Professor Obeng Mireku has been appointed the new substantive Vice-Chancellor of Wisconsin International University College, Ghana with effect from August 1, 2017.

He takes over from former Acting Vice-Chancellor, Dr Carlos Arrow.

Prior to his appointment, Professor Mireku was a Visiting Professor of Law at the University of Cape Coast, where he also had a brief stint as Acting Dean of the Faculty of Law.

A statement from the University College said a search committee, chaired by Professor Kwame Karikari, found Professor Mireku to be the best candidate following a keenly competitive process.

Educational background
Professor Mireku studied law at universities in three jurisdictions: first, at the University of Ghana, leading to a Bachelor of Laws LL.B (Hons) degree; further, at the University of the Witwatersrand, South Africa, where he attained an LLM degree; and later at the University of Hannover, Germany where he earned the Dr. Jur. (Doctor of Laws) degree.

Academic career
His teaching and academic career, which began in Ghana, took him to Liberia, Nigeria and later South Africa, until 2016, when he relocated to Ghana.
Before relocating to Ghana, he had completed an extensive stint as an academic at three universities in South Africa; namely, University of Fort Hare, University of Venda and the University of Limpopo.

Research and networking
Professor Mireku has an extensive teaching, research and publication record in the areas of constitutional law, administrative law and human rights.

An outstanding example of networking and research coordination was his role as project co-leader in the million-dollar Constitutional Justice Project at the University of Fort Hare on the ‘Assessment of the Impact of Decisions of the Constitutional Court and Supreme Court of Appeal on the Transformation of Society’ that was funded by the Department of Justice and involved 32 researchers and field staff as well as judges, universities and civil society organizations.

He is the Managing Editor of Speculum Juris, an accredited law journal, and is a member of the Editorial Board of the US-China Review law journal.

Professor Mireku has also published a book, Constitutional Review in Federalised Systems of Government: A Comparison of Germany and South Africa.

The new Vice-Chancellor has also served as an external examiner, a peer reviewer of legal publications and as a postgraduate thesis supervisor.

Leadership
Professor Mireku brings on board vast academic leadership and management experience as Head of Department, founding Director of a Human Rights research center and dean of various law faculties at universities in South Africa and Ghana. As a result, he has acquired the ability and skills to provide strategic direction and leadership at the highest level of management.

He has held memberships of various professional organisations, and is currently a Board Member of the International Association of Law Schools and a Member of the Global Law Deans Forum.

US President-elect Donald Trump has attacked Hillary Clinton over her campaign’s support for a recount of votes in the state of Wisconsin.

Mr Trump reminded his Democratic rival that she had already conceded, and published remarks from the presidential debates in which she had urged an acceptance of the poll results.

Mrs Clinton was then reacting to Mr Trump’s refusal to respect the outcome.

The recount in Wisconsin was initiated by Green Party candidate Jill Stein.

The state was narrowly won by Mr Trump.

Dr Stein also wants recounts in Michigan and Pennsylvania, citing “statistical anomalies”.

The Green Party nominee reportedly wants to be sure computer hackers did not skew the poll in favour of Mr Trump.

Concerns over possible Russian interference had been expressed in the run-up to the vote.
The US government has said Russian state actors were behind hacks on the Democratic National Committee, a claim denied by Moscow.

Results would need to be overturned in Wisconsin, Michigan and Pennsylvania to alter the outcome of the 8 November presidential election – something analysts say is highly unlikely.

Democratic candidate Hillary Clinton’s campaign has said it will participate in Wisconsin’s recount.

Her campaign’s general counsel, Marc Elias, said there was no evidence to conclude the election had been sabotaged, but “we have an obligation to the more than 64 million Americans who cast ballots for Hillary Clinton to participate in ongoing proceedings to ensure that an accurate vote count will be reported”.

Posting on Twitter, Mr Trump said the recount decision was “sad”.

“So much time and money will be spent – same result!” he said.

He had earlier accused Dr Stein of trying to “fill her coffers with money” on the pretext of asking for donations towards a recount.

Her website says more than $6m (£4.8m; €5.6m) has already been raised toward a $7m target. It says this is enough to fund the recounts in Wisconsin, Pennsylvania and Michigan.

The deadline for the petition for the recount in Wisconsin was Friday, while Pennsylvania’s deadline is Monday, and Michigan’s is Wednesday.

Michigan is yet to declare its final results.

Officials in Wisconsin are preparing to conduct a full recount of the votes from the US election in the state, which was narrowly won by Donald Trump.

A formal request for the recount was filed by the Green Party’s Jill Stein.

Lawyers for Hillary Clinton’s campaign say they will participate in the Wisconsin recount, though it is thought highly unlikely the result will change.

$7m fundraising target

In statement, the Wisconsin Elections Commission said it had received two recount petitions from the Jill Stein campaign and from Rocky Roque De La Fuente, a businessman who ran unsuccessfully to be the 2016 Democratic presidential nominee.

“The Commission is preparing to move forward with a statewide recount of votes for President of the United States, as requested by these candidates,” said Wisconsin election commission administrator Michael Haas.

He said the recount would begin in the week after Dr Stein’s campaign has paid the fee, which the commission was still calculating.

Dr Stein’s campaign needs to raise millions of dollars to cover the fees for the vote recount in all three states.

Dr Stein’s website says nearly $5.3m (£4.2m) has already been raised toward a $7m target. It says this is enough to fund the recounts in Wisconsin and Pennsylvania.

Concerns over possible Russian interference had been expressed in the run-up to the vote.

Voting rights lawyers who urged candidates to request recounts, John Bonifaz and J Alex Halderman, have said the results need to be closely analysed.

However, the fact that the results in the three states were different from what polls predicted was “probably not” down to hacking, Mr Halderman said.

“The only way to know whether a cyber-attack changed the result is to closely examine the available physical evidence ,” he wrote.

The deadline for the petition for the recount in Wisconsin was Friday, while Pennsylvania’s deadline is Monday, and Michigan’s is Wednesday.

Wisconsin provides only 10 votes in the crucial electoral college that gave Mr Trump victory in the 8 November election.

Wins there for Mrs Clinton, as well as in Michigan (16 electoral votes) and Pennsylvania (20 electoral votes), would have clinched the presidency for the Democrat.

US officials have said there was no evidence of election tampering in the three states where Republican candidate Donald Trump had razor-thin victories over his Democratic rival.

Mr Trump’s camp has made no public comments on the recounts issue.

Mr Trump won 290 electoral votes in the November election, while Mrs Clinton had 232 votes.

Michigan is yet to declare final results.
