{"id":157817,"date":"2015-10-07T12:00:35","date_gmt":"2015-10-07T12:00:35","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=157817"},"modified":"2015-10-07T14:58:58","modified_gmt":"2015-10-07T14:58:58","slug":"local-governance-analyst-advocates-wages-for-assembly-members","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2015\/10\/local-governance-analyst-advocates-wages-for-assembly-members\/","title":{"rendered":"Local Governance analyst advocates wages for assembly members"},"content":{"rendered":"<p style=\"text-align: justify;\">A Local Governance Analyst, Dr. Eric Oduro Osae, has suggested\u00a0that assembly members be paid complete salaries to facilitate their work at the local government level.<\/p>\n<p style=\"text-align: justify;\">Currently, assembly members unlike their respective Metropolitan, Municipal and District Chief Executives (MMDCEs), are only entitled to sitting allowances and sometimes an end of service package considered meagre.<\/p>\n<p style=\"text-align: justify;\">Many believe the lack of remuneration and proper end of service reward, \u00a0has largely contributed to the ineffectiveness of some assembly members in the discharge of their duties at the various assemblies.<\/p>\n<p style=\"text-align: justify;\">[contextly_sidebar id=&#8221;WqK1pfF94y0EHY3TFOSpNnJYDzYcsO1x&#8221;]Speaking on <strong>Eyewitness News<\/strong>, the Dean of Graduate Studies and Research at the Institute of Local Government Studies also described the situation as a critical one that requires urgent revision.<\/p>\n<p style=\"text-align: justify;\">\u201cIt is something that is affecting the functioning of the assembly members; if we are able to pay the assembly members just like the DCEs, I am sure that it will support them in performing their functions. I am sure the Constitutional Review Commission made some recommendations to that effect but they are yet to be implemented,\u201d he\u00a0\u00a0said.<\/p>\n<p style=\"text-align: justify;\">Meanwhile Dr. Osae has described as \u2018unfortunate\u2019 the seeming infiltration of party politics in the affairs of the various MMDAs across the country.<\/p>\n<p style=\"text-align: justify;\">Reports from the Nkwanta South district of the Volta region during the <strong><span style=\"color: #666699;\"><a style=\"color: #666699;\" href=\"http:\/\/4cd.e16.myftpupload.com\/2015\/10\/05\/president-to-inaugurate-mmdas-on-tuesday\/\" target=\"_blank\">inauguration of the newly elected assembly members<\/a> <\/span><\/strong>on Tuesday, indicated that the first meeting of the assembly had to be suspended due to agitations by some perceived supporters of the New Patriotic Party (NPP) and National Democratic Congress (NDC).<\/p>\n<p style=\"text-align: justify;\">Other assemblies like Ashaiman, KMA, and Shai Osu Doku were also reported to have recorded some challenges which affected the successful conduct of meetings to elect presiding members.<\/p>\n<p style=\"text-align: justify;\">\u201cIt is rather unfortunate that political party colors are showing at the point of electing presiding members, but the development can also be attributed to the appointment of DCEs.\u00a0I will advise all district assemblies to bury their political differences but rather hire someone who is competent as a presiding member who will ensure that the DCEs act to develop the respective assemblies\u201d.<\/p>\n<p style=\"text-align: justify;\">Newly elected assembly members were ushered\u00a0into office by the Local Government\u00a0Ministry on Tuesday.<\/p>\n<p style=\"text-align: justify;\">Presently, what is unclear is the ability of the various MMDAs to prepare and present composite budgets to the finance ministry as the sector minister is yet to present the nation&#8217;s 2016 budget to parliament next month for approval.<\/p>\n<p style=\"text-align: justify;\">&#8211;<\/p>\n<p style=\"text-align: justify;\">By: Pius Amihere Eduku\/citifmonline.com\/Ghana<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Local Governance Analyst, Dr. Eric Oduro Osae, has suggested\u00a0that assembly members be paid complete salaries to facilitate their work at the local government level.
