President Nana Addo Dankwa Akufo-Addo has said his government intends to establish a National Cyber Security Centre, to liaise with relevant state agencies and the private sector to oversee cyber security operations at the national level.

According to the President, the national identification system, the digital addressing system, e-payments, digital financial services as well as the various e-government initiatives being initiated by the government, could be adversely affected by cyber crime, hence the need for such a centre.

“Ghana cannot fully reap the digital dividends, associated with her adoption of ICT as a means of our socio-economic transformation, if the country fails to mitigate both existing and emerging cyber security threats,” he explained.

President Akufo-Addo made this known today [Monday], at the opening of the National Cyber-Security Week, and the inauguration of the National Cyber-Security Inter-Ministerial Advisory Council, at the Accra International Conference Centre, in Accra.

He told the gathering that his government is undertaking specific policy and practical intervention initiatives, including capacity building, international co-operation, judicial enforcement of cyber-crime laws, and implementation of technical standards and safeguards to combat the scourge.

It is for this reason, the President noted that, in July this year, he requested the Minister for Communications, Ursula Owusu-Ekuful, MP, to oversee the implementation of Ghana’s National Cyber Security Policy & Strategy (NCSPS).

“This has led to our adoption of a multi-stakeholder approach, as a foundation for the effective implementation of the various cyber security activities and programmes. The National Cyber Security Technical Working Group (NCSTWG) and the National Cyber Security Inter-Ministerial Advisory Council (NCSIAC), would be the critical drivers of our effort,” he said.

The President also said his government has partnered with the United States government, through the Security Governance Initiative (SGI), and the European Union, through their GLACY project, to boost Ghana’s efforts at addressing cyber security challenges.

“We will also engage with international institutions and technology partners, such as International Telecommunication Union (ITU), the Commonwealth Telecommunications Organisation (CTO), Google, Facebook and Microsoft, to ensure cyber safety for our citizens, especially children,” he added.

Criminal justice response to cyber-crime is another area of importance, and to this end, training for our judges, prosecutors and investigators, especially on cyber-crime laws and enforcement provisions, is a priority for government.”

Government, he assured, will enforce existing legislation, as it works to review and update it, if necessary, and will empower the Data Protection Commission to ensure enforcement of the provisions of the Data Protection Act, 2012 (Act 843).

“We also intend to improve the forensic capabilities of the Criminal Investigations Department (CID), and other law enforcement agencies, including the Economic & Organized Crimes Office (EOCO), to enable officers to investigate and prosecute cyber-facilitated crimes,” the President added.

A new Regent will be enskined Friday July, 04, 14 for the Nanung Traditional Area.

This became necessary following the murder of the late Bimbilla Naa Dasana Andani Abdulai II.

One of the late murdered chief’s sons, Yakubu Dasana Andani is expected to be enskined as the new Regent.

This will be done in line with the customs and traditions of the Nanung Traditional Area.

The late Bimbilla Naa Dasana Andani Abdulai II was murdered in Bimbila by unknown assailants on June, 19, 2014 at his palace.

He was buried on Thursday June 26, 2014 amidst tight security in Bimbila and its environs.

His third day funeral rites were held in Bimbilla on Sunday June, 29, 2014.

The cause of his murder is yet to be established and so far 23 suspects are in police custody assisting them in their investigations.

The suspects include two prominent persons from the Nanung Traditional Area, a former District Chief Executive for Bimbila during Jerry Rawlings’ regime, Alhaji Iddrisu Sumaila Adam and a former Director of the Northern Region Rural Integrated Programme (NORRIP), Mr. Arthur Naatogmah.

The Deputy Minister of Interior, Mr. James Agalga, has denied assertions that the Minister of Interior, Mr. Kwesi Ahwoi has abandoned his post but is away on his annual leave.

The Minister of Interior has come under criticisms for allegedly abandoning his post in the midst of the crises at Bimbilla.

But a press statement issued by Mr. Agalga indicated that the Minister only obtained the permission of the President to proceed on his annual leave.

It noted that “ the impression being created that the Minister has vacated his post while people are dying in this country must be debunked”

It clarified that the Minister of Defense, Hon Mark Woyongo, has been acting as the Minister for Interior since the Minister proceeded on leave.

“It is important to note that the Deputy Minister for the Interior, Hon. James Agalga and other security heads in the country are all at post,” it noted.

Speaking on Eyewitness News, Mr. Agalga further stated that Mr. Kwesi Ahwoi should not be criticized for his decision since he followed due processes before embarking on his annual leave.

