The Peoples National Convention (PNC) has called for fresh Parliamentary election in Tamale central constituency of the Northern Region.

The party’s 2016 Parliamentary candidate, Salifu Iddrisu alias protocol made the call in a petition submitted to the Electoral Commission on Tuesday.

He argued that the Tamale central constituency Parliamentary election on December 7 was characterized with irregularities including over voting and results from unknown polling stations.

PETITION ON THE TAMALE CENTRAL CONSTITUENCY PARLIAMENTARY RESULTS

It has become clear to me as a stakeholder in the stated constituency to petition you as the Returning Officer and the commission for the just ended polls in Tamale Central Constituency. The following are my specific particulars of claims;

Over voting of more than twelve (12) polling stations. Example Manhalia polling station.
Two (2) unknown polling stations called Mallam Fari Mosque
Destruction of some ballot boxes to conceal evidence
Furnish me with all polling station and summary pink sheets as i withdrew imposters purported as my agents.

On the basis of the above, it is evidence that serious violations, irregularities and infractions of C.I 94 occurred during the elections process. This has marred the credibility of polls in the constituency.

I therefore call for a fresh re-run of the entire constituency for the parliamentary to enable electorates chose who they want to represent them in parliament.

The opposition New Patriotic Party (NPP) is heading to court to place an interlocutory injunction on the results of the Tamale central Parliamentary election.

The results are in contention following the NPP’s discovery of over voting and unknown polling station results recorded at the end of the poll on December 7.

The Parliamentary candidate, Dr. Barhama Ibrahim Imoro Anyass refused to sign the Electoral Commission’s statement of polls and called for nullification of the said over voting results and that of the unknown polling stations.

Citifmonline.com is reliably informed that Lawyer Akoto Ampau, Lawyer Kofi Bentil and Lawyer Hassan Tampuli constitute the legal team.

Lawyer Hassan Tampuli was spotted in Tamale on Tuesday to facilitate the legal tussle.

Dear Mr Anabila Godwin Atinga,

DETERMINATION OF THE UNRESOLVED MATTERS OF THE TAMALE CENTRAL CONSTITUENCY PARLIAMENTARY ELECTION RESULTS IN THE

DECEMBER 7, 2016 ELECTION
I write to you as the Parliamentary Candidate for the New Patriotic Party (NPP) for the 2016 Parliamentary Election, held on 7th December, 2016. This letter is to seek further clarification and information from you, as collation and declaration of the parliamentary results remain in limbo.

The following are cardinal among the litany of irregularities at the Tamale Central Constituency polls on the 7th December 2016.

1. Inaccuracies with the collated parliamentary results: while insisting that results that were disputed were not adding to the tally of results; your IT assistants continually discretely added them to produce a summary sheet of results. Your denial that you did not authorise them did not stop you from producing same summary sheet as the validated results of the election. Among these were the reported over-voting cases at twelve (12) polling stations. Equally, while not defined in law, you agreed with the detected pattern where under-voting occurred (voters not given parliamentary ballots creating discrepancies with tallied presidential results). While separating the two results – Presidential and Parliamentary – EC officials still alluded to one BVD thus requiring some unanimity of the ballots, upon verification.

2. Inaccurate Register of Voters: while raising valid complaints that were not heeded on over-voting and under-voting; these arose from the compiled register of voters for Tamale Central Constituency. I have detected inaccuracies in the Register of Voters presented to the NPP and the register that the EC produced at polling stations in the constituency. EC registers contain names far in excess of the totals that was originally handed to the party for the elections on 7th December 2016. For example –

Unknown Polling Stations: Ahead of the elections, as stated in CI.94 the NPP received names and codes of designated polling stations for all 136 polling stations in the Tamale Central Constituency. For the special voting an extra designated polling station at the Regional Police Headquarters in Tamale (now 137 polling stations). Conspicuously non-existent were the two polling stations at Mallam Fari’s Mosque (A & B) with polling station codes H193804A and H193804B.

I personally enquired from the Returning Officer and the Metro Director where to locate these polling stations with my agents, without success. At the collation centre however, results arrived with Presiding Officers from the two polling stations. In spite of my loud and legal protestations that the vote should not be added to the tally, the RO on intimidation by the NDC Regional Chairman and his Metro Director caved in to their pressure – collating invalid results.

4. Over-voting at twelve polling stations: At counting upon the close of polls, complaints of over-votes initiated at polling stations remained unresolved at the collation centre. Every single instance of the twelve (12) polling stations that over-voting occurred was reported in my presence with the RO at the collation centre. The RO in all such cases stated that the PO and the agents be brought to the collation centre for resolution. However, to date not a single recount has been granted to verify the claims or otherwise of over-voting. We still demand recount of the ballots from these 12 polling stations below, as stipulated in the CI.94.

5. Destroyed ballot boxes: two recorded instances of destroyed ballot boxes. While the Metro Director of EC insisted that it did not matter that ballot boxes were destroyed – citing precedents at Wulensi, Tolon and elsewhere – that results remained valid with the produced pink sheets (collation sheets). It was not long however before we realised that the destroyed ballot boxes concealed the over-voting at Manhaliya Polling Station (H19).

