The Minister for Sanitation and Water Resources, Joseph Kofi Adda, says claims that the Wa Water Project was started under the erstwhile Mahama administration should be disregarded.

Mr. Adda says the project was the brainchild of the previous New Patriotic Party (NPP) administration under President Kufour.

“This project started in 2008; a delegation including myself and current President Akufo went to the Far East and China to look for funds for this project.”

The opposition National Democratic Congress (NDC) in the Upper West Region has chided President Akufo-Addo for failing to give former President Mahama credit for the project which was commissioned on Monday.

President Akufo-Addo at the commissioning of the project on Monday, said, “it was in his (President Kufuor’s) time that the financing for this project was secured, as far back as 2008. But, unfortunately, after he left [office in 2008], it took five years under the NDC successor governments before the construction of the project began.”

President Akufo-Addo added that “God has his own way of doing things. A project that was started by Kufuor is going to be commissioned by Akufo-Addo. That is the way the Almighty works” he said.

But the NDC says the project was started by them under President Mahama. The party in a statement signed by the Upper West Regional Director of Communications, Issaku Issa Jerry, said “President Akufo Addo is deceiving Ghanaians to score cheap political points.”

He added that “President Akufo Addo and the NPP must provide evidence that the project started under Kufour.”

But speaking to Citi News, Joseph Kofi Adda said the NDC has no hand in the project.

“It’s surprising NDC wants to lay claim over this project. Where were they when we conceived the idea to provide the people of Wa with water.”

The $55.50 million water project at Jambusie, which was constructed with a facility from the Korean Exim Bank, will supply 3.3 million gallons of water per day to the 100,705 residents of Wa.

President Akufo-Addo urged residents of Wa to “look after the project and make sure you use the water with care. Turn off the taps [when not in use], continue to conserve water, and settle the little bills that would come, so that the project would continue to run and provide you with the service.”

The President commissioned the project on Monday as part of two-day tour of the region.

The truck driver charged over the fatal crash that also injured comedian Tracy Morgan is due in court.

Court papers claim Walmart driver Kevin Roper, 35, had not slept for more than 24 hours before the accident early on Saturday morning.

He swerved to avoid traffic on the New Jersey Turnpike, crashing into Morgan’s limo bus and killing fellow comedian James McNair, known as Jimmy Mack.

Roper is facing death by auto and assault charges.

Morgan, who was nominated for an Emmy for his role in 30 Rock, is in a critical but stable condition after surgery on his leg at the weekend.

Earlier this week, the comedian’s spokesman Lewis Kay dismissed online rumours that his leg had to be amputated, calling them “completely fabricated”.

Morgan suffered a broken femur, a broken nose and several broken ribs in the accident, in which two other passengers were seriously injured.

One further passenger was treated and released from the hospital on Saturday while the limo driver and another passenger were unhurt.

New Jersey State Police have now released audio recordings of the three emergency calls made after the crash.

One unidentified woman told the operator: “It’s a terrible accident. The car flipped. It’s on its side. It’s two vehicles and a Walmart truck.”

Morgan, who also starred in Saturday Night Live, was scheduled to start filming ten episodes of a new half-hour comedy show in August, for cable network FX.

“The only thing we are concerned with is the health and recovery of Tracy Morgan and the victims of this tragic accident,” said the network in a statement.

“We will support Tracy and his family in every way possible throughout his recovery. At the point when Tracy has recovered and decides that he is ready to go back to work, his show will be waiting for him.”

An Accra Central Magistrates’ Court has refused the application of the prosecution to order Lawrence Nana Asiamah Hanson, aka Bulldog, an Artist Manager to make available password to his phones for further investigations.

The court asked prosecution to provide a reasonable ground why the court should make such an order to access the private phone of the accused person.

Bulldog pleaded not guilty to charges of conspiracy to commit crime and murder.

The counsels for the accused person led by King Garry Marfo raised objection to the application filed by the prosecution, describing it as “witch hunting”.

He said what the prosecution was doing could also amount to “fishing expedition”.

The accused is being held for the murder of Emmanuel Fennac Okyere, the manager of Emmanuel Botwe popularly known as Kwaw Kese.

The Human Rights Court has granted bail to the accused person in the sum of GH₵20,000.

Bulldog was first arraigned on May 19. The Court presided over by Mrs Mavis Kwainoe has adjourned the case to June 30.

