A self-styled businessman has been thrown into jail for three years for defrauding a trader in Kumasi in the Ashanti Region.

Frank Jerry Osei, who plies his trade in Kumasi is said to have defrauded Eva Gyansah to the tune of GH¢3,000 under the pretence of securing a position for her daughter in the Ghana Immigration Service.

He was sentenced by the Bekwai Circuit Court after he pleaded guilty to the charges of defrauding by false pretense and impersonation.

Facts

Prosecuting, Chief Inspector Francis Osei Boateng, said the victim is a trader who sells roasted pork at Trede Junction near Bekwai in the Ashanti Region, while the accused person claims to be a businessman, resident at Bekwai.

In May 2017, the complainant together with her daughter who assists her in selling were going about their normal duties when Osei approached them and enquired from her daughter what she did for a living.

Ms Gyansah told Osei that her daughter had completed Senior High School (SHS) and was assisting her with the business to raise money to further her education.

Osei then introduced himself as the District Police Commander of Bekwai, and that as the head of the district, he had slots to enlist four persons into the Ghana Immigration Service (GIS), and would give one slot to the complainant’s daughter.

He (Osei) later took the West African Senior School Certificate Examination (WASSCE) result slip, birth certificate and passport pictures of the complainant’s daughter, as well as GH¢3,000, which he termed as protocol processing fee.

He also made Gyansah’s daughter undergo a medical screening and gave her a list of items to be bought for training, as well as a date on which she was expected to report for training.

According to Mr Boateng, Ms Gyansah said after the time given them by Osei had elapsed and they had not heard from him, she attempted to reach him on his phone, but it was switched off and his whereabouts were unknown.

After several attempts to reach him were unsuccessful, she reported to the district police headquarters to enquire about the progress of her daughter’s enlistment into the GIS, only to be told that Osei was not the District Commander, neither was he a police officer.

Arrest

She then reported the matter to the police for investigation, after which Osei was apprehended months later.

During the interrogation, Osei admitted to the offences and confessed in the presence of independent witnesses.

He further stated in his caution statement that he had not attended any police training school whatsoever.

After investigations, he was charged and put before the court, presided over by Justice Frederick Arnold Wekem Kwesi Nawurah, who found him guilty on his own plea.

A Screen Printer who collected GH¢8,000.00 from a reverend minister under the pretext of enlisting him into the Ghana Police Service or the Ghana Armed Forces but failed has been convicted to a fine of GH¢3, 600.00.

Henry Kwashie in default would serve nine months in prison.

The court further ordered him to refund the complainant’s GH¢8,000.00 to him.

Prosecuting, Assistant Superintendent of Police (ASP) Stephen Adjei said Asamoah Jerry Robert the complainant resides at Odorkor in Accra and the convict lived at Medie near Accra.

ASP Adjei said in the month of January 2015, the complainant received a phone call from the accused who introduced himself as a Police officer of the rank of Assistant Superintendent of Police (ASP) stationed at the Accra Regional Criminal Investigation Department (CID).

According to the prosecutor, the convict made the complainant to believe that he was in the position to assist him to be enlisted into either the Ghana Police Service or Ghana Armed Forces.

The convict demanded and collected cash in the sum of GH¢2,500.00 under the pretext of facilitating the process.

The prosecution said Kwashie further demanded an additional amount of GH¢2,500.00 from the complainant.

According to ASP Adjei, Kwashie then called the complainant that he had completed the process and demanded another GH¢3,000.00 to thank his “security bosses.” The complainant parted with the money.

ASP Adjei said Kwashie after collecting the various monies totalling GH¢8,000.00, switched off his phone and went into hiding.

On March 18, last year, the complainant managed to reach the accused on his phone and lured him to come for additional money to facilitate the process.

The prosecution said the matter was reported to the Police and he was arrested at the Kwame Nkrumah Interchange.

Kwashie in his caution statement admitted collecting GH¢6,700.00 from the complainant to enlist him into the Ghana Police Service but the deal was not successful.

The prosecution said when Kwashie was granted Police Enquiry bail to assist in investigations, he went into hiding.

On March 25, 2016, Kwashie’s surety handed him over to the Police stating that he was not ready to stand as surety any longer.

The Police administration has asked Ghanaians to disregard reports suggesting that the Service is embarking on a recruitment exercise.

A statement issued by the Police Service also entreated “individuals, parents and guardians of prospective candidates to avoid being lured into parting with sums of money ostensibly to purchase recruitment forms, as the Police have not “advertised for recruitment.”

A number of recruitment scams have been recorded at the Police Service, resulting in some cases the interdiction of police officers believed to be involved in the scandal.

The Police service was hit by a recruitment scam in June 2015, during which over 500 people were given recruitment letters after allegedly paying between GH¢1,500 to  GH¢2,500, and were asked to report at the training depots.

The Police during its investigation, arrested three men for their alleged involvement in the scam including the Service’s Director-General in-charge of Human Resource, COP Patrick Timbilla.

The former Director General in-charge of Human Resource at the Ghana Police Service, COP Patrick Timbilla, was fired for his role in the scandal after two years of investigations.

A self-professed pastor is in trouble with the law after allegedly swindling three people of GHȼ30,200.00 under the pretext of getting them employed in the country’s security services.

Peter Mensah, 33, had convinced his victims that he could help them to be enlisted into the Police Service, Bureau of National Investigations and the Immigration Service.

He was on Tuesday put before a Kumasi Circuit Court, charged with conspiracy and defrauding by false pretense.

He admitted collecting the money form the victims; but claimed he gave everything to the chief of Ekumfi, Nana Kwabena Gyamfi, who was well-connected and known to have helped many to join the security services.

The court, presided over by Mrs. Mary Nsenkyire, ordered that he should be held in prison custody to make his next appearance on October 25.

His accomplices – Nana Gyamfi and Haruna Nuhu, are on the run.

Mensah, found with two fake hundred dollar notes after his arrest, is facing additional charge of possessing fake dollar notes.

Police Chief Inspector Hannah A. Acheampong said the crime was committed in July this year.

The accused told the victims, Benjamin Fosu, Olivia Oduro Mensah and Joana Agyin, all unemployed, that he could assist them to join the security services and they fell for the bait.

He demanded and was given a total GHȼ30,200.00 after which, he started giving all sorts of excuses. Realizing that they had been duped, they made a formal report to the police and he was arrested.

He confessed to the crime in his caution statement and alleged that the cash was handed over to the Ekumfi chief and Nuhu.
