Citi FM, together with a social action group, One Ghana Movement launched a citizen responsibility campaign dubbed  “The Right Way Initiative”, on Tuesday, 27th February 2018.

The 2-hour policy roundtable event, which had in attendance various policymakers and stakeholders was on the theme: Environmental Discipline- Dealing with filth in Accra.

The event was also aimed at putting pressure on the relevant authorities to tackle the unsanitary conditions in the country, as well changing negative attitudes of people towards sanitation.

The Minister of Sanitation and Water Resources, Joseph Kofi Adda, and Chief Executive of the Accra Metropolitan Assembly, Mohammed Nii Adjei Sowah discussed various themes of the campaign at the event.

At the end of deliberations, participants came up with the following recommendations which have been captured in the communique below:

The Chief Executive Officer of the Accra Metropolitan Assembly (AMA), Mohammed Nii Adjei Sowah has blamed the failure to ensure the provision of social services including adequate sanitation in the metropolis on the Assembly’s lack of total control over these services.

According to him, despite being responsible for the development of the capital, the Assembly has to contend with other agencies which have the primary responsibility for certain key social services.

He added in the more developed nations, the local assemblies have greater control over the development of their jurisdictions, enabling them to easily implement any development agendas in the interests of the citizens.

“You travel around the world and are proud to go to certain megacities and see things over there. But what is the governance structure in those cities? I sit here as the Mayor of Accra but I don’t control the Ghana Police Service or the Ghana Health Service so I don’t control all the clinics in Accra. These are all complementary factors that could factor in your planning of the city,” he said at the launch of The Ghana Action Series, a campaign by One Ghana Movement and Citi FM.

Likening Accra to Pizza, he lamented that different agencies of state each control ‘slices’, leaving the AMA with the difficult task of coordinating all these bodies to ensure the development of the capital.

He insisted that unless the AMA and its officials are given more control in the management of Accra, issues with sanitation might never be fully addressed.

“You are left to handle one side of the city; the city is like Pizza, the AMA has one side and a Ministry has another portion. If we don’t address the issue holistically, we’ll come back to the table, that’s where my concern is. If we don’t address the governance issue critically, we’ll be talking to the Ministry of Sanitation, the Accra Metropolitan Assembly differently. In many cities that have been ranked as the cleanest city, the governance issue is very clear. The city is directly in charge of all operations and then you can call the shots,” he added.

Inadequate infrastructure

The Accra Mayor also lamented the lack of infrastructure to ensure that waste that is generated in the capital daily is properly disposed of.

He stated that the only landfill site in the city does not operate throughout the day, leaving residents with no choice but to dump their waste at inappropriate locations.

“It’s about infrastructure. The truth is that we don’t have it at all. Currently, in the whole of the Accra Region, we have only one landfill site, which is not engineered, at Kpone. Technically in about one and a half years, the Kpone landfill site will get full and we’ll be in trouble. In Accra, the Kpone landfill site doesn’t operate 24 hours. Have you ever seen a city that is running waste management that does not operate 24/7? But the Mayor does not control the Kpone landfill site. So by 5 pm, the Kpone landfill site is closed,” he said.

The Right Way

The Ghana Action Series, which includes The Right Way initiative, was launched today [Tuesday] is geared towards improving sanitary conditions in the country.

The Director of News Programming at Citi FM, Benard Avle, told Citi News, “the rains have started and we want to know what the AMA has done to make sure that we don’t have repeated flooding, and we also want to understand from the point of the view of the Sanitation Minister, what he has been doing since he took office and what specific things he is set to do in the next few weeks to ensure that dream of making Accra the cleanest city… It is one of the things we are doing to carrying the conversation from mere intention to action”

Ghana’s problem with filth is well documented and can be accurately described, as plastic waste is noted as a major sanitation problem nationwide.

The capital, Accra is inundated with waste and uncollected garbage despite promises by various assemblies to improve the situation.

The sight of refuse dumped on the streets or on pavements is not uncommon, with the rubbish sometimes being left by waste management companies.

President Nana Akufo-Addo in 2017 pledged to make Accra the cleanest city in Africa by the end of his tenure in office although doubts have been raised about this plan given the current situation.

