A private legal practi\u00actioner, I.B. Akwantey has petitioned President John Dramani Mahama to re\u00acmove from office Justice Dennis Dominic Adjei of the Court of Appeal for al\u00aclegedly collecting money from judges of the lower bench for promotions and the opportunity to study abroad.<\/p>\n
According to the peti\u00actioner, in one instance, Jus\u00actice Adjei is said to have collected \u20b52,000 from Judge Benjamin Osei and promised to add his name to a promotions list which he compiles.<\/p>\n
Article 146 (3) of the 1992 Constitution provides that, \u201cIf the President re\u00acceives a petition for the removal of Justices of a Superior Court other than the. Chief Justice or for the removal of the Chairman of a Regional Tribunal, he shall refer the petition to the Chief Justice, who shall de\u00actermine whether there is a prima facie case.\u201d<\/p>\n
I.B. Akwantey filed the petition based on the above constitutional provision.<\/p>\n
According to the peti\u00action, Justice Adjei told Judge Osei that he had fin\u00acished compiling the pending list, and mentioned that Judge Kwame Osei Gyamfi of Goaso Circuit had been added.<\/p>\n
After taking the money, Justice Dennis Dominic Adjei allegedly advised Judge Osei to go see His Honour Bernard Bentil, also of the Chief Justice Secre\u00actariat.<\/p>\n
\u201cJustice Adjei js reported to have described Judge Bentil as the \u2018Chief of Staff’ at the Chief Justice Secre\u00actariat.<\/p>\n
\u201cAccording to Judge Osei, he also went to \u2018see\u2019 Judge Bentil and, between the two of them, an amount of \u20b54.000 was taken from Judge Benjamin Osei\u201d, the petition said.<\/p>\n
The petitioner said the singular case of taking money for promotion, if true, goes to confirm the rumour that promotions are both for sale and discrimi\u00acnatory.<\/p>\n
\u201cTo my mind, it is no co\u00acincidence that some of us have worked tirelessly over eight years without being invited once to write promo\u00action exams.<\/p>\n
\u201cJudge Benjamin Osei had worked with the judici\u00acary for 18 years without blemish but he is still a Cir\u00accuit Court Judge.<\/p>\n
\u201cHe, therefore, decided to put the two big men at the Chief Justice Secretariat to test, and it proved positive,\u201d I.B. Akwantey said in the petition.<\/p>\n
He said Judge Benjamin Osei is very passionate about this matter and is ever prepared to testify and prove that Justice Adjei collected the money from him, adding that Judge Osei is also pre\u00acpared to describe the cir\u00accumstances under which the money was paid to the \u201cbig men\u201d at the Chief Justice Secretariat.<\/p>\n
