an eight member Application Evaluation Panel (AEP) chaired by Albert E. Enninful, and set up by the NCA to vet the bidders, awarded the contract to Afriwave under circumstances IMANI Ghana says \u201cclearly betrayed the scheme\u2019s parochial intentions.\u201d<\/p>\n<p style=\"text-align: justify;\">In an IMANI Alert issued on Monday, it accused the Application Evaluation Panel of skewing the evaluation processes to ensure that Afriwave won the contract.<\/p>\n<p style=\"text-align: justify;\">It cited the panel\u2019s award of five marks to Afriwave in sections where the marks attainable were \u20181\u2019.<\/p>\n<p style=\"text-align: justify;\">It also said the panel had not visited Afriwave\u2019s operational locations to ascertain their capacity to execute the contract. IMANI thus raises concern that the Panel not only \u201cmanipulated raw scores to enable Afriwave emerge as winner of the bid but also [recommended] the granting of a monopoly license to the same company.<\/p>\n<p style=\"text-align: justify;\">According to IMANI, Afriwave also lacks the capacity to undertake and provide a clearinghouse service for the telecommunication industry.