The Chief Executive Officer (CEO) of the Ghana Chamber of Bulk Oil Distributors (CBOD), Senyo Hosi, has called on the various Metropolitan, Municipal and District Assemblies, particularly the more prominent ones to rely more on their Internally Generated Funds than on the central government to combat the sanitation challenges in the country.

His comments came on the back of complaints by the AMA Chief Executive, Mohammed Nii Adjei Sowah, that the lack of infrastructure and resources was hindering the provision of quality sanitation services in the capital.

According to Mr Hosi, it is unfortunate that the AMA, which he describes as “the most resourced Municipality” is still dependent on the central government for the provision of key social services.

He advised the Assembly to put more effort into the collection of property taxes and ensure that the more affluent areas in the capital are made to pay more to ensure development projects are funded.

“I don’t think that the Mayor actually needs government to get any of his things done.  Accra is the most resourced Municipality but yet it’s easily one of the least performing. Property rates, property rents, how much are they paying. The Municipalities generally have resources within their space and within their reach but everything in this country has become government, government, government. Everybody is expecting something from ken [Ofori-Atta]’s budget. The old man is still raising his spectacles on his forehead, allow the guy to breathe because he’s struggling. We should solve the thing ourselves,” he said at the launch of The Ghana Action Series, a campaign by One Ghana Movement and Citi FM.

“The properties that we have, big houses; go to Lakeside Estates where I stay, we were paying property rates of 50 and 100 cedis. Who is going to fix the roads for you? The first thing is that we need to let the property rates be right. Collect the property money, let the rich people pay the right money.”

Senyo Hosi also called on Ghanaians to change their mindsets towards the disposal of waste and to be willing to pay to ensure that the operators of landfill sites are remunerated well enough to ensure the constant functioning of these sites.

“We need to learn to pay. We’re not paying and if we don’t pay, nothing works. Waste management is an economic issue. We need to rethink how we orient the general public about waste.  It’s a resource that has to go through some process which must be understood and clearly defined. But at the end of the day, whoever is going to use that resource must find some economic benefit out of it. If you’re operating a landfill site and the person is not going to be paid for it, it’s not going to work. If the pricing is wrong, it’s still never going to work,” he added

Citi FM together with a social action group, One Ghana Movement, will later this morning launch a citizen responsibility campaign dubbed “The Right Way Initiative.

The campaign to be championed by the group is geared towards improving insanitary conditions in the country.

Social action group, One Ghana Movement, has called for an immediate public enquiry into the gas explosion at Atomic Junction in Accra, as well as punishment of officers who “facilitated the breaching of safety protocols that might have resulted in the explosion.”

Seven people were confirmed dead in the blast, whilst 132 people sustained varying degrees of injury.

[contextly_sidebar id=”VP2YOaTly83TrPvV0WItMxPuVhcwdQBM”]The residents of Atomic Junction in Madina were thrown into a state of panic following the explosion at the gas station which spread to adjacent structures.

The huge fireball from the explosion could be seen for miles around with many people in the vicinity taking to their heels in a bid to escape the blaze.

A number of people who sustained injuries in the blaze and the ensuing panic were taken to surrounding hospitals to receive treatment.

This was the eighth gas explosion in the country since 2013, a situation the group considers unfortunate as no persons have been held accountable for failing to ensure the incidents don’t occur.

In a statement, One Ghana Movement called for an open investigation into the incident and the punishment of officers who facilitated the breaching of safety protocols that might have resulted in the explosion.

“We at OneGhana feel very strongly that such disasters will be halted when actions and inaction are punished. We certainly cannot go on like this as a country! The attainment of Ghana’s potential will remain an illusion unless the culture and attitude of accountability is engrained in our governance and socio-cultural structures. It is important that the public officials granting safety permits realize and understand that in the event of any manipulation of the permitting process which results in safety breaches, the responsible official should be held legally accountable. Likewise regulators should ensure all involved in the industry provide adequate training for staff and keep to health and safety regulations,” the group said.

