The Chief Executive Officer (CEO) of the Ghana Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi, has called on the various Metropolitan, Municipal and District Assemblies, particularly the more prominent ones to rely more on their Internally Generated Funds than on the central government to combat the sanitation challenges in the country.

His comments came on the back of complaints by the AMA Chief Executive, Mohammed Nii Adjei Sowah, that the lack of infrastructure and resources was hindering the provision of quality sanitation services in the capital.

According to Mr Hosi, it is unfortunate that the AMA, which he describes as “the most resourced Municipality” is still dependent on the central government for the provision of key social services.

He advised the Assembly to put more effort into the collection of property taxes and ensure that the more affluent areas in the capital are made to pay more to ensure development projects are funded.

“I don’t think that the Mayor actually needs government to get any of his things done.  Accra is the most resourced Municipality but yet it’s easily one of the least performing. Property rates, property rents, how much are they paying. The Municipalities generally have resources within their space and within their reach but everything in this country has become government, government, government. Everybody is expecting something from ken [Ofori-Atta]’s budget. The old man is still raising his spectacles on his forehead, allow the guy to breathe because he’s struggling. We should solve the thing ourselves,” he said at the launch of The Ghana Action Series, a campaign by One Ghana Movement and Citi FM.

“The properties that we have, big houses; go to Lakeside Estates where I stay, we were paying property rates of 50 and 100 cedis. Who is going to fix the roads for you? The first thing is that we need to let the property rates be right. Collect the property money, let the rich people pay the right money.”

‘Not enough infrastructure’

The Accra Mayor on Tuesday, lamented the lack of infrastructure to ensure that waste that is generated in the capital daily is properly disposed of.

He stated that the only landfill site in the city does not operate throughout the day, leaving residents with no choice but to dump their waste at inappropriate locations.

“It’s about infrastructure. The truth is that we don’t have it at all. Currently, in the whole of the Accra Region, we have only one landfill site, which is not engineered, at Kpone. Technically in about one and a half years, the Kpone landfill site will get full and we’ll be in trouble. In Accra, the Kpone landfill site doesn’t operate 24 hours. Have you ever seen a city that is running waste management that does not operate 24/7? But the Mayor does not control the Kpone landfill site. So by 5 pm, the Kpone landfill site is closed,” he said.

Senyo Hosi also called on Ghanaians to change their mindsets towards the disposal of waste and to be willing to pay to ensure that the operators of landfill sites are remunerated well enough to ensure the constant functioning of these sites.

“We need to learn to pay. We’re not paying and if we don’t pay, nothing works. Waste management is an economic issue. We need to rethink how we orient the general public about waste.  It’s a resource that has to go through some process which must be understood and clearly defined. But at the end of the day, whoever is going to use that resource must find some economic benefit out of it. If you’re operating a landfill site and the person is not going to be paid for it, it’s not going to work. If the pricing is wrong, it’s still never going to work,” he added

A Deputy Executive Secretary of the Microfinance and Small Loan Center (MASLOC), Afia Akoto, who is the third defendant in a GH¢ 8 million defamation lawsuit, has apologized and retracted comments she reechoed accusing Senyo Hosi, CEO of the Chamber of Bulk Oil Distributors of offering a $1 million bribe to the CEO of the Bulk Oil Storage and Transportation Company (BOST) Alfred Obeng.

In a letter dated January 22, 2018, and addressed to Senyo Hosi’s lawyers, Afia Akoto said she admits her comment was without basis and apologized for it.

“I write to sincerely and unreservedly apologize, retract wholly my comments about your client which led to me being 3rd defendant in the above-mentioned defamation lawsuit. .. I admit that even though I did not originate the allegations of wrongdoing, I did re-echoe them on my Facebook wall on the 28th of June 2017 without first verifying what I now accept to be rather unfortunate claims without basis.. I regret the comment, and apologize unreservedly and undertake never to repeat them. I am truly sorry for the damage caused your client,” the letter stated.

