An Uzbek immigrant has been charged by US prosecutors with causing the deaths of at least eight people in New York by mowing them down in a truck.

Sayfullo Saipov, 29, is also accused of providing material support and resources to Islamic State (IS) group.

He was shot and injured by police at the scene of the attack, and received treatment in hospital.

Prosecutors say Mr Saipov spoke freely to them, waiving his right to avoid self-incrimination while in custody.

US President Donald Trump tweeted that he should receive the death penalty. The charges filed against Mr Saipov are federal, which means the government can override New York state’s ban on capital punishment.

Tuesday afternoon’s attack saw a truck driven down a cycle lane in Lower Manhattan, hitting cyclists and pedestrians.

Six people died at the scene and two more in hospital. Twelve people were injured, nine of whom remain in hospital.

Federal court papers allege:

  • Mr Saipov said the attack was planned two months ago
  • He said he had intentionally chosen Halloween so that the streets would be crowded
  • He wanted to display IS flags on the truck, but decided not to draw attention to himself
  • Authorities recovered 90 graphic and violent IS propaganda videos from his phones
  • He said he was inspired by them – in particular, one in which IS leader Abu Bakr al-Baghdadi asks what Muslims are doing to avenge deaths in Iraq

Earlier, New York Police’s Deputy Commissioner John Miller told reporters: “He appears to have followed almost exactly to a ‘T’ the instructions that Isis has put out in its social media channels before, with instructions to their followers on how to carry out such an attack.”

A second Uzbek man wanted for questioning in connection with the attacks has been found, investigators say.

The FBI had requested information on Mukhammadzoir Kadirov, 32.

“We are no longer looking for the person the information went out about,” William Sweeney, assistant director of the FBI’s New York field office, told reporters.

“We have found him and I’ll leave it at that.”

CEO of one of the leading Insurance firms in Ghana, Metropolitan Life Insurance Ghana, AJ Kruger, has expressed optimism about insurance penetration in Ghana, although it currently stands at 2 percent.

According to him, the increase in the country’s GDP per capita and growth in retail banking penetration should see the insurance penetration rate increase. He noted that the increase in insurance will provide a huge capital market that businesses can tap into for growth.

Mr. Kruger was addressing Metropolitan’s employee awards ceremony dubbed “Night of the Stars” which was held at the Golden Tulip hotel, Accra. The event was to recognise employees who have made immense contributions to the company at the end of the business year, ending June 2014.

“Insurance worldwide, including Ghana is hardly bought, but sold. This makes the role that our sales teams play, together with appropriate products and service delivery, in making both the industry and our company grow extremely important,” AJ noted.

Addressing sales executives at the ceremony chaired by the Insurance Commissioner, Lydia Bawa, Mr. Kruger noted consumer needs were changing and it was important that sales channels remain relevant. He added that technology, including mobile technology, the internet and social media, would play an ever increasing role in consumerism and urged salesmen and brokers not to see it as a threat but embrace it.

The special guest of honour at the ceremony was the former CEO of the Ghana Chamber of Mines, Rev. Dr. Joyce Rosalind Aryee, who urged the sales personnel to be diligent and persistent in the work they do. She encouraged the employees, especially the Corporate and Retail marketing teams, to strive for excellence and show a lot of commitment and hard work, noting that hard work always pays. She likened the sales person to the ant, and asked them to be focused and determined in order to excel in their endeavours.

A number of officials from across the country were awarded for their outstanding contribution with the top award going to Eric Nyanteh of the Accra Zone, who was elated and motivated to do more.

The Commissioner of the National Insurance Commission noted that the NIC will be implementing some new measures that will strengthen the insurance industry in Ghana. She said the new capital requirements to be introduced soon will see some mergers and acquisition in the next few years.

Launching the 2015 awards, Mrs. Mabel Nana Nyarkoa Porbley, General Manager noted that the awards have been improved with 14 various categories. She noted that the best 4 employees will have a one-week all expenses paid trip to Cape Town in addition to cash prices and called on all to put in their best so as to ensure that they get on the plan for the 2015 awards.