A High Court presided over by Her Ladyship; Adoley Azu has adjourned to 5th June the case involving The Forum for Governance and Justice (FGJ) and the Trade Union Congress (TUC).

The Public Utility Regulatory Commission (PURC) mandated a commissioner of the Commission, David Ametepe to represent the Commission as witness of the plaintiff.

The plaintiff, lawyer George Tetteh Wayo in his examination of the PURC sought to explain the effects of the pull out by the TUC.

The TUC last year suspended their membership on the board following the upward adjustment of tariffs.

The FGJ is therefore praying the court to order the Union to restore its membership on the board of the PURC.

In an interview with Citi News, the Director of Communications for the Forum, Robert Afulimi said though TUC is now being represented on the board, he seeks to make the court declare TUC’s action as unconstitutional “so that no one will repeat the this same action some time to come”

The presiding judge adjourned the case to June 5, 2014 where the examination of the second witness of the plaintiff will be continued.

Human Rights Division of the Accra High Court has adjourned to June 2, 2014, the case in which DSP Gifty Mawuenyega Tehoda is suing the Ghana Police Service for the wrongful termination of her appointment among other reliefs.

Joy Fm’s Evans Mensah was in court on Tuesday with copies of an interview with COP Rose Bio Atinga which lawyers of Gifty Tehoda are presenting as evidence.

But the court could not hear the evidence as a CD player was not available.

In an interview with Citi News, lawyer for DSP Tehoda, E. A Voduagu stated that the said interview with COP Rose Bio Atinga was once played in court as evidence “however, when it came to a stage where he had to leave a copy with the court, he was not having enough copies.”

The court therefore, ordered Mr. Mensah to make enough copies for the court but when the copies were brought to court, a CD player was not available to play back the interview.

Lawyer Voduagu told Citi News, the court has ordered them to make available a CD player during the next court sitting “so that we can play the CD to the hearing of everybody and at that stage, we can tender it in as evidence.

The case involving DSP Tehoda began on September 27, 2011 when one Nana Ama Martin’s was arrested for possessing large parcels suspected to be cocaine which later turned into bicarbonate or baking soda.

DSP Tehoda was linked to the deal for which reason she was interdicted and subsequently dismissed from the Ghana Police Service as Deputy Commander in charge of the Commercial Crimes Unit of the Ghana Police Service.

The Financial Division of the High Court Monday directed two ministries to produce a letter which challenged the Local Organizing Committee (LOC) of CAN 2008’s proposal that a Chinese construction firm be allowed to partake in the bidding process for the stadia construction project.

By the directive, the ministries of Education and Sports are expected to produce the said letter which was alleged to have been signed by then Minister of Education and Sports, Mr Yaw Osafo-Maafo.

Counsel for businessman Alfred Agbesi Woyome, Mr Sarfo Buabeng, is expected to follow up on the search, get the letter and report back to the court on May 29, 2014.

According to the court, presided over by Mr Justice John Ajet-Nasam, its order was aimed at ensuring justice and fair trial.

The order followed a request put forward by Mr Buabeng after he withdrew a bid to tender the said letter through Woyome.

The withdrawal was due to an objection raised by a Chief State Attorney, Mrs Yvonne Attakorah-Obuobisa, who argued that the letter could not be admitted in evidence because it was ineligible and not signed.

The letter

Continuing with his evidence yesterday, Woyome told the court that Mr Osafo-Maafo signed the letter dated July 24, 2005, that informed the LOC that procurement procedures for the stadia construction could not be sidestepped.

According to Woyome, who was testifying in his GH¢51.2 million criminal case, Mr Osafo-Maafo called him to a meeting and informed him (Woyome) that his consortium had been selected for the construction of stadia for CAN 2008, and further urged him to see then Deputy Minister of Education and Sports, Mr O.B. Amoah, for more information.

He said he followed up to Mr Amoah’s office but Mr Amoah told him (Woyome) to hold on, without any explanation.

According to the accused person, he later gathered that the LOC had written to the Ministry of Education and Sports requesting that the proposal of the Shanghai Group of China be considered, although it had not participated in the bidding process which had been concluded.

He said he also learnt that Mr Osafo-Maafo had written back to the LOC indicating that the procurement process could not be circumvented.

Vanlare Dosoo Committee

Woyome took the court through the processes he went through to submit bidding documents on behalf of Vamed Engineering and Waterville.