At the court hearing on Monday, Madam Afia Akoto signed the terms of settlement which includes the retraction and apology.

She was therefore removed from the case as 3rd defendant, while plaintiff had gone to pray default judgement because Mr. Kennedy Agyapong and Kencity Media had not filed a defence to the case.

But they brought a late defence on Monday morning which was accepted by the court, but was made to pay GH¢1,000 for the late defence.

The case will now proceed with Mr. Agyapong and Kencity Media as 1st and 2nd respondents respectively.

Kennedy Agyapong, who owns Kencity Media, alleged that Senyo Hosi had made a $1 million bribe offer to the CEO of BOST, Alfred Obeng.

The MP said the bribe was to influence Mr. Obeng to reverse the contaminated fuel sale made by BOST to two companies.

Afia Akoto, who was joined to the lawsuit as a 3rd defendant repeated the allegation on her social media platform.

Senyo Hosi, who said the allegation had no basis and was a deliberate attempt to damage his reputation, filed a lawsuit on Tuesday, July 4, 2017, asking the court to award a GH¢5 million compensation against Kennedy Agyapong, and GH¢3 million against Kencity Media, the platform on which the allegation was made.

He was also seeking a GH¢1 million compensation against Afia Akoto.

The Chief Executive Officer (CEO) of the Ghana Chamber of Bulk Oil Distributors (CBOD), Mr Senyo Hosi, has been declared as the African CEO Impact Award winner (West Africa) for his immense role in the Oil and Gas sector.

Mr Hosi won the award on Sunday, December 17, 2017, at the UK – Africa Trade & Investment Forum in London.

The Minister of Trade and Industry of Botswana, Mr Vincent Seretse, presented a plaque to Mr Hosi at the event.

Mr Hosi, earlier, delivered a speech as a Guest Speaker at the event and noted that “Africa’s biggest hindrance to transcending its third world status to first world is the canker of weak policymaking and weak institutions superintended by poor leadership.

“Combined with a generally passive citizenry and middle-class inertia that believe politics and policymaking is the sole preserve of politicians, a slower reform effort is our lot on the Continent.

“Even industry, including mine has not been immune to the passiveness in seeking greater policy reforms that are credible and certain. Yet, in developed countries, industry lays the golden eggs that spur economic transformation,” Mr Hosi noted.

He said the politician spans periodic terms, but businesses span the lifetime of economies and for that reason had more to lose if they do not lead transformational policymaking and management in Africa.

“We cannot be like the proverbial stomach that houses anything the mouth throws in only to warehouse poison someday and die.

Lead Policy making Space
Mr Hosi urged the business world to lead the policy making space by being very proactive adding that “we need to drive the quality of the process; we have to lead in the transformation of institutions into competent bodies independent and devoid of politicking. We must and can change the story of Africa.”

“We say Africa is the next economic frontier but I ask, the frontier for who? Until we begin to drive and lead policy from behind, Africa’s industry shall miss its own opportunity of becoming an economic frontier. We must change the way we think and the way we act,” Mr Hosi emphasized.

Mr Hosi expressed worry about what he termed the erection of “higher tariff and non-tariff borders even against our less competitive neighbours while adding little or no value to our raw exports.”

He said Africa’s trade with countries out of Africa was mainly driven by the extractive industries and primary level production.

“We eagerly export raw gold and metals, crude, cocoa etc. Our value addition is nothing to write home about.

“The key to our turnaround will lie in our ability to move up the production value chain and the expansion of our primary production base (mainly in Agriculture). We cannot continue to have so much arable land and stay hungry. We cannot continue to export cocoa and import chocolate,” Mr Hosi continued.

Competitive World
The CBOD CEO said the competitive world today had no time for the unprepared.

“It is the competitive that attracts investment,” noting “to attract money, a country’s policy making architecture must be trusted, predictable and competitive.”

He said it was unfortunate for only one African country to be ranked in the top 50 most competitive countries in the world according to the World Economic Forum.

