Classes were halted for some basic school pupils in the national capital, Accra, as they spent parts of Monday morning and afternoon lined up along principal streets to welcome the President of Cote d’Ivoire, Alassane Ouattara.

The pupils, holding Ghanaian and Ivorian flags, were waiting for a scheduled ceremonial procession involving President Ouattara.

This kind of practice, which is very common in Ghana, has been condemned by many, as they believe it constitutes abuse of these children.

Pupils from the Adabraka Presby School on the Kwame Nkrumah Avenue, had been waiting for about an hour for the procession to come their way when Citi News visited the area, which was free of vehicular traffic except for some police vehicles and commercial motorbikes [Okada].

Some pupils, who were being supervised by some of their teachers, looked bored, whilst others were beaming with some excitement at the impending appearance of President Ouattara

The roads where the pupils lined up, were among some of the roads which had been closed down by the Accra Regional Police Command temporarily, in anticipation of the visit of the Ivorian President.

The roads affected by the closures are the Kwame  Nkrumah Avenue towards the Central Business District, Liberation Road towards Central Business District, and the Atta Mills Highway from James Town towards Osu.

The roads were closed from 11: 00 am, and are to be reopened after a scheduled ceremonial procession.

President Ouattara arrived in Ghana around 11: 30, and was welcomed by a delegation led by President Nana Akufo-Addo.

The Accra Regional Command of the Ghana Police Service, will be closing some roads temporarily in Accra, in anticipation of the visit of Ivorian President, Alhassan Ouattara, on Monday, October 16.

President Alhassan Ouattara is expected to arrive in Ghana for bilateral discussions with President Nana Akufo-Addo.

The roads to be affected by the closures are the Kwame  Nkrumah Avenue towards the Central Business District, Liberation Road towards Central Business District, and the Atta Mills Highway from James Town towards Osu.

The roads will be closed from 11: 00 am and reopened after a scheduled ceremonial procession.

The police will be assisting motorists on alternative routes.

The visit by the Ivorian President comes barely a month after Ghana emerged victorious in a maritime dispute with Ivory Coast at the International Tribunal of the Law of the Sea (ITLOS) in Germany.

The two countries have already accepted the decision of ITLOS, and have agreed to work towards implementing the ruling.

A Financial Analyst, Sydney Casley Hayford has described intentions by the Bui Power Authority to construct a Bui City resort as a necessary investment.

The Minority in Parliament on Thursday accused the Authority of spending three  million dollars on a Golf Park.

The Authority denied the Minority in Parliament’s accusations

Rather, the Authority revealed that it has plans of setting up a Bui City resort but has not received funds for construction yet.

Speaking on Citi FM’s News Analysis Programme, The Big Isssue, Mr. Casley Hayford said the facility will boost economic development and serve as a recreational centre for both foreigners and Ghanaian citizens

“ We need a lot of tennis courts, we need to have a whole academy of football for that area.We need such facilities for economic development,” Mr. Casley Hayford explained.

Speaking on the same platform, the Executive Director of Imani Ghana, Franklin Cudjoe added that the facility will boost Ghana’s Tourism Industry.“Apart from being recreational, I think it is an investment,”Mr. Cudjoe said.

But in a rebuttal,a Legal Practitioner, Yaw Oppong criticised the decision by the Authority, describing it as a waste of resources.

Yaw Oppong questioned the rationale for the intended construction, asking whether it would serve the needs of residents in the area or just the employees of the Authority.

“They [Bui Power Authority] are going to build a Bui City, are they going to construct this Golf Course for those residents or for just the workers …?, ” Lawyer Oppong quizzed.

He further wondered whether the money that will be allocated to the Authority for the construction will serve its purpose or will be used for other purposes.

A Legal Practitioner, Mr. Yaw Oppong has said residents should not be held responsible for the recent floods that hit certain parts of Accra.

According to him the city authorities should rather be held liable for the problem. “citizens should not be blamed for this mess because we have blamed citizens for too long. It is time to ask the state what it has done for us after we have given them part of our powers.”

A heavy rainstorm that hit Accra and other regions on Thursday rendered residents stranded and homeless.

Speaking on Citi FM’s News Analysis Programme, The Big Issue, Mr. Oppong said “the state has failed to comply with its part of the contract” to serve the populace.

According to him, the onus lies on the state to provide citizens with the services which will ensure that citizens do not experience floods. “As far as I am concerned if the state does what it has to do, there will be an impediment for people to dump refuse in the gutter.”

He also emphasized the need for city authorities to be reminded of their duties.

The floods that hit the nation’s capital have partly been attributed to the continual dumping of rubbish into Accra’s drains.

Speaking on the same platform, the President of Policy Think Tank, Imani Ghana, Franklin Cudjoe attributed the problem to infrastructural challenge, adding that the country needs close to 2 billion to fix its infrastructural problems.

Offering a solution to the problem, the Editor of Business Finder,Mr. Toma Amihere proposed that the various districts should account for their internally generated funds to ensure that the funds disbursed to those districts serve its purpose.
