The Ghana AIDS Commission has bemoaned the lack of nutritional support given to chronically ill inmates of various prisons in the country.

According to the Commission it has noticed that inmates who are on prescribed medication are unable to take their drugs due to insufficient food and other food supplements which have to be taken with the drugs.

Currently all inmates in the country are fed on GHC 1.80 pesewas daily, an amount the Commission describes as negligible for the care of chronically ill inmates.

The Eastern Regional Technical Coordinator of the Technical Support Unit for the Ghana AIDS Commission, Madame Golda Asante, in an interview with Citi News, indicated that other inmates could potentially be at risk if chronically ill inmates are not supported to take their medications.

“We have been working with the prisons for some years now with psychosocial counselling to every inmate but we have noticed that there are some inmates who are terminally ill, we looked at their situation and we noticed that the GHC 1.80 pesewas they are fed with on daily basis is not enough. When you look at some of the conditions of the sick inmates and their nutritional challenges you will know it is a big issue managing these chronically ill inmates”.

Golda Asante added that the inmates “need good nutritional support to encourage them take their medications, for the chronically ill inmates they have so many conditions confronting them but unfortunately the GHC 1.80p for breakfast, lunch and supper will not motivate them enough to take their medications. Some of them refuse to take their medications because of the reactions and weakness they feel after taking the drugs. Even though they appreciate the essence of getting well, they can not take the food on an empty stomach.”

“The physician assistant who takes care of them has to go chasing them to come for their drugs which most of them revealed to him they can’t take because they will go hungry. So this has been a big challenge to them and us as a commission.”

Madam Golda Asante, who noted how the AIDS Commission managed to support some chronically ill inmates at the Koforidua prisons, called on the government and private entities to also support the inmates to help improve their health conditions.

“Recently with the help of our technical partners from Bread and Roses in Philadelphia USA and Matthew 25 we managed to support 12 chronically ill inmates at Koforidua prisons with GHC 5,000.00 and some bags of rice. Believe you me, after 6 months when we came to have an impact assessment we realized that the weaker inmates have regained strength because they ate well and concentrated on taking their medications. Those who were looking bad are all looking good now. I’m calling on all well meaning Ghanaians to come and support these inmates, no amount is small so whatever money you have you can make it available to our unit and we will support a worthy cause”.

A Kumasi-based private legal practitioner, Sulley Sambian, has ensured the freedom of a youth activist of the governing New Patriotic Party (NPP), Alhassan Sibdow Hafiz, by voluntarily paying a court fine of Ghc3,000 slapped on the convict.

A Tamale Circuit Court on August 28, 2017 sentenced Alhassan Hafiz to a fine of 250 penalty units or in default serve four years for defrauding his employer of an amount of Ghc 98,587.

The convict, Alhassan Sibdow Hafiz during the trial pleaded guilty and claimed he used the money to finance the NPP’s campaign efforts ahead of the 2016 polls.

The former Sales Manager of As-Sahabah Limited, was sentenced by the court presided over by Justice William Joseph Twumasi Appiah based on his own plea to the charge of defrauding.

The convict however filed an appeal at a Tamale High court seeking to overturn the Circuit court’s decision.

Sulley Sambian, who heard about the convict’s predicament voluntarily paid the Ghc3,000 fine and Alhassan Sibdow Hafiz was released from prison.

In a Citi News interview, the lawyer said he was alarmed by the convict’s dilemma, hence his intervention.

Sulley Sambian is the chief Solicitor of a private law firm, Sambian &co based in Kumasi.

He was called to the bar in 2002 and worked with Akufo Addo, Prempeh&co for two years.

He was part of the legal team led by Obiri Boahene that freed the five NPP youth activists from Tamale who were sentenced for life with one of them, Yahuza sentenced to death.

Sulley Sambian has declared his intention to contest the NPP Northern Regional Secretary position.

A Spanish judge has issued European Arrest Warrants (EAW) for sacked Catalan leader Carles Puigdemont and four of his allies who went to Belgium.

The five failed to attend a high court hearing in Madrid on Thursday when nine other ex-members of the regional government were taken into custody.

