The Inspector General Police, David Asante-Apeatu, says pragmatic steps are being taken to make the Ghana Police Service the best in Africa within 4 years.

According to him, the police administration has rolled out a transformational agenda to modernize its operation and put it ahead of its peers in the African region.

[contextly_sidebar id=”r7NOs2jpijCJp4XiRWtlrkcasG1F5AYk”]The Ghana Police service has come under heavy criticism in recent times over its failings in cracking the whip on suspected criminals, especially political vigilante groups who blatantly disregard the law and perpetuate crimes in broad daylight.

Speaking at the opening ceremony of a two-day orientation course for regional private security liaison officers, the IGP said the Police service also looks to becoming among the top 10 organizations in the world.

“These developments in the police private security front is part of the police’s transformation agenda which is inspired by our vision to be a world-class police service capable of delivering planned, democratic, protective and peaceful services up to the standards of international best practices.”

“The goal of the transformation program is to make the Ghana Police the best service in Africa, and one of the top 10 organizations in the world within 4 years,” he said.

Following his appointment in January 2017, Mr. Asante Appeatu has given indications of his readiness to transform the police service.

The service has been consistently rated as one of the most corrupt institutions, with many members of the public accusing its men and women of exhibiting all forms of unprofessional conduct.

Among the developments at the Police Service following his appointment, is the introduction of a GHc 50,000 insurance cover for officers who die in line of duty.

Mr. Appeatu said the amount would be used in case of death in the line of duty, and three children would be catered for from nursery to tertiary.

He added that, even if one should die accidentally or a natural death, the family would be entitled to GH¢ 25,000, and if an officer should suffer permanent disability, he or she would be entitled to GH¢ 25,000.

The Police administration has posthumously promoted two of its officers who were killed in the line of their duty.

The officers, Lance Corporal Robert Kumi Larbi Ackah and Constable Michael Kporyi lost their lives in two separate incidents at Dawadawa on the Buipe-Kintampo road and Michel Camp in Accra respectively.

A statement issued by the Police Service said: “No.47523 Corporal Robert Kumi Ackah’s promotion takes effect from 27th May 2017, while No. 52071 Constable Michael Kporyi’s promotion takes effect from 11th June 2017.”

The late Corporal Robert Kumi Ackah met his untimely death on 28th May, 2017 at Dawadawa on the Buipe – Kintampo highway, when he was escorting an OA passenger bus to the Northern Region. He was stationed at the Tamale Rapid Deployment Force at the time of his death.

He was said to have been mistaken to be an armed robber by his colleagues in a Patrol Team who shot and killed him while escorting the bus.

An earlier police report said the patrol team, which had responded to a distress call on the Kintampo-Buipe highway, gunned down Lance Corporal Ackah because of mistaken identity.

Police preliminary investigations revealed that at about 2.30am, a patrol team on Kintampo – Buipe highway had information that some armed men had blocked the road between Kawampe and Gulumpe.

The team proceeded to the scene and saw about 20 cars parked alongside the road, according to a police SITREP [situational report], seen by the Daily Graphic.

They were said to have maneuverer to the scene where the armed robbers and the robbers reportedly opened fire on the patrol team. The team also returned fire immediately and bypassed the scene to a distance and turned back to the scene.

At the scene, they spotted someone in mufti with a rifle standing in the midst of the passengers who were lying down. The patrol team were said to have mistakenly took him to be a robber and shot him in the thigh, the SITREP said.

In the case of the late Lance Corporal Michael Kporyi, he was shot by two suspected armed robbers at Michel Camp in the early hours of Tuesday 13th June 2017, when he was on his way to his duty point. He was also stationed at the Tema Rapid Deployment Force at the time of his death.

The Police administration has assured that no officer will be disenfranchised in Wednesday’s presidential and parliamentary elections.

The Director of the Police Public Affairs, Superintendant Cephas Arthur told Citi News, “the administration will ensure all personnel are able to exercise their franchise”.