He said Vamed Engineering transferred all rights for the stadium construction to Waterville, except hospital construction.

The accused person told the court that he appeared before the finance committee set up by Mr Osafo-Maafo to evaluate financial documents his consortium submitted for the bidding.

Aside that, the accused person stated that he also appeared before the Vanlare Dosoo Committee twice to explain certain issues, just like other bidders had done, and added that a concurrent approval was subsequently issued by the Central Review Tender Board (CRTB) for the award of contract to the Vamed and Waterville group, which he said the committee had “adjudged to have won the bid”.

Bridge financing

Explaining further, Woyome said the processes leading to the government guaranteeing the Multilateral Investment Guarantee Agency (MIGA) of the World Bank would have taken four monthswhich the committee said would delay the stadia construction project.

Based on that, the committee, he explained, asked if his consortium had an alternative financial arrangement to fill in the gap before the financial support from Banc Austria was ready.

“I presented the alternative arrangement which we termed ‘bridge financing’, which was arranged with a consortium of local banks. Merchant Bank was the lead bank,” Woyome pointed out.

According to him, the documents covering the bridge financing were given to the Ministry of Finance and Economic Planning (MOFEP), but the government later approached the bank and accessed the money after it (government) had abrogated its contract with the consortium.

He said the government eventually used that money to finance the Accra, El-Wak and Kumasi stadia.

The Accra Central Magistrate Court presided over by Her Worship, Mavis Kwanioo has adjourned hearing of the case involving Chief Executive Officer(CEO) of Bull Haus entertainment, Lawrence Nana Esiama Hanson also known as Bulldog and the state to June 2, 2014.

The court however, remanded Bulldog in police custody.

State Prosecutor, Chief Inspector Senkyi told the court on Monday that Mr. Asiama Hanson on November 26, 2012, had a confrontation with Fennec [the deceased] during a programme at the Accra International Conference Centre dubbed “Night with the Stars”.

According to the Inspector, investigations showed Bulldog subsequently had a confrontation with the deceased, Fennec Okyere on  an entertainment discussion programme on Peace FM.

“After the programme, Bulldog called Fennec and threatened to send his boys after him to teach him a lesson and to get rid of him,” the Chief Inspector told the court.

He went on to narrate that there were also a series of threatening voice calls and text messages from unknown persons believed to be agents of the suspect [ Bulldog].

According to Chief Inspector, police investigations also established that on March 12, 2014, Fennec received a call from an unknown caller.

The prosecution based on his narration  prayed the court to remand the suspect to allow the police continue with their investigations.

But the lawyer for the defendant, Gary Nimako said the case against his client is not enough reason to keep him in police custody.

In March, 2014, Fennec Okyere was stabbed to death by some unknown assailants in  his residence.

He was the manager of hi life musician, Kwaw Kesse.

The Accra Fast Track High Court has sentenced two persons to 30 years’ imprisonment for attacking a company on the Spintex Road and making away with various sums of money.

They are Nana Ama Agyeiwaa, a self-styled fitness instructor who is said to render services to high-profile personalities in their homes, and Avo Kevorkion, a Lebanese and showroom manager of Cemix Company Limited, where the robbery occurred.

Charges

They were charged with three counts of abetment of robbery, conspiracy to commit crime and robbery and the court, presided over by Mr Justice Mustapha Logoh, sentenced each of them to a 15-year prison term.

Cemix

Cemix Company Limited deals in power-generating machines and plants.

One of the accomplices, Osei Kwame, managed to escape with GH¢75,000, $320,000 and 111,000 Euros.

He is currently on the police wanted list.

Customer armed with gun and knife 

Prosecuting, an Assistant State Attorney, Nii Kpakpo Addo, told the court that the Managing Director (MD) of Cemix Company Limited, Jean Francis Mourad, was attacked by Agyeiwaa and Osei, who were armed with a knife and a pistol, about 11 a.m. on November 4, 2011.

He said Agyeiwaa and Osei went to the premises of the company under the pretext of buying power generators.

There, a frontline officer, Mohammed Fowel, informed the managing director about the presence of the prospective buyers and Mr Mourad asked that they be sent to his office.

According to the prosecution, while in the MD’s office, Agyeiwaa and Osei reiterated their interest in buying some of the generators.

“Suddenly, Osei pulled the pistol and threatened to kill the MD if he did not obey their instructions, while Agyeiwaa held the knife,” the prosecution said.

