China has imposed tariffs of up to 25% on 128 US imports, including pork and wine, after US President Donald Trump raised duties on foreign steel and aluminium imports in March.

The tariffs affecting some $3bn (£2.1bn) of imports kick in on Monday.

Beijing said the move was to “safeguard China’s interests and balance” losses caused by new US tariffs.

China had previously said it did not want a trade war but would not sit by if its economy was hurt.

Mr Trump, however, has insisted that “trade wars are good”, and that it should be “easy” for the US to win one.

The American authorities have already announced plans for further targeted tariffs for tens of billions of dollars of Chinese imports, the BBC’s Chris Buckler reports from Washington.

They say that is in response to unfair trading practices in China that affect US companies but it raises the possibility of yet more action being taken in what has become a tit-for-tat trade battle, our correspondent adds.

The Trump administration has said it wants to start collecting the social media history of nearly everyone seeking a visa to enter the US.

The proposal, which comes from the state department, would require most visa applicants to give details of their Facebook and Twitter accounts.

They would have to disclose all social media identities used in the past five years.

About 14.7 million people a year would be affected by the proposals.

The information would be used to identify and vet those seeking both immigrant and non-immigrant visas.

Applicants would also be asked for five years of their telephone numbers, email addresses and travel history. They would be required to say if they had ever been deported from a country, or if any relatives had been involved in terrorist activity.

The proposal would not affect citizens from countries to which the US grants visa-free travel status – among them the UK, Canada, France and Germany. However, citizens from non-exempt countries like India, China and Mexico could be embroiled if they visit the US for work or a holiday.

What’s the current stance on requesting social media?
Under rules brought in last May, officials were told to seek people’s social media handles only if they felt “that such information is required to confirm identity or conduct more rigorous national security vetting”, a state department official said at the time.

The tougher proposal comes after President Trump promised to implement “extreme vetting” for foreigners entering the US, which he said was to combat terrorism.

“Maintaining robust screening standards for visa applicants is a dynamic practice that must adapt to emerging threats,” the state department said in a statement, quoted by the New York Times.

“We already request limited contact information, travel history, family member information, and previous addresses from all visa applicants. Collecting this additional information from visa applicants will strengthen our process for vetting these applicants and confirming their identity.”

Who decides if it happens?
The idea is subject to approval by the Office of Management and Budget.

The public will have two months to comment on the proposal before it makes a decision.

How does this affect free speech?
Civil liberties groups have condemned the policy as an invasion of privacy that could damage free speech.

“People will now have to wonder if what they say online will be misconstrued or misunderstood by a government official,” said Hina Shamsi of the American Civil Liberties Union.

“We’re also concerned about how the Trump administration defines the vague and over-broad term ‘terrorist activities’ because it is inherently political and can be used to discriminate against immigrants who have done nothing wrong,” she said.

The social media platforms covered in the proposal include US-based entities such as Instagram, LinkedIn, Reddit and YouTube. However, the New York Times reports that overseas platforms such as China’s Sina Weibo and Russia’s VK social network would also be included.

President Donald Trump is replacing US National Security Adviser HR McMaster with Bush-era defence hawk and former United Nations ambassador John Bolton.

Mr Trump tweeted to thank Gen McMaster, saying he had done an “outstanding job & will always remain my friend”.

Mr Bolton, who has backed attacking North Korea and Iran, told Fox News his job would be to ensure the president has “the full range of options”.

He becomes Mr Trump’s third national security chief in 14 months.

Gen McMaster is the latest high-profile departure from the White House.

Last week, Mr Trump fired Secretary of State Rex Tillerson by a tweet, replacing him with former CIA Director Mike Pompeo.

Mr Bolton’s appointment does not require US Senate confirmation. He will take the job on 9 April.

Responding to the move, Mr Bolton said he was looking forward to working with President Trump and his team “to make our country safer at home and stronger abroad”.

Mr Bolton, 69, has been a foreign policy hawk in Republican circles for decades, having served in the administrations of Ronald Reagan, George HW Bush and George W Bush.

The second Bush appointed him as US envoy to the UN, during which time diplomats privately criticised Mr Bolton’s style as abrasive.