He said out of 190 countries usually ranked on the World Bank’s Ease of Doing Business Report, Africa performed sub-optimally.

He noted that in the latest report, Africa had only one amongst the top 50 countries in the World bank’s ease of doing business report and four in the top 100.

None of the top four countries was from West Africa.

“These indicators suggest we are not ready to realise our potential. This must change. We must drive policies to ensure business thrives and delivers real competitiveness,” Hosi stressed.

Ghana/UK Trade
Touching on trade between Ghana and the United Kingdom (UK), Mr Hosi said  Ghana’s trade with the UK has dipped by 30 per cent since 2012.

He said the reason for that dip was not difficult to figure out because the “UK Trade play in Ghana and most of Africa has been mainly extractive and primitive in the production chain.”

Mr Hosi stated that the use of aid to keep the influence on this level of the African economy in check will only be limited especially when the UK had been out-competed by the likes of China and the EU.

Africa, he noted, needs real trade partners investing to invest in its secondary and tertiary production chain.

“It needs real trade not aid. As Africa rises, those with the real partnerships will yield the most and influence the rise,” the CBOD CEO stated.

He said the world must decide whether it seeks to show effort at helping Africa or to deliver the value of real help, one in which a world of return abounds.

He was also on the front cover of a special edition of the African Leadership Magazine, which was unveiled at the event.

The magazine, which was would be distributed at the event, captured a detailed coverage of Mr Hosi’s achievements.

Biography of Senyo Hosi
Mr Hosi, Chief Executive Officer of the Ghana Chamber of Bulk Oil Distributors is credited with developing the Chamber into a major representative, advocacy, and lobby and industry strategy and policy organisation in the Ghanaian and West African downstream petroleum industry.

His advocacy and policy analysis served as the catalyst for key policy decisions including petroleum price deregulation that saved the Ghanaian economy 500 million US Dollars every year in unbudgeted subsidies; the low sulphur policy that introduced cleaner fuels by adopting low sulphur petroleum standards (from 3000ppm to 50ppm); and the development of the conceptual framework and design for the adoption of the Energy Sector Levies Act.

The government of Ghana recently ring-fenced proceeds from the levies as collateral for Ghana’s first energy bonds to address the energy sector’s debt of about 2.5 billion US Dollars. This contribution to the industry provided a remarkable turnaround in Ghana’s economic, financial and energy prospects.

This intervention has further turned around the dwindling commercial fortunes of a hitherto heavily indebted downstream sector.

His outright advocacy backed with solution oriented policy analysis has made him a constant reference for policy proposals by both the public and private sectors. Together with his fine lobbying skills, he has become an industry leader from behind.

Mr Hosi has effectively managed competing interests of 30 oil companies in the Chamber to collectively work towards driving sustainable policies within the industry.

He is a key resource person for major regional downstream platforms like OTL Africa, Argus Media Road Conference, Africa Oil and Gas Summit among others.

He serves on various major public and private boards including the Ministry of Energy’s Ministerial Advisory Board, Ghana Highways Authority, Private Enterprises Federation, NDK Capital and Legacy Bonds Limited.

He holds an MBA in Finance and an MA in Economic Policy Management.

The Chamber of Bulk Oil Distributors (CBOD) is calling for calm in the ongoing disagreement between the LPG Marketers Association and the National Petroleum Authority (NPA) over the proposed cylinder recirculation program.

The LPG Marketing Companies Association of Ghana has accused government of a grand scheme to wipe them out of business.

A Deputy Energy Minister, Mohammed Amin, meanwhile, chided the Association of LPG Marketers last week, for what he described as an attempt to hold Ghanaians to ransom over the policy.

But speaking to Citi Business News, the Chief Executive Officer of the Chamber of Bulk Oil Distributors, Senyo Hosi called on all stakeholders to remain calm since every player will get the opportunity to influence the direction of the Cylinder Recirculation policy.