The escape 

Nii Addo said the MD was ordered to lie on the floor, after which Osei gave his pistol to Agyeiwaa to point it at Mr Mourad.

According to him, Osei then tied Mr Mourad’s hands and legs and subsequently dragged him into a washroom, after which the two ransacked the office and took the various sums of money.

“But while they were leaving the premises, Mr Mourad, who had managed to free himself, raised an alarm,” he added.

The two, according to the prosecution, jumped into a waiting taxi, which was pursued by some employees and a prisons officer, Corporal Yaro Bukari, who was driving by.

In the course of the chase, Agyeiwaa was captured, while Osei made away with the money.

Lebanese planned robbery 

Mr Addo said police investigations revealed that Kevorkion had been part of the plan to rob Cemix.

He said it was also found during investigations that Kevorkion was the one who had told Agyeiwaa and Osei where they could find the moneys.

He said the police also established that Kevorkion had been in constant phone contact with Agyeiwaa for some time now.

“Even during the robbery, the two were communicating with each other,” the prosecution said.

According to the police, Agyeiwaa admitted to being in a relationship with Kevorkion and also claimed that she had participated in the robbery under duress.

Kevorkion, on the other hand, denied knowing Agyeiwaa or ever having any form of relationship with her.

“Even when evidence of telephone communication was showed to him, he still denied,” Mr Addo told the court.

A former Chief of Staff under the Kufuor administration, Kwadwo Mpiani has denied given orders for the payment of $ 500,000 into a Ghana National Petroleum Corporation (GNPC) account for the financing of the CAN 2008 tournament in Ghana.

This follows a revelation made by embattled businessman, Alfred Woyome in court on Monday that ahead of the CAN 2008 tournament, the then Chief of Staff, Mr. Mpiani ordered the payment of $500,000 into a GNPC account at Prudential bank to finance initial projects for the tournament.

Responding to the claim on Eyewitness News on Monday, Mr. Mpiani denied saying, “he is lying…I am not aware of any such thing…definitely I have not done that and I am not aware of that.”

He indicated his readiness to appear in court to answer questions relating to the matter.

According to him, Mr. Woyome is in court trying to prove his case but his account of the payment of the said amount is untrue.

“I am saying he is lying and I don’t know whether he has perjured himself in court or not but what he said in court, I am saying it’s a lie as far as I am concerned.

Former Attorney General (AG), Martin Amidu in 2012 dragged Mr. Woyome to court over GHC 51 million paid to him as judgement debt by the state.

Mr. Amidu subsequently went to court to help the state to retrieve the GHC 51 million, which he contended was wrongfully paid to Woyome.

The State prosecutors presented nine witnesses to testify against Mr. Woyome.

The case is being heard at the Accra High Court presided over by His Lordship Justice John Ajet-Nassam.

Since Mr. Woyome opened his defense in court, the Attorney General and Minister for Justice, Marietta Brew Appiah-Oppong has been in court to support the prosecution team.

President John Mahama has announced, a bill on the restructured Ghana Youth Employment and Entrepreneurial Development Agency (GYEEDA) will be laid before Parliament soon.

The President announced this on Wednesday when he met Metropolitan, Municipal and District Chief Executives (MMDCEs) in Accra.

Last year, he ordered a complete overhaul of GYEEDA’s operations after investigations revealed massive corruption and misuse of public funds under the programme.

The President disclosed that the GYEEDA bill is expected to ensure proper oversight and efficiency in the management of the Agency.

“I foresee a more decentralized GYEEDA implementation which is focused at the district level and I believe that this will ensure a better supervision and more efficient use of the GYEEDA resources,” he said.

He said he is expectant that in the restructuring of GYEEDA, “systems will be put in place to ensure transparency and accountability.”

The Kufuor administration instituted the National Youth Employment Programme, (NYEP) but the programme was transformed into GYEEDA under the Mills administration.

It is an initiative set up to lessen the economic pressure on the unemployed youth in Ghana.

The programme is primarily to provide the unemployed youth with skills and short-term jobs.

But with the emergence of reports of financial malfeasance in the Agency, President Mahama ordered the management of GYEEDA to freeze all modules under the programme until ongoing reforms come to a close.

The programme is being restructured and officials indicted in the GYEEDA investigation have been processed for court.

The Financial Court division of an Accra Fast Track High Court is currently hearing the GYEEDA case.