A strident neo-conservative, Mr Bolton helped build the case that Saddam Hussein possessed weapons of mass destruction, which turned out to be wrong.

Known for his walrus moustache, Mr Bolton does not appear to have greatly moderated his views since his last spell in government.

He stands by the invasion of Iraq and has advocated in newspaper op-eds using military force against North Korea and Iran.

The General Secretary of the opposition National Democratic Congress [NDC], Johnson Asiedu Nketia, has warned that if government goes ahead to approve the defence cooperation agreement with the United States that will allow them to have a military camp in Ghana, it will be suspended when the party returns to office in 2021.

Speaking at the party’s news conference in Accra on Thursday, Mr. Nketia said: “We wish to state here and now that if President Akufo-Addo and his NPP administration proceed to ratify the agreement despite protests and public sentiments, the NDC administration which will assume the reins of government in 2021, will suspend the agreement and initiate a far reaching review.”

[contextly_sidebar id=”b1zrEcpVJQcEtSU7B7lGGy6VA0xhzk3u”]On Tuesday, the Minister of Defence, Dominic Nitiwul, sent a Memorandum of Understanding on the deal to Parliament for ratification.

The document, sighted by citifmonline.com, said Cabinet approved the MoU on March 8, 2018, and recommended to Parliament to ratify the agreement to allow the US forces and their equipment unhindered access into Ghana.

Per the agreement, the US military force is among other things, to be exempted from paying tax on the equipment to be brought into Ghana.

They will also be given the chance to set up their own telecommunication system, although they will be allowed to use Ghana’s radio spectrum free of charge.

Mr. Nketia however indicated that, Ghana does not need a “US military base on our soil to demonstrate our commitment to fight terrorism, since existing security cooperation between Ghana and the US are sufficient to encourage bilateral cooperation in the global effort to combat terrorism.”

‘Terror attacks’

He indicated that could become a target for extremists if the agreement is ratified by Parliament

“The recurring theme of the US fight against terrorism is that Islam or Islamic extremism is to blame. The establishment of a military base in Ghana to combat terrorism could therefore send wrong signals and make this country a target of extremists.”

“We have witnessed this happen within the West African sub-region. You heard about the bombing in Burkina Faso. You heard about the bombings elsewhere in the world. In Kenya where our beloved Prof. Awoonor died. It was an attack against Western interest. You heard about what is happening in Boko  Haram- It is an attack on western civilization,” he argued.

Mr. Nketia further defended previous agreements signed during their term in office, saying it did not put the lives of Ghanaians at risk.

“In 2015, in the height of Boko Haram insurgency, I think our sister country requested the support of Americans and the Americans wanted somewhere where they could store their consumables and other things and use here as a staging post to support Nigeria, so we went into agreement for that specific period.”

Ghana could become a target for extremists if the agreement with the United States of America for a defence cooperation arrangement that will allow the latter to have a military camp in Ghana is ratified.

He said that the US personnel will only be given a few buildings to operate in, contrary to media reports that a portion of land was going to be allocated to them for the establishment of a base.

The Minority in Parliament has blocked the laying before Parliament, the report of the Joint Committee on Defence and Interior and Constitutional, Legal and Parliamentary Affairs, on the agreement seeking to ratify the hosting of  US military troops in Ghana.

In a brief protest between the two sides in Parliament today [Thursday], the leadership of the Majority said the report was ready to be laid before the House to allow for debate.

However, the Minority disagreed, insisting that the report wasn’t ready.

The Deputy Minority Leader, James Avedzi, disagreed and said: “The indication I have from the ranking member of the committee says that the 5(C) is not ready so I don’t know where the chairman is coming from. So the report for this agreement is not ready,” he stated.

The Speaker subsequently ruled that the laying of the report should be skipped until the two sides can come to a consensus on it.

“If the report is ready it is ready. If it is not ready, you negotiate and if there is a negotiation and there is understanding I [will] proceed. [But] it appears there is clearly no negotiation so no progress.”

NDC MP walks out of Committee meeting

A Member of the Committee and member of the Minority in Parliament, Rockson Dafeamekpor, on Wednesday walked out of a meeting to consider an agreement with the United States of America for a defence cooperation arrangement that will allow them to have a camp in Ghana for its military forces.