“To say that Mr. Kwesi Ahwoi was in Brazil and was enjoying himself while Bimbilla was in turmoil presupposes that when he left, there was a vacuum created.

I want you to understand that during the crises at Bimbilla, there was somebody acting and that person acted in a way that an Interior Minister ought to have acted,” Mr. Agalga said.

A former District Chief Executive for Bimbilla under the erstwhile Jerry John Rawlings’ regime, Alhaji Iddrisu Sumaila and Mr. Arthur Naatogmah have been arrested in Tamale in-connection with the murder of the late Bimbila chief Naa Dasana Andani Abdulai II.

This fresh arrest comes at the back of government’s promise to bring the perpetrators of the heinous crime to book.

So far, 19 people have been arrested since the late Bimbila Naa Andani was murdered on June 19 at his palace in Bimbila.

Citi News gathered that the District Chief Executive for Nanumba North, Alhaji Ibn Abass is in the grips of National Security.

The DCE was conspicuously missing at the late chief’s palace when a government delegation led by Deputy Northern Region Minister, Alhaji A.B.A Fuseini handed over the body of the late chief to the bereaved family for burial.

 Alhaji A.B.A Fuseini reiterated government’s commitment to bring the perpetrators of the heinous crime to book.

Family head of the late murdered Bimbila Naa, Kpatihi Naa Azumah Naatogmah commended government for the honour done them and called for peace in the Nanung Traditional Area.

It has also been established that Police and Army Commanders in Bimbila under whose watch the late Bimbila Naa Andani was murdered have been relieved of their duties and are being investigated by National Security.

The late murdered Bimbila Naa Dasana Andani Abdulai II was buried on Thursday June 26, 2014 in line with the traditions and customs of Nanung.

There is a significant arms movement into the three northern regions, the Defence Minister, Mr Mark Woyongo, has said.

He said intelligence picked up indicated that the arms were mostly from southern Ghana, Burkina Faso, Cote d’Ivoire and Togo to the Northern, Upper East and Upper West regions.

Mr Woyongo has, subsequently, asked security personnel to thoroughly search all vehicles, both private and commercial, to ensure that illegal arms were seized.

He wondered how the people who were complaining about poverty and underdevelopment could still find the money to buy arms to foment trouble.

Security conscious

Mr Woyongo, who is also the acting Interior Minister, told the Daily Graphic in Accra last Tuesday after his return from Bimbilla that it was high time Ghanaians took their personal security seriously.

He said leaving security matters to the security agencies alone was not enough, adding, “Never take things for granted but report any suspicious characters and movements to the police or other security agencies for action.”

“We have a stake in ensuring that we live in a secure environment. Please give information to the security agencies to deal with miscreants in our midst,” he stated.

Bimbilla situation

Mr Woyongo said the situation was calm in Bimbilla, as the increase in security personnel there had calmed the nerves of the residents who were initially apprehensive of reprisal attacks.

According to him, the chief’s palace was riddled with many bullets.

He said the assailants were said to be living three houses away from the late Bimbilla Naa’s compound.

 Burial

Meanwhile, the government has acceded to the request of the family of the late Bimbilla chief, Naa Andani Dasana, to release his body to them for early burial as custom demanded.

As a result, the body will be released to the family today after an autopsy at the Tamale Teaching Hospital. It is expected to be interred at the Royal Mausoleum in Bimbilla on Thursday.

According to Mr Woyongo, “this is after all the necessary consultations have been made and the autopsy completed on schedule”.

 Decision

The decision was arrived at after the minister had visited Bimbilla last Monday to commiserate with the chiefs and the people of the area, who pleaded with the government for the early interment of the body of the chief.

He was also there to ascertain the security situation in the town.

In the minister’s team were the Deputy Interior Minister, Mr James Agalga; the Inspector-General of Police (IGP), Mr Mohammed Alhassan, and the General Officer Commanding (GOC) the Northern Command, Brigadier General Joseph Boampong.

The Northern Regional Minister, Alhaji Limuna Muniru, accompanied the delegation.

Although Mr Woyongo described the area as serene, he indicated that “tension was still high” and, therefore, admonished the people to remain calm as efforts were made to apprehend the perpetrators of the attack.

 Contract killing

According to him, the attack was a well-orchestrated one and that it involved about 30 well-armed “hired assassins” with sophisticated arms, including AK 47 assault rifles.

He added that the suspects were harboured in a nearby house close to the palace for some days to monitor the activities of the chief, after which they eventually struck last Thursday evening.

