A former Deputy Attorney General under the erstwhile Kufuor Administration, Kwame Osei Prempeh has advised various political parties to draw up a plan that will ensure that their respective Members of Parliament (MPs) are retained for an extended period.

Mr. Prempeh believes MPs will gain more experience if they are made to serve longer in Parliament.

“They[MPs] only get experienced and then they are thrown out so let us retain our MPs…, let us devise means whereby MPs can stay in Parliament,”Mr. Prempeh opined.

Speaking to Citi News, Mr. Prempeh said the rate of alteration in Ghana’s Parliament is too high.

According to him, MPs in United Kingdom, Germany and the United States are more experienced due to their decision to retain their MPs in Parliament.

“Parliamentarians in UK, Germany, US, people are able to stay in Parliament for forty years and they become very experienced but our Parliament is not like that. You go to Parliament and after every four years almost half of the experienced members go away. What are we building?”Mr. Prempeh quizzed.

Mr. Prempeh further attributed the country’s problems to Ghana’s refusal to institutionalize its Parliamentary democracy.

“We are not institutionalizing democracy in terms of Parliamentary democracy and that is where the problem is coming from…”

Russia’s lower house of parliament has passed a law requiring internet companies to store Russian citizens’ personal data inside the country.

The Kremlin says the move is for data protection but critics fear it is aimed at muzzling social networks like Twitter and Facebook.

The Russian government is thought to be seeking greater access to user data.

Social networks were widely used by protesters opposing President Vladimir Putin’s return to the Kremlin in 2012.

Analysts say there are fears that Russia may be seeking to create a closed and censored version of the internet within its borders.

The new bill must still be approved by the upper chamber and President Putin before it becomes law.

If passed, the new rules will not take effect until September 2016 but will give the government grounds to block sites that do not comply.

“The aim of this law is to create… (another) quasi-legal pretext to close Facebook, Twitter, YouTube and all other services,” internet expert and blogger Anton Nossik told Reuters news agency.

“The ultimate goal is to shut mouths, enforce censorship in the country and shape a situation where internet business would not be able to exist and function properly.”

But introducing the bill to parliament, MP Vadim Dengin said “most Russians don’t want their data to leave Russia for the United States, where it can be hacked and given to criminals”.

“Our entire lives are stored over there,” he said, adding that companies should build data centres within Russia.

Members of Parliament (MPs) will resume sitting today after postponing their scheduled re-opening two times.

Parliament initially announced plans to resume business on Tuesday, May 27.

The date, which was however postponed to June 3 was again postponed to June 10.

Reports had quoted the minority leader, Osei Kyei Mensah Bonsu as claiming that the postponements were forced by financial constraints.

Speaking to Citi News however, the Deputy Minority Leader, Dominic Nitiwul said though funding challenges remain,Mrit is imperative for Parliament to resume since it has a number of issues to tackle.

“The bills that are in Parliament are well over ten and those that Parliament envisage to come are close to ten so we have a lot of jobs to look at,” Mr. Nitiwul said

Mr. Nitiwul said Parliament is willing to make use of its limited resources to get the House working.

“ I don’t think that in this era of authority anybody will say that the House needs such a sound financial fortune, that is not true. We have small resources, but we are ready to make use of it to get Parliament working,” Mr. Nitiwul explained.