Mr. Dafeamekpor, said the agreement which had been brought before the House for ratification had not been signed by government, hence his decision to leave the meeting.

“As a Member of Parliament, I cannot be part of a process that will go and vary the terms of a memorandum that is yet to be signed. There is no signature on the memorandum. The memo accompanying the memorandum to Parliament says in paragraph three that Cabinet approved the memorandum and approved and recommended same for Parliament for ratification. So the exercise we are being called upon to engage in is to ratify. We are simply to look at it and by consensus or voting approve of the agreement,” he said.

Nitiwul lays document in Parliament

The Minister of Denfense, Dominic Nitiwul, on Tuesday laid before Parliament the document seeking to ratify an agreement for space around the Kotoka International Airport, which will serve as a camp for some US military forces in Ghana.

The agreement will among other things, exempt the US government from paying taxes on equipment that is brought to Ghana.

They will also be given the chance to set their own telecommunication system, although they will be allowed to use Ghana’s radio spectrum free of charge.

Although many Ghanaians have expressed resentment over the clauses of the agreement, the Defence Minister, Dominic Nitiwul, said the agreement is in the best interest of Ghana.

The United States Embassy in Ghana also denied reports that the US government is planning to establish a military base in Ghana.

It said it is only planning joint security exercises with Ghana, which will require that US military personnel are allowed access to Ghana’s military facilities.

But the Minority had called on government to withdraw the agreement in its current form, saying it is not in the best interest of Ghana.

‘Ghanaians not ready to live with foreign troops’ – Rawlings
Former President Jerry John Rawlings, also waded into the controversy and said “Ghanaians may love Americans but not to the extent of living with [the] foreign troops,” he said.

The Trump administration plans to announce sanctions against China on Thursday after determining that the country is encouraging the theft and transfer of intellectual property from US businesses.

The White House said the actions come after years of talks about the issue that failed to produce change.

The actions are expected to include tariffs, as well as other measures.

The plans have stoked fears of a wider trade war.

Trump: Political heir to Abe Lincoln?

The White House is reported by US media to be considering between $30bn-$60bn in tariffs as well as measures that would restrict investment.

The US may also seek to bring complaints to the World Trade Organisation, trade officials said.

America’s top trade negotiator, Robert Lighthizer, told members of Congress on Wednesday the US is looking to put “maximum pressure on China and minimum pressure on US consumers”.

Mr Lighthizer said protecting intellectual property is critical to the US economy.

“It’s an enormously important issue,” Mr Lighthizer said at the House Ways and Means hearing. “We think it is perhaps the most important thing that will have been done in terms of rebalancing trade.”

What is behind the tariffs?

A US trade official, who spoke to reporters as part of a briefing, said the US has evidence that China requires firms to create local partnerships to enter the Chinese market, as a way of pressuring them into technology transfer.

The US also found evidence that China steers investments in the US to strategic industries, and conducts and supports cyber attacks.

The findings come from a review of China’s practices that Mr Trump ordered in August, called a 301 investigation.

In section 301 of the trade act, the government has given itself the power to unilaterally impose sanctions against countries which it decides are not trading fairly.

Mr Trump has repeatedly railed against the massive US trade deficit with China.

Does the move have wider support in the US?

There is growing concern in America that China is seeking technology that could be deployed for military purposes.

Congress is also weighing legislation that would boost the government’s power to review foreign business deals, citing the threat posed by state-backed acquisition of US firms.

But some politicians and industries, including retailers, have expressed concern about possible retaliation.

“I’m all for targeting Chinese intellectual property violations, holding them accountable – but let’s be targeted in what we want China to change,” Erik Paulsen, a Republican who represents Minnesota, urged Mr Lighthizer on Wednesday.

“Let’s not shoot ourselves in the foot.”

Mr Lighthizer acknowledged the possibility of retaliation, noting that US agriculture is especially vulnerable. But he said that should not stop the US from taking action.

“I don’t think it is a sufficient worry that therefore we’re not going to stand up for intellectual property but we’re trying to do everything in a measured and appropriate way,” he said at a congressional hearing on Wednesday.

