Family of Lily Donkor, the third-year student of Achimota Senior High School who was shot and killed by her mate, is demanding justice from the state.

The 17- year old boy accused of shooting Lily was convicted and handed a three year jail term for manslaughter.

An Accra High Court on Monday however quashed the sentence and freed him.

According to the court presided over Justice Kofi Dogu, the trial judge at the juvenile court erred in demanding a social enquiry report only after sentencing the accused, although it is required by law to do so before sentencing.

Lily’s family is however not pleased with the court’s judgement.

A relative of the deceased, Peggy Ama Donkor, said the state must revisit the case.

“The state should revisit the case. The truth is that we are not happy even with the three years sentence given but we could not do anything about it. This case should serve as a deterrent to other parents and their wards who think that with money or connections they can be left off the hook when they commit a crime. People have committed less crimes, some have stolen just banana; they are juveniles and they are in there. He did not even go to the normal prison, he went to a correctional home and they are saying what? Those of us who lost our daughter are still calling for justice for Lily,” she said.

The ruling followed an appeal by the lawyers of the boy, who argued that the sentence handed to him was too harsh.

They also claimed that the trial judge lacked jurisdiction to hear the matter.

The High Court held that there had been a miscarriage of justice because the Juvenile Court delivered a verdict without a social enquiry report.

He was found guilty of manslaughter by the Accra Juvenile court in September 2017, during proceedings that were heard in-camera.

Being 16-years-old at the time of the incident on January 4, 2017, he was tried by a Juvenile Court.

The boy, who resides at Community Eight in Tema, is said to have gone for his father’s gun, which was under a bed with the intention of firing shots into the air.

He however ended up killing his friend, Lily Donkor, a third-year student of the same school.

The boy told police that his intent was to fire the gun into the air, a claim corroborated by the police, adding however that the weight of the gun changed the course of the bullet, which hit the deceased.

A preliminary report by a medical team at the Damongo District Hospital, has indicated that the death of a student at Damongo Senior High School in the West Gonja District of the Northern Region, was caused by non-communicable meningitis.

The school’s head teacher, Kipo Harrison, confirmed this on Damongo-based Pad FM.

[contextly_sidebar id=”pLTlMiR6YW463y8HBuWjfnyE98w1C81F”]According to him, it is a recurring phenomenon especially during the harmattan season.

He however dismissed attempts to link the other 12 students on admission at the Damongo district hospital to the same disease.

Kipo Harrison said a medical team from the Tamale Teaching Hospital took the deceased’s blood sample for further laboratory test.

The said student died on Tuesday December 12, 2017, whilst 12 others were admitted at the district hospital.

Citi News sources at the Damongo District Hospital confirmed the incident, but the school authorities were initially tight-lipped on the matter.

The situation has reportedly caused fear and panic among continuing students.

This latest health scare comes on the back of the death of four students of Kumasi Academy in the Ashanti Region.

The pandemic strain of influenza type A, H1N1 2009, also known as Swine Flu, was later detected in some samples from the school.

Aside from the four deaths, several students were also been hospitalized.

Respiratory samples sent to the Noguchi Memorial Institute for Medical Research also indicated that there was an outbreak of an acute respiratory infection which the Health Ministry has since attributed as the cause of some of the deaths.

The whole student population had to be administered with antibiotics as part of a prophylaxis after which the school was fumigated

However, no definite cause of the deaths has been declared.

Another school that has had to deal with a health situation in recent days is the Koforidua Technical School, where a second-year science student who passed away over the weekend, was confirmed to have died from Meningitis.

However, health officials in both the Ashanti Region and the Eastern Regions, have insisted that they have contained the situation, and have assured the public of their commitment to ensuring the safety of the students.

The Eastern Regional Director of Health Services, Dr. Charity Sarpong, told Citi News: “I must say that currently, everything is calm in the school because we have given them the necessary support, they know what to look out for, they also have our contact numbers so that when there is something we will be immediately contacted for the necessary support.”

