About 75 percent of Ghanaians say their Members of Parliament do not listen to their views on critical national matters.

This was the outcome of round 7 of the Centre for Democratic Development’s (CDD) Afrobarometer survey.

Presenting the findings, CDD Research Fellow, Newton Yaw Norviewu said the survey, which was conducted among 2400 respondents in 171 districts across all ten regions of the country, also revealed that most Ghanaians believe that local assembly authorities do not listen to their residents.

This was also confirmed by 65 percent of the respondents.

Election of MMDCEs

The survey also revealed that over half of the people in the Upper West Region do not agree with the election of Metropolitan Municipal District Chief Executives (MMDCEs).

About 52% of the population in the survey said the President should continue to appoint local Chief Executives.

President Nana Addo has given indications that grassroots people will be involved in the election of their MMDCEs.

Even though the afro barometer report shows that people in all other regions welcome the policy, the people of the Upper West Region disagree.

Sabotage?

The debate of election of MMDCEs has lingered for some time, with some Ghanaians looking forward to its implementation.

The proposal has received varied views from analysts in the field of local governance.

Whereas some have complained that the country’s local governance system risk sabotage if MMDCEs are elected, others think otherwise.

The fear of sabotage stems from the fact that, an MCE could be elected from an opposition party, whereas the Central government will be controlled by another party.

The suggestion is that, such an MCE may be sabotaged by the central government, by being refused their allocation of the necessary resources to achieve the Assembly’s set objectives.

NPP promises to make it possible 

The New Patriotic Party (NPP) in its 2016 manifesto, promised to “oversee the direct election of Metropolitan, Municipal and District Chief Executives (MMDCEs) within 24 months of election into office, to coincide with the next District Assembly elections in 2019.”

This was reaffirmed by the President, Nana Addo Dankwa Akufo-Addo who promised that “In 2018, we are going to move to fully elected District Assembly representations including the choice of the District Chief Executive (DCE). It is going to be done by the people of the districts and no longer by the nomination of the President.”

A survey conducted by the Ghana Integrity initiative anti-corruption Consortium, has confirmed that bribery is actually taking place at the customs division of the Ghana Revenue Authority (GRA), the Driver and Vehicle Licensing Authority (DVLA), the passport office and the Ghana Police Service.

The survey, which was to assess citizen’s understanding of corruption, their perceptions and actual experiences of corruption, show that Ghanaians still perceive the police, political parties and the judiciary as being corrupt.

It however revealed that Ghanaians do not regard the payment of what is commonly called facilitation fee as a form of corruption.

Nearly two thirds of the close to eighteen thousand respondents in the survey believes corruption is on the rise in Ghana.

The US Ambassador to Ghana, Robert Jackson, said corruption levels in Ghana are at a point where US companies looking to do business in Ghana, have mostly been frustrated with requests for the payment of “facilitation fee” – which he simply described as another language for bribe.

Speaking with the media after launching the GII Consortium survey report, the US Ambassador said “We are looking at a government official that is demanding an action or a fee for doing the job that he or she is supposed to do. Secondly, we want to identify those institutions are actually taking bribes. Even now, people perceive that the Ghana Police Service for example is corrupt; in fact the DVLA, passport office, and the Ghana Revenue Authority are more corrupt in terms of actually taking bribe. My purpose in highlighting them is no to point fingers. My purpose in doing that is to make people aware, that individuals in those institutions have been profiting illegally, and we need to make people think before they pay fees for the services they are already paying for.”

The US Ambassador said Ghana has lost lots of business opportunities to acts of bribery and corruption.

“Corruption inhibits free enterprise and slows economic growth, and it is compromising the quality of much needed services that safeguards health, creates opportunity and save lives. I often hear stories of struggling families having to pay bribe for basic services. Regional monitors report that a typical agricultural exporter in Ghana faces more than forty check points between Accra and the border with Burkina Faso. Check points that add up to 100 dollars or more in what is called facilitation fees. What are facilitation fees? That’s a very diplomatic word. We are talking about bribes; absolute bribes,” he said.

“There have been specific complains about lack of transparency in tenders. We have seen several cases of that reported to us. I have met with company executives. However OI hear time and again that companies are asked to pay facilitation payments in order to get approval or get things done; and they finally just walk away; they say this is just too much trouble; we are going to another country to invest.”