“If there is retaliation, then the United States is going to have to take action to stick up for our farmers.”

What has China said?

China has said there would be no winner from any trade war.

On Tuesday, the last day of the annual sitting of the National People’s Congress, China’s Premier Le Keqiang said he hoped both sides could remain “calm”.

He also said he hoped the US would ease restrictions on exports of high-tech goods to China.

The United States Embassy in Ghana in denying reports that the US government is planning to establish a military base in Ghana, said “This year, the United States of America is investing over $20 million in training and equipment for the Ghanaian armed forces. Ghana is also once again preparing to train U.S forces – as it did in 2017. The United States and Ghana are planning joint security exercises in 2018, which require access to Ghanaian bases by US participants and those from other nationals when included”.

But the Minority in a statement said, “We fail to see how this amount can qualify as the direct benefit that we are deriving as a nation from this agreement which is so disproportionally skewed in favour of the United States of America.”

“In any event, the quoted amount would be woefully inadequate to compensate for the huge sacrifices that Ghana is making under this agreement and the total surrender of our sovereignty. It further makes complete mockery of the much-vaunted “Ghana beyond Aid” slogan of President Akufo Addo,” it added.

The Minority also called for broader consultations with relevant stakeholders on the move.

“In light of the above, we demand an immediate withdrawal of the agreement from Parliament pending the holding of broad consultations and a thorough national discussion involving all relevant stakeholders.

“More importantly, the Akufo Addo government cannot disregard genuine concerns by Ghanaians that the siting of this base in Ghana and the presence of United States Armed Forces personnel, could make the nation a prime target for terrorists who have intensified their activities in the West African Sub-Region.In its current form, this agreement completely betrays the interest of Ghana.”

MINORITY STATEMENT ON THE ESTABLISHMENT OF UNITED STATES MILITARY BASE IN GHANA

The Minority caucus in Parliament has learned with alarm, a decision by President Akufo Addo to permit the establishment of a Military Base for the United States Armed Forces in Ghana and the subsequent invitation to Parliament to approve the agreement covering same.
After a careful reading of the details of the agreement and the cabinet approval dated 12th March, 2018, we wish to make the following initial comments:

1. We deplore the total secrecy that has shrouded the negotiations leading up to the drafting of this agreement. The Akufo Addo government’s concealment of the agreement from the people of Ghana betrays a certain disregard for the sensibility of our people and their fierce defence of our sovereignty.

2. The agreement has been drafted in a manner that does not state a termination point. In other words, it would exist in perpetuity. This therefore binds all successive governments and yet little or no input was sought from political stakeholders especially those with capacity to form government.

3. Article 10 of the agreement confers exceptionally generous terms on the American side including sweeping tax exemptions on imports and exports of various categories of goods and services. We find it unacceptable that at a time when the Akufo Addo government continues to lament significant shortfalls in revenue and in the face of astronomical duty payments by Ghanaian importers, personnel of the Armed Forces of the wealthiest nation on earth would be exempted from tax and levy payments and in such generous proportions.

4. The agreement has been presented in a manner that conceals vital information which should be available to ensure informed debate on the subject. Whilst Article 1(3) of the agreement mentions ‘Annex A” as the part where information relating to “Agreed facilities and arrears” to be used for the purpose of establishing where the base can be found, no information is provided in the agreement about the said “Annex A” or the “Agreed Areas”. This omission greatly hampers a thorough study and review of the document.

5. We find the non-availability of restraints on movements of United States Army personnel in Ghana as spelt out in Article 12 of the agreement, troubling, as it opens up the country in a manner that undermines both our sovereignty and security.

6. The waiver of the requirement for the use of valid drivers’ licenses issued by appropriate Ghanaian authorities in Article 13 of the agreement, smacks of wanton disregard for Ghanaian law and seeks to impose American law on the country. We are at a loss as to why US citizens in Ghana cannot comply with such a basic requirement?

7. We are deeply concerned that provision is made in Article 15 of the agreement for American Law once again to be imposed on Ghana in the settlement of claims arising out of the operations of the base including death, destruction of property or injury. This provision needlessly subjugates Ghana to the United States of America in an unacceptable way.