Mr Woyongo attributed the actions of the attackers to a security lapse, since personnel stationed in the area woefully failed in their responsibility of gathering intelligence and acting on it to prevent the mayhem.

Arrests

Seventeen suspects have been arrested in connection with the murder.

They include the Bimbilla District Chief Executive, Alhaji Mohammed Ibn Abass, and the District Police Commander, Assistant Superintendent of Police (ASP) Mr C.K. Tettteh, both of whom are at the National Security Secretariat in Accra assisting in investigations.

The Northern Regional Security Committee will meet later on Monday to decide on whether to release the remains of the late Chief of Bimbilla Naa Dasana Abdulai Andani II to the family for burial.

The family of the late Chief is demanding the body which was moved to Tamale after his murder.

According to the family, the security personnel failed to consult the family before taking the decision to transport the Chief to Tamale.

The Chairman of the Committee, who is also the Northern Regional Minister, Alhaji Limuna Muniru, said they will also decide on how to deal with the conflict in Bimbilla.

He stated that the Committee will address the press and let the public know the decisions they make.

“We have promised Ghanaians that we will not leave any stone unturned. We are going to pursue the perpetrators and we will follow this matter up to the end,” Alhaji Muniru said.

Meanwhile, the Konkombas and Bimobas in Nankpanduri in the Northern Region have resolved to use dialogue rather than violence to settle their differences

At a durbar organized to signify their unity, the two factions swore to commit to the peace deal they signed recently to end their protracted conflict.

The feuding factions in Nankpanduri  have been fighting over a parcel of land.

Recent clashes in the area left three people dead.

The Northern Regional Minister Alhaji Limuna Muniru said he was optimistic that the peace deal, unlike previous ones will last.

In a related development, the Director of Public Relations of the Ghana Police Service has denied allegations that the joint team on the ground is assaulting residents.

A joint military team was sent to Bimbilla after clashes erupted in the town.

Some residents of Bimbilla who spoke to Citi News alleged the joint military-police team is abusing their rights.

But the Director of Public Affairs of the Ghana Police Service D.S.P Cephas Arthur denied the allegations and defended the officers.

Three more suspects have been arrested in connection with the murder of the Chief of Bimbilla, Naa Dasana Abdulai Andani II.

This brings to thirteen the number of suspects rounded up by the Police  in the Bimbilla township.

The Bimbila Chief and five others were killed in fresh clashes that erupted in the town last Thursday.

Confirming this latest arrest to Citi News, the Director of Public Affairs of the Police Service D.S.P Cephas Arthur said the suspects are assisting the Police in their investigations.

He further called on the individuals who might have witnessed the incident to volunteer  information to the Police to hasten the pace of their investigations.

DSP Arthur also noted that the area was now peaceful, saying “I can say that as far as law and order is concerned, the place is peaceful and we are achieving our goal.”

Ten suspects have been arrested inconnection with the murder of Bimbilla Naa Dasana Abdulai Andani II.

They are to assist the police in their investigations into the heinous crime.

On the death toll, preliminary investigations have confirmed that five persons including Naa Andani II died during Thursday’s incident.

The curfew hours still remain from dusk till dawn and there is heavy security presence in the area.

It is unknown when the body of the late Bimbila chief will be released to the family for burial as the family elders in Tamale  demanded unconditional release of the body.

The Spokesperson for the former Bimbilla Chief, Osman Kika has said the Police in Bimbilla should be held responsible for the recent clashes in the town.

According to him, the police had been very irresponsible and negligent because they were not at post during the incident.

“We expect the Police to be very answerable to this because we are aware that they run 24 hours security guards but  the Police left there as early as 5: 00 in the evening,”Mr. Kika said.

Speaking on Eyewitness News, Mr. Kika also called for an immediate prosecution of the perpetrators of the heinous crime, saying “we expect that the perpetrators are brought to book in consonance with the laws of Ghana”

The chief of Bimbilla, Naa Dasana Abdulai Andani II and two other people were killed by some unknown assailants at his Palace on Thursday.

Narrating the incident, Mr. Kika said about eight armed men stormed the late Chief’s Palace around 7: 00 pm and started firing gun shots at the Palace.

According to him, two individuals were also killed by the group for attempting to find out what was happening at the Palace.

Mr. Kika said the incident had rendered Bimbilla lifeless. “Bimbilla is calm, very quiet, and very deserted, all the streets are empty and vacant.”

Meanwhile, the family of the late Naa Dasana Abdulai Andani II  are demanding the body of the chief  for the necessary customary rites.
