An Accra Human Rights Court has dismissed an injunction application which sought to halt the implementation of \u00a0government’s planned single window scheme at the ports.<\/p>\n
According the ruling given by justice JA Okwabi on Monday, there was “nothing to protect as the contract had already been signed and ready to be implemented.”<\/p>\n
How the West Blue deal unfolded:<\/strong><\/p>\n July 2, 2015:<\/strong>\u00a0The Chief of Staff, Julius Debrah, in a letter directed the Minister of Finance, Seth Terkper to solely engage the West Blue consulting for the purposes of the single window implementation project for Ghana. July 10,2015:\u00a0<\/strong>A legal practitioner and MP, Alex Afenyo Markin threatened to drag the state to court<\/a><\/strong><\/span>\u00a0over the matter.<\/p>\n July 13, 2015:<\/strong>\u00a0The Chairman of the Concerned Freight Forwarders Association, Dennis Sefa Amful said government erred<\/a><\/strong><\/span> in rushing to give the contract to \u00a0West Blue Consulting.<\/p>\n July 23, 20105:<\/strong> The Finance Minister Seth Tekper, \u00a0defended government\u2019s resolve<\/a><\/strong><\/span> to award the single window and risk management systems contract at the ports to West Blue Consulting.<\/p>\n July 27, 2015:\u00a0<\/strong>The Attorney General (AG) challenged the jurisdiction<\/a><\/strong> <\/span>of an Accra High Court to hear the case.<\/p>\n July 31, 2015: <\/strong>An\u00a0Accra Fast Track Court struck out the West Blue case<\/a><\/strong><\/span> brought against the government.<\/p>\n August 1, 2015:<\/strong>\u00a0The lawyers for the freight forwarder who dragged government to court said\u00a0client may still pursue the matter<\/a><\/strong><\/span> although the court dismissed it.<\/p>\n August 4, 2015:<\/strong> The\u00a0Destination Inspection Companies (DICs) at Ghana\u2019s ports were subsequently\u00a0directed to hand over<\/a><\/strong><\/span>.<\/p>\n August 6, 2015:<\/strong>\u00a0Tema Port based Freight Forwarder, Michael Kweku Gyan, went back to court<\/a><\/strong><\/span> with fresh lawsuits targeted at stopping the planned West Blue deal with the Government of Ghana.<\/p>\n August 10, 2015:<\/strong> A senior official of the Ministry of Finance disclosed\u00a0the signing of the agreement<\/a><\/strong> <\/span>of Ghana\u2019s Single Window Project.<\/p>\n July 12, 2015:\u00a0<\/strong>Lawyer for the Freight Forwarder, Alex Afenyo Markin described as an error<\/a><\/strong><\/span>, the decision by government to proceed with the contract.<\/p>\n August 27, 2015:<\/strong> The Chief Executive Officer for West Blue Consulting Limited, Madam Valentina Mintah promised efficient delivery<\/a><\/strong><\/span> of the nation\u2019s single window project.<\/p>\n August 28, 2015:<\/strong>\u00a0 Workers of the five destination inspections called on government to allow the Ghana Revenue Authority employ them to avert job losses<\/a><\/strong><\/span>.<\/p>\n