8. There is a manifest lack of clarity on the nature of the dedicated runway which Article 5(1) commits the Government of Ghana to provide. We wish be apprised of the exact runway in question.

9. Given our precarious economic circumstances, we find it unconscionable that Ghana would be made to assume responsibility including cost, for the provision of security for American Military personnel in Ghana as captured in Article 8 of the agreement.

10. More fundamentally, we find it difficult to appreciate how the Akufo Addo government could enter into an agreement from which the country derives virtually nothing. We take note of claims by Defence Minister, Dominic Nitiwul, that an amount of US$ 20 million would be given to the Ghana Armed Forces as part of regular support.

We fail to see how this amount can qualify as the direct benefit that we are deriving as a nation from this agreement which is so disproportionally skewed in favour of the United States of America. In any event, the quoted amount would be woefully inadequate to compensate for the huge sacrifices that Ghana is making under this agreement and the total surrender of our sovereignty. It further makes complete mockery of the much-vaunted “Ghana beyond Aid” slogan of President Akufo Addo.

11. We condemn the offer of the use of a dedicated radio spectrum by the United States Forces free of charge, as captured in Article 14 of the agreement. This is happening at a time when Ghanaian companies have either had their licenses revoked or been slapped with astronomical fines for alleged non-payment of spectrum fees.
We wish to stress that the primary interest of any truly free State as Ghana, is the preservation of its sovereignty and the autonomy of its people. The proposed agreement denigrates both, as well as the authority of our government and laws.

In light of the above, we demand an immediate withdrawal of the agreement from Parliament pending the holding of broad consultations and a thorough national discussion involving all relevant stakeholders.

More importantly, the Akufo Addo government cannot disregard genuine concerns by Ghanaians that the siting of this base in Ghana and the presence of United States Armed Forces personnel, could make the nation a prime target for terrorists who have intensified their activities in the West African Sub-Region.
In its current form, this agreement completely betrays the interest of Ghana.

Police in the US state of Michigan have arrested a student suspected of shooting dead his parents when they came to pick him up for spring break.

James Eric Davis Jr is suspected of gunning down his mother and father in his dormitory a day after he went to hospital for a drug-related issue.

The victims are Diva Davis, 47, and James Eric Davis Sr, 48, according to television station WILX.

They were shot on the fourth floor of Campbell Hall, according to police.

James Eric Davis was picked up after being spotted by a passenger on a train as it passed through the north end of the campus at Central Michigan University, officials said.

An Illinois state lawmaker said on Twitter that the family permanently resided in the Chicago area, where Mr Davis Sr had served as a policeman until his death.

The 20,000-student college – which is located two hours northwest of Detroit – confirmed the fatalities on Twitter on Friday morning.

The school is a gun-free zone and does not permit weapons on campus.

Police said they were in contact with Mr Davis, a 19-year-old second-year student, late on Thursday when he was taken to a nearby hospital for an alleged drug-related incident.

Mr Davis is believed to have left the hospital before going to campus where the shooting took place.

Cameras captured the suspect exiting the north side of the residence hall and running along the railway, police Lt Larry Klaus said.

He was wearing a blue jumper at the time of the shooting but articles of clothing were found strewn along the rail tracks, according to police.

The world’s biggest investment management firm, BlackRock Inc, is stepping up pressure on companies that make and sell guns in response to the Florida school shooting.

It is considering excluding them from some of its portfolios and is asking how they monitor safe use of weapons.

The US corporation said the Florida shooting on 14 February, in which 17 people died, required a response.

Walmart and Dick’s Sporting Goods announced curbs on gun sales earlier.

“As it has for many people, the recent tragedy in Florida has driven home for BlackRock the terrible toll from gun violence in America,” the corporation said on its website.

“We believe that this event requires response and action from a wide range of entities across both the public and private sectors.”

A growing number of companies have cut ties with America’s main gun lobby, the National Rifle Association (NRA).

United and Delta airlines recently joined car rental giants Hertz and Enterprise in ending discounts for NRA members.

Nikolas Cruz, 19, is in custody, suspected of the mass killing at his former high school in Parkland, Florida.