“I encourage all the parties to hold fire. We need to sit down as industry players and solve this issue. The committee is just about starting its work, and all stakeholders would get a privileged opportunity to influence the direction of the policy. In all of this the national interest must be supreme. We all need to participate in the entire process to reach a fair resolution for all parties”.

The President Nana Akufo-Addo ordered the implementation of the Cylinder Re-circulation Model of LPG distribution following public outcry in the wake of the massive explosion at an LPG filling station at Atomic Junction.

That explosion claimed at least seven lives and injured over 100 persons.

The Executive Director of the Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi, says government needs to consider scrapping the subsidy on premix fuel, since such monies are only ending in private pockets through the diversion of the commodity meant for the country’s fisher-folk.

Government reportedly spends nearly Ghc200 million to subsidize the commodity annually.

According to him, the Ministry, despite its key role in the supply of premix fuel to fisher-folk, has refused to cooperate with the National Petroleum Authority (NPA) in order to help bring the perpetrators to book.

The National Petroleum Authority’s (NPA) BRV tracking system, has revealed that huge amounts of premix fuel meant for fisher-folk, loaded from the Tema Oil Refinery (TOR) have been diverted for the past eight months.

Nearly 249 of such diversions took place, and the product is often sold to industries within Tema. There are also reports that some fuel stations use the fuel by sometimes mixing it with petrol and selling to unsuspecting consumers.

Speaking on Eyewitness News on Wednesday, Senyo Hosi suggested that, incidents of premix fuel diversion had been permitted to occur for several years, and called for all institutions that appear to be supporting the illegality to be dealt with.

“The NPA I’m aware has fined some of these OMCs and some of them have paid, indicating that some of these OMCs are complicit. There is criminality associated with this, what must happen is that, people be held accountable and responsible. We have to start with the premix secretariat and the Fisheries Ministry. Why are they not cooperating with the NPA. The institutions that are failing to cooperate with the NPA must be brought to book,” he said.

Senyo Hosi believes the office of the president must be drawn into the matter to make sure that the right things are done, noting that there was the need for the subsidy on premix fuel to be removed due to the belief it was only a profit-making venture for some private individuals.

“I’ll expect that the presidency should take a keen interest in this because the presidency oversees all these institutions….We should possibly even have an open inquiry because it has been lingering on for a long time. We may even need to consider scrapping this entire subsidy thing because the subsidy for premix is largely ending in private people’s pockets,” he told Richard Sky on Eyewitness News.

Premix fuel sector gold mine for party executives – Inland Fisherman

Chairman of the National Inland Canoe Fishermen Council, Jacob Tetteh Ageke, also told Citi News that political party executives in the constituencies, profit hugely from the mismanagement of the premix distribution.

Joseph Ageke claimed that local executives of whichever political party is in power or persons who claimed to have contributed to that party’s ascension to government, take possession of the fuel meant for the fisher-folk and sell it at exorbitant prices.

“We [fishermen] have been thrown out, the moment government changes, the pre-mix fuel is taken and given to party chairmen and businessmen. One person could come and say that they supported President Akufo-Addo to come into power so they are going to take over the pre-mix fuel and they indeed do so. There are communities that have no outboard motors which are taking pre-mix fuel. The fishermen are not diverting the pre-mix fuel. It’s the fuel dealers in Ashaiman and other places, party chairmen and foot-soldiers who are not fishing and have taken over the pre-mix fuel. It happened in NDC’s regime and it’s happening more in NPP’s regime,” he claimed.

The commodity, which is sold for between Ghc7.20 and Ghc7.50 per gallon, is reportedly sold twice the amount by those who divert it.

The Chief Executive Officer (CEO) of the Chamber of Bulk Oil Distributors, Senyo Hosi, has urged final year students of Tema Senior High School (Temascho) to remain disciplined and committed ahead of the final examinations in 2018.

Senyo Hosi, who is an Anchorite – the term used to describe old students of the school – encouraged the final year students to stick to their values, and the values of the institution in order to make a greater impact in their societies.