6. Intimidation by NDC and EC Officials at Collation Centre: The Collation Centre got invaded twice by the NDC Regional Chairman, Alhaji Sofo Azorka, with other NDC macho men and vigilantes. Chaotic scenes with threats of beaten up officers and members of my team. In none of those instances did the RO raise an alarm or request for indoor protection. These were aimed at hastening and reaching a rushed – even if invalid – results. Such violations eventually affected the mood of the RO and his team and their attitude was one of acquiescence to the dictates of the NDC and their candidate, disregarding every single suggestion and complaint coming from my end, as a Candidate in this election.

7. Refusal to comply with CI. 94: To the extent that CI.94 is what regulate the 2016 Presidential and Parliamentary Elections; it is beyond doubt that the RO for the Tamale Central Constituency for the December 7, 2016 elections stood in complete violation of every single instance cited above.

a. Valid Results: Collation is aimed at valid results

b. Unknown Polling Stations: Criminal and Illegal

c. Over-voting: Denial of legitimate right to recount

d. Concealed evidence of over-voting by destroying ballot boxes

e. Interference by the EC Metro Director in the process at Collation

f. Invalid register containing names in excess of register given to the NPP for the vote

In the light of the above and in due regard to the gravity of these violations, I cannot imagine what resolution would redress these other than a re-run of the parliamentary elections in the Tamale Central Constituency. We, as a party, are unable to accept the collated results for the parliamentary elections that have been gathered so far due to the improprieties that have been cited.

This matter now deserves your urgent and resolute attention. Any further delays compounds the violations and heighten needless tensions within the constituency. I await your expeditious response to these issues.

Members of a group calling itself the New Patriotic Party (NPP)’s Friends of Rebecca Akufo-Addo, are on a door to door campaign educating the electorate on how to vote on December 7.

Their aim is to minimize the number of spoilt ballots, which were high in the 2012 general elections.

Speaker after speaker at the group’s official inaugural ceremony in the Tamale Central Constituency, urged all NPP loyalists to convince their friends in other political parties, to vote for change on December 7.

The Tamale Central NPP women’s Organizer, Suraya Abdul Manan, told Citi News the NPP is now attractive to Ghanaian women especially those in the Northern Region.

She encouraged Ghanaian women to ignore the governing National Democratic Congress’ vile propaganda against the NPP’s Presidential candidate, Nana Addo Dankwa Akufo Addo, and endorse his candidature on December 7.

According to Suraya Abdul Manan, President John Dramani Mahama has outlived his usefulness as President.

She said Nana Addo Dankwa Akufo deserved to win the December 7 Presidential election, to restore the Kufour-led NPP administration’s pro-poor programmes such as the National Health Insurance Scheme (NHIS), Capitation Grant, School Feeding Programme (SFP) and the National Youth Employment Agency (NYEP).

She claimed that most petty traders especially women in the Northern Region, were out of business due to the Mahama’s economic mismanagement.

The NPP Tamale Central Constituency Parliamentary Candidate, Dr. Ibrahim Barhama Anyass, commended the Friends of Rebecca Akufo Addo group for their loyalty.

He reaffirmed his pledge to serve the interest of the Tamale Central Constituency when he’s given the nod.

Dr. Barhama Ibrahim Anyass assured the constituents of Tamale central that he would be in constant touch with them 24/7 should they elect him as their next MP.

“As a Member of Parliament for the first time in the history of Tamale central there shall be a properly designated office called the office of the Member of Parliament for Tamale central and you can walk in there without worrying about walking into a party office that is not that your political party and that will be done within my first year in office.

His ultimate aim, he said is to improve accessibility to quality education, sanitation, agriculture, water and health services in the Tamale central constituency.

“In the next four years I would be talking to you after the election is the fact that I would have provided early childhood facilities for each electoral area within the Tamale central and so every electoral area is going to have a free family day care centre under my leadership as Member of Parliament for Tamale central.”

“Every electoral area within Tamale central will stand to benefit from having a free family day care centre and the provision would not be for only NPP members.”

On vocational educational education, he stated, “I intend to establish a very modern education institute to provide skills training and jobs for all the young people within Tamale central.”

He reiterated his promise to put up a scholarship fund to support needy but brilliant pupils in the Tamale central constituency.

“I will lobby both local and international NGOs to support needy but brilliant pupils in Tamale central.”

Dr. Barhama also pledged to establish a Business Advisory and Consultancy Centre to cater for loan facilities needed to boost the economic activities of Small and Medium Scale Enterprises operating in Tamale central.

“The major pillar to our economic activities within the Tamale Metropolis has to do with retail and wholesale trade and so there shall be a Business Advisory and Consultancy Centre to deal with issues having to do with loans and credit facilities for all businesses.”

Dr. Barhama pledged to revamp the agriculture as means of boosting food security and jobs creation.

“As a Member of Parliament for Tamale central under the leadership of Nana Addo Dankwa Akufo Addo I believe that Tamale is going to see an upgrade and a transformation that has never happened in the history of Tamale, ever and one thing that is going to make this a reality is the attention that is going to be paid to agriculture.”

“One district one factory, one village one dam, a million Dollar one constituency and I believe that the funds already exist to make sure that I am able to partner Nana Akufo Addo to bring the relevant industries in Tamale that will support agriculture and the marketing of our produce.”

He promised to create Information, Communication and Technology centers to augment ICT education.