One of those detained has been freed on bail of €50,000 (£44,000; $58,000).

They all face charges of rebellion, sedition and misuse of public funds for pursuing Catalan independence.

Mr Puigdemont has said he will not return to Spain unless he receives guarantees of a fair trial.

Belgium will “study” the warrant, a spokesman for the state prosecutor told AFP news agency.

The regional parliament in Catalonia voted to proclaim an independent republic a week ago, following an illegal referendum on independence organised by the Catalan government on 1 October

No other country recognised the move and the Spanish central government moved swiftly to impose control, using emergency powers under the constitution.

Who faces extradition?

Mr Puigdemont was the president of the autonomous region of Catalonia until the proclamation of independence and continues to regard himself as the president of the newly proclaimed “Republic of Catalonia”.

Mr Puigdemont and his colleagues travelled to Belgium to raise their case for statehood at the EU institutions and he insists he is not trying to evade “real justice”.

He said in a Belgian TV interview aired earlier on Friday that he would co-operate with Belgian judicial authorities.

He also said that he was ready to run in snap regional elections in Catalonia next month.

The other four warrants are for:

  • Meritxell Serret, former agriculture minister
  • Antoni Comín, former health minister
  • Lluís Puig, former culture minister
  • Clara Ponsatí, former education minister

Will the warrants be acted upon?

The warrants were sent to Belgian prosecutors, who have 24 hours to decide whether the paperwork is correct.

If they do, they will forward them on to a judge who will decide whether Mr Puigdemont and the four others should be arrested.

Belgium has a maximum of 60 days to return the suspects to Spain after arrest. But if the suspects do not raise legal objections, a transfer could happen much sooner.

A country can reject an EU arrest warrant if it fears that extradition would violate the suspect’s human rights.

Discrimination based on politics, religion or race is grounds for refusal. So are fears that the suspect would not get a fair trial.

There is an agreed EU list of 32 offences – in Article Two of the EAW law – for which there is no requirement for the offence to be a crime in both countries. In other words, any of those offences can be a justification for extradition, provided the penalty is at least three years in jail.

However, neither “sedition” nor “rebellion” – two of the Spanish accusations against the Catalan leaders – are on that list.

What about those already in prison?

Thousands of protesters have gathered in Barcelona and other Catalan cities for the second night running to call for the release of the former officials detained on Thursday.

Santi Vila, the Catalan former business minister, was granted bail at the request of prosecutors after spending a night in prison.

“My colleagues and I are fine, we are calm,” he said upon leaving jail in Madrid, but called the detentions “disproportionate”, Spain’s El País newspaper reports.

He had resigned from the cabinet before the Catalan parliament voted for independence.

Those who remain in custody are:

  • Oriol Junqueras, former deputy vice-president
  • Joaquim Forn, former interior minister
  • Raül Romeva, former external relations secretary
  • Carles Mundó, former justice minister
  • Dolors Bassa, former labour minister
  • Jordi Turull, former government presidency councillor
  • Josep Rull, former sustainable development minister
  • Meritxell Borras, former culture minister

Protesters are also calling for the release of two grassroots separatist leaders, Jordi Sánchez and Jordi Cuixart, who were taken into custody last month. They lost an appeal for release on Friday.

Five senior members of the Catalan parliament, as well as Speaker Carme Forcadell, are facing the same charges but, because of their parliamentary immunity, their cases are being handled by the Supreme Court. Their hearings have been postponed until 9 November.

Inmates at a South African prison known as Sun City were treated to “strippers” as part of an official event.

Pictures circulating on social media show two scantily-clad women in thigh-high boots pressing themselves up against orange suited men at Johannesburg’s Medium B prison.

On Monday, the Department of Correctional Services confirmed the veracity of the photos.

A full investigation was under way, James Smalberger told journalists.

“We can never tolerate what we have seen on the social media since Saturday,” Mr Smalberger, the acting national correctional services commissioner, said.

Thirteen officers are being suspended and will face the “full might of our code of conduct”, he added.

The 21 June event had been arranged as part of Youth Month celebrations – part of a programme which is meant to help with the rehabilitation of prisoners.