“You cannot add value to the world out there if you don’t value who you are…Don’t look at the school but who you are. Be disciplined and committed, because those are the things you need to change the world.”

Temascho is one of the most recognizable second-cycle institutions in the country, and has produced a number of the countries finest personalities, including Mr. Hosi himself, Member of Parliament for Tema West Carlos Ahenkorah and host of The Big Issue on Citi FM, Umaru Sanda Amadu.

Founded in 1961, Temascho has gone on to become arguably the most reputable school in the Tema Metropolis and has earned a number of laurels in academics and sports.
 
The Tema Old Students’ Association (TOSA), is also well-regarded around the country for the support provided to the school by past students.

The Chief Executive Officer (CEO) of the Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi, has cautioned against calls for the removal of Chief Executive of National Petroleum Authority (NPA), Alhassan Tampuli.

He stressed that ever since assuming office, Tampuli took proactive steps to address safety challenges in the sector head on.

[contextly_sidebar id=”lAsY6dLHRXgp3c18yGj3xV3AddHMbmUw”]Speaking to The Finder, he recalled that one of the first things the NPA Chief Executive did was to invite all stakeholders to a major workshop to deliberate on safety challenges and the way forward.

Hosi explained that, it is unfortunate that even before the actions of Tampuli could start yielding results, a major gas explosion rocked Atomic Junction killing 7 and injuring 132.

He therefore called for thorough investigations into the Atomic Junction gas explosion accident and persons found culpable sanctioned.

According to him, people have failed in the discharge of their duties and government should wake up and deal with the issue at hand.

“Who are we holding accountable for the loss of lives, who is going to lose his job for this, who is going to go to prison for this, who is really going to pay for the loss of lives and the loss of property and the embarrassment this has caused the state.”

“It has to do with us purely enforcing the rules. The rules are there, people breach them and when you breach them we hold people accountable, but we never hold anybody accountable and that is the failing of government” he asked.

Hosi stressed that if the mechanism for accountability is not enforced, no policy would solve the problems.

However, he said engaging in blame game and calling for some individuals to be sacked without thorough examinations to deal with the right culprits would be counter productive.

Therefore, he said calls for the formulation of a ‘new’ policy to regulate the activities of gas stations in the country are not the solution.

According to him, the enforcement of already existing laws and constant supervision would prevent gas station disasters.

He was quick to add that it is not to say that a new policy is not necessarily welcome.

He stated that the problem at hand has to do with the concept of accountability that is totally absent in the management of the sector.

The gas explosion at the Atomic Junction Saturday evening has ignited a conversation about where fuel and gas stations should be sited in the country.

Need for accountability

Many other stakeholders have also called for a new policy to be formulated. However, Hosi holds the view that the concept of accountability, which is absent in the management of the sector is the real problem.

He said governments over the years have played around the real issues and failed to put their foot down and ensure that the right things are done regardless of who is involved.

The CEO of CBOD added that “you have to deal with the fundamental thing that has to do with the breach of rules and protocol and holding people accountable for not doing their jobs and that is where we are.

Hosi noted that at the time the gas station was established, there was minimal commercial activity in the area.

He explained that as commercial activity increased, the station should have been relocated or commercial activities restricted.

The Chief Executive Officer of the Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi, has sued outspoken member of the governing New Patriotic Party (NPP), Kennedy Agyapong for defamation.

Joined to the suit is Kencity Media limited, a company that manages Oman FM and Net2 TV, all owned by Kennedy Agyapong and the Deputy Executive Director of the Microfinance and Small Loans Centre (MASLOC), Afia Akoto.

Senyo Hosi is demanding GHc 5 million from Kennedy Agyapong, GHc3 million from Kencity and GHc1 million from Afia Akoto.

The CBOD boss explained that, Kennedy Agyapong, who is also the Member of Parliament for Assin Central in the Central Region, made some defamatory comments against him on several media Houses including his own Oman FM, Net 2 and on Accra-based Asempa FM.