To this end, he said the Inspector General of Police has instructed all Regional, Divisional and District Commands to devise a plan to ensure all personnel who were unable to vote during the  special voting exercise do so on election day.

Citi news checks from polling stations across the country today, showed registered voters who submitted their names to take part in the special voting exercise were turned away again because their names were not in the register. Similar challenges were recorded on Thursday, December 1, 2016, when the exercise took place.

The EC subsequently set today, December 4, 2016, for those who could not vote to do so after meeting with the political parties and top hierarchy of the security services. However, it seemed a number of the special voters would be disenfranchised because they couldn’t find their names in the register.

The Electoral Commission’s Director of Communication, Eric Dzakpasu in a Citi news interview, called for calm and further assured those who cannot vote would be able to do so on Wednesday.

Superintendent Arthur also added police officers in the various regions apart from the Greater Accra Region will be deployed to areas in their home regions “such that these people could move to their polling stations and vote and at the same time have enough people to replace them.”

According to him, only a small percentage of officers in the Greater Accra Region would be deployed to the various regions to man the polls. He, however, said any officer who has been deployed outside Accra but has not been able to vote would be replaced.

“There are police officers who are going to work in Accra who have already voted. That’s why the commanders have been tasked to devise such an arrangement which will ensure that those who did not get the opportunity to vote today on the 7th and at the same time have enough personnel to perform the duties.”

Meanwhile, the Ghana Armed Forces GAF said it is putting together a list of all of its officers who could not vote in today’s exercise. Public Affairs of the GAF, Colonel Aggrey-Quarshie told Citi news officers who were turned away from voting today would be given another opportunity to vote on Wednesday.

“There is a list that is being compiled. So when you come and you don’t find your name, you just fill in your detail; you state your unit, where you registered, where you are located. You will also indicate if you have been earmarked for deployment, which area are you going to be deployed? If you are going to be deployed too far away from where you are supposed to vote, then an action would be taken. We either change you or they swap you with somebody else”.

The Professional Footballers Association of Ghana (PFAG)  has welcomed the proposal by the Ghana Football Association (GFA), that would require players who are called up to the national team to sign pre-tournament contracts.

In an statement released to the media on Tuesday, PFAG stated that it had taken note of the GFA’s decision and  “welcome a holistic review of the entire Black Stars campaign.”

The Black Stars participation in the just ended World Cup in Brazil was marred by disputes between players and management officials over unpaid appearance fees and reports of indiscipline, resulting in the expulsion of two players, Kevin Prince Boateng and Sulley Muntari from the team’s camp.

The president of the GFA, Kwesi Nyantakyi, announced at the team’s post World Cup press conference that henceforth, players would have “signed agreements” before they are allowed to play for the Black Stars.

PFAG’s statement  went on to read that it was waiting for the GFA’s report on the details of the player’s contracts “and are eager to dialogue with the federation to come up with ways to restore the glory of the Black Stars.”

PFAG to dialogue with Ghana Football Association on Code of Conduct Rules for Players

The Professional Footballers Association of Ghana (PFAG) has taken note of reports in many of our leading dailies and on broadcast media indicating that the Ghana Football Association (GFA) will henceforth require players of Ghana’s senior national team, the Black Stars to sign contracts before being allowed to play for Ghana.

Many of these reports quote the GFA President Kwesi Nyantekyi at his press conference of July 2, 2014 where he indicated that there will be a strict code of conduct for players in the future.

A Citifmonline.com report of July 2, 2014 quotes the FA President as saying the following, “the current rules and codes of conduct of the Black Stars will be transformed into contracts that will detailed terms and conditions as basis for invitations to the national team. The contracts will cover appearance fees and bonuses.”

We welcome a holistic review of the entire Black Stars campaign and any attempts to improve our performance in future competitions and Ghanaian football in general. We are currently waiting on the exact details of what the reported contracts will contain and are eager to dialogue with the federation to come up with ways to restore the glory of the Black Stars.

We further urge the GFA to apply any standard contracts to all of our national teams as well as to players of every club playing in the local leagues when they sign agreements.