But the women – and their choice of clothing – took authorities by surprise.

Gauteng correctional services spokesman Ofentse Morwane told local news site TimesLive: “When the dancers arrived‚ we saw that they were wearing lingerie. They had some sort of strip show for the offenders.”

Pictures of the women entertaining the inmates began circulating on social media over the weekend, leading many to speculate that life was better behind bars than on the outside.

However, others were angry that the event had been allowed to go ahead.

Mr Smalberger assured the press conference that no taxpayers’ money had been spent on the women, who were brought into the prison by an external provider.

This was despite the authorities having rejected their original entertainment proposal, he said.

“It is not acceptable for female persons to appear like that in front of offenders,” he said.

“The management of the event should have never allowed, and immediately halted, this type of explicit entertainment, as pronounced by our policies.

“Therefore, there was a clear breach of the security plan that was provided for the event as well as other relevant policies and procedures.”

A video shared on Monday on social media shows five children left alone in tears in front of Sincan Prison in Ankara after their mother was detained while they were visiting their father in prison.

“Leaving children alone in such a situation is against the Convention on the Rights of the Child and all related laws. We will follow this issue,” said Mahmut Tanal, a deputy from the Republican People’s Party (CHP) and a member of the Human Rights Commission in the Turkish Parliament, on Monday.

“If anyone is guilty, of course they should be punished. But detaining a wife while visiting her husband in prison and as a result, leaving the children, one of them handicapped, alone is not compatible with conscience and the law or with ethics. What the video show is a humanitarian tragedy.”

In the video, a child opens the door of a car in the prison parking lot, showing his brothers crying, and says in tears, “We are five brothers, left alone. We have a handicapped brother. I commend those people to God’s punishment.”

Reaction mounted after the video was shared on social media by Tanal. People say similar incidents have occurred since a witch-hunt was launched against the Gülen movement by President Recep Tayyip Erdoğan and the ruling Justice and Development Party (AKP) following a failed coup attempt on July 15.

After the story broke, journalist Mahir Zeynalov, deported from Turkey due to critical tweet in February 2014, launched a fundraising campaign under this link for the five siblings who were left in the parking lot.

Tanal brought a similar case to Parliament on Jan. 4, when a mother was detained as part of an investigation into the faith-based Gülen movement, while her twins were left in an intensive care unit.

“There are mothers among us. Can a baby in an intensive care unit be separated from its mother? What kind of mentality does that? Which judicial system accepts that? Which ideology embraces that?” said Tanal in his speech at the Parliament.

Meryem, whose given name only was reported in the Turkish media, gave birth to twins by C-section in a hospital in Konya two days earlier and was detained by police despite hospital reports stating that she should not travel and was taken to Aksaray from Konya in a police car.

According to reports in the Turkish media, Meryem’s brothers and father and the husbands of her sisters were also jailed over links to the Gülen movement. Other of Meryem’s family members are now collecting breast milk from her in Aksaray and bringing it to the Konya hospital to feed the twins in the intensive care unit.

A total of 1,218 people were detained, with 572 of them put under arrest, in operations targeting the Gülen movement over the past week, according to a statement from Turkey’s Interior Ministry on Monday.

Turkey survived a military coup attempt on July 15 that killed over 240 people and wounded more than a thousand others.

Strongly denying having any role in the putsch, Fethullah Gülen called for an international investigation into the coup attempt, but President Erdoğan — calling the coup attempt “a gift from God” — and the government initiated a widespread purge aimed at cleansing sympathizers of the movement from within state institutions, dehumanizing its popular figures and putting them in custody.

More than 135,000 people have been purged from state bodies, in excess of 90,000 detained and over 43,000 have been arrested since the coup attempt. Arrestees include journalists, judges, prosecutors, police and military officers, academics, governors and even a comedian. Critics argue that lists of Gülen sympathizers were drawn up prior to the coup attempt.

A report prepared by the EU Intelligence Analysis Centre (IntCen) has revealed that although Erdoğan and the Turkish government immediately put the blame for the July 15 failed coup attempt on the faith-based Gülen movement, the coup attempt was staged by a range of Erdoğan’s opponents due to fears of an impending purge, according to a report by The Times newspaper last week.