Corruption is very worrying – Ambassador Jackson

Ambassador Jackson noted that, “Corruption is very worrying; it’s worrying in my country and every country. We have seen countries like Chile, Rwanda; make huge strides in combating corruption. We have seen countries like Botswana which have relatively limited corruption throughout their history. Now, part of that is cultural, and part of it is about what the culture allows. My worry and my purpose in highlighting this report, is that Ghanaians and Americans perceive that corruption is getting worse in both of our countries. It’s time to speak up, it’s time to take action, and I urge everyone who hears about this report or reads it, to take action, to speak out when they are asked for bribe; to stop paying facilitation payment and to make certain that their friends and neighbours don’t pay.”

He said there was the need for citizens to stop emboldening bribery by refusing to pay.

“I want people to stop and think, do I need to pay for this service or am I already paying for it? If I am already paying for it, why should I pay again? I cited an example of school teachers; it is one of the most repulsive forms of corruption to be demanding sexual favours for better grades or admission. It shouldn’t be happening; let’s stop it. Is this how we want our society to evolve? I don’t think it is.”

Ghana has overpaid millions for projects 

The US Ambassador confirmed the long-held perception that several government projects are bloated for purposes of corruption, causing the state to lose millions of dollars.

“I cannot, but I can tell you this, Ghanaians have overpaid for projects to the tunes of hundreds of millions of dollars, and we are talking about every kind of infrastructure that Ghanaians think about every day. There have been many examples of overpayment.”

Policy think tank, IMANI Ghana, says it conducted a survey which predicted the National Democratic Congress’ defeat in the general elections ahead of the polls.

The NDC’s defeat in the recently held general elections saw incumbent President, John Mahama’s ambition to serve a second term quashed.

The Presidential candidate of the opposition New Patriotic Party (NPP) Nana Akufo-Addo, defeated President Mahama with a 53.85 percent, against the latter’s 44.40 percent, one of the worst defeats recorded by a sitting President.

The NDC’s defeat has sent shock waves through the rank and file of the party, with many blaming the leadership of the party for the loss.

Speaking on Citi FM’s  News Analysis Programme, The Big Issue, the Executive Director of IMANI Ghana, Frnaklin Cudjoe, said IMANI Ghana’s survey indicated  that the party will lose the elections.

He however said results of the polls were not published because it was ready only few days to the polls.

“This election was one that the signs actually had been there from day one. There was a programme IMANI conducted, the pre-election survey and seven out of ten regions suggested that 60 percent of respondents thought that the economy had taken a tail spin and so they were not satisfied. The signs were out there. Infact, we did a poll, but we never published. It was just almost a week to the elections,” he said

Findings of survey 

More than 50% of respondents sampled in the pre-election survey conducted across the country, wanted government to retrieve monies lost through mismanagement and perceived dubious deals.

The Head of Economics at IMANI Ghana, Patrick Stephenson, had earlier made the revelation while presenting findings of the survey at the Mensvic Hotel in Accra.

“It is interesting to see that more than 50% of respondents we spoke to expected the government or whichever government to retrieve resources that had been lost; and so if you have to juxtapose this response or these results to the fact that if we have had cases where we are not too sure whether resources have been retrieved by the state for the people of Ghana , it becomes very worrying. You wonder if politicians are doing the things that citizens are looking for,” Mr. Stephenson said.

According to him, respondents in the Ashanti Region, topped the list of respondents making the request, with over 68% followed by the Upper East region with 64%, then the Western Region which recorded about 60%.

Background 

Several groups have called on government to retrieve monies lost in the Subah Info Solutions deal, and other monies mismanaged in the Ghana Youth Employment and Entrepreneurial Agency (GYEEDA), and the Savannah Accelerated Development Authority (SADA) among others.

Some individuals are in court over their involvement in making such wrongful payments particularly under GYEEDA. But there has been little or no attempt at prosecution or retrieving in the case of SADA.

The latest to hit the country this year, was the bus branding scandal, which led to the resignation of the former Transport Minister, Dzifa Attivor.

Though some payments have been made , government is yet to recover all monies lost through these deals.

The survey

A total of 10,020 respondents drawn from all the ten regions in Ghana were sampled for the survey.

The objectives of the survey were as follows:

  1. To weigh the level of interest of prospective voters on matters of national importance
  2. To seek to highlight which issues Ghanaian voters are passionate or care most about
  3. To determine if there are patterns among common interests
  4. To determine if there are any trends of note across the country with regards to issues
  5. To estimate whether the weight of an issue can tilt higher voter responses in a particular direction

IMANIFESTO 2016

IMANI Ghana has in the last few weeks analyzed campaign promises made by political parties, some on campaign platforms, and others in their manifesto.

The policy think tank observed that, out of the 247 promises made collectively by six major political parties in the country, only 18 can be assessed.