He added that, Afia Akoto also reiterated similar comments against him on some media platforms.

Lawyers of Mr. Hosi subsequently wrote to Kennedy Agyapong and Afia Akoto advising them to retract and apologize for the comments the lawyers say were “outright falsehood,” but it seems the advice was ignored.

Senyo Hosi has thus sued them praying the court to uphold that the comments were defamatory and have “gravely injured” his reputation hence the defendants must be made to retract, apologize and compensate him.

Mr. Agyapong alleged on Oman FM that Mr Hosi attempted to bribe the Managing Director of the Bulk Oil Storage and Transportation Company (BOST) with $1million to enable him buy the contentious 5 million litres of contaminated fuel sold to an unregistered oil firm, Movenpiina and Zup Oil.

Senyo Hosi in his writ quoted Kennedy Agyapong of saying: “…The man was promised one million dollars, he didn’t take it…It is rather the one million dollars people who were going to do the contamination thing…I don’t know that Hosi whoever Senyo [is] but I have all this evidence against them…If that guy is on it [the committee], if they bring any report, nobody will accept it because for someone who has gone to offer one million dollars…How can Boakye Agyarko the minister involve him…that guys should be thrown out completely…He should question the quy and let him face me.”

Mr. Hosi further quoted Kennedy Agyapong speaking on Asempa FM to have said: “…Again the bombshell in it is that this guy, his name is in my thing, he is called Yoosi something something, I have a difficulty pronouncing his name.”

According to Mr. Agyapong, Senyo Hosi had tried to bribe Alfred Obeng Boateng so that the controversial sale of the off-spec oil would be overturned in his (Hosi’s) favour.

Lawyers for Mr. Hosi denied the claim, saying ” Our client, for the avoidance of doubt, wishes to place on record that your said allegations are completely false and that he has never been offered or offered to buy or engage in any transaction of a commercial nature with the BOST, its CEO, any of its officers or third-parties however described.”

Below is the reliefs sought by Senyo Hosi:

  • An order for an unconditional retraction and an unqualified apology for the said defamatory comments/broadcast/publication, doing so separately and in the Daily Graphic newspapers, and for same to be given equal prominence as the complained comments/broadcast/publication within 14 days from the day of judgment.
  • An order that the contents of relief (i) above be subject to the prior approval of plaintiff, and for defendants to personally and separately read out same on all media networks mentioned in paragraphs 7 and 15 above and doing so within 14 days from the day of judgment.
  • An order of perpetual injunction restraining defendants from any further comments of said complained defamation.
  • General damages for defamation.
  • Aggravated or exemplary damages for the malicious defamation.
  • Compensatory damages of GHc5, 000,000.00 for injury to character and integrity against 1 defendant.
  • Compensatory damages of GHc3, 000,000.00 for injury to character and integrity against 2 defendants.
  • Compensatory damages of GHc1, 000,000.00 for injury to character and integrity against 3 defendants.
  • Costs, including legal fees.
  • Further or other reliefs.

The Chief Executive Officer of the Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi has advised African entrepreneurs to think globally and focus on making their products and services suitable for the global market.

According to him, local businesses must study and realize the potentials in other markets and take advantage of them, and not be content with local successes.

In an interview on Bata Media’s ‘Under 40 CEOs’ series, Senyo Hosi said in thinking globally, Africa will be able to move higher to the next stage of its development.

“In all you think, you need to thinking globally. I tell people that while you education your kids, while you work, you should realize you are in competition with the world. People are seeing your market, you should realize other markets very well exits and people are out there to be very competition. You are competing with the world,” he said.  Every market share that is run in your country can actually be taken by somebody’s export which becomes your import. So you always need to remember that every industry anywhere you are is competing with the world. With the management skills, you need to be a bit more flexible and open minded about broad world views.

Mr. Hosi further expressed optimism in the potential of exponential growth on the continent but said it was important for its people to rise up and work in that regard.