The European intelligence contradicts the Turkish government’s claim that Turkish-Islamic scholar Gülen, a cleric living in self-exile whose views inspired the movement, was behind the plot to overthrow the Turkish government.

Police in Brazil are stepping up their search for more than 100 prisoners who are still on the run after escaping from adjoining prisons in the northern state of Amazonas on 1 January.

Officials have confirmed that of the 184 inmates that escaped, 70 have been captured, leaving 114 still at large.

Among those on the run is Brayan Bremer, who posted pictures of himself on the run on social media.
About 100 federal officers have been sent to Amazonas to boost the search.

Amazonas governor Jose Melo requested the help of the federal government on Sunday, saying Amazonas were “at their physical and psychological limit”.

The prisoners escaped from the Anisio Jobim jail in Manaus and the neighbouring Antonio Trindad prison as a deadly riot was under way in the former.

The director of the Anisio Jobim jail, Jose Carvalho da Silva, has since been suspended over allegations he took money from the Familia do Norte gang in exchange for turning a blind eye to drugs and weapons beings smuggled into the jail.

Investigators say the Familia do Norte instigated the riot and specifically targeted members of rival gang First Capital Command (PCC).

Mr Silva is also accused of allowing inmates to flee the prison in exchange for money.

He had been put in charge of the jail on 28 December in an interim capacity, after serving as deputy head.

Two inmates made the allegations against him in separate letters sent to the authorities three weeks before the riot.

In the letters, the inmates say that Mr Silva had threatened to move them from a secure area of the jail into a “general population” area, even though they had received death threats and a judge had ordered they be kept separate from the general prison population.

The two were among the 56 inmates killed during the riot on 1 January.

A 23-year-old self-employed woman dealing in used ladies shoes from Berekum in the Berekum Municipality of the Brong Ahafo Region, Sakina Mustapha, is in the grips of the Police for attempting to smuggle a substance suspected to be cocaine to an inmate at the Sunyani Prisons.

Speaking to Citi News, the Public Relations Officer (PRO) of the Prisons, ASP. Johann Nii Narh Nartey, said the suspect believed to be a member of a notorious drug syndicate terrorizing residents in the area, was arrested on Monday at the Sunyani Central Prison with the substance.

He explained that Sakina was apprehended at the Sunyani Prison Barracks after she paid a visit to a prisoner in custody, Taufik Mohammed, who is serving a ten (10) year jail term with hard labour for narcotic drug offences.

He added that the initial demeanour of both convict and visitor appeared normal at the initial stages of the visit, but the interaction aroused suspicion at the latter stage and so both of them were put under strict surveillance.

ASP Nartey continued that, Sakina was later seen hanging around at the barracks in anxiety after the visit, and was subsequently invited into the prison where a search was conducted on her, and Ninety nine (99) pieces of substances suspected to be cocaine wrapped in cigarette foil were found in her purse.

“Upon interrogation, she disclosed that the parcel was given to her by a friend of the prisoner whom she claimed she did not know previously, and who had earlier on called her on phone upon request from the convict to meet her at an arranged location to collect a parcel meant for the inmate. She also stated that, she has no previous knowledge of the content of the parcel she was carrying” ASP. Johann Nii Narh Nartey.

According to him, when she was pressed further to disclose how the parcel was going to be delivered to the prisoner, Sakina said that an intermediary, who would ensure that the items get to the inmate safely in the prison would meet her at the prisons barracks to take delivery of the “goods”.

She however declined to mention the names of the intermediary as well as the supposed source of the parcel and the caller claiming that she does not know them.

The PRO disclosed the mobile number on which she communicated with her accomplices has however gone dead, and could not be reached when called several times.

He has however assured the issue will be investigated to its logical conclusion as the suspect has since been handed over to the Sunyani Divisional Police for further investigations.

The Regional Police Public Relations Officer (PRO), Supt. Sampson Bandin confirmed the arrest and stated that his outfit has commenced investigation into the matter, and the suspect will be put before court soon.