Swine flu outbreak at KUMACA contained – Health officials

Addressing the incident at KUMACA, the Ashanti Regional Health Director, Dr. Emmanuel Tenkorang, said: “So far so good. Since Monday, there has not been any new case and so far we have 11 students on admission. Three are on admission at the KNUST hospital. Komfo Anokye has one on admission. At Kumasi South hospital, there are five on admission, and then at Manhyia hospital, we have two on admission. There has not been any reported new case.”

The New Patriotic Party’s (NPP), Northern Regional Chairman, Daniel Bugri Naabu is insisting President John Dramani Mahama and his brother Ibrahim Mahama, attempted to bribe him to damage the reputation of the party’s 2016 Presidential Candidate, Nana Addo Dankwa Akufo Addo.

He broke his silence on the contentious issue at his private Fuo residence in Tamale, where he received Hassan Ayariga’s All Peoples Congress’ (APC) Northern Regional executives, and party members who have declared their unflinching support for Nana Addo Dankwa Akufo Addo.

[contextly_sidebar id=”U1zPWZZyBq6mIiAVuxCwR3c0bhub3vXX”]He stated that, “I don’t need bribe. If I need bribe; I would have pocketed the money they gave me and the cars and the promise of other money which is supposed to come, I would have done it.”

He claimed that he was already wealthy when President Mahama was a student.

“When I started buying cars; Mahama was a student at Ghana College (Ghanasco). He himself told me that I was having some cars and other things, and today you are presenting five hundred thousand to me and a car. As for me I don’t need anybody to give me money.”

“If John Mahama wanted to give me money; he would have given me money when he became the vice President. Is today that he knows that I need money? Today that you are failing; you are calling me to come, I won’t come,” Bugri Naabu charged.

Daniel Bugri Naabu chastised the National Democratic Congress’ (NDC) 2016 Campaign Coordinator, Kofi Adams, for calling him (Bugri Naabu) a liar.

He renewed his confidence in Nana Addo Dankwa Akufo Addo’s capacity to salvage the nation.

“I know that Nana Addo is the only one who can build Ghana peacefully and for that matter I will never ever collect bribe to damage him.”

Spokesperson of the NPP Presidential nominee, Mustapha Hamid, on Tuesday at a news conference in Accra, accused President Mahama and his brother Ibrahim Mahama of attempting to bribe the party’s Northern Regional Chairman, Daniel Bugri Naabu to campaign against Nana Akufo Addo.

Whereas the NDC’s National Campaign Coordinator, Kofi Adams, has rubbished the allegation, some concerned political analysts have challenged Daniel Bugri Naabu to substantiate the allegation.

APC Northern Regional Executives endorse Nana Addo

Meanwhile, the APC Northern Regional Treasurer, Ibrahim Mashoud, on behalf of the regional executives; disassociated themselves from the APC leader, Hassan Ayariga’s endorsement of President John Dramani Mahama for the December 7 polls.

“We in the Northern Region were not consulted by anybody especially Ayariga; when he decided to throw his weight behind a certain party in Ghana. We were not consulted in the Northern Region and so we disassociate ourselves completely from throwing his weight behind the NDC.”

“We in the APC and for that matter the regional, constituency and Parliamentary candidates of the Northern Region; wish to state here and now to the good people of Ghana that, we sincerely endorse the candidature of Nana Akufo, the NPP Flagbearer for 2016.”

Ibrahim Mashoud explained their decision, saying, “The endorsement came after series of meetings considering the corruption, mismanagement, wastage of the economy, high rate of unemployment, highest rate of incompetence, killer taxes, collapse of the private sector, high utility bills, tribal politics just to mention a few.”

He exposed Hassan Ayariga’s ignorance on the composition of the APC Northern Regional chapter.

“Hassan Ayariga does not know all his regional executives not to talk of constituency members who were behind him, he does not know anybody.”

“We went round to form the constituency executives. He has never been to Tamale to see any constituency executives not to talk of the regional. So I want to say emphatically that Hassan Ayariga does not know anybody in the Northern Region so far as the APC is concerned.”

He insisted that, Nana Akufo remained their obvious choice for the December 7 Presidential poll.

“Our support and votes are for Nana Addo Dankwa Akufo Addo of the NPP, and we are declaring that all our members should vote for him on December 7. Our support for Nana Akufo Addo is solid and unshakable.”
