{"id":157343,"date":"2015-10-05T13:57:42","date_gmt":"2015-10-05T13:57:42","guid":{"rendered":"http:\/\/4cd.e16.myftpupload.com\/?p=157343"},"modified":"2015-10-05T14:06:31","modified_gmt":"2015-10-05T14:06:31","slug":"inauguration-of-mmdas-without-govt-appointees-illegal-kyei-baffour","status":"publish","type":"post","link":"https:\/\/citifmonline.com\/2015\/10\/inauguration-of-mmdas-without-govt-appointees-illegal-kyei-baffour\/","title":{"rendered":"Inauguration of MMDAs without Gov\u2019t appointees illegal \u2013 Kyei Baffour"},"content":{"rendered":"<p style=\"text-align: justify;\">A Local Governance Analyst, George Kyei Baffour has described government\u2019s intended <span style=\"color: #666699;\"><strong><a style=\"color: #666699;\" href=\"http:\/\/4cd.e16.myftpupload.com\/2015\/10\/05\/president-to-inaugurate-mmdas-on-tuesday\/\" target=\"_blank\">inauguration <\/a><\/strong><\/span>of the various Metropolitan, Municipal and District Assemblies (MMDAs) as illegal.<\/p>\n<p style=\"text-align: justify;\">Deputy Local Government Minister, Emmanuel Agyekum, told Citi News in an interview that all is set for the inauguration of the various Metropolitan, Municipal and District Assemblies (MMDAs) on Tuesday, October 6.<\/p>\n<p style=\"text-align: justify;\">The inauguration to be done by President Mahama is to allow the various MMDAs to commence full operations.<\/p>\n<p style=\"text-align: justify;\">There has been pressure on government to inaugurate the assemblies to meet the deadline for the submission of composite budgets.<\/p>\n<p style=\"text-align: justify;\">Confirming the inauguration to Citi News, Mr. Agyekum also dismissed claims that the government has not made any provision to facilitate the inauguration\u2019 hence the delays.<\/p>\n<p style=\"text-align: justify;\">But in an interview with Citi News, Mr. George Kyei Baffour explained that the intended inauguration is without government\u2019s appointments to the assemblies, which constitute 30% of the MMDAs composition.<\/p>\n<p style=\"text-align: justify;\">He thus wondered why government would go ahead with the inauguration without the appointees.<\/p>\n<p style=\"text-align: justify;\">\u201cIt will be illegal for an inauguration of assembly to be done especially when elections have been conducted and the new assemblies are supposed to be put together to function and government appointees are not ready\u2026That will be an illegality because the Constitution in Article 242 defines membership of a corporate assembly and that includes 30% of government appointees so that will be an illegality.<\/p>\n<p style=\"text-align: justify;\">&#8220;Apart from that, looking at the standing orders of the house, once the assembly is inaugurated, they are supposed to elect a presiding member and elected members alone cannot elect a presiding member because that will not be the full complement of the assembly.