“Laws should be enforced and people held accountable. We are demanding an immediate open investigation into the Atomic gas explosion for all citizens to have knowledge of its results and whoever is held responsible, government should take immediate action to punish accordingly. When the people are sanctioned, it will serve as a preventive measure to persons involved within the sector.”

On the evening of October 7th 2017, an explosion occurred at the Gas dispensing station at Atomic Junction near Madina. Seven persons were confirmed dead and more than a hundred sustained varying degrees of burnt injuries.
 
It has been reported by the National Petroleum Authority (NPA) that in the last three years, the country has witnessed at least eight (8) explosions at gas filling stations while the content was being dislodged. However institutions or persons responsible for safety and regulatory measures in the petroleum industry have not been held accountable.
 
As expected, authorities rushed to the scene of the disaster the following day with promises to ensure that not only will the perpetrators be brought to book but polices will be put up to avoid such occurrences.
 
We at OneGhana feel very strongly that such disasters will be halted when actions and inactions are punished. We certainly cannot go on like this as a country! A social action group, One Ghana Movement, is advocating for justice for persons who were affected in the June 3 twin disaster which happened at the Goil fuel station in Accra some two years ago.

Most of the families of the over 150 persons who lost their lives in the rain and fire explosion incident, as well as those who suffered several injuries on that fateful day, are yet to be fully compensated.

One Ghana Movement has however threatened a series of actions including resorting to the court if need be, in order to get justice and compensation for the victims.

Speaking at the launch of the One Ghana Movement in Accra on Friday, a member of the group, Lawyer Samson Lardy Ayenini, said they are ready to ensure that officials whose negligence led to the disaster are prosecuted.

“The pursuit of justice will not only result in fair compensation to victims and their families and punishment to those officials who are found culpable, but even more drive the sense of accountability and responsibility of citizens, corporate Ghana and public officials….Citizens shall be emboldened not to allow their rights and privileges to be trampled upon, for public servants and politicians shall realize that they will be held accountable for their actions and must give their optimum. One Ghana shall provide both legal and advocacy services to victims and their families to realize the project’s objectives,” he noted.

While calling for support from Ghanaians, Lawyer Ayenini also said they will not relent until justice is delivered to the victims because “we mean business.”

“In the coming weeks and months, we are starting full-fledged, anything that has to be done to ensure that the victims are compensated and this would include going to court if we have to use that resort to compel specific individuals, agencies and institutions to do what must be done,” he added.

A Supreme Court judge Justice, Jones Dotse, has urged Ghanaians to desist from blaming judges if  cases do not go the way they wanted.

According to him, judges adjudicate cases based on the evidence provided them by security agencies, and thus cannot go beyond such evidence to make judgements.

It is not like the judges in the civil law countries who have certain powers who can even determine the course of the investigation. So sometimes when civil society organisations criticize the judiciary these are our limitations,” he added.

The Supreme Court Justice explained that, in murder cases, there are certain ingredients that have to be established before judgments are passed.

“Somebody is dead, he died as a result of unlawful harm, that harm was intentionally caused by the accused. In putting forth this simple case, if you call witnesses without calling the pathologist who performed the medical examination, then it is contentious as to how the deceased died, how do you expect the judge or sometimes to the jury who will make up their mind on the cause of the death? So these are the issues you all must follow and understand,” he said.

Judges have in recent times been bashed for some judgements they passed in some high profile cases in the country.

Justice Dotse while speaking at an event organized by a social action group, One Ghana Movement on Friday, also urged security agencies to beef up their efforts in enhancing effective justice delivery.

He also called for the strengthening of the security agencies to enable them provide adequate evidence before the courts for effective administration of justice.

“I will say that what we need to do in this country is to ensure that all the agencies involved in security – Police, Immigration, Narcotics, EOCO, need to  be strengthened. We need to allow them to do their work.  Because their work does not end with them, it ends up in court. If they don’t do their work well, then when the cases come to court, people blame the courts for cases that do not go in their favour. If the judges make the judgment and it does not measure up then the judges are blamed.”

“Cases have to be properly investigated and well prosecuted. A case can be properly investigated but improperly prosecuted before the court. If A has to give evidence and A is not called, B’s evidence is immaterial because they’ve left out a material evidence. What do you expect the judge to do?”
